were filed Feb. 24 in Alfalfa County District Court against a newly-hired Cherokee police officer, David Otis Cole. Misdemeanor charges also filed were soliciting prostitution and refusing to perform duties.

Cole, 46, was hired on Thursday, Feb. 17, and the alleged series of incidents occurred on Saturday, Feb. 19, culminating in Cole’s apartment at 300 West Cherokee Street. Cole admitted sexual activity with the woman, but claimed it was consensual.

Cole made an audio recording of the sexual encounter and made it available as evidence.

After an OSBI investigation, City Manager Don Bowman terminated Cole on Tuesday, Feb. 22.

The charges stem from allegations by a 19-year-old woman who is awaiting trial herself on felony charges of marijuana possession and harboring a fugitive. She also has been charged with misdemeanor possession of paraphernalia and DUI while underage. The woman has a pending petition filed in Alfalfa County Court regarding her two minor children ages 3 and 1.

Special Agent Shane Vore of the Oklahoma State Bureau of Investigation investigated the incident. Vore prepared charges of felony counts of first degree rape, first degree rape by instrumentation, possession of a firearm

during the commission of a crime and misdemeanor charges of soliciting for prostitution and public officer’s willful omission to perform duties.

The latter charge was based on a call from Alfalfa County Dispatch which came during the encounter. Cole refused a call to investigate an erratic driver despite being the officer “on call.”

Vore’s affidavit characterized sexual activity audible on the recording as sadomasochistic. “Instruments” used in the encounter included a shampoo bottle, a dark-colored hairbrush, a black belt, his hand, his finger and a “sharp instrument” which left puncture marks on her buttocks.

Statements by the woman indicate he lured her to his apartment with promises to take her to Wal-Mart and buy her things for her children and one or two phone cards, documents state.

Kelly Stein, who has been involved with Alfalfa County elections previously and has been in intensive training with Thornburgh for over a month.

Thornburgh has served the county in the Election Board office for 18 and a half years. She had nothing but kind words to say for the many people who have helped her along the way and for her replacement.

She also has a “bucket list” of things

she and her husband will now be able to mark off, including hiking down the Grand Canyon.

The Elks had a tough road to make the tournament after they lost to Hammon in the Regional Tournament. But they

battled back in the loser’s bracket at the Area Tournament in Woodward. Playing some of their best basketball all season, the Elks beat a tough Arnett team 75-66 in a game that was much closer than the score would indicate. Then they topped Gage handily by a 77-55 margin. That put them in a rematch with Hammon, with the winner going to state.

“We felt like we didn’t play well in the first game with Hammon,” said Burlington Coach Randy Turney.

The second time around, the Elks were playing well and up by 10 points when their scoring leader junior Garrett Butler got into foul trouble and had to sit down with five minutes to go in the third quarter. The team went into a slowdown mode with Garrett gone and Hammon gradually cut their deficit. The game ended up tied in regulation, but in overtime the Elks took care of business and put the game away with 15 points in the overtime to take a 65-61 win.

Leading the Elks, as they have all season, were Butler with 32 points, and senior Jaron Flackman, a four-year starter, with 20 points. But Coach Turney knows his team wouldn’t be

headed to the state tournament without his other players, who have been playing their best basketball at just the right time. For instance, Keith Ellerback, a junior, has stepped up his rebounding. He’s been averaging about 12 rebounds a game in the play-offs. Stetson Vore, a junior who transferred in from Alva, had 10 big points in the Arnett game.

This is the first time the Elks have been to the state tournament since then Coach Joe Feeley took them to the state semi-finals in 2005. This won’t be Coach Turney’s first trip to state either. He took the Elks four times in his first coaching stint at Burlington from 1982-92, so he knows how special and hard to achieve a trip to the state tournament is.

“You have to be really good and really lucky,” he said. “This is something these boys will remember for the rest of their lives.”

As good as the sixth-ranked Elks are playing, they defiintely have a chance. But Turney admitted the task will be tough because the Elks will face second-ranked Red Oak in their opening game on Thursday at Southern Nazarene. That game is scheduled for 3:30 p.m.

Red Oak is led by a 6’5” guard who is a likely Division I prospect.

“He’s an awfully good player,” Turney said, but he likes Burlington’s

resident, died Saturday, February 26, 2011 at the Grace Living Center in Woodward. Funeral services will be at 11 a.m. Wednesday, March 2, 2011 at the Bible Baptist Church, Woodward, with the Reverend Jeff Swigart and the Reverend Bill Moore

officiating. Interment will be held at 2 p.m. at the Alva Municipal Cemetery with the Billings Funeral Home in charge of arrangements.

Nathan Earl Dotterer was born on December 6, 1927 near Driftwood, Oklahoma to Daniel William and Elizabeth Louise (Kasterke) Dotterer. Earl was reared in Driftwood but after his mother died they moved into Cherokee. He was united in marriage to Leveta Eldena Hofen on August 1, 1948 at a rural church near Dacoma, Oklahoma. They made their first home in Alva and in 1978 the family moved to Woodward where they have resided since that time. While living in Alva, Earl worked at a car agency, Otasco and delivered Bond Bread. After moving to Woodward he delivered bread and potato chips for Kitty Clover. Later in life he delivered trucks for Irwin Chevrolet, delivering them all over the United States.

He was a member of the Elks Lodge, Army National Guard and the Navy Reserve. Earl attended the Baptist, Methodist and Lutheran churches. He enjoyed sports, fishing, and hunting, traveling and being with his family, who he loved dearly. Earl loved life and people and he never met a stranger, he was always jolly and compassionate to everyone he met.

Earl is survived by his wife Leveta Dotterer of the home; one daughter Nancy Earlene Greeff and husband Tim of Woodward; sisters-in-law, Helen Dotterer and Dorothy Dotterer; four grandchildren, Michael Dotterer, Derek Kastelic, Jenah Kastelic, Ripley Greeff; five great-grandchildren, Eathan, Jasmine and Jacob Dotterer, Natasha Faucett, Ayden Stevens; many nieces and nephews, great nieces and great nephews,

son of Lillian and Emerald W. Moore, was born October 13, 1923 in Kansas City, Missouri and died February 26, 2011 in Alva.

Mr. Moore grew up and was educated in Alva, graduating with a Bachelor’s degree from Northwestern Oklahoma State University. He also earned a Master’s degree from Central Missouri State University and an additional certificate from the Chicago Academy of Fine Arts.

He was a WWII 30th infantry division veteran, serving in France. He was honorably Discharged March 15, 1945 after being wounded, receiving many medals and honors. He made post-war visits to the European theater and enjoyed seeing the re-built Europe emerge. His army service and friendships were very formative and important to him.

Mr. Moore was a professional photographer in Alva and an educator, serving in Kansas City, Missouri and in Derby, Kansas.

In Alva, he was known as a gentleman See Obits Page 20

and enthusiastic promoter of all things Alva and Northwestern Oklahoma State University. He served on the boards of the Alva Public Library and the Northwestern Oklahoma Concert Series and was a member of the Kiwanis Club. He had an extensive personal library and enjoyed Laurel and Hardy comedy and memorabilia. His family were members of the First Presbyterian Church and he was a serving Elder at his passing.

Mr. Moore was preceded in death by his parents and his brother, E.W. Moore, Jr.. He is survived by his nephew, Michael Moore and his family and by his niece, Linda Oulton and her family, both of Atlanta, Georgia, and by his beloved cat, Sir Felix, and many friends. His body was cremated at his request. Wharton Funeral Chapel is in charge of arrangements. A service of celebration of his life and of The Resurrection will be held at the First Presbyterian Church of Alva on March 22, 2011 at 10 a.m.

Memorials may be made to the First Presbyterian Church of Alva, Oklahoma, or the Share Medical Center Hospice, whose deeply caring services in his last days at Share Nursing facility are greatly appreciated.

chances if they continue to play as well has they have been.

“I’m very proud of them,” he said of his team. “They are not only good basketball players, they are good students.”

The latter remark was a reference to the news that the Elks will be receiving the Academic State Championship for Class B for the second consecutive year.

Lady Tigers roaringThe Timberlake girls clinched their

trip to the state Class B tournament early by going undefeated through the regional and area tournaments. Now that they’ve reached state, the reality is that one loss will end their fairy tale journey.

A trip to state is something that the Lady Tigers and Coach Kale Pierce have pointed to all year long. “We aimed high this year,” said Coach Pierce. “We thoguh we had the ability to do it, but the girls had to be convinced that they were the group to do it.”

Unlike I wrote in a story I wrote for the Alva Review-Courier, this will not be the Timberlake girls’s first trip to the state play-offs. They made the trip for the first time back in 2002, according to Coach Pierce. I apologize for my error.

Most of their play-off wins have been by comfortable margins. In fact, Coach Pierce said the sixth ranked Lady Tigers’ district game with Cherokee may have been the toughest in their play-off run. The Area II Final in Cushing did prove troublesome for a half—just because the Timberlake girls were so excited.

After trailing Orlando-Mulhall by seven at the half, Coach Pierce got his girls calmed down, they stepped up their offense and their defensive pressure eventually wore down their opponent.

“We ended up pulling away,” Coach Pierce said, whose girls are now 20-6 on the season.

The team’s last loss was to Class A Pond Creek in early February. They are led by their two seniors, Erin Overton and Shalae Patton. Patton leads the team in scoring with 11.5 points a game, which means that the Lady Tigers, who put up a lot of points, have a pretty balanced team when it comes to offense. They have stepped up that offense in the play-offs.

Defensively, the Lady Tigers have been solid all year. They pressure their opponents all game long. “A big key has been focusing on what we are

doing as a team,” Coach Pierce said. “Our players are unselfish, less worried about an individual shot for themselves as they are about getting a better shot for a teammate.”

Coach Pierce knows the eight teams in the State Tournament are all good. He’s focusing on one game at a time, because he sees the field is “pretty balanced.”

“We’re pretty excited,” said Kale of his team, who has a special honor not accorded every year to a Class B school. This year, however, this girls will get to kick-off the tournament at the Oklahoma State Fairgrounds Arena.His first round opponent. That should be a special memory in itself.

Their opponent is very good. Seventh ranked Corn Bible Academy knocked off second-ranked Lomega 69-56 to earn their first trip ever to the Class B State Tournament. The Lady Crusaders have two good post players and two versatile and high scoring outside players.

“They are playing really well right now.”

One thing is sure. The Lady Tigers would like to continue and will do their best to get a Gold Ball. Whatever happens, the experience will help the young team next year.

Good luck to both the Burlington Elks and the Timberlake Lady Tigers as they start play Thursday. Two teams in the final 16 (boys and girls) at state—not bad Alfalfa County. Not bad at all.

Air Force Airman Brandon C. Anthony of Aline graduated from basic military training at Lackland Air Force Base, San Antonio, Texas.

The airman completed an intensive, eight-week program that included training in military discipline and studies, Air Force core values, physical fitness, and basic warfare principles and skills.

Airmen who complete basic training earn four credits toward an associate in applied science degree through the Community College of the Air Force.

Anthony graduated in 2003 from Aline Cleo High School.

Both Woods and Alfalfa County have announced party precinct meetings and County Conventions.

The purpose of precinct meetings is to elect precinct officers who will, in turn, serve as delegates to the county conventions. County officers will be elected for two-year terms at the county conventions.

Woods County precinct meetings will be at 6:30 p.m. Thursday, March 10 at Northwest Technology Center.

Alfalfa County will combine both meetings and will meet at Noon, April 2 at the Alfalfa County Fairgrounds with a BBQ buffet being served.

All registered Democrats are invited to attend in their own county.

The Woods County 4-H Shooting Sports team recently sold chances to win a Mossberg 12-gauge over/under shotgun. The shotgun was given away during the Woods County Stock Show.

Many local businesses donated money to help purchase the shotgun. The proceeds will help buy ammunition, targets and to upgrade the equipment used by the 4-H Shooting Sports team.

Oklahoma City man going to jail for drug possession and driving under suspension.

Alfalfa County Undersheriff Brandon Powell was running stationary radar at 10:54 a.m. Feb. 17 on Latimer road near CR700 where residents have

complained of speeding trucks. Powell then clocked a white pickup at 76 mph in the 55 mph zone and stopped the vehicle.

Powell asked the driver, James Wayne Kringlen, 48, for his license and insurance papers, but Kringlen said his license had been suspended. Dispatch confirmed that and advised the last entry on his record was a felony drug offense. Powell inquired if Kringlen had any drugs in the vehicle and he replied, “Yes, I’ve got some weed in the glove

permission to retrieve the marijuana and found a pill bottle with a marijuana cigarette and marijuana along with a package of Zig Zag rolling papers.

Powell placed Kringlen under arrest for driving while revoked, possession of marijuana, paraphernalia and speeding. Charges filed Feb. 18 in Alfalfa County Court included unlawful possession of marijuana, subsequent offense, which could mean a 5 to 10 year sentence.

22 against a Cherokee couple after they were discovered living in a home

with no running water and were seen smoking meth in the presence of their two children ages 6 and 1.

Charged were Michael and Delinda Utterback who were living at 500 West Main. Michael also admitted smoking marijuana in the presence of the children, according to court records.

A drug dog searched the residence and hit on three areas, but no drugs were found.

Delinda told investigators they relied on the neighbors to use the toilet, the documents reported, but the family had also used the garage and bathtub for toilet needs.

woodworking, which he was very good at. Donna enjoyed sewing, giving to her church and community, spending time with her family and being involved in their activities.

Hospital and Manor Foundation, Inc., received notice of its status as a 501(c)(3) exempt organization under the IRS.

The Foundation was established in September 2010 to provide support for improvement of and expanded access to healthcare services in Kiowa and surrounding communities in southern Barber County. The Foundation is still in its organizational phase and for the present, questions regarding the Foundation can be directed to Alden Vandeveer at (620) 825-4642.

The Foundation board, Judy Schrock, Kristi Molz, Brad Morris, Janet Robison and Lori Schrock, welcomed the news and were very pleased that the Foundation can now begin fund-raising efforts in earnest. The Foundation plans to accept funding from multiple sources both locally and through grants from state and national government and private foundation funding sources.

County Commissioners have approved an application for a Community Development Block Grant to make the county courthouse more handicapped accessible.

Last year, the commissioners approved an application, which ultimately did not receive funding. A second application was approved during Monday’s commissioners’ meeting.

The grant application would help cover work on the front sidewalk along Grand Avenue, as well as the sidewalk to the front door of the courthouse, a front door ramp, and improvements to the front door and the restrooms in the courthouse.

Two agenda items that received approval were an emergency

transportation revolving fund bride application and an application contract for the same. The county is borrowing money for materials for the new 70’ bridge it will build northwest of Burlington. The money borrowed and the money to repay it will come from the state. The county will provide the labor to build the bridge, which replaces an outdated pony bridge.

The commissioners also approved the reappointment of Melvin Ricke and Roger Nichols to Alfalfa County’s Ambulance District Board.

County citizens might find themselves on the State’s Unclaimed Property List, which could mean some extra money

for them. County Clerk Bruce Martin notified the commissioners that a copy of county names that will be on the state list is available for inspection in the county clerk’s office.

Two road crossing permits were approved for District 1. One was requested by Triad Energy and the other by Crescent Services. Also given an okay was a fund transfer for the Alfalfa County Election board in the amount of $1,334. Kan., resident Dalton Black continues to fight against the adverse affects of Muscular Dystrophy.

The son of Jeff and Stacy Black, Dalton underwent surgery to place two steel rods in his back to straighten his spine. He’s recovered at home since the February 2 surgery at Wichita. However, he had to undergo more surgery last Friday to repair an infectious wound

from the surgery at the base of his back. Jeff said they were able to bring

Dalton home Monday evening. He is recovering well and most ready to get out and see his friends as soon as possible.

The South Barber community has certainly missed Dalton’s smiling face at ballgames, at school and other places. At all these events, everyone asks about Dalton and when he’ll be back. Sounds like it will be soon.

board met Feb. 24 to discuss proposed changes in staffing and service delivery as a result of some sobering statistics, according to Alva Mayor Arden Chaffee.

Speakers included David Lewis, director of chapter operations; Janienne Bella, Chief Executive of the OKC region; and Christina Adcox, chief operations officer.

Oklahoma is the eighth most disaster-prone state in the country for the Red Cross, Mayor Chaffee reported. Since 2007, 6,288 local disasters in the state have involved the Red Cross.

In the past four years, 24 large-scale disasters have cost the Red Cross $8,579,003, Mayor Chaffee added. Conversely, only $1,906,670 was raised of offset that expense.

“When we think disaster, we think Red Cross,” Mayor Chaffee affirmed. “The Northwest Chapter covers seven counties including the Panhandle and

responds to many requests throughout the year, a fair share in Woods County.”

Chapter director Maryann White attended the community coffee at Share Medical on Feb. 21, Chaffee said, to promote the HEROES campaign and an upcoming 5K fundraiser the last of April.

“We, as a community, need to continue our support of the Northwest District Red Cross,” the Mayor said. “Contributions can be made by calling the office at 256-3828 or me at 327-3621.”

The Barber County Extension Office invites all wheat producers to a field day for the Wheat Grazing Test Plots on Thursday, March 17.

In an effort to better compare winter wheat varieties, the test plots were established with 21 of the most popular varieties for this area in replicated plots with grazing pressure ranging from never grazed to full season grazing The McDaniel plot is located ½ mile north

of Hwy 160 on the Harper County line and the Chain Ranch plot is located approximately 5 miles south of Corwin on Corwin Road (140 Ave).

The tour will begin at the McDaniel plot at 10 a.m. Lunch will be served at the Chain Ranch headquarters at noon and the plot tour at their location will begin at 1 p.m. Lunch is being sponsored and served by the Farmers Cooperative Equity Company.

Due mainly to the differences in soil type at each location, there are visible advantages to certain varieties at one plot when compared to the other plot. However, if you are unable to attend both locations, you are welcome to attend only the one in your area mailto:[email protected].

Speakers will include Dr. Kent Martin, Southwest Area Agronomist for K-State Research & Extension, Dr. Jim Shroyer, Extension Specialist and Crop Production State Leader for K- State Research & Extension, and Dr. DeAnn Presley, Assistant Professor of Soil and Water Conservation at Kansas State University.

The main topics of discussion will focus on comparing the varieties with grazing pressure, timely identification of First Hollow Stem and its importance to yields, and the potential of compaction from grazing.

girls basketball teams play in the Sub-State Tournament this week.

Monday night the Lady Chieftains easily overcame Attica to advance to the next level where all the games will be held at Norwich.

The Lady Chieftains play Norwich Thursday evening at 7:30.

The Chieftains earned a bye and don’t play until Friday night. They’ll play the winner of Norwich/Argonia. Time of the boys’ game Friday was not yet determined at press time.

Sub-State Championship games are Saturday with the girls starting at 6 p.m., followed by the boys at 7:30 p.m.

South Barber Basketball teams in Sub-State

more commonly known as the “Tractor Safety” course, will be offered again this year for Kansas youth who intend to operate farm machinery.

If you are 14 or 15 and plan on driving a tractor for someone other than your parent or a legal guardian, you must take this course in order to protect the farmer you will be working for. If you took the course last year and received a certificate, this certificate is still valid and you need not repeat the course. If your 14th birthday is later in 2011, you can take the course but you will not receive your certificate until you turn 14.

This year’s training will be held at the Pratt Community College Ag Power Technology Building on Saturday, April 30 from 7:30 a.m. to 6 p.m. (or until completion of the driving obstacle course). Lunch will be served in the PCC cafeteria and the cost is included in your registration fee.

Students will need to bring their Social Security Number and a pencil to the training. Pre-registration is required.

Because we are limited on space and the number of participants, you must fill out the registration form, participation form, and pay the $20 non-refundable registration fee prior to April 15. Enrollment will be done on a first come, first served basis and each county will be limited to ten participants so get your forms turned in early.

Youth who do not reside in Barber, Pratt, Stafford, or Kiowa counties are eligible to sign up for this training with a registration fee of $25 and placed on a waiting list. If youth from the sponsoring counties do not fill all available space by April 15, those on the waiting list will be enrolled in order of registration. The registration fee will be refunded for those on the waiting list if no spot becomes available for them.

Enrollment packets can be obtained by contacting the Extension Office. Deadline for enrollment is 5 p.m. on April 15. If you cannot attend this training, please contact the Extension Office at (620) 886-3971 or [email protected] to find out dates and locations of training sessions in other counties in the area.
