MANUAL OF OPERATION
I. MISSION STATEMENT It is our commitment to farmers and stakeholders to provide appropriate agricultural and fishery technologies, through community-based extension services and promote sustainable, through actives partnership with LGUs, NGA, CSO, private sectors and other resources institutions. Promote the sustainable management conservation and utilization of the province’s coastal marine and inland water resources. The enactment of Provincial Ordinance 004-2002 commonly known as Coastal Marine and Inland Water Management Code establishes the framework and general guidelines to attain Coastal Resource Management.
II. GOAL: Food sufficiency and security, improve household income and profitability of farmers and fisherfolks sustainable development of fishery, coastal and marine resources.
III. OBJECTIVE: a. To improve the quality and increase the quantity of agri-aquaculture production; b. To promote sustainable coastal resource use and environment friendly agri-
aquaculture farming; c. To ensure access to logistic support and extension services.

V. JOB DISCRIPTION AND RESPONSIBILTIES:
POSITION JOB DESCRIPTION & RESPONSIBILITIES Provincial Agriculturist Prepares and operationalizes and integrates
agricultural development program for the province on the basis of approved, related national and provincial policies and programs indicating among other preferred commodity productions patterns in the agricultural lands;
Determines the extensions services and input needed for the effective implementation of the program and when necessary recommended measure to appropriate ministries or agencies to ensure and timely provision of such services and inputs;
Adopts deployment scheme for the extension workers assigned to the province on the basis of acceptable standards;
Directs the activities, supervision of field personnel for efficient and effective assistance to farmers, housewives, youth and rural organization in the progressive cooperation organization, livestock food production and improvement of rural life;
Locates and conducts the different applied researchers, demonstration on crop varieties, fertilizers and chemical initiated by or recommended by research institution as PCARRD, IRRI and UPLB;
Monitor and evaluate on a continuing basic implementation of the program provincial demonstration station, Pagkain ng Bayan and other agricultural project;
Supervises participation in the celebration of provincial fairs exhibits, expositions, farmers’ convention and field tours, housewives and youth;
Proposes an annual agricultural and annual reports to the Provincial Governor and other head of national agencies
Assistant Provincial Agriculturist
Assists the Provincial Agriculturist in the preparation/formulation of plans, programs for the agricultural development of the province;
Provides direction and management of Provincial Agricultural projects, provides technical assistance to technical field personnel effective and efficient performance extended to farmers, housewives and youth;
Supervise personnel activities in the field for effective implementation of various agricultural projects;
Monitors and evaluated the agricultural projects/programs implemented and adopt a deployment scheme of the basis of acceptable standards;
Coordinate with other government agencies implementing agricultural programs, attend staff meetings with higher supervisors or with other provincial chiefs of offices directed by the Provincial Agriculturist;
Renders report to the Provincial Agriculturist regarding the progress of project implementation of different agricultural programs, pinpointing area of concern and recommends possible solutions based form feedbacks;
Conducts investigation and inquiry to complaints of farmers and recommends possible solutions; and does other related works.
3 Supervising Agriculturist Directs and supervises the preparation of programs on crops, livestock, fishery, home extension and rural health development;

Agricultural Center Chief II Prepares plans and program and all activities of the Soil District Laboratory;
Direct and supervise soil analysis either through laboratory analysis of soil test kit analysis;
Provincial coordinator of trichoderma compost fungus activator and other organic fertilizer;
Supervises and conduct demonstration trials in the field;
Supervises the distribution/refill of soil test kit; Monitor and follow up fertilizer recommendations of
farmers and clienteles; Does other related works as directed by the PAO.
Agricultural Center Chief I Prepares plans and programs in the development of the station;
Exercise general supervision and provide direction on day to day activities of the personnel;
Prepare plans and programs of the station nursery; Supervise the preservation and maintenance of
existing rubber trees in the station; Coordinates with other government agencies; Submit reports; And does other related works.
Senior Agriculturist
Exercise general supervision and provides direction
on day to day activities of the center; Prepares and handles the training activities of the
center; Prepares and recommends plans and programs of
the development for the nursery farm applies research work and agro-technology processes an efficiently implements the same;
Monitors and evaluated implemented programs/ projects of the center;
And does other related work.
Agriculturist II Exercise efficient and effective supervision on day to day activities of the farm development section;
Conducts studies and applied research on improved culture and management techniques on agricultural crops and fruit trees;
Undertakes the production, propagation of farm seeds and planting materials for distribution at subsidize cost by the center;
Provides advisory assistance and technical expertise
in cultural production, plant propagation and agronomic management practices;
Assists the agricultural supervisor in the preparation of phase and programs for farm and orchard development;
And does other related work.
Aquaculturist II Plans/layout/designs a program of improved fish culture and propagation methodology and assign/directs the field works of fishery technician;
Supervises experimental undertaking an appropriate fish food/fish food mixtures and devices a system of fish fingerlings propagation and dispersal to fish forms of the different municipalities;
Makes periodic field trips to check on work being accomplished plans a full program on fish culture and fingerlings propagation development based on the field trips and foodbacks from the technicians;
Conduct periodic staff meetings to review progress, discuss problems, formulates new directions and keeps abreast with latest technical and program development
Arranges training programs and refresher courses for field staff, takes responsibility for orientation and training for new employees;
Makes periodic reports on the progress, needs and problems of fish farm in the province and purposes solutions and recommendations;
Performs other related tasks.
Agricultural Technologist Gives technical assistance to farmers cooperative of demo projects as well as farmers requesting assistance;
Recommends studies on farmers felt need and applied research work to the Provincial Agriculturist through the immediate supervisor, secure and implement the same;
Assists in organizing cooperatives; Prepares plans and project activities; Develops farm development assistance proposal for
the benefit and welfare of the farmers; Conducts classes, lectures or seminars to
disseminate information to farmers and other members of the community;
Prepares activities, planning and other reports; And does other related work.
Agricultural Technologist (Fishery) Monitors, evaluates and assesses existing fishponds, fishpens, fish cages and proposed fishery projects;
Prepare feasibility study of fishery projects; Dispense fingerlings to local agencies, communal
bodies of water and private fresh water fishponds operators;
Acts as Resource Speaker regarding Aquaculture and Mariculture
Attend training/workshops in connection with fisheries projects;
And does other related work.
Agricultural Technician II Prepares chemical reagents materials for fungal and bacterial growth;
Prepares laboratory sheet for fertilizer recommendations;
Assist in the analysis of soils, water and fertilizers; And does other related work.
1 Farm Supervisor Supervise the operation and activities of the nursery farm and is responsible for the maintenance of the building;
Ascertains availability of seeds seedlings, plan and planting materials in order to meet orders and needs of the farmers;
Develop, recommend and implement projects on nursery development;
Follow up the use of planting material in the nursery and acts as property custodian;
Prepare accomplishment reports and other data for statistical purposes;
Provide advisory assist co and technical expertise on plant propagation and cultivation;
And does other related work.
Laboratory Aide II Prepare soil fertilizer and plant samples for analysis; Assist in the preparation of samples and chemical
reagents; And does other related work.
Laboratory Aide I Prepare soil and plant samples for analysis; Assist in the preparation of samples and chemical
reagents; And does other related work.
Administrative Officer V Direct and supervises personnel engaged in preparing budget and plantilla of personnel, in records keeping and property and supply management activities;
Carries out administrative policies and decides routine matters;
Review, initials and recommends for approval payrolls, vouchers, application for leave and other employee privileges;
Requisitions supplies and other expenditures; Prepares correspondence for signature of chief;
And does other related work.
Administrative Officer II Under direction supervises the work of a clerical records unit performing a variety of clerical functions;
Assumes full responsibilities of the custody and safekeeping of voluminous official records and documents;
Assign work, receive verbal or written instruction review accomplished work for accuracy and conformity with standing policies and procedures, receive incoming and outgoing official papers;
And does other related work.
Administrative Aide VI Supervises clerks in the discharge of functions and may take immediate decisions out of the normal routine, types minutes, memoranda, circulars, payrolls, vouchers, RIVs and reports given by the supervisor;
Indexes and files correspondence and other documents;
Receives incoming and outgoing officials papers; Checks and verifies information of forms and other
records of personnel; And does other related works.
Administrative Aide IV Types minutes, correspondence, memoranda, circulars, payrolls, vouchers, RIVs and other reports given by the supervisors in the office or unit;
Indexes and files correspondence and other documents;
Routes papers received to person concerned; Checks and verifies information on forms and other
records; Reproduce papers through printing or photo copying
of documents needed; Meets public and answer routine questions about
places, events or personnel; Receives, issues and maintain records of bills; May have limited supervision over a few clerical
aides or messenger; And does other related work.

Sweeps, scrubs, waxes and map floors, hallway, maintain the cleanliness of comfort rooms;
Performs all cleaning tasks to keep all working areas of the provincial offices and buildings;
Open and closed public offices; Sees that all windows and doors are secured at the
end of working days; Runs mimeographing machine; Prepares conference room by setting up seating
arrangement, seeing that immediate supplies and loud speaker systems are available;
And does other related work
1 Farm Worker II Weeds, hoes, rakes, water field root and 205 vegetable drops in the small confines of the demonstration farm/nursery;
May plant new varieties and apply fertilizers as needed and in specific amount as designated by the farm management technician;
Does hand spraying of insecticides when 15% nursery;
Harvest crops as they and disposed then 15% as directed;
May propagate certain varieties through 15% grafting, budding, marcoting in a manner directed by the farm management technician;
Keeps surrounding, neat and in good 10% maintenance;
And does other related work.
This is to certify that the position of Agricultural Technologist has the following description:

Institutional mechanism for implementation of the Fishery & Integrated Coastal resources Management programs have been organized consisting of LGU (provincial municipal and barangay levels) POs, NGO particularly the Conservation International Philippines MALAMPAYA Foundation. PATH Foundation among others FARMCs, ACADEME, Law Enforcement and MPA network, Provincial Bantay Dagat Task Force and national government agencies/representative who are best equipped and directly concerned with fishery and coastal resources of the province. There are specific roles and responsibilities assigned to each organization, including extension services, law enforcement, maintenance of marine protected areas, reporting requirements, submit monthly progress report to OPAg-Fishey and CRM division. These report would be consolidated and analysed by the monitoring and evaluation team of PGOM (annex1)

Role of implementing agencies/team:
