militarized.

In pursuit of this imperialist

plunder, the Aquino government

is attacking our schools,

communities, and people

through the States internal

security doctrine Oplan

Bayanihan. In truth, Oplan

Bayanihan is the governments

war for plunder and war against

the people.

Indigenous communityschools in Mindanao havebeen targeted for closure,encampment, vilication, andharassments. These schools

have been initiated by Lumadcommunity organizations,with assistance from non-government organizationsand support groups, inresponse to the need toaddress high illiteracy rates inrural areas.

On September 1, 2015, wewere all enraged by thekillings of a Lumad schoolhead and two indigenousleaders at the AlternativeLearning Center forAgricultural and LivelihoodDevelopment (ALCADEV).

Since April 2015, Lumad children of Talaingod in Southern Mindanao havebeen holding classes in an evacuation center after their schools wereordered closed and after soldiers have encamped in their communities.

The same experience of attacks prevails among Manobo, Banwaon, andMamanwa children in Caraga; Blaan and Tboli children in Socsksargenregion; and Higaonon and Manobo children in Northern Mindanao.

Attacks onourCommunitiesMilitarization of

forcible evacuations of

Lumads. Their livelihoodhas been disrupted.

Community infrastructure

like schools, clinics,

collective farms have been

destroyed.

Using the classic divide-

and-rule approach, the

AFP has organized, armed,

and trained indigenous

paramilitaries to ght

against their kin.

Today, some 3,000 Manobos are cramped in an evacuation center in

Tandag, Surigao del Sur; 700 Manobos and Matigsalogs have been

staying in UCCP Haran in Davao City since February this year; while 200

Higaonons and Talaandigs are now in temporary shelters in Malaybalay,

Bukidnon.

Attacks onour PeopleSchool director Emerito

Samarca and indigenous

leaders Dionel Campos and

Bello Sinzo were brutally killedinside a Lumad community

school campus in Surigao del

Sur on September 1 this year.

This and other gruesome

killings, massacres, and

enforced disappearances

demonstrate the state of

impunity in Mindanao today.

Advocates against big mining, plantations, and other extractive projects,

as well as teachers and students, have been lodged with fabricated

criminal suits. They are facing threats to their lives.

Several of those who nd their names in the AFPs order of battle hit list

have become victims of summary executions.

to defend our schools,communities, and people

from militarization and

plunder.

Manilakbayan 2015 is

a peoples caravan and

mobilizaton from Mindanao

to Manila, to bring the voices

of indigenous peoples,

Moro, peasant communities,

and other sectors to the

national capital.

At the doorstep of the

Presidential Palace and

before the national platform,

we vow to demand justice

for victims of extrajudicial

killings, to demand thedropping of false charges

against our leaders and

people, to press for the

pull out of military troops

from our schools and

communities, and to clamor

for the disbandment and

disarming of paramilitaries.

Manilakbayan 2015 needs
