the california core Green economy reflected greater resilience than the california economy as a whole during the recent recession. reflecting the brunt of the economic downturn, the total economy slumped by seven percent while the core Green economy contracted by three percent from January 2009 to 2010. over the long term, January 1995 to 2010, the total economy grew by 12 percent while jobs in the core Green economy increased by 53 percent. in other words, while the downturn reset core Green employment back to 2008 levels, total state employment was set back to 2001 levels. (page 14)

theSacramentoAreahaveshownthegreatestresilience,eachwith

Theglobaleconomyenteredintoasubstantialdownturninthe
latterpartof2007.Somepartsoftheworld,suchasChina,
India,andBrazil,havecontinuedtogrowoverthisperiod
thoughatslowerratesthanbefore.Therecoveryacrossthe
UnitedStateshasbeenunevenandfurtherconstrainedby
tightfinancialmarkets.Whenbanksdonotlendtosmalland
mediumsizedbusinesses,thesebusinessescannotmake
neededcapitalinvestments,launchbuildingprojects,or
expandproduction.Withoutaccesstocapital,theeconomy
cannotgrowandpullitselfoutoftheeconomicdownturn.
TherecessionofficiallylastedfromDecember2007to
June2009,yettheU.S.economyandCaliforniaeconomy
continuetodrag.
Inthiscontext,theworldisstillfacingsizablechallengesthat
werepresentbeforethedownturn.Theseincluderisingprices
andincreasingvolatilityforenergyandnaturalresources.
Thishasbeendrivenprimarilybygrowingglobaldemand
fromemergingeconomiesforlimitedresources.Acasein
pointisthefactthatoilpriceshavenotdroppedfollowing
theslowdownoftheU.S.economy,butcontinuedtoriseas
surplussupplieshaveeasilyfoundnewmarketsoutsideour
borders.Aspopulationscontinuetogrowmoreprosperous,
thedemandforallresourceswillcontinuetorise.
Regardlessofoureconomichealth,theimpactsofclimate
changeareincreasinglyfeltandloomlargerinthedistance.
Climatechangenotonlythreatensourcostalpopulations
throughrisingsealevels,italsochangesweatherpatterns,
disruptingglobalagriculturalproductionanddiminishingthe
world’smajorsourcesoffreshwaterfromrainfallandglaciers.
Preparingforthesechangesisnotwithoutcost,butwaiting
toreacttotherealimpactsofclimatechangewouldbemuch
morecostly.1
Theeconomiccrisisismakingtheclimatecrisisthatmuch
morechallengingtoaddressgiventhelackofcapitalfor
businesses,householdsandthepublicsectortomake
theneededinvestmentsincleanenergyinstallations,
energyefficiency,andothermeansforreducingnegative
environmentalimpacts(includinggreenhousegas
emissions)andraisingtheproductivityofenergyand
allnaturalresources.
Asbusinesses,residents,andpublicentitiesreelfromrising
resourceprices,growingpricevolatility,anddiminishing
financialresources,theyseekoutnewwaysofcuttingcosts
asabufferagainstthisgrowinguncertainty.Whenconsumers
seekoutnewtypesofproductsandnewwaysofdoing
things,creativeentrepreneursseenewmarketstoserve.
Thisshifttogreaterresourceproductivitytranslatesinto
greatereconomiccompetitivenessasweimproveourability
todomorewithless.
WhileCalifornia’soveralleconomyislaggingthenation’s
recovery,thestateshowssignsofrecovery,economic
growthandgreaterresourceproductivity.California’sforward-
thinkingpublicpolicyrecordhasservedtosupportthegrowth
ofmarketsrelatedtocleanenergyandrelatedproducts.
Inaddition,thestateishometosomeoftheworld’smost
innovativeentrepreneursandresearchcenters.Further,the
statebenefitsfromitspopulationofearlyadoptersofnew

the growing green economy is about both the emergence of new industries and the transformation of existing industries. there are multiple facets to the changes underway, and they are interrelated.
Theeconomyconsistsofeconomicactorsthatareoperating
business-as-usualandthosethatareadaptingtotheirnew
circumstances.Thosecommittedtobusiness-as-usualwill
eventuallybepricedoutofexistenceaspricesforenergyand
allnaturalresourcescontinuetorise.
Othereconomicactorsareseekingoutnewproductsand
newwaysofdoingthingsinordertoimprovetheresource
efficiencyoftheirownoperations,andtheymakeup
the“adaptive Green economy.”TheAdaptiveGreen
Economyincludesbusinesses,households,andpublicsector
organizationsthatarechangingtheirprocessestoimprove
sustainability,reducecostsoranticipateregulatorychanges.
Theseentitiesarereexaminingtheirprocessesandinvesting
infundamentalchangesintheiroperations,aswellas
encouragingtheirsupplierstodolikewise.Examplesinclude
theeffortsoflargecorporationsincludingStaples,Walmart
andFedExtosignificantlyimprovetheirownenergyand
resourceefficiencyandtosetstandardsfortheirsuppliersto
followsuit.Anaddedcomponentoftheseefforts,besidesthe
publicrelationsvalueforthecompany,isthepublicawareness
thatisraisedaboutactionablecost-effectivemeasures.The
actionsofthesecompaniesandothersdemonstratethat
transitioningawayfrombusiness-as-usualandtotheAdaptive
GreenEconomyisgoodforthebottomline.2Thisisnotonly
evidentinthegrowingactivitiesofbusinessassociationsbut

acrosstheeconomytoconsidertheirowntransformation
tosustainablebusinesspractices.Thejobsinthe
adaptiveeconomyareanimportantaspecttotheoverall
transformation,becauseaswithinformationtechnology
(IT),jobsusingITarefargreaterinnumberthanthejobs
creatingIT.

Economyandbecomingmoreresourceproductive.Asthe
operationsadaptwithinabusinessoranentireindustry,
employeestakeonnewtasks.Thischangeistakingplace
acrossallsectorsoftheeconomyandatvaryingdegrees.
TheCaliforniaEmploymentDevelopmentDepartment’sLabor
MarketInformationDivisionsurveyedCaliforniaemployersto
findouthow“greenactivities”arepenetratingtheeconomy.
Theresultsrevealedthatbetween2009and2010,across
nearlyallindustrysectors,263,000employeesspentatleast
50percentoftheirtimeinoneofthefive“greenactivities.”
Statewide,Manufacturingrepresentedthelargestshare,26
percent(68,490jobs)ofthesejobs.Byindustry,Utilities
accountedforthesectorwiththehighestpercentageofjobs
with“greenactivities,”reportingthat26percentofallutilities’
employeesspendatleasthalfthetimeon“greenactivities.”The
Mining,Quarrying&Extractionindustryhasthesecondlargest
shareofjobsthatinvolve“greenactivities”withtenpercent.

establishmentsrelativetoGDP,Californiahasconsistently
experiencedhigherelectricityproductivitythanthenational
average.Thismeasureexpressestheamountofvaluecreated
foreverydollarspentonelectricitybymanufacturingplants.
California’selectricityproductivityinmanufacturinghas
increased21percentfrom1992to2007.Morerecently,
California’selectricityproductivityinmanufacturingimproved
13percentfrom2002to2007,whiledroppingbyten
percentintherestofthenation.Inotherwords,California
manufacturersgeneratednearly$44innewvalueforevery
dollarspentonmanufacturingelectricity,$13morethan
manufacturersintherestofthenation.

competitiveeconomy.Thebusinessesthatmakeupthe
CoreGreenEconomyhaveconsistentlyoutpacedthestate’s
totaleconomicgrowth.Overthelongterm,employmentin
theCoreGreenEconomyincreased53percent,whilethe
totaleconomyexpandedbyonly12percentfromJanuary
1995to2010inCalifornia.FromJanuary2009to2010,
totalemploymentinthestatedroppedsevenpercentyet
employmentintheCoreGreenEconomydroppedbyjust
threepercent.
Theeconomyislargeanddiverse,andtheimpactofthe

statewidegreenemploymentfellbythreepercentinthe
mostrecentobservableyear,theSanDiegoRegion,theBay
AreaandtheSacramentoAreahaveshownthegreatest
resiliencewithlossesoflessthantwopercentfromJanuary
2009to2010.
GrowthintheCoreGreenEconomyvariesacrossthefifteen
greensegments(detailedonpage 20).Overa16-year
period,EnergyGenerationandAir&Environmenthave
experiencedthelargestemploymentgains.Thesetwo
segmentscombinedcontributedover32,900jobsstatewide
since1995.AdvancedMaterials,CleanManufacturing&
Industrial,andEnergyInfrastructurereportedthelargest
percentgainsinemploymentfrom1995to2010,far
exceedingaveragejobgrowthinboththeCoreGreen

Recognizedgloballyasapowerhouseofgreeninnovation,theBayArearepresents28percentofemploymentand27percentofbusinessesinCalifornia’sCoreGreenEconomy.Withtheadditionofnearly20,600jobssince1995,employmentingreensectorshasincreased76percent.TotalBayAreaemploymenthasexpandedonlysixpercent.WeakeningnumbersinthetotaleconomyintheBayAreaweremirroredonthestatelevelwhereCoreGreenemploymentfellthreepercentandbusinessestenpercent.Thismeansthatwhilesuffering,theBayArea’sCoreGreenEconomyisholdingoutbetterthanthestateasawhole.FromJanuary2009to2010,greenindustriesintheBayAreasufferedmodestcontractions;roughly840jobswerelostand350businessesclosed,representingatwoandninepercentdeclinerespectively.Incontrast,theBayAreaeconomyasawholeexperiencedasevenpercentdeclineinemploymentanda14percentdeclineinestablishments.
Despitetheoveralllosses,EnergyInfrastructureexpanded23percent,gaining290jobs.EnergyGeneration,AdvancedMaterials,Water&Wastewater,andCleanTransportationallreportedemploymentgrowth.Air&Environmentaccountedfor thegreatestlosses,shrinking12percentinemploymentand16percentinestablishments.
ThelargestsegmentintheBayArea’sCoreGreenEconomy,EnergyGenerationaccountsfor25percentofgreenjobs and22percentofgreenbusinesses.Employmentincreasedonepercentin2010,andthenumberofbusinessesdropped asconsolidationcontinuesinthissegment.Since1995,EnergyGenerationhasadded7,200jobstotheregion’sCore GreenEconomy.

In August 2011, UPS purchased one hundred EVI vehicles, which marked the largest deployment of zero emission delivery vehicles in California and one of the largest single deployments in the world.
EVI also converts existing vehicles into more energy efficient vehicles. They have developed new technologies, such as their advanced powertrain system with the most sophisticated advanced controller, which not only controls the motor, but the transmission proprietary design, and re-generation.

Althoughtherearespecificareasofgrowthintheregion,theCentralCoastisoneofonlythreeregionsinwhichtheCoreGreenEconomyasawholeislaggingoveralleconomicgrowth.However,thisisinpartexplainedbythedownsizingandrestructuringofasinglefirmresultinginthelossofnearly1,000jobsin2003.CoreGreenemploymentcontractedbythreepercentintheCentralCoastinthemostrecentreportedyear,buthasgrownby12percentfrom1995to2010.Overthelast 16years,CoreGreenbusinessesgrewby42percent,addingapproximately140newestablishments.
Whileoverallgrowthhasbeenmodest,individualgreensegmentsaredisplayingpromise.EmploymentinAgricultureSupportincreased13percentinthelastyearand22percentfromthestartof1995to2010.Largelyassociatedwithsustainablebuildingmaterials,employmentinGreenBuildingfaredbetterthanotherindustriesfrom2009to2010.However,numbers morethandoubledbetween1995and2010.DespitesignificantjoblossesinAir&Environmentin2003,newbusinesses havestartedupsincethenandaccountfor20percentofCoreGreenEconomyjobsintheregion.
EnergyGenerationrepresentedalmost31percentofCoreGreenemploymentintheCentralCoastin2010.From1995to2010,employmentinEnergyGenerationexpandedbyapproximately820jobs.Mostrecently,employmentinMultipleSystemspickedup22percentbetweenJanuary2009and2010.Althoughdecreasingbyeightpercentduringthatsametimeperiod,Solaremploymentaccountsfor77percentofjobsinthissegment.
EnergyStoragerepresentsnearly31percentofemploymentintheCentralCoast’sCoreGreenEconomy.Theregionrevealsspecializationinthissegmentdespiteafourpercentdecreaseinjobsoverthepastyear.Employmentincreased165percent(190jobs)from1995to2010.TheFuelCellsindustrymakesup84percentofEnergyStorage.Thoughtheindustryhascontractedbytwopercent,inthelong-run,itmaintainsstrength,withtheadditionof160employmentopportunitiesoverthelast16years.

Located in Wendel, California and in operation since July, 1989, the HL Power Company generates carbon neutral electricity from natural organic waste including in-forest chips as well as mill and urban wood waste. The use of in-forest chips reduces both wildfire potential and the amount of open burning conducted in the community. Twenty-six employees help produce 30 MW of net power, produced for Pacific Gas and Electric.

increasinglyobservedandcausingsignificanteconomichardship
witheverycataclysmicweatherepisode.Thepricetagsforstronger
hurricanes,moreextremedroughtsandheavierfloodingarenotonly
feltatthepointofrebuildingbutalsoinrisinginsuranceratesfor
coastalpopulationsandagriculturalproducers.
Theneedtoadapttoourchangingglobaleconomiccontextaswell
astheglobalenvironmentalcontextisnow.Insodoing,thiseconomic
activitywilltranslateintogrowingbusinessesandemploymentin
industriesprovidingthevitalproductsandservicesthatenable
atransitionawayfromcarbon-basedfuels,improveresource
efficienciesandreducenegativeenvironmentalimpacts.

California’sCoreGreenEconomyshowssignsofgreaterresilience
thantheeconomyasawhole.Overthepast16years,itsgrowthhas
outpacedtheeconomyasawholebymorethanafactoroffour,and
percentagelossesarehalfthoseofthestate’stotalemployment.
Despitetheselosses,somesegmentspostedemploymentgains
inthemostrecentobservableperiod(January2009to2010).
EmploymentinEnergyInfrastructureincreased14percent,Advanced
MaterialsexpandedbyfourpercentwhileCleanTransportationand
EnergyGenerationgrewbyonepercenteach.Acrossthevaluechain,
ManufacturingjobsintheCoreGreenEconomyexpandedbyone
percentfromJanuary2009to2010,theonlyvaluechainsegment
todoso.
Andsomeregionsofthestatehavefaredbetterthanothers.TheSan
DiegoRegion,theBayAreaandtheSacramentoAreahaveshown
thegreatestresilience,eachwithlossesoflessthantwopercentfrom
January2009to2010.
California’sCoreGreenEconomyisdiverseandwelldistributed
acrossthestate.Thestate’sCoreGreenEconomyhasweathered
therecenteconomicstormbetterthantheeconomyasawhole.
Continuedpublicpolicyeffortswhichsupportthedevelopmentofnew
marketsrelatedtotheseindustries,aswellasincreasingaccessto
capitalforbusinessesotherwisecapableofgrowing,willensurethat
growthintheCoreGreenEconomycancontinueandthatCalifornia’s
competitiveedgeintheseindustrieswillalsocontinue.

companies,onlythegreenestablishmentsareincluded.
Whilethisapproachdoesnotexaminespecificallygreen
occupationsthatareappearingacrosstheentireeconomy
(suchasChiefSustainabilityOfficer),itdoesaccountforthe
businessesbehindtheproductsandservicesthatthesenew
professionalsneedtouseintheirjobs(suchasadvanced
meteringdevices,co-generationequipment,andvarioushigh-
efficiencymaterials).
Themultilayeredprocessinvolvesbothautomatedand
manualverificationstepsofbusinessestablishmentsand
theiractivities.Incaseswheretheresultswereuncertain
andtheactivitiesofabusinessestablishmentcouldnotbe
verified(e.g.onacompany’swebsite),theestablishmentwas
droppedfromthedatabase.Therefore,thedatabaseoffersa
conservativeestimateforthenumbersofestablishmentsand
jobsintheCoreGreenEconomy.
