BACKGROUND
Petroleum Development Oman (PDO) is seeking to source service providers to Design, Build, Own, Operate, Maintain, with the option to Transfer (DBOOM/T) new Accommodation Villages for PDO staff and Contractor workforces within, or in proximity to, the twelve (12) strategic industrial areas within the Concession Area.
Today’s fragmented accommodation strategy—comprising PDO camps, Permanent Accommodation for Contractors (PACs) and Temporary Accommodation for Contractors (TACs)—and inconsistent standards erode value and compromise worker welfare. Thus, it has become apparent that only an enterprise-wide accommodation solution can achieve corporate drivers at a reduced cost.
Project Manazil recommends closing all TACs and committing to a new model where all PDO staff and contractors currently in PDO camps, PACs, and TACs will be co-located in a new Accommodation Village typology. Project Manazil encompasses the twelve (12) strategic industrial areas and three (3) proposed satellite locations, as shown below.

The new Accommodation Village typology may be provided on a greenfield or brownfield site (i.e., reconfiguration and/or extension of existing facilities and infrastructure and/or asset re-use) and must comply with a refined set of ‘fit for purpose’ standards and service levels, as referenced in the following table. These new standards are designed to improve worker welfare, worker productivity, safety performance, and operating efficiencies for PDO. A copy of the new Accommodation Village Standards will be provided as an appendix to the Technical Tender.

DEFINITIONS■■ ‘Asset Re-Use’: A solution whereby the Bed Gap is addressed through the re-use of an existing
accommodation facility (PDO camp and/or PACs), including, where necessary, any upgrades to
supporting facilities/amenities (e.g., kitchen, mess, recreation, etc.).
■■ ‘Bed Gap’: The estimated number of new beds required in each location, calculated as the total PDO
and contractor beds required, less the number of existing beds presumed to be reusable/acceptable.
Beds that are not reusable or acceptable include those in TACs, PAC portacabin extensions, or PDO
camps considered near of beyond useful life. The actual number of new beds delivered in each
location will vary based on the Tenderer’s control of existing assets, if any; assessment of existing beds;
and proposed solution.
■■ ‘Decommission’: Any asset (i.e., entire camp or portion of camp, including furnishings and equipment)
that will not be re-used. Assets that are in acceptable condition and meet technical specifications may
be re-used in Accommodation Villages.
■■ ‘Extension’: A solution whereby the Bed Gap is addressed through the expansion of an existing
accommodation facility (PDO camp and/or PACs) on a plot neighboring PDO camp and/or PACs,
including, where necessary, any upgrades to supporting facilities/amenities (e.g., kitchen, mess, etc.).
■■ ‘Greenfield’: A solution whereby the Bed Gap is addressed by construction of a new asset located on
a plot, where applicable, neighboring PDO camp and/or existing PAC infrastructure).

increased bed to room density) of an existing accommodation facility (PDO camp and/or PACs),

The following structure plans provide information on the twelve (12) strategic industrial areas and three (3) potential satellite camps, highlighting the number of beds that need to be provided and serviced in the future. Each structure plan includes:
■■ An assessment of the existing supply of beds and rooms
■■ The future demand (i.e., beds required) based on the requirement to transition all PDO employees and
contractors to permanent accommodations and any associated population growth
■■ Existing land use and layout
■■ Age, condition, and remaining usable life of the existing buildings and supporting infrastructure
■■ Recommendation of which assets (PDO camp, PACs, or both) might be re-used/reconfigured
■■ Developable areas (i.e., available land parcels) for extension/new Accommodation Village(s)
Tenderers will have an opportunity during the Technical Evaluation period to complete site visits and detailed assessments to determine the most strategic method to meet future demand. Actual solutions may vary based on operator preferences, physical constraints, existing infrastructure, and other factors.
*Permitted in Accommodation Villages with a combined population (PDO staff and contractors) of 750 or more.

FAHUD | NORTH
OVERVIEW
Currently, Fahud has 3,773 total beds distributed throughout the PDO camp, PACs (operated by Renaissance and Sahara), and TACs. Fahud has a PDO camp that is over 35 years old with 709 beds, an 18.5-year-old PAC with 1,247 beds (Renaissance), an 18-year-old PAC with 1,263 beds (Sahara), and 554 beds in TACs.
Based on an initial assessment of the age, condition, remaining usable life, and layout of the existing buildings and supporting infrastructure at Fahud, potential developable areas for the new Accommodation Village(s) include:
■■ Existing PAC sites
■■ Area adjacent to the existing PAC sites
It is recommended that the PDO camp be decommissioned due to its age, location, and inefficient development pattern. In line with Project Manazil, TACs will also be decommissioned. Both PAC assets, however, can be re-used, leading to a total usable supply of 2,510 beds.
Fahud requires a total of approximately 4,100 beds in the future, which assumes no population growth but incorporates an additional 10 percent of the projected total population (both PDO and contractor) to account for structural vacancy and surge demand. Assuming a usable supply of 2,510 beds, the tentative bed gap is approximately 1,590 beds. Varying within each concept, this gap will be closed by renovating existing units, providing new units, and/or altering the number of beds per unit.
The following assumptions were taken to give validity to the concepts:
■■ Future accommodation sites are not located within any blast zones
■■ New construction can utilize existing site infrastructures
■■ Existing buildings can potentially be renovated, reconfigured, and/or expanded (assuming that they
meet the new Accommodation Village Standards, are in good condition, and have remaining usable
life)
■■ The number of existing beds deemed usable/acceptable may vary by Tenderer; based on the
Tenderer’s control of existing assets, assessment of existing assets relative to the Accommodation Village
Standards, business plan, or other technical factors, the tentative bed gap to be addressed may change
■■ If there are material changes to the total number of beds required or the number of potentially usable/
acceptable existing beds, these estimates will be updated quarterly during the Tender period
■■ PDO staff and contractors will not share core amenities or accommodation (see table on page 4)
■■ Logistics of transporting workers between the accommodation villages and offices is achievable

Layout
Each accommodation block is compact, creating properly scaled internal courtyards and walkways. However, the blocks have weak external relationships, leading to camp-wide connectivity issues and a disorganized vehicular network. The accommodation blocks are mainly clustered in the northeast area of the camp, far away from the amenities in the southwest.

Kitchen/Dining/Mess Hall There are two mess halls, but one is in poor condition
The Renaissance PAC has a mess hall capacity of 750 and a kitchen capacity of 1,400; the Sahara PAC has a mess hall and kitchen capacity of approximately 2,450

Existing Camp Conditions
The Fahud PDO camp is reaching the end of its useful life whereas both PAC assets can be re-used, reconfigured, or extended to meet demand.

OVERVIEW
Kauther is a permanent satellite location with 368 total beds. There are 155 beds in portacabins in the PDO camp and 213 beds in TACs.
Since Kauther consists of only portacabins and TACs, no assets should be re-used. The potential developable area for the new Accommodation Village is a greenfield site east of the existing camp and south of the primary access road.
Kauther requires approximately 320 beds in the future, which assumes no population growth but incorporates an additional 10 percent of the projected total population (both PDO and contractor) to account for structural vacancy and surge demand. Assuming there are no usable beds, the tentative bed gap is approximately 320 beds. This gap will be closed by providing new units.

OVERVIEW
Currently, Lekhwair has 3,309 total beds distributed throughout the PDO camp, PAC (operated by SJ Abed), and TACs. Lekhwair has a PDO camp that is over 25 years old with 160 beds, a 7.5-year-old PAC with 2,665 beds (of which 377 are in portacabins), and 484 beds in TACs.
Based on an initial assessment of the age, condition, remaining usable life, and layout of the existing buildings and supporting infrastructure at Lekhwair, potential developable areas for the new Accommodation Village(s) include:

■■ Existing PAC site
■■ Areas adjacent to the existing PAC
Assuming that TACs and portacabins will be decommissioned and that both the PDO camp and PAC assets can be re-used, there is a total usable supply of 2,448 beds.

OVERVIEW
Currently, Qarn Alam has 3,655 total beds distributed throughout the PDO camp, PAC (operated by Renaissance), and TACs. Qarn Alam has a PDO camp that is over 30 years old with 531 beds (of which 225 are in portacabins), a PAC with 2,049 beds (none of which are in portacabins), and 1,075 beds in TACs.
Based on an initial assessment of the age, condition, remaining usable life, and layout of the existing buildings and supporting infrastructure at Qarn Alam, potential developable areas for the new Accommodation Village(s) include:
■■ Existing PDO camp site
■■ Existing PAC site
■■ Area north of the existing PAC
■■ Area southwest of the existing PDO camp
Assuming that TACs and portacabins will be decommissioned and that both the PDO camp and PAC assets can be re-used, there is a total usable supply of 2,355 beds.
Qarn Alam requires approximately 4,260 beds in the future, which assumes contractor population growth and incorporates an additional 10 percent of the projected total population (both PDO and contractor) to account for structural vacancy and surge demand. Assuming a usable supply of 2,355 beds, the tentative bed gap is approximately 1,910 beds. Varying within each concept, this gap will be closed by renovating existing units, providing new units, and/or altering the number of beds per unit.
The following assumptions were taken to give validity to the concepts:
■■ Future accommodation sites are not located within any blast zones
■■ New construction can utilize existing site infrastructures
■■ Existing buildings can potentially be renovated, reconfigured, and/or expanded (assuming that they
meet the new Accommodation Village Standards, are in good condition, and have remaining usable
life)
■■ The number of existing beds deemed usable/acceptable may vary by Tenderer; based on the
Tenderer’s control of existing assets, assessment of existing assets relative to the Accommodation Village
Standards, business plan, or other technical factors, the tentative bed gap to be addressed may change
■■ If there are material changes to the total number of beds required or the number of potentially usable/
acceptable existing beds, these estimates will be updated quarterly during the Tender period

Currently, Saih Rawl has 1,361 total beds distributed throughout the PDO camp, PAC (operated by Renaissance), and TACs. Saih Rawl has a PDO camp that is over five years old with 150 beds, a PAC with 830 beds (all of which are in portacabins), and 381 beds in TACs.
Based on an initial assessment of the age, condition, remaining usable life, and layout of the existing buildings and supporting infrastructure at Saih Rawl, potential developable areas for the new Accommodation Village(s) include:
■■ Existing PDO camp site
■■ Area west of the existing PDO camp
■■ Area east of the existing PDO camp
Assuming that TACs and portacabins will be decommissioned and that the PDO camp can be re-used, there is a total usable supply of 150 beds.
Saih Rawl requires approximately 1,450 beds in the future, which assumes contractor population growth and incorporates an additional 10 percent of the projected total population (both PDO and contractor) to account for structural vacancy and surge demand. Assuming a usable supply of 150 beds, the tentative bed gap is approximately 1,300 beds. Varying within each concept, this gap will be closed by renovating existing units, providing new units, and/or altering the number of beds per unit.
The proposed Mabrouk satellite camp is intended to accommodate the population currently living at Saih Rawl and being transported daily to work at the Mabrouk asset. The satellite camp should accommodate a population of approximately 200-250, thereby decreasing the required beds at Saih Rawl by the same number.
The following assumptions were taken to give validity to the concepts:

AccommodationThere are approximately 268 beds in 264 permanent rooms, which includes a recent 20-room expansion for the Yibal Khuff Project. There are also 96 portacabin beds (in 48 rooms) and a motel with 449 beds (also portacabins) in 200 rooms.
Overall Building Conditions All of the building conditions are satisfactory/good
Layout
Yibal has a typical PDO camp layout with a loop road around the critical mass of the camp. Outside the loop road, accommodation blocks have large setbacks, creating a lack of cohesion and limited connection to adjacent accommodation blocks and associated amenities. Inside the loop road, accommodation blocks are close enough together to create properly scaled pedestrian walkways.
Kitchen/Dining/Mess Hall There is a mess hall for the PDO camp and one for the motel; the PDO kitchen was renovated recently and in acceptable condition; there are plans to extend the PDO mess hall
Amenities/Recreation There is a Yibal squash court building, a motel recreation center, and a Yibal Club

OVERVIEW
Currently, Amal has 2,105 total beds distributed throughout the PDO camp and TACs. Amal has a PDO camp that is relatively new with 233 beds (all of which are in portacabins) and 1,872 beds in TACs.
Based on an initial assessment of the age, condition, remaining usable life, and layout of the existing buildings and supporting infrastructure at Amal, potential developable areas for the new Accommodation Village(s) include:
■■ Area east of the existing PDO camp
Assuming that TACs and portacabins in the PDO camp will be decommissioned, there is no usable supply of beds.
Amal requires approximately 2,680 beds in the future, which assumes contractor population growth and incorporates an additional 10 percent of the projected total population (both PDO and contractor) to account for structural vacancy and surge demand. Assuming there are no usable beds, there is a tentative bed gap of approximately 2,680 beds. This gap will be closed by providing new units.
The proposed Al Noor satellite camp is intended to accommodate the population currently living at Amal and being transported daily to work at the Al Noor asset. The satellite camp should accommodate a population of approximately 400-500, thereby decreasing the required beds at Amal by the same number.
The following assumptions were taken to give validity to the concepts:
■■ Future accommodation sites are not located within any blast zones
■■ New construction can utilize existing site infrastructures
■■ Existing buildings can potentially be renovated, reconfigured, and/or expanded (assuming that they
meet the new Accommodation Village Standards, are in good condition, and have remaining usable
life)
■■ If there are material changes to the total number of beds required, these estimates will be updated
quarterly during the Tender period
■■ PDO staff and contractors will not share core amenities or accommodation (see table on page 4)
■■ Logistics of transporting workers between the accommodation villages and offices is achievable

OVERVIEW
Currently, Bahja has 2,704 total beds distributed throughout the PDO camp, PAC (operated by Renaissance), and TACs. Bahja has a PDO camp that is 25 years old with 202 beds, an 8.5-year-old PAC with 1,310 beds (of which 273 are in portacabins), and 1,192 beds in TACs.
Based on an initial assessment of the age, condition, remaining usable life, and layout of the existing buildings and supporting infrastructure at Bahja, potential developable areas for the new Accommodation Village(s) include:
■■ Existing PAC site
■■ Area adjacent to the existing PAC site
■■ Area northeast of the existing PAC
■■ Area north of the existing PAC
It is recommended that the PDO camp be decommissioned due to its age, building conditions, and inefficient development pattern. Assuming that TACs will be decommissioned and that the PAC asset can be re-used, there is a total usable supply of 1,037 beds.
Bahja requires approximately 3,160 beds in the future, which assumes PDO and contractor population growth and incorporates an additional 10 percent of the projected total population (both PDO and contractor) to account for structural vacancy and surge demand. Assuming a usable supply of 1,037 beds, the tentative bed gap is approximately 2,130 beds. Varying within each concept, this gap will be closed by renovating existing units, providing new units, and/or altering the number of beds per unit.
The proposed Zauliyah satellite camp is intended to accommodate the population currently living at Bahja and being transported daily to work at the Zauliyah asset. The satellite camp should accommodate a population of approximately 200, thereby decreasing the required beds at Bahja by the same number.
The following assumptions were taken to give validity to the concepts:

OVERVIEW
Currently, Harweel has 841 total beds distributed throughout the PDO camp and TACs. There are 231 beds (all of which are in portacabins) in the PDO camp and 610 beds in the TACs supporting Harweel. These temporary beds will be decommissioned, and a new Accommodation Village housing over 1,000 PDO staff and Contractors to support both Harweel and Rabab-Harweel operations is proposed southeast of the existing camps, along Route 39.
Based on the risk assessment and evaluation conducted by the operations team, it was decided to retain the existing warehouse in its current location within the Emergency Planning Zone (EPZ) boundary. This was considered a sound decision due to the current level of investments made, manageable risk due to the limited number of staff operating in the warehouse, and the highly intensive exercise that would be required to relocate the facility. For the workshops, it was decided to have new facilities built outside the EPZ boundary as the current workshops were inadequate to serve the South Oman workshop strategy.
Harweel requires approximately 1,270 beds in the future, which assumes a future PDO population of 250, a future contractor population of 900, and an additional 10 percent of the projected total population (both PDO and contractor) to account for structural vacancy and surge demand. Assuming there are no usable beds, the tentative bed gap is approximately 1,270 beds. This gap will be closed by providing new units.
The following assumptions were taken to give validity to the concepts:

■■ New construction can utilize existing site infrastructures
■■ If there are material changes to the total number of beds required, these estimates will be updated
quarterly during the Tender period
■■ PDO staff and contractors will not share core amenities or accommodation (see table on page 4)

OVERVIEW
Currently, Marmul has 4,747 total beds distributed throughout the PDO camp, PACs (operated by SJ Abed and Renaissance), and TACs. Marmul has a PDO camp that is over 40 years old with 375 beds, a 7.5-year-old SJ Abed PAC with 2,018 beds (none of which are in portacabins), an 8.5-year-old Renaissance PAC with 1,693 beds (203 of which are in portacabins), and 661 beds in TACs.
Based on an initial assessment of the age, condition, remaining usable life, and layout of the existing buildings and supporting infrastructure at Marmul, potential developable areas for the new Accommodation Village(s) include:
■■ Existing PAC sites
■■ Area adjacent to existing PAC sites
It is recommended that the PDO camp be decommissioned due to its age, building conditions, and inefficient development pattern. In line with Project Manazil, TACs and portacabins will also be decommissioned. Both PAC assets, however, can be re-used, leading to a total usable supply of 3,508 beds.
Marmul requires a total of approximately 4,590 beds in the future, which assumes no population growth but incorporates an additional 10 percent of the projected total population (both PDO and contractor) to account for structural vacancy and surge demand. Assuming there are 3,508 usable beds, the tentative bed gap is approximately 1,090 beds. Varying within each concept, this gap will be closed by renovating existing units, providing new units, and/or altering the number of beds per unit.
The following assumptions were taken to give validity to the concepts:
■■ Future accommodation sites are not located within any blast zones
■■ New construction can utilize existing site infrastructures
■■ The number of existing beds deemed usable/acceptable may vary by Tenderer; based on the
Tenderer’s control of existing assets, assessment of existing assets relative to the Accommodation Village

acceptable existing beds, these estimates will be updated quarterly during the Tender period

Out of the 3,366 beds in PACs, 371 are in portacabins.
Based on an initial assessment of the age, condition, remaining usable life, and layout of the existing buildings and supporting infrastructure at Nimr, potential developable areas for the new Accommodation Village(s) include:

OVERVIEW
Currently, Rima has 541 total beds distributed throughout the PDO camp (operated by Sahara) and TACs. Rima has a PDO camp that is over five years old with 301 beds (123 of which are in portacabins) and 240 beds in TACs.
Based on an initial assessment of the age, condition, remaining usable life, and layout of the existing buildings and supporting infrastructure at Rima, potential developable areas for the new Accommodation Village(s) include:
■■ The existing PDO camp site
■■ Areas south of the existing PDO camp
Assuming that TACs and portacabins in the PDO camp will be decommissioned, there is a usable supply of 178 beds. Other permanent support facilities can potentially be re-used if the conditions and remaining usable life are deemed acceptable and comply with the new Accommodation Village standards.
Rima requires approximately 600 beds in the future, which assumes no contractor population growth but incorporates an additional 10 percent of the projected total population (both PDO and contractor) to account for structural vacancy and surge demand. Assuming there are 178 usable beds, the tentative bed gap is approximately 430 beds. Varying within each concept, this gap will be closed by providing new units and renovating existing units or altering the number of beds per unit.
The following assumptions were taken to give validity to the concepts:
■■ Future accommodation sites are not located within any blast zones
■■ New construction can utilize existing site infrastructures
■■ Existing buildings can potentially be renovated, reconfigured, and/or expanded (assuming that they
meet the new Accommodation Village Standards, are in good condition, and have remaining usable
life)
■■ If there are material changes to the total number of beds required, these estimates will be updated
quarterly during the Tender period
■■ PDO staff and contractors will not share core amenities or accommodation (see table on page 4)
■■ Logistics of transporting workers between the accommodation villages and offices is achievable
