In 1923, NECA began compiling and publishing labor unit data for the electrical construction industry. Since that time, the NECA MLU has been the standard in the industry; its prominence among other estimating data sources is well documented. Every two years a panel of estimating experts reviews the data in the MLU with the complete authority to discard, revise or add any labor unit data within their assigned area. The results of these revisions are then incorporated into a new database. Some of the significant changes that are part of the 2013–2014 MLU are: Q Section 1: Limited Energy Systems – this section is reviewed during each review process for changes in material types and installation standards. The 2013–2014 MLU contains many new material items and the consolidation of some of the previously listed items. Q Section 2: Conduit Raceway Fittings & Related Items – many changes and additions have been made to this section including a comprehensive listing of cable tray sizes and types. Q Section 3: Wire, Cable, Lugs, Terminations, Busway & Bus Duct – a modest amount of revisions were made to this section but the addition of wire connectors (wire nuts) is a notable addition. Q Section 4: Switchboards, MCC’s, Panelboards & Power Equipment – an expanded listing of Switchboard installation labor units based on Full Load Amperage added to the standard listing which is based on weight. Q Section 5: Lighting Fixtures, Poles, Parking Lot Lighting – this section contains some new listings for LED fixtures. Q Section 6: Wiring Devices – there are new premade wiring devices and also a number of wireless control devices that have been added. Q Section 11: Outdoor Overhead and Underground Systems – the addition of schedule 80 PVC. Q Section 12: Equipment Installation and Connections – revisions and additions to flexible equipment connections. Q Section 14: Alternate Energy Systems – new listings for Electric Vehicle Charging Stations. The new MLU also contains a number of material additions in other sections including non-metallic surface raceways and fireproofing material in Section 2 and integrated power centers in Section 4. Some isolated material listings in various sections of the MLU contain updated labor unit data in response to comments, recommendations and statistical analysis obtained by the NECA MLU Task Force.
