PREAMBLE:

THE PHILOSOPHY UNDERLYING THE POSTDOCTORAL PROGRAMME

The Potchefstroom Campus of the North-West University has agreed to adopt as a strategic positioning the descriptor “research-directed campus”. This has important implications for the conduct of all academic activities on the campus. Apart from the fundamental function ofteaching/learningattheUniversity,thePotchefstroomCampushasnowembarkedonaroadtooptimiseresearchandresearchoutputsoastoimpartaspecificresearchprofiletothe Campus and the University as a whole.

As part of this crucially important direction, the University has had to put into place a num-berofinitiativestopromoteandsupportthisimportantfocus.Apartfrominitiativessuchasthestructureddevelopmentofresearchentitieswithintheframeworkofgrowthfromanichethroughtoaresearchfocusareatoaresearchunitandfinallytoacentreofexcel-lence,andgenerous incentivestoresearcherspublishing in indexedandhighly-regardedjournals,itwasdecidedtoembarkonaspecialisedresearchinitiativethroughtheattractionand employment of postdoctoral fellows.

Thedecisiontomarketthisinitiativeveryactivelyisbasedonthepremisethatinvestmentina postdoctoral fellow is a very sound investment. The postdoctoral fellow has completed a PhD,mostprobablycomesfromahighly-regardedacademicinstitution(preferablyinterna-tional,butalsolocalwhereappropriate)andbringswithhim/hernewly-acquiredacademicexpertiseandnewinsightsaswellasvaluablefindingsderivedfromtheworkcompletedforthePhD.SuchafellowwouldbeabletoslotinwithanappropriateexistingresearchentityandinfuseinittheknowledgeandexpertisegainedinarecentlycompletedPhD.Thefellowwouldbeabletoworkindependently,butalsoworkinconcertwiththemembersoftheresearchentity,therebystrengtheningprofileoftheentireentity.A postdoctoral fellow is therefore important within the entire context of research at the University, and support for the postdoctoral fellow is of crucial importance. Of equal im-portanceistheproposedcontributionthatthepostdoctoralfellowisgoingtomake,andfor this reason this document also contains a template of a performance agreement that hastobeenteredintobetweenthepostdoctoralfellowandtheparticularresearchentity,so that roles and expectations are clearly laid out and unequivocal.

• Should they wish to do so, a postdoctoral fellow may volun-tarily offer his/her services for a maximum of twelve hours per weekforwhichtheycanberemunerated.ThisremunerationwillbesubjecttotheLabourLawsofSouthAfrica,andwillbesubjecttoemployees’tax(PAYE).Thefellowwillenterintoastandard temporary employment contract with the NWU.

3. REQUIREMENTS FOR POSTDOCTORAL FELLOWS

• Adoctoraldegree,obtainedwithinfiveyearsbeforetheap-pointment as a postdoctoral fellow, is mandatory.

• The candidate must have the intention to pursue a full-time academic career.

• Merit drives the allocation of fellowships, and fellowships are awarded in line with the NWU policy on employment equity

Therefore:

º The postdoctoral fellowmust bring new and stimulatingideastotheentity,andthereforepreferencewillbegiventocandidateswhoobtainedthedoctorateatotheruniversities.

º Thepostdoctoralfellowshouldcontributetoanoticeableincrease in the research outputs of the entity, and hence the publicationtrackrecordofthecandidateshouldbetakenintoaccountwhenadecisionismadeaboutawardingthefellowship.

º The postdoctoral fellow should contribute towards thepostgraduate student programme in the entity, and hence theabilitytoco-supervisestudentsmustbeconsidered.

• Postdoctoral fellowswill be allowed towork for addition-alremunerationintheformofataxablesalary,inlinewithSARS and Department of Home Affairs regulations. This will notexceedtwelvehoursperweek.

4. DURATION OF THE FELLOWSHIP

• Fellowships are awarded for an initial period of one year, re-newableforasecondandthirdyear,subjecttothefollowingconditions:

º Satisfactoryprogressontheresearchproject(s)asagreedwith the fellowship advisor

º Productive integration into the research group on the

SECTION A: ACADEMIC

1. PURPOSE OF THE POSTDOCTORAL FELLOWSHIP

The purpose of the fellowship is tomake funding available toattractrecently-qualifiedresearcherstotheNWU,toenablethemtodeveloptheirownresearchskillsasanintroductiontoafull-time academic career.1 At the same time, the aim is to promote and stimulate research activities, including postgraduate supervi-sion and education within the Entity/Faculty.

Thismeansthatapostdoctoralfellowwillworkundertheleader-ship of a Supervisor within a research entity or Faculty. The post-doctoral fellow will participate fully in the research programme of theentity,andwillcollaboratewithresearchersworkinginthatentity. Fellows will also interact with postgraduate students in the researchentity,andcaneveninsomecasesbeexpectedtoactasco-supervisors for research masters and doctoral students.

Furthermore, postdoctoral fellowsmust not simply be selectedfor theirability to improve the researchoutputof the researchentity or faculty. Their main purpose is to stimulate research; they musthencebeselectedfortheirabilitytocontributeintermsofnewandstimulatingideas,andtheirabilitytosharethiswithinthe research entity.

2. FELLOWSHIP VERSUS EMPLOYMENT

Postdoctoral fellowshipsareawarded in linewithsection10(1)(q)oftheIncomeTaxActofSouthAfrica(seeAppendixAfortheBindingClassRulingissuedbySARS).Intermsofanagreementwith HESA, the following stipulations apply:• A postdoctoral fellowship is regarded as a bursary, and is

hencenottaxable;• A postdoctoral fellow is not an employee of the university, and

assuchcanonlyberequiredtoperformfunctionsrelatedtoresearch;

• The grant is awarded in order to allow the postdoctoral fel-lowstoexpandtheirresearchskills,knowledge,intellectandexpertise;

campuswhichisthepostdoctoralfellows’full-timebase º Availabilityoffunding

• Theintendeddurationofthefellowshipmustbeclearlystat-ed in the initial application.

• Nofellowshipforlessthansixmonthswillbeconsidered.

5. VALUE OF THE FELLOWSHIP

• The aim of the grant is to fund successful candidates for an amountperannumfromNWUfundingasdeterminedbytheUniversityonanannualbasis(pleaserefertotheGuidelinesand Procedures for Postdoctoral Fellows document which willstipulatethevalueofthebursaryforthecurrentyear).

• Afurthermaximumamountperannum,asdeterminedbytheUniversityonanannualbasis,willbemadeavailableforrunningcosts(pleaserefertotheGuidelinesandProceduresfor Postdoctoral Fellows document which will stipulate the amountforthecurrentyear).

• Aonce-offamount,asdeterminedbytheUniversityonanannual basis, will be made available for relocation costs(pleaserefertotheGuidelinesandProceduresforPostdoc-toral Fellows document which will stipulate the amount for thecurrentyear).

• ItwillbeexpectedoftheNWUentity/school/facultytogiveanundertakingthattheywillprovidethepostdoctoralfellowwith the necessary infrastructure.

• Thepostdoctoralfellowwillberequiredtopurchaseprivatemedicalcoverunlesshe/shecanshowevidenceof suitableexistingcover.AssistanceinthisregardcouldbeprovidedbytheInternationalOfficeontherelevantcampus.

• If a successful applicant does not hold an external grant, he or she is required to apply to the National Research Foundation (NRF)orMedicalResearchCouncil(MRC)forapostdoctoralfellowship.Ifsuchafellowshipisgranted,thecontributionfromtheInstitutionalResearchSupportcouldbereduced,inlinewithavailablefundsandbudgetaryconstraints.

• If the successful applicant already holds an external grant, a top-upgrantwillbemadeby theuniversity, in linewithavailablefundingandbudgetaryconstraints.

6. PROCEDURES

6.1. Application:

• TheNWUwillona regularbasis inviteapplications forpost-doctoralfellowsbyadvertisinginapublicforumotherthantheuniversity intranet.

• ApplicationsmaybesubmittedtotheInstitutionalDepartmentofResearchSupportbefore31Januaryor31Julyoftheparticu-lar year. Urgent applications received at other times during the yearwillbeconsideredonanad-hocbasis.

• Aprimarymemberofaresearchentitymaysubmitanapplica-tion with the signed approval of the director/coordinator of the research entity. This person will act as supervisor for the fellow.

• ApplicationsmustbesubmittedtoMsMpeMeintjiesintheInstitutionalResearchSupportOffice.

• The awards are made by the member of the InstitutionalManagementresponsibleforResearchonrecommendationoftheDirectorofInstitutionalResearchSupport,andsubjecttotheavailabilityoffunding.

• The applications for awards from the Fund for postdoctoral fellowsareadministeredby the InstitutionalResearchSup-port.

• Anaward letterwillbe issuedbythe InstitutionalResearchSupport. On receipt of this letter, the postdoctoral fellow mustindicateinwritingthatthegrantwillbetakenup.This,together with other standard documentation as requested in theawardlettermustbereturnedtotheDepartment.

6.2. After Arrival at the NWU

• Since postdoctoral fellows are not employees of the NWU, noLetterofEmploymentwillbeissued,andthepostdoctoralfellow will not receive an employment contract.

• Thepostdoctoralfellowwillberequiredtoenterintoaper-formance agreement with his/her supervisor.

• The amount awarded in respect of the fellowship is exempt fromSouthAfricanIncomeTax,andwillbepaidouttothepostdoctoralfellow’suniversityaccountquarterly,attheendof February,May, August andNovember in 4 (four) equalamountsbyelectronictransfer.

• The Institutional Department of Research Support will issue arequestthattheawardbepaidtothefellowthroughthestandardNWUbursarysystem.AfterthisrequestisprocessedbyResearchSupport,thepaymentofthebursaryfundingtothefellowishandledentirelybytheFinancialSupportServic-esoffice.Anyqueriesregardingtothepaymentofbursariesmustbedirectedtowardsthatoffice.

• Thefellowwillberesponsibleforthearrangementandpay-mentofhis/herownaccommodation,subsistenceandtrans-portcostsandthelikeforthedurationofhis/herstay.

6.3. Relocation Cost Claims

Aonce-offmaximumamount,asdeterminedbytheUniversityonanannualbasis,canbeclaimed(pleaserefertotheGuidelinesand Procedures for Postdoctoral Fellows document which will stipulatetheamountforthecurrentyear).Thiswillincludethetransportationofthepostdoctoralfellowandhis/herbelongings.Thisdoesnot include transportationof familymembersor thepurchase of new furniture, deposits for electricity or telephones, etc.Paymentswillonlybemadeonsubmissionofreceipts.

• The fellow will pre-pay all expenses in this regard;• Onarrival at theNWU, receipts for theseexpenses canbe

submittedtotheInstitutionalResearchSupportOffice.• FundingwillthenbetransferredtothestandardNWUBur-sarysystem,andpaidouttothefellowbyFinancialSupportSystems.

• UnfortunatelynopaymentcanbemadefromtheInstitution-alResearchSupportOfficetothebankaccountsoffellows.

6.4. Running Costs

• Amaximum amount, per year, as determined by the Uni-versity on an annual basis can be claimed (please refer totheGuidelinesandProceduresforPostdoctoralFellowsdoc-umentwhichwillstipulatetheamountforthecurrentyear).

• These funds are paid into a university cost code and are ad-ministeredbytheentity.Themoneymaybespentinlinewiththe NWU rules for running expenses.

• Themoneywillbepaidovertothecostcodeonreceiptofarequesttodoso,endorsedbythefellowandthesupervi-sor. Fellows have to approach their supervisors/mentors for assistance, and also request assistance from the Institutional ResearchSupportOffice.

6.5. Identifying and Receiving a postdoctoral

fellow

6.5.1. Identifying a postdoctoral fellow

Theprocessofidentifyingapostdoctoralfellowwillbedifferentdependingonthecontextoftheparticularresearchentity,butapostdoctoralfellowcouldbesourcedby:

1 A focussed advertisement; and/or2 enquiriesamongmembersofresearchgroupsaresearcheris

workingwithorassociatedwith.

6.5.2. Discussion with the research group/entity

Thepostdoctoralfellowshouldbearesearcherwhocanbeprof-itably occupied within an existing research group or entity. Apostdoctoralfellowisnotintendedtobealoneacademicstuckinasmallofficeandforgottenforlongperiods.Thepostdoctoralfellow should strengthen and enhance a research grouping, and for that reason the host or mentor of a postdoctoral fellow is of real importance.

6.5.3. Formal requirements: Letter of invitation, visa require-ments, medical insurance, etc.

Clients must approach VFS Centres for the following applications – temporary residence visas, perma-nent residence permits, waivers, exemptions, and appeals. Cli-ents can start online applications and only visits VFS Centres for biometricandsupportingdocumentstobehandedin.Nowrit-tenapplicationsformswillbeaccepted.

6.5.4. The role of the academic host – duties and activities

The role of the academic host or mentor is crucially important within the context of the hosting of the postdoctoral fellow in ordertogainmaximumbenefitfromthestayofthepostdoctoralfellow.Thementoristhemainstayofthepostdoctoralfellow’slifeandwell-being.Thefollowingaretypicaldutiesassociatedwith a mentor/host:

• Makingthefirstcontact;• Clearing the appointment of the postdoctoral fellow with the

research entity;• Correspondingonanon-goingbasiswiththeproposedpost-

doctoral fellow;• ProvidingcontactdetailsoftheInternationalOfficeandoth-

er relevant contacts to the postdoctoral fellow;• Assisting with the correspondence associated with letters of

invitation and visa applications;• Assistingthepostdoctoralfellowintermsoffindingaccom-

modation;• Ensuring that there is a stable lineof contactwith the re-

search group/administrative personnel, etc.• LiaisingwiththeResearchSupportOfficetoensurethatall

processes are in place;• Ensuring that the postdoctoral fellow has transport from the

airport at the time of arrival;• Meeting with the postdoctoral fellow upon arrival and en-

suring that the postdoctoral fellow is properly settled in the accommodation;

• Helping with immediate shopping; helping with settling in at the University; introducing the postdoctoral fellow to the staffoftheInternationalOffice,wherepaperworkhastobecompleted; assisting the postdoctoral fellow with the open-ingofaSouthAfricanbankaccount;

• Forthedurationofthestaybeingthefirstportofcallforthepostdoctoral fellow in terms of any needs and requirements (orensuringthattheadministrativepersonnelareinplaceto

dealwiththis);• Beingtheacademicmentorandhostintermsofallacademicactivities,fromtheworkplace(laboratory,office,etc.)totheplanning

ofpapersandarticlestomakingarrangementsforacademicvisits,suchasconferencesandseminars.• ItmayhelptoalsoputpostdoctoralfellowsintouchwithotherpostdoctoralfellowsonthePotchefstroomCampus.Thiscanbe

achievedthroughthePostdoctoralInterestGroup(PDIG)andtheInternationalOffice.Alistofthecountriesrepresentedbytheinternationalpostdoctoralfellowsisalsoavailableattheendofthedocument.Contactamonginternationalstudentsispromotedthrough events that are hosted during the year.

Generally, what is crucial is being there for the postdoctoral fellow, who is an academic colleague and who is finding him/herself in a strange environment.

6.6. Performance Agreement for Postdoctoral Fellows

Please note: Postdoctoral Fellows do not pay any fees when they register at the NWU.

4. TRANSPORT

4.1. Around Town

TransportwithinPotchefstroomismainlybycar.Thismeansthatonewouldeitherhavetobuyorrentacar.Therearevariousrent-alagenciesintown,andanarrangementcanbemadeforshorttermrentalsviatheUniversitythroughBudget,whichworksoutslightly cheaper than going direct. No long-term hire of cars is currentlyavailable.Internationalvisitorsmayusethevaliddrivers’licencetheyobtainedintheirhomecountries.

However,ifthelicenceisnotinEnglish,atranslation/certificateof authenticity must accompany it. You can also apply for aSouth African licence – and there is a driving school on campus – Building C14, tel. +27 18 299 1985. If you stay for a year or longer,buyingasmallsecond-handcarisagoodidea.Therearemany second-hand car dealers in town. If you wish to purchase a vehicle,pleasereporttotheInternationalOfficewithyourpass-port and the registration documents of the vehicle.

Even though the police accept an English translation of the driv-ers’licence,theSouthAfricaninsurancecompaniesdonot.Thus,most rentals only accept international drivers’ licences and sodoestheNWUCarPark.Thus,itishighlyadvisabletoobtainanInternationaldrivers’licenceinyourhomecountry.Internationalpostdoctoralfellowsshouldalsobeawarethattheremaybere-strictions in place on owning vehicles depending on the type of visayouhave.Besuretocheckifyouareabletoownandregistera car or other vehicle prior to purchasing.

Bicycles are popular and the town is small enough so that you caneasily travelaroundbybicycle.However,cyclingafterdarkisnotrecommended.VariousbicycleshopsareavailableontheBult(aroundtheUniversity)andintown.Alistisprovidedbelowwith all the shops and services.

There isa train station inPotchefstroomandseveralbuscom-panies provide routes through the town and onward to major destination inSouthAfrica.However,please takenoteof traintimetables and call ahead to ensure that expected trains haveadheredtothescheduledtimes.Beforeboarding,pleaseensurethatyoufeelcomfortableandsafe.Beforebookingandtravellingwithtaxisandlongdistancebuscompanies,itisadvisabletolookinto the safety records of said companies.

LanseriaInternationalAirportisontheWestRand,143kilometresaway, and is often preferred because the road is quieterwithflights to all main centres. This is not a major internationalairport and is privately owned. Currently, the only international destination is Botswana.

There are several lower cost airlines for domestic travel including Kulula(www.kulula.com)andMango(www.flymango.com).

5. SHOPPING

5.1. Die Bult

There is a wide range of shops and restaurants in this area all withinwalkingdistancefromthecampus.ThisincludestheCa-chetShoppingCentre,wherethereisalsoagym(theVirginAc-tiveGym,whereyoucanobtainmembership-althoughyoudohaveaccesstothemuchcheaperandreasonablywellequippedgymonthecampus).There isapostoffice inEsselenStreet,aSpar grocery store and a Shell petrol station.

5.2. The MooiRivier Mall

This is the largestshoppingcentre intownand it is3kmfromcampus. Ithasretailshops,restaurants,coffeeshops,banks,acinemacomplex(theonlyoneintown),andtwogrocerystores,CheckersandWoolworths.

5.3. The River Walk Mall

This is opposite the MooiRivier Mall, with a smaller range of shopsandrestaurants,butnotascrowded.ThereisalsoapostofficeinthismallandaShopritegrocerystore.

5.4. West Acres

This mall is on the corner of Retief and Walter Sisulu Street and awiderangeofshopscanbefoundhere,aswellasalargePick‘n’Paysupermarket.

6. SETTING UP YOUR E-MAIL ACCOUNT AND GET-TING YOUR UNIVERSITY ID CARD

UniversitynumbersareallocatedinadvanceandassoonastheInternationalOfficehassignedoffa fellowfor registration thenumbercanbeactivatedonthesystem.Nobodycanbeenteredon to the systemunless signedoff and theprocesswill be asfollows:

As soon as a fellow receives a visa to enter the country, they should send a copy of the first page of the passport and thevisatotheInternationalOfficesothattheissuingonlyneedstobeverifiedupontheirarrival–thesign-offformswillhavebeencompletedandtheregistrationprocesswill thusbeshortened.ThisproposedprocesswillworkwellonlyiffellowsreporttotheInternationalOfficeimmediatelyuponarrival–mentorsaread-visedtofollowuponthis,asitwillhelptheprocessconsiderably.Theseaccesscardsaretobeusedforallaccesstobuildings,thelibrary and various other places on campus (such as the gym,thePUKShop,etc.).Accesshastobeapprovedbythebuildingrepresentativedirectorandane-mailtothiseffectneedstobesent to Protection Services to activate the card appropriately. Geological historyA satellite photograph of the environs of Potchefstroom reveals a circular structure where Potchefstroom is located on the pe-rimeter. The centre of this circle is the place where, hundreds ofmillionsof yearsagoameteorite (according togeologistsastructure almost too large to be called ameteorite) came tooclosetotheearthandtheearth’sgravitypulleditintoacollisioncourse. This collision had a profound effect on the geological his-toryoftheearth–theimpactlesioniscalledanastrobleme,andthis is the largestastroblemeonthesurfaceof theplanet.Themeteoritepenetratedthecoreoftheplanettoadepthofabout17kilometresandtheresultantboilingupofmoltenrockcreatedthegeological spacenow knownas theVredefortDome. Ero-sionovermillionsofyearssmootheddowntherockformations,butgeologistsareabletopointoutfascinatingformationsandstructures in the area – in fact so interesting that the area has beendeclaredaWorldHeritageSite,wherestringentconserva-tionmeasuresarenowbeingimplemented.ThisHeritageSiteisin fact the only one in the world where private land ownership accountsformostofthesurfaceofthesite,andthishastobemanaged very carefully. A wide variety of tours and excursions intotheDomeareaareavailable–itisespeciallygoodforhikingandmountainbiking.

4. THE NAME OF THE CITY

4.1. Two different etymologies

There are various origins that are claimed for the origin of the name Potchefstroom.Firstlyitissaidtocomefrom‘Potgieter’+‘Chef’+‘stroom’.This refers to theVoortrekker leaderandfounderof thetown,AndriesHendrikPotgieter,withthe“chef”beingtheDutchwordfortheleaderofthepioneers,and“stroom”(stream)referringto the Mooi River.

According to the SouthAfricanwriterGeoffrey Jenkins, however,thenamecanbeattributedtotheword‘Potscherf’,meaning‘potshard’,eitherduetothecracksthatappearinthesoiloftheMooiRiverValleyduringdroughtresemblingabrokenpot”oractualpotshards found in the area.

In 2006 the local African National Congress party controlled munic-ipality decided on a name change for the city, name of the munici-palityandanumberofimportantstreetnames,favouring‘Tlokwe’as the new name. In 2007 the name of the local municipality was changed fromPotchefstroomMunicipality toTlokweMunicipality,with the geographical place name remaining Potchefstroom.

4.2. The city of Potchefstroom, which is served by the Tlokwe City Council and Municipality, has a rich history.

ItwasthefirsttowntobeformallyestablishednorthoftheVaalRiver (it is the second oldest settlement, the oldest being thepresent-dayKlerksdorp,butPotchefstroomwastheoldestfunc-tionaltown),andthesettlerswereVoortrekkerswhohadlefttheCapeinprotestagainstthecolonizingBritishandsomeoftheirpolicies.TheVoortrekkersstartedtheirarduousjourneyintothehinterlandin1836,andby1838oneofthegroups,underAn-driesHendrikPotgieter,settledinOudedorp(Dutchforoldtown)somekilometresoutsidethepresenttown.

For a short time until 1840, the towns of Potchefstroom and Winburgaswellas their surrounding territorieswere joined ina political entity known as the Republic of Winburg-Potchef-stroom.VoortrekkerleaderAndriesHendrikPotgieterwaselectedas chief commandant.

InOctober1840,afterameetingbetweenPotgieter,AndriesPre-toriusandG.R.vanRooyen itwasdecidedthatPotchefstroomwouldunitewith “PieterMourietsBurg” (Pietermaritzburg). In1848 Potchefstroom became the capital of the ZAR, a statuswhichwasaffirmedbyBritainin1852.

In 1841 the move was made to the present location of the town, and residential standsweremeasured out for people to buildhouses. At this stage, irrigation canals were constructed through thetowntoenablepeopletowatertheirgardenswiththewaterfromtheMooiRiver(mooimeaningpretty,attractive).Thefirsttowncouncilwasestablishedundertheleadershipofthemagis-trate.By1846thefirstschoolhadbeenestablished,andthiswasfollowedsoonafterwardsbythefirstprison(in1847).Intheyear1850,aproducemarketwasestablished,aswellasthefirstpost-alservicebetweenPotchefstroomandLydenburg(inthepresentMpumalanga).Theyear1851sawtheconstructionofthefirstchurch in Potchefstroom (called the Nederduitsch HervormdeChurch, which still exists and is in use today – opposite the City Hall).Greatexcitementgreetedthefirstdiscoveryofgoldinthedistrict, although this area isbetter known today for low-leveldiamond mining.

On the 16 and 17 January 1852, the Sand River Conventionwas signedbetweenAndries Pretorius representing theBoersand Major W.S. Hogge and Mr C.M. Owen representing Brit-ain.AccordingtothisconventiontheBritishGovernmentwouldallow the emigrant farmers north of the Vaal River to govern according to their own laws, with a policy of non-interference fromboth sides. This signalled the establishmentof theZuidAfrikaanscheRepubliek (ZAR) (SouthAfricanRepublic in Eng-lish).Inarticle17oftheConstitutionoftheZARof18Febru-ary 1858 (whichwas accepted in Rustenburg), it was statedthat“Potchefstroom,locatedontheMooiRiver,wouldbethecapitaloftheRepublicandthatPretoriawouldbetheseatofgovernment”. InMay1860Potchefstroombecame the“chiefcity”oftheRepublic,withthecapitalhavingmovedtoPretoria.On16December1880,thefirstshotsoftheFirstBoerWar(orWarofIndependence)werefiredwhentheBoerslaidsiegetotheoldfortinthetown.Thesiegeendedamicablyon23March1881.TheBritishbuiltaconcentrationcamphereduring theSecond Anglo-Boer War to imprison Boer women, children and elderlymen(amemorialerectedonthesiteoftheconcentra-tioncampcanbevisited).

During the decade 1890-1900 Potchefstroom had increasing-ly become connected to the outside world through the roadandrail links to themaincentres.Thecityhadalsodevelopedthroughtheestablishmentandculturalandsportsfacilitiesandthebuildingofamagistrates’courtaswellasapostofficeandatelegraphoffice.

AftertheAnglo-BoerWaraBritishGarrisonof1000troopswasstationedinPotchefstroomandPotchefstroombecameamunic-ipal entity once again. In 1903 a private initiative saw electricity becomingavailableinPotchefstroom.

In 1905 an event of single importance occurred. The theolog-ical seminary and literary department which would evolve into the present-day university, andwhich had been established inBurgersdorp in the Cape in 1869, was moved to Potchefstroom when its viability in Burgersdorp cameunder threat. Thedeci-siontocometoPotchefstroomhadbeenatriumphfor,amongothers, Totius (J.D.duToit, theologian,poetandBible transla-tor–hisstatueisprominentlyplacedonthecampus)whohadcampaigned ceaselessly to have the institution come to Potchef-stroom rather than Pretoria.

In 1908 the Potchefstroom Dam was constructed – still a prom-inentlandmarkandpopularresort.Anagriculturalcollegewasalsoestablished.TheCityHallwasbuilt,andattheopeningoftheCityhallin1909,GeneralJanSmuts,thethenColonialSecre-tarywasaskedaboutthepossibilityofPotchefstroombecomingthe capital of the Union. He replied that the city stood no chance, butsaidthatitshouldaimatbeingSouthAfrica’sbiggestedu-cational centre. This has led to the strong educational inclination of this, the ‘City of Expertise’.

5. POTCHEFSTROOM – THE CITY TODAY

Potchefstroom was declared a city some ten years ago when it compliedwithcertaincriteriathathavetodowiththesizeofthepopulationandtheavailablefacilities.Theactualnumberofin-habitantsishardtodetermine,asthepopulationfluctuates,andthereisalargeinfluxintothecityonaregularbasis–Potchef-stroomisinthecentreofanimportantagriculturalnode,andbe-causeofdifficultcircumstances(includingadevastatingdroughtinthepastthreeseasons,whichsawthewholeprovincebeingdeclaredadisasterarea)peopleflocktothecitywhenfarmsbe-comenon-viableandtheylosetheirwork.

However, the city is estimated to be home to approximately250,000 people who live in the town and the surrounding town-shipsofIkagengandPromosa.Theinfrastructure,electricityandwater supply for those living in the town is generally very good andservicesaredeliveredataffordableratesalthoughpowerandwateroutagesdooccur.Internetcoverageisgoodoncampusbutcanbeexpensiveifpurchasingthisforanoff-campusproperty.

The University is the main employer in the city, with approxi-mately4500peoplebeingemployedeitherpermanentlyoroncontract. The city council employs in excess of 1000 people, and variousindustriesintownabsorbtherest.However,unemploy-ment in Potchefstroom, as in the rest of the country, is high. The housingsituationinthetownshipsisalsoproblematicandoneof thebiggest challenges for the city council. Themap at theend of the document will give an indication of the city and the surrounding areas – the townships are the legacy of the apart-heid period, when people of different ethnic origins lived in dif-ferentspaces(IkagenghadbeenhometoAfricans,Promosatocoloured people, or people of mixed race and Mohadin to people of Indian origin). Nowadays this does not apply anmore and

POTCHEFSTROOM – HOME OF EDUCATION

Potchefstroomishometo,interalia,fivetertiaryinstitutionsandalargenumberofschools,aswellasnumerousresearchbureauxand training centres. These include:

• The North-West University, a merged tertiary educational institutionthatwascreatedon1 January2004,withcam-pusesatPotchefstroom,MafikengandVanderbijlPark.ThePotchefstroomCampus (formerly thePotchefstroomseUni-versiteitvirChristelikeHoërOnderwys, founded in1869) isthe largest and next to the site of the Institutional Officeof the North-West University. With its merged status, the North-WestUniversitybecamethesecondlargestUniversityinSouthAfricawithapproximately65000students(full-timeanddistanceeducationstudents).PriortothemergeroftheUniversity theUniversity of theNorth-West inMafikeng in1994, the University had in 2001 incorporated the Potchef-stroomTeachers’TrainingCollege.

• The Technical College Potchefstroom, founded in 1939 when the Union Education Department started “continuation classes”.Theannualincreaseinstudentnumbersbearstesti-monytotheimportantroleplayedbythistertiarybody.Thiscollegeisnowknownbythenameoftheregionalcollege,Vuselela FET College.

• TheAgriculturalCentre,previouslyknownastheExperimen-talFarm(1902)andAgriculturalCollege(1939),iscurrentlythe largest single agricultural service point on one terrain in Southern Africa. The centre houses the headquarters of the

Highveld Region of the Department Agriculture, theGrainCrops Institute as well as the Agricultural College.

• CTIEducationGroup,aregisteredprivatehighereducationinstitution specialising in Information Technology opened its doors in Potchefstroom in 1998. In 2007 the Midrand Graduate Collegemergedwith CTI and instruction startedin Commerce, Creative Arts & Graphic Design, Psychology& Counselling, and Law. CTI is currently situated in Esselen Street on the Bult.

• PotchefstroomAkademiewas founded in1981bymanag-ingdirectorTinaSchöltzandofferstertiaryeducationinthefieldsof Somatology,HealthandSkincareTherapy,HolisticHealth Therapies as well as Interior Design and Decorating.

Amongthemanyprimaryschools(firstsevenyearsofschool)andhighschools(finalfiveyearsofschool)inthetown,somehavean interesting history.• PotchefstroomHighSchoolforGirls:Theschoolwasoriginal-lyknownastheCentralSchoolandwasestablishedin1874.Girls’Highwas founded in1905when theCentral Schoolwas divided into separate high schools for boys and girls.Girls’HighispopularlyknownasHAGS.

• The Potchefstroom High School for Boys, affectionately knownasCollege,wasestablishedin1874andhasbeenonits current site since1905. Ithasanumberofwell-knownalumni, among them the author Herman Charles Bosman.

• PotchefstroomGimnasium,foundedinJanuary1907as“DieVoorbereidendeSkool”withHJJvanderWaltasitsfirstprin-cipal. The preparationworkwhich the schools didwas ingetting young men ready for theological studies as part of the Potchefstroom University, the school later moved to its currentlocation.On25January1915,theschoolchangeditsnametoGoevermentSkool.AyearlateritbecamethefirstschooltostartusingAfrikaansaswellasDutchandEnglish,making it thefirstAfrikaansHighschoolnorthof theVaalRiver.In1918itbecamesolelyahighschoolandchangeditsnametoPotchefstroomGimnasium.

8. POTCHEFSTROOM: HOME OF SPORT

PotchefstroomisknownastheNorth-WestProvince’s“HomeofSport”. As the city sits at around 4,400 feet in elevation, it is a great place for training and many athletes train or visit for this purpose. The provincial headquarters of seventeen of the most important sports codes are situated in the city. The City Council placesahighpriorityontheestablishment,maintenanceandupgrading of the sport facilities under its control, especially to meet the variety of sporting and recreational needs of its youth-ful community. CricketisaverypopularsportandPotchefstroomhostedamatchfrom the 2003 ICCCricketWorld Cup here andwas the basecamp for theAustralian team (the eventualwinners). Potchef-stroom has produced numerous famous sports people. Some include:GodfreyKhotsoMokoena,silvermedalwinner in longjump at the 2008 Beijing Olympics, as well as world champion Sunette Viljoen in javelin. The most illustrious sports champion was of course Kennedy Kane McArthur, who in 1912 won the goldmedalforthemarathonattheStockholmOlympics.The visit of the Spanish team “La Roja” during the FIFA 2010 World Cup introduced a new level of sporting exposure to Potchefstroom and the NWU. To prepare for the team a new sports accommodation complex (the PUK Sports Village) wasbuiltattheUniversityandthelocalairportwasextendedtoen-ablelargepassengerplanestoland.TheSpanishteamwonthe2010 FIFA Soccer World Cup. The facility at the University has since hosted the Davis Cup and numerous national and interna-tional tournaments.

AthleticsThereareseveralfriendlyrunningclubsinthearea(addcontactdetails,includingBertsBricks)andthetownishosttothefollow-ing races each year:

• PotchefstroomSpringFestival10km&5km(coincideswithSpringFestival,lastweekendinAugust)

• McArthur race (firstweek in October) 10km, half and fullmarathon.

DanceThere are a number of dance studios in the town, teachingeverythingfromballroomtohip-hopandthelocalfunfavouriteSokkie.Sokkieisalsodancedinmanyofthebarsandclubsinthetownalongsidetraditionalclubmusic.Sokkie(literallymeaningsocks,because itusedtobethatpeoplekickedoff theirshoesand danced in their socks) is a popular dance form (probablymostcloselyalliedtobarn-dancingintheUSA)–mostlyinvolvingvariationsofballroom,suchasthetwo-step,waltzandfoxtrotas well as a variety of forms of jive, twist and general free forms. TraditionalAfricandancinghasbeencommingledwithWesternforms of informal dancing – at present traditional African danc-ingisoftenassociatedwithgumbootdancing,whichisaformof dancing associated with mineworkers and which is oftenpresentedasaformofentertainment.Generally,youngpeopleindulge, apart frommore formal ballroomdancing (which isenormouslypopular),invariousformsoffreestyledancing.

GRADE I: NATIONAL HERITAGE SITES

• Old Fort and Cemetery, ca.1881: It is an earthworkquadrilateral,westofthePotchefstroom–Klerksdorprail-waylineandwasbuiltbyBritishsoldiersunderthecom-mandofMajorRWCWinsloeduringthefirstAnglo-BoerWarin1880.TheBritishtroopswerebesiegedinthefortby the Boers for 95 days and a number of soldiers andcivilianswhodiedduring thesiegeareburied in thead-joiningcemetery.Declaredin1937(Item27046inSAHRAregistry).

• South African National Artillery Memorial: This is the South African National Memorial Site for all Artillery Soldiers whodiedincombatduringWorldWarII.ThememorialisinKanonniersParkontheVentersdorpRoad.

GRADE II: PROVINCIAL HERITAGE SITES

• The W D Pretorius House, ca.1853: Willem Daniel Pre-toriusobtainedthishouseandoutbuildings–theresidenceof a farm adjacent to the town – in 1888. Extensions and changes to the house were started immediately. His initials andthedate(WDP-1888)wereinscribedonthefrontdoorof the new facade. He was the great grand-nephew of the president M.W. Pretorius. A small school was accommodated inoneof thebuildings, forerunnerof theML Fick Primaryschool. The Mooi Rivier Dutch Reformed Church was found-ed on these premises in 1917. The site is on the corner of Walter Sisulu Ave and Smit Streets. It was declared in 1987 (Item27354inSAHRAdatabase).

• Goetz-Fleischack House, ca.1857: This is the only existing example of an early townhouse, “Dorpshuis” built aroundNieuweMarketSquare.ItservesasconcreteevidenceofthelifestyleofthefirstwealthyciviliansintheZ.A.R.Thesiteusedtobeaprivate residenceofmagistrateA.M.GoetzduringtheFirstWarofIndependence(1880–1881).Hisson-in-lawAlbertReinholdtFleischacklaterlivedinthesamehome.Thehouseandtheoutbuildingshavebeenrestoredandfittedoutas a house museum. The museum is situated on the corner of Nelson Mandela and Sol Plaatje Ave. It was declared a na-tionalmonumentin1985(Item27820onSAHRAregister).

• Nederduitsch Hervormde Kerk (Church), ca.1859: The originalcruciformchurchwithearthfloorandthatchedroofwas supplied with a tin roof with decorative cast iron horse-men and exceptional pointed spire. With the improvement of 1892aplankfloor,galleries,churchpews,ceilingandproperlampswereputin.Lateronanorgangallerywasbuilt,andapipeorganimportedfromLondonandtransportedbytrainand ox-wagon. The building’s cornerstonewas laid on 26December1859,butthebuildingitselfwasconsecratedon25February1866.Buildingwasinterruptedin1863-4bythecivilwar.ThechurchisinWalterSisuluAve(oppositetheCityHall).

• MW Pretorius House, ca.1868: The President Pretori-us house is in the traditional Cape style with white plaster and traditional thatched roof. It consists of a 13,230 hec-tare property with the original main residence, wagon house andstablesandsmithy.ThesitealsocontainshugeoaktreesplantedbyM.W.Pretorius.Thishousewasdeclaredamon-umentin1979(Item27047intheSAHRAregister)andhasbeenconvertedintoahousemuseum.

• Berlin Missionary Complex, ca.1875:Thisbuildinglookedthe same as the Berlin Mission Church in Pretoria: a small

hallin“fortified”colonialGothicStylisticelements.Itinitiallyhadathatchedroof,aswellasadungfloor;thethatchedroofwasreplacedbyatinroofin1956whileaparquetfloorand a gallery were added. Some smaller changes were also made since 1938 when the newly established EvangelicalLutheranCongregationcameintobeingandusedtheMis-sionChurch.TheGereformeerdeChurchMooiriviercurrentlyownsthebuilding.ItisonthecornerofSolPlaatjeandDuPlooy Streets.

• St. Mary’s Anglican Church, ca.1890: The building isascribed to JohnWilliamGaisford, thefirst Potchefstromerknowntohaveactedasarchitect.Originallythechurchhada high-pitched thatched roof, lancet, windows and a mud floorandnoceiling.SituatedinAutoStreet.

• Dutch Reformed Mother Church Potchefstroom, ca.1895: This church with gothic style elements was con-structedonthedesignof themasterbuilderWocke.Presi-dentPaulKrugerlaidthefoundationstoneon13Feb1894.It was a temporary hospital in the Anglo-Boer War. The Rev-erendBeyersNaudéwasareverendatthischurchbeforehisown resistance against the political system forced him to va-cate the ministry at this church – the name of the street in which the church is located has since been changed fromKruger Street to Beyers Naudé Avenue. The church was near-lydevastatedbyafireon13March2007butwasrestoredby2009andtheneworganwasinauguratedinSeptember2011. The church is on the corner of Beyers Naudé and Nel-son Mandela Drives.

• Old Powder Magazine, ca.1898: It is one of the oldest ex-istingbuildingsinPotchefstroom.Permissionforitserectionwas granted in 1854, and the powder house was almost cer-tainly in use in 1857. It played a prominent role in the siege of Potchefstroom of 1881, when the British demolished part of it to use some of the material for cover. In 1883 it was de-molishedandthecurrentmagazine(whichwashalfthesizeoftheoriginal)wasbuiltinitsplaceby1898.Itwasdeclaredamonumentin1973(Item27357inSAHRAdatabase).

• Old Fourth Prison, ca. 1898:Thefourthprisonwasbuiltonthecurrentsite,beforetheoutbreakoftheAngloBoerwar(1899–1903).ItwasusedasaprisonandlaterastheHQofthe PotchefstroomCommando till 1998. This building is inAutoAveandcurrentlyhousestheTlokweYouthCentre.

• Old Post Office building (Landdrost Post en Telegraaf-gebou), ca 1897:Thisbuilding,situatedinGreylingStreet,wasdeclaredin1991(Item27142and27144inSAHRAreg-ister).

• Theological School Complex, ca. 1905: The old Theolog-icalSchoolcomplexinMolenStreetisbothasymbolofthetrainingoftheReformedChurch(GereformeerdeKerk)andofteachingthroughthemediumofAfrikaansatprimary,sec-

ondaryandtertiary level, the latterbecauseboththeMooiRiver Primary School, Gymnasium High School (probablythefirst inthecountrywhichofferedteachinginAfrikaansratherthaninDutch)andtheoldPotchefstroomUniversityfor Christian Higher Education grew from this Theological School. The complex is in Molen Street.

• Totius House, ca.1905:Thesitecameintousein1905,likethe Theological School Building. In design it is practically a replicaoftheprofessor’sresidenceinBurgersdorp(wheretheReformed church seminarymoved from). Thefirst residentofthehousewasProf.JanLionCachet.Hewassucceededin1911byJacobDanielDuToit(Totius)asprofessorattheTheological School. Totius and his family lived in the house until 1924, and at least four of his volumes of poetry were createdwhilehelivedthere.TotiusherealsostartedhisworkontheAfrikaanstranslationoftheBible,ataskhecontinuedon a farm at Krugerskraal in the district. Today the houseservesasoneofthecity’sHousemuseumsandissituatedinMolen Street.

• Town Hall, ca 1909:AbuildinginEdwardianClassicistde-sign, inauguratedon10March1909by the thenColonialSecretary,GeneralJanSmuts.TogetherwiththeCityHallofKrugersdorp it is the oldest existing City Hall north of the VaalRiverinSouthAfrica.TheclockworkandthebellwithitsWestminster chimes were manufactured in the Netherlands. Thebuildingcost12,000poundsat the time.Declared[ in1993(Item27143inSAHRAregister)

• Selborne Hall, ca. 1909:ThisbuildingontheAgriculturalCollegeiscurrentlyinabadstateofdisrepair.

• Oak Avenue, ca.1910: The Town Council of Potchefstroom decidedtoplantanoaklanein1910.Thelaneof6.84kmstretchesfromtheAgriculturalCentretotheLakesideResort.ThelanestartsinwhatisnowknownasPeterMokabaStreet,changing to Steve Biko Street (formerly Tom Street) andchangingfinally toCalderbankStreet,where the residenceof the Vice-Chancellor of the University is located. The site wasdeclaredamonument in1977(Item27304 inSAHRAregistry)andastonebeaconwithbronzeplaqueforthelanewaserectedonthecornerofLombardandKrugerStreetsatthe time.

• Rector’s Residence, 1 Calderbank Avenue:Thisbuilding,whichhasaTudorstyle,wasdeclared[in1999(Item27680inSAHRAdatabase).

• Commanding Officers House/Witrand Hospital Super-intend house, ca.1913: Formerly the house of the Com-mandingOfficer of BritishGarrison in Potchefstroom,Alsoknown as the “Generals House”. Colonel SHCMonrowasthefirstcommandingofficerofthegarrisonandthefirstres-identofthehouse.LatertheWitrandCare&RehabCentreSuperintendent House. It was declared in 1982 and is situ-ated on the Witrand grounds on the Ventersdorp Road. It

wasdeclaredamonument in1982(Item27665 inSAHRAdatabase).

• Carnegie Library, ca. 1914:ThisbuildingwasnamedafterAndrewCarnegie,whofundedthebuildingofthelibraryandmanyotherlibrariesacrosstheworld.Theporticoandgableshapes are derived from those of the adjacent town hall so thatthetwobuildingshavesimilarappearance.ItcurrentlyservesasaliaisonofficefortheTownCouncilandPotchef-stroom Tourism. It is on the corner of Nelson Mandela and WalterSisuluAvenues.Itwasdeclared[amonumentin1993(Item27140inSAHRAdatabase).

• Heimat Building, ca.1925:Adouble-storeyhostel in theNeo-Cape Dutch style, designed by Gerard Moerdijk wasthefirstpermanentbuildingtobeerectedontheuniversitycampus. Itwasdecided that itwouldbe called ‘OnsHuis’(Our Home). When the students occupied it, however, itwas called the “Klimop” (Creeper). The students promptlydubbed it“Heimat”–andthus it remained,evenafterthebuildingwasre-allocatedforacademicpurposesin1980.Itwasproclaimedin1984.ThisbuildingonthePotchefstroomcampusoftheNorth-WestUniversityhousestheUniversity’sDepartmentofCulture.Itwasdeclaredin1984(item27194inSAHRAregister).

• The Roets House, ca.1926:ThehousewasbuiltbyJanvander Walt so that his son, Peter could stay at home while stud-ying at the University. Later Mr. Hennie Roets, Principal of MooiRiverLaerskool,occupiedthehouse.Thisbuildingisin61SteveBikoStreetandwasdeclaredin1984.

• Main Building, University, ca 1930:Thebuildingwasde-signedbyarchitectHenriLouwfromBloemfontein.Thesevenarchesonthebuildingweremeanttoechothesevencan-delabrainthelogooftheuniversity.Itwasinauguratedon13April1931.Itisadouble-storeybuildingwhichoriginallyhousedlecturehalls,officesandtheLibrary.Thebuildingwasdeclared a monument in 1984 and currently houses the Fac-ultyofLaw(buildingG5).

• 72, 74 and 76 James Moroka Ave: These three houses weredeclaredin1991andarenowusedasbusinesses.

GRADE III: LOCAL HERITAGE SITES

12. OTHER PLACES OF INTEREST

• The NWU Botanical Garden, situated adjacent to thePotchefstroom Campus of the North-West University. It cov-ers an area of almost 3 hectares. Most of the plants in the BotanicalGardenareindigenouswiththeexceptionofafewexotic plants which are of botanical or medicinal interestand used for training students of Botany. A section of the BotanicalGarden,aroundaman-maderidge,ismanagedasanaturalfieldgardenwhiletherestoftheBotanicalGardenismoreintensivelymanaged.Avarietyofmammals,birds,amphibiansandfishhavemade thegarden theirhome inrecent years providing a whole new dimension to the Bo-tanicalGarden;

• MooiRivier Mall, a shopping mall opened early in 2008 with over100stores. Itboasts foodandentertainment facilitiesthatoverlook theMooiRiver. Themall provides alternativeshopping facilities for the surrounding towns such as Car-letonville, Ventersdorp, Parys and Fochville. A new addition, acrossthestreetfromthemall,andtobecalledCanalCross-ing,isbeingconstructedatpresent,andwilladdtothevari-

etyofstoresavailablenow;• DomeBerglandNaturePark.Thesiteofthemeteoriteimpact

describedearlier;• BoskopDamNatureReserve;• Potchefstroom Museum;• Newlyreformedmosque(2007);• Thecountry’soldestReformedChurchesanditsoldeststone-

Mooi River;• The Witrand Mental Institute in Potchefstroom was the sec-

13. ECONOMY

Potchefstroom is an important industrial, service and agricultur-al growth point of North West Province. Industries in Potchef-stroomincludesteel,food,andchemicalprocessing.Thechickenindustry is of key importancewith a number ofmajor playerssituatedaroundPotchefstroomsuchasChubbyChick,SerfonteinPoultry,Haagner’sPoultry,CrownChickenandtheHighveldEggCooperation. In terms of agriculture the town is in the centre ofanimportantnodeofsummergrains,especiallymaize.Stockfarming is also an important component of the farming activities of the area.

14. NORTH-WESTERN COMMAND

The headquarters of the North-Western Command is situated in Potchefstroomwiththemilitarybaselocatedveryclosetocam-pus.Fitnesscoursesarealsosometimesrunonthebaseforstu-dents, forexample,kick-boxing.The locationoftheCommandalso accentuates the important role which the city plays with re-gard to the activities of the South African Defence Force.
