SECTION 1 - Introduction

This manual is intended to impart the basic organizational structure of the fictional STARFLEET Marine Corps. It is not intended to reflect the real world organization or composition of the SFMC. This manual also contains sample “standardized” Tables of Organization and Equipment (TO&E) for many types of SFMC Units, Battalions, Brigades and Division set ups, again, for reference to the fictional SFMC organization� These TO&E’s are provided to aid you in creating your own unit’s TO&E and, possibly, the TO&E’s for your battalion and brigade� It is hoped that we can have all units of the SFMC create their Tables of Organization and Equipment and forward them up the chain to create the entire TO&E for the STARFLEET Marine Corps�

SECTION 2 - How Does the SFMC Get to the Front Lines for Combat Deployment?

Simple, we call our Taxi Service, STARFLEET. The SFMC must rely on transportation from STARFLEET vessels to get to the frontlines to carry out our combat missions as assigned� STARFLEET vessels also provide valuable resources for forward deployed Marine Units in addition to transportation duties:

1. Recreational facilities (Holodecks, 10-Forward, other secure areas for rest and relaxation, etc…); 2� Superior medical facilities to supplement any Battalion Aid Stations and Mobile Surgical Hospitals that may be deployed; 3� Resupply activities; 4� Additional repair/maintenance facilities; 5� Orbital Bombardment support when necessary; and, 5� Orbital defense suppression for initial insertion and combat activities; and, 6� They help make sure the bad guys do not come in behind your back while you are on the planet and bombard YOU from orbit�

SECTION 3 - Basic Organization Terms and Concepts

3�01 What is a Billet?A billet is the position held by a Marine. It can be as low as the Marine Rifleman in an Infantry MSG all the way up the General Staff officers and the Commandant of the STARFLEET Marine Corps.

3�02 What is a Grade?Simply put a Grade is the rank held by a Marine expressed in the numerical form (E-8, O-4) versus the title of the rank (Gunnery Sergeant, Major)�

3�03 Billet vs� GradeBillet (position held) always trumps Grade (rank held)� That means the higher position will always hold sway over a higher rank if they hold a lesser position. For example, a Lt. Colonel serving as the Battalion Officer-in Charge of the 9th BN, 34th BDE, tries to override the commands issued by the Colonel in charge of the 1234th MSG of the 9th BN because they are not in keeping with the performance of the assigned mission� The BN OIC’s orders will trump and override the orders of the Colonel in charge of the MSG� The same is true if the Commandant of the Marine Corps held the rank of Colonel and a BDE OIC who held the rank of Brigadier General gave conflicting orders to carry out a mission, the orders of the Commandant, even though he is of a lower rank, would carry the day by virtue of his holding the higher placed Billet�

3�04 Table of Organization and EquipmentTactical units (units which will deploy to accomplish the mission) are organized according to an established Table of Organization and Equipment (referred to as a TO&E)� These TO&E’s prescribe the amount and types of personnel and major equipment (e�g�, radios, weapons, vehicles, etc�) which are authorized for each unit. The TO&E for a specific type of unit, e.g., an Infantry Platoon, is generally the same throughout the SFMC. However, the standard TO&E may be modified (Modified TO&E) to suit particular mission requirements of a unit. For example, an Infantry Platoon Rigel VII may have different types of vehicles than those found in similar units on Coridan III� Samples of TO&E’s for the various Branches of Service are located in Appendix A of this manual.

3�05 Table of Distribution and AllowancesNon-tactical units (units that are not designed to conduct combat operations), such as an installation garrison unit, are also organized according to established levels of personnel and equipment� For these types of units and organizations the tables are referred to as a Table of Distribution and Allowances (referred to as a TDA)�

3�06 SFMC Garrison ForcesThe SFMC also has a Garrison Force Component that makes up approximately 1/3 of the total strength of the SFMC (2 of the 7 Divisions)� The Garrison forces are composed of Marines teaching at the SFMCA, serving with the various SFMC Honor Guards, Drill Teams and Ceremonial Embassy Guards as well as marines who serve non-combat support roles and are designated as “non-deployable” for whatever reason (prison guards, etc…)� These marines are no less important than those who serve in the Fleet Marine Forces and deploy to combat situations as ordered� However, due to the various natures of the SFMC Garrison Forces, they are not covered in this manual (if we did cover them, it would take several volumes to detail the various types of garrison forces, their strengths and needs)�

3�07 SFMC Functional Units (Fleet Marine Forces)The tactical/Fleet Marine Forces segment of the SFMC is organized into three major types of functional units:

There are 9 branches identified within these functional categories. Some branches, such as Engineer and Aviation, provide duties in one or more functional categories. Each branch is identified by a distinct insignia, as shown below�

3�07�1 Combat Arms (CA)The major mission of these Branches of the SFMC is to engage and destroy opposing forces with firepower and maneuver. The six (6) Combat Arms Branches are:

Aerospace* A Combat Arms branch that employs aviation assets (Atmospheric and Aerospace) to find, fix and destroy the enemy through fire and maneuver. Aviation also provides Combat Support and Combat Service Support functions such as heavy lift capability, aero medical evacuation and troop airlift�

Armor A Combat Arms branch with the mission to close with and destroy the enemy using fire, maneuver and shock effect, to include Cavalry units with the missions to perform reconnaissance, provide security and engage in full spectrum of combat operations�

Infantry A Combat Arms branch with the mission to close with the enemy by means of fire and movement to defeat or capture him, or repel his assault by fire, close combat and counterattack�

Maritime Operations

A Combat Arms branch that employs maritime (wet naval) assets to find, fix and destroy the enemy through fire and maneuver upon the water and coastlines� Maritime Operations also provides Combat Support and Combat Service Support functions such as heavy lift capability, medical evacuation and troop transportation when called for upon water�

Mecha A Combat Arms branch that provides light- to heavy-weight Mechanized Combat Units to conduct special reconnaissance, small scale, direct action strikes and offensive actions against specific targets to destroy, capture or recover designated personnel or materiel� These Units are also designed to provide additional fire support and shock value in the initial stages of planetary landings and other offensive operations�

Special Operations

A Combat Arms branch that provides rapid response to various military contingencies, to include unconventional warfare, foreign internal defense, special reconnaissance, anti-terrorist combat and small scale, direct action strikes and offensive actions against specific targets to destroy, capture or recover designated personnel or materiel�

3�07�2 Combat Support (CS)The one (1) Combat Support branch, which provides operational assistance to Combat Arms, is:

Combat Engineers*

A Combat Support branch that provides support to maneuver commanders in mobility (river crossings, gap crossings, obstacle clearance), counter mobility (obstacle emplacement, demolitions), survivability (tracked vehicle fighting positions, site hardening), general engineering (infrastructure development) and topographic (mapping) missions� Engineers also perform Combat Arms functions (fight as Infantry) and Combat Service Support (logistics) functions�

* branches which provide multiple functions 3�07�3 Combat Service Support (CSS) The two (2) Combat Service Support branches are:

Medical The SFMC Medical Branch provides full health services to the SFMC to include the Medical Corps (doctors, surgeons), Nurse Corps, Dental Corps, Veterinary Corps, Medical Service Corps (sanitation, environmental quality) and Medical Specialty Corps (medical supplies and services)�

Support A Combat Service Support branch that provides the critical resources and capabilities to arm, fuel, transport and maintain materials and supplies for the Combat Arms and Combat Support branches, and to ensure the health and lives of the fighting forces.

3�08 Battlefield Operation SystemsBattlefield Operating Systems (BOS) define the interactions and linkages, from a systems perspective, of how the SFMC fights. There are seven Battlefield Operating Systems. The branches that are normally associated with each BOS are shown�

1� Maneuver (Infantry/Armor/Special Operations/Aviation) The tactical movement, positioning, and massing of forces on the battlefield.

2� Air Defense (Armor-Air Defense Artillery) The targeting and engagement of enemy aircraft and missiles through direct and indirect fires.

3� Fire Support (Armor-Field Artillery and Maritime Operations-Shore Bombardment) The targeting and massing of indirect fires to destroy enemy personnel and battlefield systems.

4� Mobility/Counter Mobility (Combat Engineers) The removal or destruction of natural and man-made obstacles to movement by friendly forces and the placement of obstacles to slow down or impede enemy movement of forces�

5� Battle Command (Support-Signal/Military Police) The direction of forces on the battlefield through electronic means (e.g., radios) and traffic control.

6� Military Intelligence (Support-Military Intelligence) The collection, analysis and interpretation of human and tactical information about the enemy, its capabilities and the battlefield environment.

7� Logistics (Support-Ordnance/Quartermaster/Transportation) The critical resources and capabilities to arm, fuel, transport and maintain materials and supplies and to ensure the health and lives of the fighting forces.

3�09 EchelonsThe SFMC is a hierarchical organization with various elements (echelons) of units arranged from Corps level (highest) to Squad level (lowest). Generally, each organization is replicated from three to five times to form the next larger element. As the echelon size increases additional support components are also added to the tactical organizations, which increase the overall size of the echelon� Echelons from highest to lowest level:

Squad

Each echelon of a tactical unit is supervised by a non-commissioned officer (NCO) or commanded by a commissioned officer, depending upon the level. Non-commissioned officers lead squads and sections.

Warrant Officers (while technical specialists and usually not placed in Command positions) due to casualties or other needs, may be forced to serve as Unit Commanders or deputy Commanders� In this type of situation, a Warrant Officer will serve only as a temporary Commander and never for units above the MSG/Company level. Warrant Officers may also hold any post in the TO&E that would normally be held by a senior NCO that is of a technical nature (technicians, pilots, medics, specialists, etc…)

Commissioned officers command units from Platoon to Corps. Echelons above Company have component staffs of NCO’s and officers that directly assist the commanding officer in the operations of the units within the echelon�

3�09�1Squad/Section/Element – 8 PersonnelThe Squad, normally 8 marines, is the lowest element in the SFMC organizational structure. The leader is a non-commissioned officer, usually a Sergeant (E-5) or Staff Sergeant (E-6). In some units two Squads may compose a Section led by a Staff Sergeant (E-6)� In an Armor (Tank/Cavalry) unit the term Section is used in lieu of Squad� A Section consists of two vehicles (e.g., AFV/99 “Patton” Armored Fighting Vehicle). Each tank has a crew consisting (usually) of four personnel� Aerospace Units refer to this as an Element and it is composed of a single group of four craft�

3�09�2 Platoon/Flight - 16 PersonnelThe Platoon is the basic combat unit capable of maneuvering in the conduct of combat operations� The Platoon is usually commanded by a commissioned officer (Lieutenant, O-1/O-2) and assisted by a Platoon Sergeant who is a Gunnery Sergeant (E-7)� A Platoon consists of three Squads/Sections depending upon the type of unit� A Tank Platoon consists of twelve tanks (e.g., AFV/99 “Patton” Armored Fighting Vehicle), organized into three Sections of four tanks each� Aerospace Units refer to this as a “Flight” and it is usually composed of three, four craft, elements�

3�09�3 Company (MSG)/Troop/Battery/Squadron – about 80 Personnel

The Company is a cohesive tactical sized unit that can perform a battlefield function on its own. This is the size/type of unit for the individual Marine Strike Groups within the current structure of the STARFLEET Marine Corps� It is capable of receiving and controlling additional combat, combat support or combat service support elements to enhance its mission capability� The Company has a small Headquarters element to assist the Commander. Typically, two platoons form a Company, with about 80 Marines and their assigned equipment. The Company is usually commanded by a Captain (O-3). A First Sergeant (E-8) is the commander’s principal non-commissioned assistant� Depending upon the type of unit, a Company may be called a Troop or Battery� Ground or Air Cavalry units (armor and aviation units specially trained for reconnaissance missions) refer to these elements as Troops� Artillery Units refer to this level as batteries� Aerospace units refer to these elements as Squadrons�

It is possible for Non-Special Operations Units to be tasked to carry out the job of a SpecOps force when no other forces are available. In order to be qualified to carry out these missions, the unit in question must be designated as Special Operations Capable (“SOC”)� In order to achieve this designation, the unit must undergo rigorous training and education in the ways of the SFMC Special Operations forces and be ready at a moment’s notice� In order to achieve the SOC designator for your unit, the following conditions

must be met:

1� The Unit OIC, DOIC and Senior Enlisted Marine must have passed SO-20 (SO-30 is preferred); and, 2� At least ½ of the marines assigned to your unit must have passed SO-10�

Once these requirements have been met, your unit will be permitted to add the SOC designator to your unit description� SOC Unit’s look like this when written out:

3�09�4 Battalion/Squadron/Air Wing – 300-500 PersonnelThe Battalion is a unit that is both tactically and administratively self-sufficient. In war fighting, Battalions are capable of independent operations of limited duration and scope� The Battalion is typically composed of four to six companies/MSGs, and is usually commanded by a Lieutenant Colonel (O-5), with a Command Sergeant Major (E-9) as the primary non-commissioned officer assistant. The Commander has a Battalion Staff of officers and non-commissioned officers to oversee missions, training, administration and logistics. The size of a Battalion can vary between 300 –500 Marines� A Battalion Task-Force (TF) is a Battalion-size unit with additional companies/MSGs attached in direct support to enhance mission capability� In Cavalry units (both air and ground), the Battalion is referred to as a Squadron� Aerospace Units refer to this level as a Marine Air Wing�

3�09�5 Brigade/Group/Regiment - 1,000-2,500 PersonnelA Brigade is a significantly large unit, consisting of 3-5 Battalions/Squadrons and between 1,000 and 2,500 soldiers that can be employed on independent or semi-independent operations� The Brigade is usually commanded by a Colonel (O-6) or Brigadier (0-7), although in some cases a Brigadier General may assume command. The Command Sergeant Major (E-9) is the principal non-commissioned officer assistant� During combat operations each of these Brigades have a field artillery battalion, engineer battalion, aerospace battalion (Marine Air Wing) and combat service support battalion in direct support� Brigades also exist in combat service and combat service support branches (e.g., Engineer Brigade, Signal Brigade).

Armored Cavalry units of this size are referred to as Regiments (Armored Cavalry Regiment)� Ranger and Special Forces units are referred to as Groups� Aerospace Units refer to this level of organization as an Air Group�

3�09�6 Division – 4,000-15,000 PersonnelThe Division performs major tactical operations and can conduct sustained battles and engagements� Four to six brigades normally compose a Division. Divisions are numbered and are categorized by the most prevalent Branch of Service within the Division� The Division is usually commanded by a Major General (0-9) or Lieutenant General (O-10) who is assisted by two principal Brigadier Generals (0-8) who perform duties as Assistant Division Commanders (ADC) - one for Maneuver (ADC-M) and one for Support (ADC-S). The Command Sergeant Major is the principal non-commissioned officer assistant. Divisions are typically composed of three (3) tactical maneuver (Infantry and/or Armor) Brigades and a Division base of combat support and combat service support elements�

3�09�7 STARFLEET Marine Corps - Seven Divisions (28,000-105,000 Personnel)The Corps is the ultimate level of command required to synchronize and sustain combat operations� It also provides a framework for multi-planet operations� The Corps provides command, control and logistical support of all seven operational divisions of the SFMC�

The Corps is usually commanded by a General (O-11) or Lieutenant General (O-10), and is assisted by the Deputy Commandant (a General Officer, usually a Major General (O-9) or Lieutenant General (O-10)), Sergeant Major of the SFMC, the General Staff (Commanding Officers of Forces Command, Information Command, and the Training and Doctrine Command) and an extensive Corps staff. 3�09�8 Major Commands There is one further, non-combat, organizational unit of the STARFLEET Marine Corps� The three (3) Major Commands (Forces Command, Information Command, and Training and Doctrine Command) of the SFMC are charged with overseeing day to day operations of the SFMC and reporting directly to the Commandant and Deputy Commandant� Commands are usually commanded by a Brigadier (O-7), Brigadier General (O-8) or Major General (O-9), and is assisted by one or more Deputy Commanding Officer(s) (usually a Colonel (O-6), Brigadier (O-7) or Brigadier General (O-8)), Command Sergeant Major for the Command, and an extensive staff as needed.

The following Sample Tables of Organization and Equipment only list some equipment for each Marine/Unit that may be “standard issue.” If not listed, it is assumed that each marine is issued a phaser rifle/Carbine, phaser pistol and other equipment necessary to the performance of his job within that Unit� Units will be issued equipment as listed or as necessary to perform their assigned tasks and that equipment may change on a regular basis� For that reason, very little in the way of equipment has been listed for each of the sample units� It is up to the Unit OIC/Command Personnel to list what would be necessary for their unit to complete the tasks that are routinely assigned to them by SFMC Headquarters when they are completing their own unit specific Table of Organization and Equipment.
