The next Manly Community Forum meeting will take place on the 20th December at 7 pm, Manly Yacht Club, East Esplanade. See Meeting Agenda on page 2.
The new Manly Community Forum (MCF) continues the good work of the previous Little Manly Precinct across a greater area, to ensure resident access to Council decisions. All residents, businesses and property owners in the Corso, Fairy Bower and Little Manly areas are welcome.
GOOD NEWS
LITTLE MANLY POINT PARK
Executive Manager Parks and Reserves (and pools) has now gained a better understanding of the heavily utilised public areas in Manly and we are again seeing maintenance staff attending to the somewhat neglected reserve areas. Little Manly Point is getting attention and despite the drought-like conditions, improvements to trees and vegetation is underway. The new dingy and kayak area and public space has been top-dressed, is watered regularly and looks a picture. We understand that despite the poor condition of the beach and pool grass areas, action is planned for improvements to maintenance. Thank you Glen (one of the Council maintenance staff) for your care of this previously neglected, highly utilised public area.
Excellent work by Council on the new public area and the dinghy and kayak storage, but what has happened to maintenance of the public area around the swings and café at Little Manly Beach/pool?
SYDNEY WATER/NORTH HEAD SEWERAGE WASTEWATER TREATMENT PLANT
Sydney Water announced in the Manly Daily (29th Nov) that they are reforming the Community Reference Group. This is an opportunity for community-minded people to develop strategies for improving how the plant at North Head works
with the community and, hopefully, encourage Sydney Water to improve processing at the plant to reduce the impact on residents and our environment. If you wish to be nominated, contact Sydney Water 1800 824 914 or email [email protected].
WARRINGAH GOLF CLUB & COURSE
As previously mentioned, Administrator Dick Persson and Mike Baird have agreed to defer any decision on the future of Warringah Golf Course until an elected Council is in place in late 2017. A sensible decision, especially given both the level of use of this course by residents and visitors, and the environmental vandalism that cutting down hundreds of beautiful trees for playing fields would do to what is an oasis of green between the heavily utilised Pittwater Road and Condamine Street.
Despite the fact that the unelected Council Administration is still suggesting that this further review of the future of our public golf course will go ahead, we believe that commonsense will prevail and the numerous other options for public playing fields will be considered as more suitable. We understand that there is even stronger public support for the course than previously indicated; more than 10,000 signatures have been collected on a petition in support of the retention of the full 18 holes.

The MCF will continue the tradition of the past precinct and hold a Christmas party after our December meeting. All residents in the Little Manly, Fairy Bower and Corso areas are invited to join the festivities. These gatherings are always fun and a great way to catch up with neighbours and meet new friends.
As we have in the past, in addition to your $5 donation for drinks, great food and Christmas sweets, we invite you to bring kitchen or bathroom cleaning products for the Manly Women?s Shelter: toilet paper, washing powder, shower cleaner, dishwasher tablets, chux wipes, disposable gloves, you get the idea. These everyday items really add to the cost of running the Shelter and would be greatly appreciated.

LOCAL MEMBER & NSW PREMIER MIKE BAIRD MAKES A GUEST APPEARANCE AT OUR NOVEMBER MCF MEETING
A brief list of matters discussed follows below. More detail can be found in the MCF November Meeting Minutes on the MCF website. Please note that the Minutes are not a transcript of the Premier 's comments, but rather an overview of the discussion which took place. While every effort has been made to ensure accuracy, this is not guaranteed. It was very clear from the response to the open forum discussion that the time with Mike was very much appreciated.
Matters covered included:
- The Greyhound racing industry
- State budgets and the funding of major infrastructure projects (tunnel to address traffic issues on Northern Beaches)
- B Line Bus service overview and future transport links
- A better understanding of why the Council amalgamation was so important
- The worth of coal seam gas and coal mining to the State
- State Planning Laws and the current concerns with a lack of control on developments
- Local issues and more direction into how we can get a suitable response on matters impacting our home and way of life
- Traffic management and community safety
- North Head Sewerage Treatment Plant and the relationship with the Environment Protection Authority and community consultation
- Future of Manly Hospital site
- Manly Swim Clubs/Boy Charlton Swim Centre
- Manly Village Public School classroom shortages
OTHER MATTERS DISCUSSED & MOTIONS RAISED FOR COUNCIL ATTENTION
The Chairman outlined developments with the improved communication links to Northern Beaches Council. We are now getting a response from the General Manager?s office, although it does take some follow-up and the direction for specific areas is still not clear. The General Manager?s office has advised that outstanding matters from previous meetings and specific motions passed for their attention are being addressed, but we still await responses to many of the issues. The MCF Chairman is following up and expects to be able to provide an update at the December Forum Meeting. Meanwhile the following matters were forwarded to the General Manager?s office for their attention and/or distribution.
. Dar ley Rd & Ashburner St crossing. Further concerns raised by nearby residents regarding this pedestrian crossing have been directed to the Traffic Management area. A response is expected before the December meeting.
. Wast e m anagem ent /general wast e clean-ups. Further consideration of the local system, particularly given that other areas of Northern Beaches have the preferred area-wide clean-up program.
. East Esplanade Reserve. (improved infrastructure, maintenance and use of the sprinkler system, management of offensive behaviour and obvious flouting of the use of alcohol). The MCF Chairman and the Executive Manager (Parks and Gardens/Pools) conducted a local audit of the current unsatisfactory conditions at our main public areas and a program has commenced to improve facilit ies. Council has been asked to confer with local Police authority for more regular patrols. We have asked that temporary portable toilets be installed over the holiday period and their use be monitored. Abuse of Offensive Behaviour Laws should not be tolerated. Specifically, we want grass and soil retention edge on the East Esplanade pathway; replaced damaged seats and tables; increased toilet facilit ies at the south eastern end; more Police patrols during busy weekend periods and fines issued or confiscation of alcohol when the relaxed laws are abused. This issue has been on our Agenda for years. The previous Council has allocated budget before, but not completed the tasks. The new Council is still in the amalgamation phase but we cannot wait any longer for improvements to this heavily utilised, gateway site.
. Out st anding m at t ers. We are awaiting a response to our concerns regarding the issues around the continuation of the Manly Plan 2015. Specifically laneways and public areas; North Head Sewerage Treatment Works/community consultation; contamination at Little Manly Point Park; further comment on the concerns with the dinghy and kayak rental space allocation system; expansion of the Little Manly Beach Reserve; work on the nature strip at Cove Ave and Stuart St; the renewed leasing arrangement for the Manly Yacht Club; Council replacement/repair of the iconic bathers sculpture at Fairy Bower pool; public display of development plans for the change room and toilets adjacent to the Fairy Bower pool.

We had previously supplied Mike?s office with a variety of questions raised by residents at previous meetings and in various discussions since Mike?s unfortunate cancellation of his visit to our Community Forum in June 2016.

POSSIBLE TREE DAMAGE AT NORTHERN END OF REDDALL STREET
Residents have raised real concerns that the lovely trees above the Surf Club and adjacent to the steps to the beachfront are dying. There is also concern with the general vegetation in this area and they have asked Council to investigate. There are substantial penalties for willful damage to our trees and vegetation and this Community Forum is very mindful of the selfish desire of some to improve their view lines. There is a process should residents believe that tree growth seriously impacts their amenity and we ask that all residents encourage a fair approach, but remain vigilant against willful damage.
STREET AND FOOTPATH DAMAGE AND POTENTIAL INJURY
At the last meeting we asked residents to monitor the concerns around their area. There are many examples of lifted paving, damaged entry points, and road and paving repairs that have not resulted in safe access for pedestrians.
Please utilise the Customer Request Management system on the Council website to advise Council of your concerns. However, if you are having problems with the system or if you are not getting a response in reasonable time, please let the MCF know. We have entered a number of requests which as yet have not resulted in rectification. However, we have had an acknowledgement of the requests, and are monitoring the situation.
TEMPORARY TOILET FACILITIES AT EAST ESPLANADE AND LITTLE MANLY POINT
It is nearing a ?too late? time for Council to act on this sensible MCF suggestion to ease the problem for residents and visitors to these two popular spots. Council has not yet responded to the suggestion, which was forwarded directly to Council by a previous Councillor. If it would not work, the MCF would like to know why, and if there are real logistical reasons why, the MCF would like to know what these are. Failing this, the MCF would like to see this possible resolution acted upon.
OTHER ISSUES
The Fairy Bower pool is being cleaned more regularly, but the pump does not appear to be working as suggested and the levels are often low.
The tree outside the Skiff Club has been pruned hard by Ausgrid on the SE side, and heavy growth above the Skiff Club could lead to broken limbs and damage or worse.
