President's Message Greetings Manasota 10-13 Club Members & their Families. Wishing you a Happy & Healthy New Year,

I hope all our members and their families had a GREAT holiday season and all your travels went well. Now

that we have entered another new year, let’s make our resolutions come true. One of my resolutions is to

have our Manasota 10-13 Club continue to grow, become more successful, have more fun events and enjoy

the social aspect of our diverse group. After all, we have a most important common background; We were

our members, I encourage members to attend. It is The Ultimate Elvis Tribute Show staring Brian Keener,

one of the highest ranked Elvis impersonators with the “closest voice to Elvis”, voted 9 years in a row. Also

appearing is the Andy Pursell Band. Presale tickets $12 pp or $15 at the door. Event is sponsored by the

Blue Knight’s LEMC Fl XVIII to be held at the Sahib Shrine Auditorium on Saturday, 3/18. I’ll have all the

details and flyers at the next meeting, Tuesday, 1/24th. I have also sent this information out via e-mail.

Additionally, the next planned event is the annual picnic to be held Sunday, 4/23, 11 AM ‘till 4 PM at the

North Jetty, Venice, $10 pp, children 12 & under free. Also, keep your eye on your e-mail for the next

“Dine-A-Round” dinner get together TBA. Chairman Sy Bonarti will have details, [email protected],

CALL TO ORDER

After enjoying an early Christmas dinner of ham prepared by Chef Paul at the combined annual Christmas meeting with the FOP, President, Tony Marone called to order the regular meeting of the MANASOTA 10-13 Organization at Fraternal Order of Police Lodge # 3.

ROLL CALL, PLEDGE OF ALLEGIANCE AND A MOMENT OF PRAYER WAS LED BY PRESIDENT TONY

MARONE.

APPROVAL OF MINUTES FROM LAST MEETING

President Tony Marone requested a motion to waive the reading of the minutes from the last meeting, seconded by Sy

Bonarti and Vic Rohe and approved by the membership. OLD BUSINESS

A. Requesting all members to update contact information so the newsletter gets out to everyone. Membership applications

are in the newsletter, please actively recruit new members. Advertising in the newsletter is only $25 a year. Club dues are

due; please send checks to the treasurer Joe Timmons, 7614 Rio Bella Place, University Park, Fl., 34201. Spring 3100

applications are due for 2017.

B. Polo shirts are available with an enhanced logo for $25. New T-shirts are available $15, see Tim Van Schultz

C. The meeting schedule and agenda is attached to our newsletter.

D. The Dine-around chairman is Sy Bonarti, so pay attention to your emails for future dates.

NEW BUSINESS A. The National meeting is January 14, 2017. One of the topics to be covered is the national wants to model their

website after ours because they liked ours. Thank you Vic Rohe for the construction of the website and your continued efforts in trying to make our club a success.

B. Two new members were welcomed today. Craig and Eric thank you for joining our club C. A conversation introduced by our President for our club to participate in the Thin Blue Line in the National Law

Enforcement Museum in Washington D.C., which is now being constructed. The price is $1000 for our club’s name to be inscribed in the bridge at the entrance of the museum. A motion was made by Vic Rohe seconded by Steve Wall and approved by the membership for our club to contribute $500 and the rest to be raised by the members. Tony Maggio and Tony Marone contributed $100 each. All the winners of the 50/50 also contribute their winnings.

D. Joe Timmons has created a Facebook page for our club. Manasota (Fl) 10-13 Retired N.Y.P.D. E. The Llamas are having a casino night January 6

, 2017 at the FOP for The Suncoast Charities for Children

F. Rory from the Blue Knights announces an upcoming night of entertainment with Elvis impersonator Brian Keener at the Sahib Shrine 600 N. Beneva Rd. Sarasota on 3/18/17, $12 with the proceeds going to charity.

COMMITTEE REPORTS A. Annual picnic is April 23, 2017. Volunteers are very much needed.

EDITOR’S CORNER

ello everyone! We’ve managed to survive

another holiday season. As a reminder to

the membership, we will be having our

yearly picnic. The picnic will be held on April 23rd at

the Venice North Jetty’s. The cost of the picnic this

year will stay at $5 per paid member, $10 per guest

and children 12 and under are free. In the past we

have had a fantastic time. So please, breakout your

suntan lotion, bathing suits and bring a healthy

appetite. Please mark your calendars and make every

effort to attend this function. We always have a great

time! Remember, only paid members and their guests

can attend.

At the next meeting we are going to have a special

guest representing, U.S. Law Shield. This company as

will be explained by the representative, sells an

insurance policy that will pay for an attorney from

the minute you get arrested, for any gun violation

until you are exonerated, no matter how much it

costs, for a very reasonable price. In today’s world it

doesn’t take much to be accused of wrong doings

while carrying a gun. It’s important we protect

ourselves in the event something should occur. See you at the next meeting.

RECEIVING MAIL FROM COMPANIES TO PEOPLE WHO DO NOT LIVE AT YOUR ADDRESS

IDENTITY THEFT, FRAUD, AND ATTEMPTED LARCENY MY WIFE’S CAPITOL ONE ACCOUNT WAS HACKED OR POSSIBLY DISCLOSED BY A BRIBED DISHONEST EMPLOYEE, OR IN

SOME OTHER WAY. FOUR (4) NAMES WERE ADDED TO HER CAPITOL ONE ACCOUNT WITHOUT HER KNOWLEDGE OR PERMISSION. THOSE NAMES WERE ON PREAPPROVED SOLICITATION MAILINGS FROM COMPANIES THAT WERE SENT TO OUR HOME BECAUSE

THE CROOKS ILLEGALLY USED OUR ADDRESS. THEY ARE: TONYA MOORE, CHANTALE PIERRE, JACQUELOI MOREAU, AND CORY L. LOVETT. OTHER NAMES USED ON FRAUDULENT MAILINGS WERE RUDDY GERMAINE AND CORY L. LOVETT. FOR APPROXIMATELY 5 MONTHS WE HAVE BEEN RECEIVING DOZENS OF PIECES OF MAIL FROM CORPORATIONS THAT SEND OUT

PRE APPROVAL SOLICITATIONS IN RESPONSE TO REQUESTS BY THE INDIVIDUALS ILLEGALLY USING OUR ADDRESS. THE LETTERS ARE ADDRESSED TO INDIVIDUALS WE DO NOT KNOW AND WHO DO NOT LIVE AT OUR HOUSE. THE MAILINGS INDICATE THAT THOSE PERSONS ARE PREAPPROVED FOR SERVICE BY THE FOLLOWING COMPANIES; BP, AMERICAN EXPRESS, CAPITAL ONE, MOBILOANS, BANK OF AMERICA, GEICO AND CITI BANK THOSE COMPANIES WERE CONTACTED AND STATED THE PROBLEMS WOULD BE INVESTIGATED. THE COMPANIES WHO HAVE RESPONDED TO DATE ARE CITI BANK, WHO SENT INVESTIGATOR JIM REID TO OUR HOME AND

SHORTLY THEREAFTER THE LETTERS STOPPED. A GEICO E MAIL STATED THAT IT WILL TAKE 6 TO 8 WEEKS TO HAVE OUR ADDRESS REMOVED FROM THEIR MAILING LIST. MY WIFE SPOKE TO CAPITOL ONE AND THEY HAVE MADE ADJUSTMENTS AND ISSUED A NEW CARD. AMERICAN EXPRESS IS AWARE OF THE PROBLEM AND WILL IMMEDIATELY NOTIFY US IF SOMETHING SUSPICIOUS OCCURS. PAUL R. KEESEE OF THE ENGLEWOOD POST OFFICE TOOK THE INFORMATION AND THE MAILINGS AND FORWARDED THE

INTELLIGENCE TO THE POSTAL INSPECTORS OFFICE. OUR MAIL CARRIER HAS ALSO BEEN MADE AWARE OF THE PROBLEM. THIS IS A SCAM THAT IS RELATIVELY NEW. THE SARASOTA SHERIFF’S OFFICE IS AWARE OF THIS ATTEMPT AT IDENTITY THEFT. DEPUTY RAY PENDLETON WAS MOST

HELPFUL AND INFORMATIVE WHEN WE MADE A REPORT. MODUS OPERANDI: THE CROOKS ACQUIRE YOUR NAME, HOME ADDRESS, DATE OF BIRTH, AND SOCIAL SECURITY NUMBER BY (HACKING, POSSIBLY

BRIBING DISHONEST EMPLOYEES, OR OTHER MEANS), AND APPLY FOR MEMBERSHIP APPROVAL IN VARIOUS COMPANIES USING

YOUR ADDRESS AND THEIR NAMES. IF PREAPPROVED MAILINGS BEGIN ARRIVING AT YOUR HOME ADDRESSED TO PERSONS

THAT DO NOT LIVE THERE, IT IS A SIGNAL THAT YOUR INFORMATION HAS PROBABLY BEEN COMPROMISED. THE POST OFFICE HAS A PROGRAM THAT ALLOWS SOMEONE TO CHANGE YOUR ADDRESS ON LINE TO HAVE YOUR MAIL SENT TO

AN ADDRESS THEY CHOOSE. (GOOD FOR MISCREANTS, NOT VICTIMS). ALERT YOUR LETTER CARRIER TO THE PROBLEM AND PROVIDE HIM/HER WITH THE NAMES OF THOSE USING YOUR ADDRESS. IMMEDIATELY REPORT THE PROBLEM TO THE BUSINESSES SENDING THE MAILINGS. CONTACT THE CREDIT BUREAUS: NOTIFY TRANSUNION (877 322-8228), EXPERIAN (800 493-1058), AND EQUIFAX (877 474-8273), AND HAVE A FRAUD

ALERT PLACED ON YOUR ACCOUNT. THEY WILL NOTIFY YOU SHOULD ANYONE ATTEMPT TO OPEN A NEW ACCOUNT IN YOUR

NAME.

THE CRIMINALS MAY ATTEMPT TO HAVE THEIR NAMES ADDED TO YOUR CREDIT CARD AS LEGITIMATE USERS AND THEN

PURCHASE ITEMS USING YOUR ACCOUNT. CHECK YOUR STATEMENTS FREQUENTLY TO DETERMINE IF NAMES UNKNOWN TO YOU HAVE BEEN ADDED OR IF PURCHASES YOU

DID NOT MAKE HAVE BEEN MADE. THE CROOKS MAY ATTEMPT TO OPEN UP NEW ACCOUNTS WITH OTHER COMPANIES USING YOUR NAME AND INFORMATION

CREATING CHARGES WHICH YOU COULD BE HELD RESPONSIBLE FOR. CREDIT BUREAU FRAUD ALERTS WILL PREVENT THIS

FROM OCCURRING. THANKS TO THE FLORIDA ATTORNEY GENERAL’S OFFICE, THE SARASOTA COUNTY SHERIFF’S OFFICE, THE US POSTAL

INSPECTORS, THE ENGLEWOOD POST OFFICE, OUR MAIL CARRIER, CITI BANK, AMERICAN EXPRESS, MOBILOANS, AND

GEICO FOR THEIR ASSISTANCE IN THIS MATTER, GOD BLESS AND PROTECT OUR MILITARY, LAW ENFORCEMENT, FIRE FIGHTERS, AND EMT’S. PRAY FOR THE FAMILIES OF THE ALMOST SEVENTY POLICE OFFICERS KIA BY COWARDLY ASSASSINS IN 2016. TAKE CARE, BE CAREFUL, AND I’LL SEE YOU AT THE NEXT CRIME SCENE.

2017 Tuesday. The bill, initially introduced in 2015 by Hudson, has 58 of its original cosponsors.

“Our Second Amendment right doesn’t disappear when we cross state lines, and this legislation guarantees that. The

Concealed Carry Reciprocity Act of 2017 is a common sense solution to a problem too many Americans face. It will

provide law-abiding citizens the right to conceal carry and travel freely between states without worrying about

conflicting state codes or onerous civil suits,” Hudson said in a statement.

Supported by major Second Amendment organizations, like the NRA, the legislation would permit individuals with state

issued conceal carry licenses or permits to conceal a handgun in any other state that allows concealed carry.

This would mean that even law abiding individuals who are residents in tough restrictive gun law states like Maryland,

California, and New York, for example, can use a non-resident concealed carry permit from another state, like Utah, to

conceal carry in their own state. Additionally, the bill permits residents of constitutional carry states the right to carry in other states that acknowledge

their own resident’s permit.

The original 2015 legislation introduced by Hudson in the 114th Congress was similar in nature to his latest bill and had

216 cosponsors as well as an amendment to stop President Obama’s “green-tip” bullet ban. The legislation made it to the

House floor but was ultimately referred to committee.

Democrats have vowed to fight any legislation that gives concealed carry permit holders reciprocal rights in any state. Connecticut Democratic Sen. Richard Blumenthal, a strident gun control advocate, said any kind of national reciprocity

bill would be “dead on arrival” in the upper chamber.

As promised, I always try to keep you updated or I like to remind you of different benefits affecting all NYC

Police Officers including Pre Merged members of the NYC Transit and Housing Police Departments. Today I

am reminding all police retirees to inform their spouse and domestic partner what to do when the retiree passes

away and their spouse or partner is on Medicare. Chapter 436 of 2001 law relates to Special Continuation of

health care coverage for certain NYC Retirees. Today I am focusing on police spouses/domestic partners who

are entitled to continuation of health coverage for life. Remember you have one year from the date of the

retirees’ death to date to apply for this coverage. For Medicare eligible spouses the monthly cost for the GHI

plan today is $292.00 a month which includes a drug plan and the additional 2% Administrative fee. Spouses

who are not Medicare eligible the total monthly cost will be considerably higher as it not a supplemental plan. I

am not endorsing the GHI plan; all I am doing is giving you another option.

SURVIVING SPOUSE INSTRUCTIONS

THE FOLLOWING INFORMATION IS BEING PROVIDED FOR THE BENEFIT OF SURVIVING SPOUSES. IT HAS

BEEN EXCERPTED FROM VARIOUS ARTICLES DISSEMINATED BY OUR C.E.O. GENE LOEWY, IN THE PAST,

BASED ON FREQUENTLY ASKED QUESTIONS AT MANY 10-13 MEETINGS OF VARIOUS CLUBS. QUESTION: When a member passes away, what will happen to his/her spouse as far as medical coverage? ANSWER: If the retiree has retired on 3/4 and dies from the condition that mandated the retirement, (Heart Bill,

etc.) the City will continue the same medical coverage that was in effect with the retiree. This will also include

Health & Welfare Benefits (dental, eyeglass & prescription drugs). If the retiree has retired for regular service or

ordinary disability, the spouse will be able to continue the medical coverage but must pay for it at the group rate.

The group rate is a bargain and is calculated at the cost of 102 percent of the amount that the City was paying.

Due to special legislation that we were able to achieve several years ago this coverage does not expire after 36

months. This applies only to New York City Police and Fire Retirees. Upon learning of the death of a police

retiree the Retiree Benefits Section of the Office of Labor Relations sends the SPOUSE an application which is

referred to as “Cobra for Life.” The surviving spouse fills it out and sends it to the medical plan of choice and is

thereafter billed and covered by that health carrier. The survivor also can continue the Health and Welfare

coverage with the respective union, PBA, DEA, SBA, SOC, (based on retirement rank) only for a period of 36

months but they must pay for that continuing benefit for a 36 month period. The Health and Welfare coverage is

no longer available after the 36 months but it does not affect the Medical Coverage which is for life. However, if

they are of Medicare age, we recommend they take the health plans (GHI etc.) prescription drug rider instead,

and they will be partially subsidized by Medicare but only if they can forego dental and optical benefits. QUESTION: What happens when the 36 months expire? ANSWER: If the spouse is not yet of Medicare age, then they should contact their medical plan provider and

inquire about paying for the prescription drug rider. They can also shop for other prescription drug plans.

ANOTHER OPTION FOR THE MEDICARE ELIGIBLES AT THIS TIME, IF THEY CHOSE THE COVERAGE WITH

THEIR SPOUSES RESPECTIVE UNION IT IS RECOMMENDED THAT YOU GO TO YOUR LOCAL PHARMACY WITH

A LIST OF YOUR MEDICATIONS AND THEY CAN RECOMMEND WHICH AVAILABLE PLAN IS BEST FOR YOU. QUESTION: I am receiving the Medicare rebate for myself and also my spouse. When I die will my spouse

continue to receive the rebate? ANSWER: The survivor continues to be in the rebate program only if the CITY is paying the health coverage. If

the CITY is not paying for the health plan then there is no justification for the CITY to provide a rebate. NOTE: It is important to remember that the City will take the widowed spouse off the record for Medicare

premium reimbursement. However, you are still entitled to all of the retroactive payments for both you and your

spouse up until his/her date of death. Since this payment is always a calendar year behind, It is incumbent upon

One for each bank account, brokerage house account, share of stock or bonds, etc. that were in the deceased's

THINGS THAT MAY APPLY Cancel the lease. If your parent or loved one rented a home, cancel the lease after clearing out the furnishings. Inform insurance companies. File life insurance claims for any policies on the person's life, and request that the

insurers send you Form 712, Life Insurance Statement (a statement about the life insurance that must be filed

with the estate tax return). Make sure the car insurance company continues to cover the person's car until it's sold or transferred to a

beneficiary. Make sure the homeowners policy continues to provide adequate coverage for the person's things until removed

from the home. Notify companies the person did business with.

Cancel credit cards, and close charge accounts.

Tell airlines to transfer frequent-flier miles (in attendance with the will to the primary beneficiary).

Gather assets. This doesn't mean piling them all together. It means getting a list of all the assets at the time of

the decedent's death, along with copies of statements, deeds, etc. This information is needed for probate. It's

also essential for filing federal and state estate tax returns, if required. Review IRAs. If the surviving spouse is

the beneficiary, decide whether to roll an IRA over to the surviving spouse. Get good advice—and get it now.

The money you pay to attorneys and other advisers to resolve issues up front can be much lower than if you

deal with problems after a person's death.

In case of couples, usually most of the property is held in joint names and the survivor obtains same "by

operation of law". However, there may be some items which were held in the name of the deceased only, and in

that case it would be necessary to go to Probate Court to transfer ownership of that property, unless listed in a

trust. Consideration should also be given to making pre-death funeral arrangements. This provision, no matter

how painful, should be discussed by couples and by parents with their families. Too often, spouse and children

spend much too much money on a funeral and do so without really knowing what were the deceased's wishes in

this regard (Place of burial, Cremation, etc.) Consideration should also be given to having a "Family Durable

Power of Attorney" (Someone to take over your finances if you become incapacitated or incompetent)

There are no words of comfort at such a difficult time, however if you have all the necessary information at the

ready it will expedite any claim that is pending, make the process run smoothly and your stress level can be

minimized.

State of Florida Approves New Tax Exemptions for LOD Disability

In the recent November election, more than 83% of the voters of the State of Florida approved new

waivers of property taxes for First Responders who are totally and permanently disabled in the line of

duty. This is not just for 9/11-related disabilities, but for others as well. For those retirees who believe

this may be applicable to you, check with your local government tax office and inquire as to how to

file for this tax exemption. It took effect in Florida on January 1, 2017.
