provide information f{~r identifying, mndcring safe,and disposing of a aprcific item of ordnance. Thenomenclature and delil]itirsns used in these manualsshall conform to thrrse of MIL-STD444. Thesemanuals are broadly divided into two sections:Section 1 - Ikacriptive Informal ion and Section 2 –EOD Procedures. Sectmn 1 CIretains the headings“lrtcntifici ition, ” “Description,” “HazardousCompunenlh, ” and “F~lllcticminp ,“ See; mn 2 containsthe head! rsgs “Apl]caranc:,” “Render SafeProcedures.” and “Disp(lszl Procedures.” The specificordnance item categor:t, also includes Data Sheetswhich are preliminary-type manuals. 3.6.2 General information. T)ICSS manuals coverthose subject areas which are genera ! to the EODfield. They al c generally supportive m nat wc and arcmtcnded to c,lhance the EOD mission. [n some cases,it may be necessary to reviate from or expand on therecommended headml, arrangement! due to thepwtscular requirements of the subject. However, any

except as they are used as part of a particulartechnique. Such areas as tool functioning mdassembly should be avoided in these manuals.

These manuals provide information onsubject areas which cannot be considered as part of aclass of ordrwwe, tools, or techniques. ‘flsey areconsidered EOD-related in that they provideinformation required to enhance the chances forsuccess of the EOD mission (e~., %eneralDemolition procedures,” “Conventional Explosivesand Related Hazardous Materials,” etc.).

3.6.3 Aircraft rvesspons systems. These miSSItSdS

3.6.4 Jdentificution (XD) guides. The ID guides areready-reference iden titkation manuals for specificordnance items. They aiso fist other ordnance itemsused with the basic item along with the correspondingEOD procedure manual. Items are arrangedidpha-numericsd~y by claw of ordnance, and may belocated by name or by illustration. The guides consistof two marrsrafs, the Surfau Ordnance Chide and theUnderwater Ordnance Ciuide. Illustrations should beexternal views with the sigrrificant dimensions shownas in a specific ordnanw item manual. ‘llsey shallconsist of realistic artwork rendered to clearly andaccurately represent the item. Multiple illustrations

shall be used as requested by the procuring activity.Specitlc ordnance item manuals and generalinformation manuals on a class of ordnance shall beindividually referenced, as appficabic, for each itemhsted in the “Ordnanc@ UsedWith” column. requirements of each type of manual. Thisinformation should be u=d in conjunction with table1.

3.7. I Safety su mmary/emergeruy procedures.

3.7.1.1 SaJefy swmrrrary. All manuals shall contain asafety summary. Data Sherets ahalf contain, as aminimum, the foIlowing statement under dsiaheading: ‘*Refer to the applicable portion of thegeneral safety precautions manuaf.”

3.7.1.2 Sofety l+ecautions/ Warvrings/Cas4tiorrs. Safetyprecautions will be ltsted in the safety summary onlywhen they create an swareneas of a hazard whsepotential is equivalent to that normafly addressed inwaminga and cautions. l%r instana, the precautionnot to disturb a fuze with a cocked striker needs tobe observed at all times; consequently the placementof a warning or caution only before a particularprocedural step would not create the desiredawareness. Warnings and cautrons will be cx tractedfrom the manual and placed under the safetysummary heading; they shall be only those which arespecific to the ordnance covered. Aircraft weaponssystems manuals wifl afao contain a figure showingthe “hazardous approach area” for the specificaircraft.

3.7. I .3 Emergency procedure~. An emergencyprocedures reference page shafl list the paragraphnumber, paragraph title, and page number of allparagraphs in the manual applicable torecovery, systems sa!lng, and weaponsemergency procedures.

3.7.2 httroduction. The introduction shall

PURPOSE

This manual contains dcscl Iptive in I(~rmati~m w-dprocedures to be used by Explosive OrdnrmceDiaprd (EOD) personnel engaged in or responsibkfor EOD operations. This manual is intended ful uwby EOD personnel and will not be used by non-Eel)personnel as a guide for se1f4nstruction m EODoperations.

SCOPE

(1)Thismanual sxmtains information on the(inaeti aircraft designation) uircraft weapons systemsand includes (a) aircraft ayst~:ms description which, mturn, includes a general de icription of” the irircraf[,pictorial views of the aircral t,and specific subsystemdescription, (b) EOD proa%iures for gaining access to.aafing, and/or removing hazardous components, and(c) related supplementary information.

(2) Since accidents involving cxploswe ordnance donot normally conform to pre-established conditions,this manual is designed to provide EOD personnel —with suffkient information on sthcraft weapcmssystems to be used as a basis for determining actionsrequired to cope with an unusual situation (accidentor incident). Procedural steps may be performed OUIof sequence or omitted as dictated by the situation.

(3) Some procedures contained in this publicationdo not normally fafl within the scope of EODrqxmsibilities. They are included here for the solepurpose of providing EOD persorrrrcl with essentialinformation to perform such functions as emergencyremoval of munitions in the event thal personnel whonormally perform thcae functions arc iot available, orcannot be utilized.

lNVESTICATION AND DISASSEMBLY OFMUNITIONS lNVOLVED lN AIRCRAFTACCIDENTS

(1) An explosive item involved in aircraft accidentwill not be moved or removed from the scene of anacciden’[ without the approval of the president of theacciden tl investigation board or his designatedrepresentative. The officer-in-charge of theinvestigation will be advis:d of the existence ofhazardous explosive items ;md any action taken to -

correct the hazard will have wsb action taken by EOD personnel

(2) Air Force EOD personnel may be required todisassemble explosive items involved in an aircraftaccident. A.FM 127-100 prohibits the disassembly ofexplosive items. other than the disassembly requiredduring Rendering Safe Procedures (RsP), urdesa priorirpprovsd is granted by lhc responsible ALC (e.g., HQOGDEN ALC/MMWR f[w nonnuclear rnursstions andCAD’s), or c,@zarsl agency of the Air ForceSystems Command.

(3) Army EIID personnel may be requested todisassemble explosive items involved in an aircraftaccident. AR-385-63 prohibits the diamembly ofexplosive items, other than that disassembly requiredduring rendering safe procedures (’RSP), unless priorapproval is granted by the Commanding General, US.Army Materiel Development and RcadinesCmrrrnand (DAK~M).

(4) Navy EOD personnel shall c~btain disassembly~- authorrzation from appropriate N:wy Authorities.

This should bc based on a written request from thelnvestigatirrg Board to the Senior EOD Officerassigned/assisting the investigation.

(S) Marine Corps EOD personnel maybe requestedto disassemble, strip, or inert explosive items involvedin an aircraft ace!dent. This request will be made inwriting by the Sensor Member of the investigationBoard to the Senior EOD Officer assigned/assistingthe investigation.

3.7.3 Identification.

3.7.3.1 ~peci~ic ordnance item. The identificationheading for this manual shall deaeribe and illustratethose characteristics whch will enable EOD personnelto identifi the ordnance item and its significantcomponents. Distinguishing features and dimensionsshall be grven kr minimize the identification problemgassociated with similar ordnance. identificationinformation shall be arranged under the follow~headings, as apph@rle: “u~~ation,” ~W,”“’use,” “hinting and Markings,” and “Ratums.”Ordnance dimensions critical to the identification andaccomplishment of the proadure shall be @ven,

3.7 .3.2 General information on a cks ojordnance. The identification heading for this manualshall provide general identifying features of the classOr ordnance and shall include those featrsres whichare tmrsrnon to all types with the class as well asthose which are peculiar to a specific type. Specificinformation on individual items within the class dmfl

be avoided, except where such characteristics indicatea developmental trend. The shape, markings, color ofpaint or fmiah, stampings, and the names of ssaingcountries shall be included. painting, markings, andother fiiiahes which serve as a means of recognizingcountry of origin shall be used orsiy if that countryuses such painting, markings, and fmiahesconsistently. Symbol txrdes, stenciling, stamping,etching, and an explanation of meaning (e g., loading)shall be included when known. Text, tabukar, andgraphic presentation shalI describe, as required, bothformer and current marking and painting. Designfeat u res and construction methods conclusivelyknown to be used by a country (ies) ahail be describedand hrsked with the utig country(iea). When a designor type of construction is particularly hazardous, itshall be described and the nature of the hazardexplained. A statement concerning %e” or“employment” may be included LOgive a general

3.7.4 Lkcriptron,

3.7.4.1.2 Wei@t. The overaff knowri or estimatedweight of the ordnance or munition item shall bestated. When the ordnance undergoes a change inweight during opetation, as does a rocket when itspropllant b consumed, the final weight of theordnance also shall be given. If the iteln is a fuze orother small component, this heading shall be omi![ed.

3.7.4.1.3 Armngement. Major components shall becovered m the required detail in a nose-to-tail or

top-to-bottom order. For aimplc items. such as fuzes,the requirement for this paragraph muy be satisfiedby referencing an illustration wlrich shows the generalarrangement of components. For more complex itemshaving several detailed components it may benecessary to provide a statelnent cwrcerning thedesigned function of these rnt]ponenls, This shouldhelp to preclude confusion caused by excessivedetail which would have to be provided under the‘“Functioning” heading.

3.7.5 Hazardous components. This heading shallsiescribe the haza, dous (exploaivc and other)components ulld matci uls contained in the ordnance.When applicable on complex items, an illustrationshall be referenced to indicate the relative position ofthe hazardous components/ma[erials. Data shallinclude type tind weight (or amount m the case of

ilqtild$) of explosives, propellants, fuels, oxidizers,and toxic mtiterials, and hazards associated withpneumatic or mechanical pressures and electricalcircuits. 3.7.6 Functioning. This heading shall outline thenormal sequence of even~s from the imtiai prearmingaction to the firing. The text shall be brief butcomplete to the extent required (o support the safetyprecautions and EOD procedures. As required by thecomplexity oi” the item, illustrations and block

The heading forthese manuals shall be titled “EOD Procedures” andshall consist of subheadings titled “Appearance,”“Render Safe Procedure(s),*’ and ‘DisposalProcedure(s).” If either the render safe or disposalprocedure has not been tested (performing theprocedures against the hardware), the followingspecial warning shall be placed just below theapplicable heading.

These procedures are untested and are basedon the best tech! .ical data available.

3.7.7.1.1 When two different procedures (underrender safe or disposal) exist for the same condition,but one is clearly less effective than the other, thepreferred procedure shall be titled ‘“PrimaryProcedure” and the other “Secondary Procedure.”When two procedures (under render safe or disposal)exist for the same condition, and both are equallyeffective, one shall be listed as “’f%ocedure” and theother as “Afternate Procedure” with no preferenceimplied.

If the item could be armed,but a positive determination cannot be made, thecondition will be described in a statement such as:“Consider the fuze armed if it has experienadsetback.” If it is known that the item is armed, makea positive statement to describe the condition suchas: “The fuze is armed when the striker kprotruding.” Always make a positive statement todescribe the unarmed condition, such as: ‘The fuze isunarmed if . . .“ The fact that it is unarmed should bepositively known.

3.7.7.1.5 Render safe proceske. This heading shallbe provided for each “condition” iisted under“Appearance. ” “Hand-carry the hazardouscomponents to a disposal area,” “Transport thehazardous components to a disposal area,” and “Blowm place*’ shall be chsposal procedures oniy. When“hand-carry” or “transport” is the oniy procedure foran item, the following statement shall be includedunder the render safe procedure: “None required.Proceed to paragraph (Disposal hocedure).” When“blow-in-place” is the oniy procedure for an Item, thefoilowirtg shall be inciuded under the render safeprocedure:

3.7.7.2 General information on tools. ‘kprocedures heading for tkre.w manuals shall containcompiete instructions on asscmblittg and maintainingthe tool. However, specific application of the toolshall be avoided.

6.3.4 Integral component, FUZCS, fuzing systems,and mumtion components that cannot be removedwithout disassembly of the explosive ordnanm inwhich they are employed (i.e., miasiies, large rockets,torpedoes, depth bombs, underwater mrnes, 66-mm(L4W), and 3.5-inch rockets.)

6.3.5. Improvised Explosive &vices (iED’s). A

nonstandard explosive device, usually made withrudimentary tools and noncritical materials (i.e.,

natural resources or materials readily available in tl-icgeographical locale). ~ lED is “home-made” tindgenerally of crude design.

6.3.6 Paragraph/section/chapter. A major sutgccigrouping in a manual. The group t]tles may hcinterchanged in certain circumstances. e.g., a sccLIonmay become a chapter, and wce versa. The generalterm “heading” is used in this specification forinformation grouping.
