GREETINGS MANASOTA 10-13 CLUB MEMBERS.

I sincerely hope that all members had a Happy Valentine’s Day! (Hope no one forgot it was Valentine’s Day –

LOL). February is a busy month for your Board of Directors as we continue to plan for our annual picnic,

Sunday, April 22nd, 1100 AM to 4 PM, the collection of annual dues before Thursday, March 1st and

attending the quarterly N.Y. 10-13 Associations of America, Inc. meeting of Saturday, February 24th.

Report on the meeting will be given at our next regularly scheduled meeting Tuesday, February, 27th.

The Family Picnic is scheduled to be held, Sunday, April, 22, 2018, 11 AM to 4 PM at the North Jetty

Pavilion, Casey Key, which is on the South end of the Key. Chef Paul and his helpers always prepare great

food for all to enjoy. Salad & Desert donations are always gratefully accepted. The cost this year is

$12.00 pp with children 12 yoa and under Free. Please pay Treasurer, Joe Timmons at meeting or mail

check made out to “Manasota 10-13 Club” to 7614 Rio Bella place, University Park, Fl 34201. IMPORTANT:

We need a head count to determine the amount of food to buy, so please let us know ASAP. E-mail me at

[email protected], if attending.

I’d also like to remind those that have NOT yet paid their 2018 annual dues of $25.00 to please pay at

the meeting, (pizza party) Tuesday, February, 27th or mail check to Treasurer, Joe Timmons as soon as

o The 2018 Manasota 10-13 Membership Cards have arrived & will be issued to PAID UP Members at the

meeting.

o “Life Members” (there are 11) are NOT required to pay dues to renew membership. Their cards have

been mailed. A “Life Member” is a member who is 80 yoa or older & has been a paid member for at

least 5 consecutive years or has otherwise been approved by membership vote. Let a Board Member

know if you are qualified to be a “Life Member”.

Basically, all you can eat & drink for one set price. So please mark your calendars accordingly.

You can pay myself at a meeting or give your name/head count. I’ll collect in person no later than 3/20 at the St.

MANASOTA 10-13 CLUB MINUTES January 23, 2018

CALL TO ORDER

After our annual pea soup and pizza dinner served by Chef Paul, and a fabulous cake compliments of Joe Timmons Tony Marone called to order the regular meeting of the MANASOTA 10-13 Club at the Fraternal Order of Police Lodge # 3.

ROLL CALL, PLEDGE OF ALLEGIANCE led by President Tony Marone and Vice President Lee

APPROVAL OF MINUTES FROM LAST MEETING Vice President Lee Reeves requested a motion to be made to waive the reading of the minutes from the last meeting.

Motion made by Paul Redecha, seconded by Richie O’Brien, and approved by the membership.

OLD BUSINESS A. Keep your contact information updated so the newsletter gets out to everyone. Membership applications are in the

newsletter, please actively recruit new members. Advertising in the newsletter is $35 a year, due now. Dues Due by

3/1/18, $30 after that date. Please send all checks to the treasurer Joe Timmons, 7614 Rio Bella Place, University

Park, Fl., 34201. Our meeting schedule is in our newsletter. Subscribe to Spring 3100 for 2018. 2017 issues are free

B. Logo Polo shirts available for $25 & T-shirts available $15. New blue/white T-shirts $10.00, see Tim Van-Schultz.

C. The Dine-around chairman is Sy Bonarti, keep an eye on your email and see new business below.

D. Club Picnic Sunday, 4/22/18 North Jetty at Nokomis Beach $12 per person, kids 12 and under are free, 11am-4pm.

Payment due NOW. Volunteers are needed at all phases, please lend us your time to make our picnic a success.

E. Club Dues are now due $25.

NEW BUSINESS A. A Discussion about raising dues in 2019 will be revisited at a later time. B. Healthcare plan changes can be made during even years. Aetna Medicare PPO pays 100% no

deductible. C. Our next dine around is February 1, 2018, 8pm at Bravo restaurant, see Sy Bonarti if interested in

attending. D. Our next meeting, The St. Patrick’s day meeting will be held March 20

th which is the third Tuesday of the

month as opposed to the normal 4th Tuesday. Chef Paul is making corned beef and cabbage with all the

sides $10 per person.

SICK AND IN DISTRESS, DECEASED Keep our sick members in your prayers; Arthur Wright, Barney Dolan with heart issues, Judith Planty recovering from broken hip, Richie Scantlebury recovering from an operation and Liz Maggio from knee issues.

GOOD OF THE ORDER 50/50 winners-$25-Bill Gregorio, $20-Henrietta Lange donated to 10-13, $5-Joe Kubinski donated to 10-13. Thank you all for your donations. Additional hats and calendars were raffled off.

Carry a Weapon If You're Authorized: Cops Can't be Everywhere

I just wanted to let you know that the deadline for New York State full carry permits is due to be registered

with the NY State Police by Jan 31st under the new “Safe Act” I know that you probable are well aware of that,

however I wanted to let you know something I have learned. Once all that is done Cuomo is going to check the

registered addresses against several databases one being the NY State Income tax returns database. So for

instance if someone has a NY state residence and also one in another state, if he sees the tax filing is done in

another state he will have the full carry license revoked.

Basically I suspect if they see out of state properties, rentals, etc, they might use some crappy criteria also to

rescind the permit and make the permit holder prove and/or re-file for the permit. This will yet remain to be

seen.

Now Regarding Pensions: Also NY State has been checking on NY state pension retirees and if they determine

that they are predominantly living outside of NY they have been levying NY state income tax (back taxes +

penalties) on those pensions (unless they are in a state with reciprocity – Florida for instance is Ok) In one

instance I am aware of an individual who is filing from NY state but has a home in a non-reciprocal state and

he was hit with a huge back tax due notice and will have to prove which state he really resides in. (I have not

determined yet exactly what resources they are using for that besides probably tax returns and DMV info).

GHI IMPORTANT DEVELOPMENT

Members of Manasota 10-13 Club:

This is email is going to only a small group of former NYC employees living outside New York -- because I've been in touch with only a few dozen of you directly, in the context of the class action suit against GHI.

I think this email needs to be shared widely with NYC retirees living out of state because it can have a major beneficial impact on your healthcare costs.

First, a quick update on the class action lawsuit. We had a conference with the judge last week, and received a very positive ruling: GHI has to start turning over discovery materials. That is a good development. GHI has filed a motion to dismiss the entire lawsuit -- which is the typical response -- and the judge said he would schedule oral arguments, followed by his decision -- over the course of the next several months. Nothing happens quickly in the legal system.

Now, the REALLY IMPORTANT news:

We were reviewing documents, and came across a provision in a 2014 NY Attorney General "Assurance of Discontinuance" (settlement) with GHI that affects everyone having problems finding in-network doctors. (I heard from many of you that there are few, if any, in-network doctors -- those who will accept GHI -- in Florida, North Carolina, and Pennsylvania.)

GHI has to find you an in-network doctor for you; and if there are none, they have to treat the out-of-network claim as if it were in network. But you have to CONTACT GHI FIRST,

I'm including a screen shot of both the relevant section of the settlement; and a link to the entire settlement itself.

I suspect that many GHI telephone representatives may not be familiar with this requirement, so you have to be pushy: cite the Attorney General's "Assurance of Discontinuance - #14-181".

Here is the relevant section: #32. Within ninety (90) days of the Effective Date of this Assurance, GHI

will assist GHI Plan members who contact GHI prior to receiving prescheduled medical procedures to find

participating providers (including ancillary providers, e.g. anesthesiologists and radiologists) so as to ensure

that the member can stay in-network. If GHI cannot identify participating providers to provide the ancillary

medical services for GHI Plan members prescheduled medical procedures, then GHI will treat claims for non-

participating providers as if they were performed by participating providers. GHI may consider entering into

single case agreements with the non-participating providers or agreeing to pay non-participating providers

charges so as not to leave the member with a balanced bill (other than applicable cost-sharing, e.g. deductibles

and copayments).

Coming Soon: A new Medicare card that will not display a cardholder’s Social Security number (SSN).

The Centers for Medicare & Medicaid Services (CMS) recently announced it is preparing to issue Medicare

cards that will use new unique numbers in place of cardholder SSNs. CMS said it would begin mailing new

cards to beneficiaries in April 2018.

“We’re taking this step to protect our seniors from fraudulent use of Social Security numbers, which can lead

to identity theft and illegal use of Medicare benefits,” said CMS Administrator Seema Verma. “We want to be

sure that Medicare beneficiaries and healthcare providers know about these changes well in advance and have

the information they need to make a seamless transition.”

As we previously reported, CMS accelerated work on this project after President Obama signed the Medicare

Access and CHIP Reauthorization Act of 2015 (MACRA). To protect seniors from identity theft, the law

required the Department of Health and Human Services (HHS) to issue new Medicare cards that did not

display, code, or embed SSNs by April 2019.

The new cards will use a unique, randomly assigned number called a Medicare Beneficiary Identifier (MBI) to

replace the SSN-based Health Insurance Claim Number (HICN) currently used on Medicare cards. CMS will

assign all Medicare beneficiaries a new, unique MBI number. When beneficiaries receive their new card, they

should safely and securely destroy their current Medicare card and keep their new MBI confidential. This

upcoming card change will not affect a beneficiary’s Medicare benefits.

For more than a decade, we and other Federal agencies recommended taking SSNs off Medicare cards, to limit

identity theft and Medicare fraud against seniors. We believe this effort will be a significant step forward to

protect seniors, who are increasingly the victims of these crimes. Identity theft incidents among seniors

increased to 2.6 million from 2.1 million between 2012 and 2014, according to the most recent data from the

Department of Justice.

The project stalled for years, due to the time and effort needed to modernize Medicare cards. MACRA included

funding and instructions for HHS to consult with the Social Security Administration to complete this important

initiative.

To support a successful transition to the MBI for Medicare beneficiaries and healthcare providers, CMS has

developed a Social Security Number Removal Initiative website with updated information. CMS also plans to

issue reminders about the upcoming change as April 2018 approaches.

We are all so smart that this could never happen to us, right? Well, keep it in mind anyway &

pass it on to those in your family too.

This is pretty important to get to people with Medicare, their families and friends or

adult kids who help parents with Medicare.

Have just gotten word about the newest Medicare scam from an organization I educate

for, Texas Senior Medicare Patrol, a division within the Better Business Bureau.

Here's what you need to know to protect yourself, family and friends throughout the US.

Starting 4/1/18 Medicare will start a year long project to replace all current Medicare

cards for beneficiaries to convert to alphanumeric ID numbers. Currently the ID number

is your social security number. This is starting to hit the media.

Scammers are opportunistic.

First of all the new Medicare card will come to you in the mail.

You don't need to request it or do anything. It will show up.

WHAT'S THE SCAM?

Somebody from "MEDICARE " will call to tell you you are getting a new Medicare

card. But until it comes, you will need a temporary card. Fee for the card is between

$5-50 dollars. They want personal information, bank account or credit card so they can

process your temporary card.

THINGS TO REMEMBER

Medicare will never call you unless you ask them to.

Medicare does all communications by mail unless you ask them to call.

Ditto for anybody saying they "work with Medicare to make sure you get everything you

are entitled to".

Because of recent tax reform, the federal tax brackets have changed. Due to this change, pension plans will

need to adjust the amount of federal taxes withheld from a monthly pension. Once this is implemented by the

various pension plans, retirees will see an increase in their net (take home) pension check. A good thing? Yes

and No. Just because there will be less withholding doesn’t mean a retiree will not owe federal tax when

he or she prepares their 2018 tax return. Table #1 is an example of the difference (2017 vs. 2018) in federal

tax withholding for a retiree who receives a $75,000 annual/$6,250 monthly pension. Table #2 is an example

of a significantly larger pension; $120,000 annual/$10,000 monthly. For simplicity, the examples omit any

deductions (health insurance, union dues, insurance, etc.) that may be taken from the monthly pension.

It entails giving someone a hard luck story and then “putting the Bite on them” in order to receive money. This specific scam had been very limited recently but has surfaced in New York State. It was here in the past and I wonder how long it will take to find its way to Florida again? Congers Man Loses $1,000 to con artist

ROCKLAND COUNTY, N.Y. - A con artist got over on a man from Congers, scamming him out of $1,000 by pretending to be a jet-setting Italian fashionista.

The 47-year-old man - who requested anonymity - reported to the Clarkstown Police Department this week that he was scammed by a fraudster outside Costco in Nanuet. Police said that as the man was entering Costco, an Italian man asked him for directions to the JFK Triboro Bridge, explaining that he had a plane to catch back to Milan after attending fashion shows in Manhattan.

The scammer claimed that he had nine jackets he couldn’t bring back with him, because he would have to declare and pay taxes on them, stating that the jackets were left over from the fashion shows. The jackets were allegedly sample sets from the 2017 collection, and the scammer provided the victim with a catalog to see similar styles from the company.

Police said that the fraudster provided the man with a telephone number, stating that if he was unhappy with the jackets he could return them and receive a refund. The suspect was very authentic looking, (an) Italian man with a super convincing accent and story,” Police say the man appeared to be a professional con artist.

The jackets turned out to all be counterfeit, police said, knockoff Ferrari designer jackets.

“The scammer put the pressure on the victim due to a lack of timeframe in order to get on the airplane on time,” police noted. “He claims that the phone he carries is an Italian telephone number, therefore when the victim asked to call his wife from his phone, he refused using this reason.

Officials from the Clarkstown Police Department cautioned that residents should be wary of anyone suspicious who approaches them during and after the holiday season.

“Bottom line this is a professional group that looks 100 percent authentic. He provided (his) victim with a catalog a business card for a return policy and conned the victim out of $1,000. He originally started by out by making the victim an offer of purchasing one jacket at full price and he would include the rest of them for free.”

The Department of Justice said Monday that it moved to seize 82 domain names of websites “engaged in the illegal sale and distribution of counterfeit goods and copyright works.” The goods include sports equipment, shoes, designer clothes, and handbags, as well as the usual merchandise: copies of copyrighted DVDs, music and software. Beware of strangers offering deals at very low prices that seem too good to be true! Take care, be careful, and I’ll see you at the next Crime Scene. One World Observatory is generously offering complimentary tickets for immediate family members who lost

a loved one on 9/11 and for first responders and recovery workers who responded from September 11, 2001

through May 28, 2002. Complimentary tickets are administered by the 9/11 Tribute Center, a project of the

September 11th Families’ Association. Each family member may register for up to four tickets and each rescue

and recovery worker may register for up to two tickets. One week advance registration is required for

complimentary tickets, which are only available at the 9/11 Tribute Center. Complimentary tickets are not

available at the One World Observatory box office. 9/11 Tribute Center hours of operation are 7 Days per week

10:00 AM to 5:00 PM.

How may I reserve complimentary tickets? One week advance registration is required for complimentary tickets. To register for complimentary tickets,

Especially good advice if you keep many things of value and info in your car or on your cell phone!

NOT ALL THIEVES ARE STUPID

1. LONG - TERM PARKING

Some people left their car in the long-term parking at San

Jose while away, and someone broke into the car. Using

the information on the car's registration in the glove

compartment, they drove the car to the people's home in

Pebble Beach and robbed it. So I guess if we are going to

leave the car in long-term parking, we should NOT leave

the registration/insurance cards in it, nor your remote

garage door opener. This gives us something to think about

with all our new electronic technology.

2. GPS:

Someone had their car broken into while they were at a

football game. Their car was parked on the green which

was adjacent to the football stadium and specially allotted

to football fans. Things stolen from the car included a

garage door remote control, some money and a GPS which

had been prominently mounted on the dashboard. When

the victims got home, they found that their house had been

ransacked and just about everything worth anything had

been stolen. The thieves had used the GPS to guide them

to the house. They then used the garage remote control to

open the garage door and gain entry to the house. The

thieves knew the owners were at the football game, they

knew what time the game was scheduled to finish and so

they knew how much time they had to clean out the house.

It would appear that they had brought a truck to empty the

house of its contents. Something to consider if you have a

GPS - don't put your home address in it. Put a nearby

address (like a store or gas station) so you can still find

your way home if you need to, but no one else would

know where you live if your GPS were stolen.

3. CELL PHONES:

I never thought of this! This lady has now changed her

habit of how she lists her names on her cell phone after

her handbag was stolen. Her handbag, which contained her

cell phone, credit card, wallet, etc., was stolen. Twenty

minutes later when she called her hubby, from a pay phone

telling him what had happened, hubby says, "I received

your text asking about our Pin number and I've replied a

little while ago." When they rushed down to the bank, the

bank staff told them all the money was already withdrawn.

The thief had actually used the stolen cell phone to text

"hubby" in the contact list and got hold of the pin number.

Within 20 minutes he had withdrawn all the money from

their bank account.

Moral lesson: a. Do not disclose the relationship between you and the

people in your contact list. Avoid using names like Home,

Honey, Hubby, Sweetheart, Dad, Mom, etc.

b. And very importantly, when sensitive info is being

asked through texts, CONFIRM by calling back.

c. Also, when you're being texted by friends or family to

meet them somewhere, be sure to call back to confirm that

the message came from them. If you don't reach them, be

very careful about going places to meet "family and

friends" who text you.

4. PURSE IN THE GROCERY CART

SCAM: A lady went grocery-shopping at a local mall and left her

purse sitting in the children's seat of the cart while

she reached something off a shelf/ Wait till you read the

WHOLE story! Her wallet was stolen, and she reported

it to the store personnel. After returning home, she

received a phone call from the Mall Security

to say that they had her wallet and that although there was

no money in it, it did still hold her personal papers. She

immediately went to pick up her wallet, only to be told by

Mall Security that they had not called her. By the time she

returned home again, her house had been broken into and

burglarized. The thieves knew that by calling and saying

they were Mall Security, they could lure her out of her

house long enough for them to burglarize it.
