The February 1 meeting was a continuation of January 11 meeting and our guest speaker, Mr. Greg Schaper, Director of MEP Services for McCarthy Building Companies, was able to keep 46 people bolted to their seats listening and participating in his presentation on “Filling-in The Gaps”, which in his explanation started during the evolution of a project from inception to construction to turn-over to the Owner. He provided examples on risk conditions that were encountered and to minimize them. On behalf of the ASPE-LA Chapter Board of Directors, we want to thank Greg for a very informative presentation.

On the March 1, 2017 meeting, we are bringing back to you Mr. John Koeller who will be talking about “MaP® Testing – 14 Years Old & Growing”, which to majority of us - engineers, contractors and affiliates can relate to. He will explain the origin of MaP and will explain the process of testing including the media used, and how it influence the plumbing industry. He will also provide information on its progress over the past 16 years, and will detail current status in the market place.

I had been mentioning that reservation for the Table Top is still open. Please let me know, via e-mail, if you are interested. We have availabilities starting May 2017. For

the March Meeting, our Table Top will be See Water, Inc. and it will be presented by Mr. Eric Wallace.

I have one unfortunate news to bring to the membership and that is regarding the postponement and re-scheduling of the one-day seminar on Medical Gas System. I had initially got approval to offer this seminar at the upcoming Product Show & Technical Seminars on August 16, 2017, but was later rejected after I have arranged and confirmed with the speaker, to have this offered and presented at the show. I am now awaiting for the speaker’s availability to give this seminar at another date and will inform the membership when it becomes available. Apologies to all that is looking forward to attend this seminar.

SACRAMENTO – Today (February 8, 2017) the State Water Resources Control Board extended its existing water conservation regulations, which prohibit wasteful practices such as watering lawns right after rain and set a conservation mandate only for water suppliers that do not have enough water reserves to withstand three more dry years.

Pre-board meeting was held on Monday January 7. Thura Zin, Vivian Enriquez, John Zagorski, Hal Alvord, Jeff Atlas, Kook Dean, Christopher Yang, and Chiara Sulze were on the conference call. The board talked about the upcoming elections. The last day to submit to board for nominations is April 5th. Swearing in will happen in June 3rd.

The meeting continued with the discussion on the golf tournament. Chris Macknight is stepping down and Kurt Bramstedt along with John Zagorski will co-chair.

Product show was discussed as well. It will be held at Holiday Inn, La Malada and a deposit has been placed. Each chapter will recommend two topics for a total of four; from which two to three will be selected. Vendor Flyer and floor plan are in progress and will be done by Chris Macknight. John Zagorski will be the contact person for booth reservation and due collection. He will collect the registration forms and checks. Credit card payments are to be referred to Hal Alvord. March 15th is the deadline for flyers and topic are due March 1st. Vivian will oversee the technical seminar sign up. Continuing education credits will be issued for those attending the seminar and not the product show. Pipe and drape arrangement will be decided by John Zagorski and is due February 14th.

Last, there was general discussion regarding the website, officer training materials, and dinner fees. Thura to meet with Jeff to discuss the website and potential updates. All officer training materials to be reviewed by current officers.

The board meeting was held on February 1st. Thura Zin, Vivian Enriquez, Hal Alvord, Jeff Atlas, Kook Dean, Christopher Yang, Cory Nakanishi, Ron Bradford, Kurt Bramstedt, and David Kelly were present. A review of the pre-board meeting was discussed (refer to above). Dinner fee increase were voted and approved by the board. The new fees are: $30 for cash or check and $35 for credit card. The increase is due to the transaction fees associated with the credit cards. The new fees will take place in March.

There are three new members who will be in attendance; Andy Johnson from Murray Company, Diane Cresbaugh from Encon Safety, and Ivan Baylor from Tk1sc. A welcome shirt will be given to them.

Last, this year’s picnic will be held in Arcadia Wilderness Park on September 16th to 17th and more to be discussed during the general meeting.

Thura Zin brought the meeting to order at 6:47 PM. Past presidents in attendance were Ed Saltzberg, Cory Nakanishi, Hal Alvord, Vivian Enriquez, and Kook Dean. In addition to LA Chapter past presidents, the President of Orange County Chapter, Chris McKnight, was present.

Following to the self-introduction, Thura Zin invited David Kelly to speak on the picnic event. As mentioned previously, the picnic will be held in Arcadia Wilderness Park on September 16th to 17th. David also thanked last year’s sponsors. The golf event will be held on May 12th at Brookside Golf and Country Club. Currently, looking for shoppers for prizes. Contact the golf committee if interested.

The product show was discussed by Vivian. As mentioned previously, it will be held at Holiday Inn, La Marada on August 16th. Vendor booths will be available by March 1st. The technical topics will be a maximum of two and will be selected by March 1st. General signups will start afterward.

There were general announcements that the next meeting will be MaP Testing by John Koeller, the May 3rd meeting will be held at LADWP, if you are missing CEUs to contact Thura Zin, and board position are open for upcoming elections (see board meeting minutes).

MICROBIAL WORLD AND SMARTLOOP SYSTEM © 2017

Microbiology, as a science is a relatively new, which started to study bacteria, viruses and microbial life at the beginning of 20th Century, after Dr. Louis Pasteur, Dr. Robert Koch and others, demonstrated to academicians and scientific organizations, that all illnesses are the result of activities of viruses or microbes or bacteria.

Viruses and microbes and bacteria are the first form of life on this earth. We are fortunate that they left behind fossils. Based upon studies of ancient sites it is estimated that bacteria, viruses and microbes were present about 3.5 billion years ago. Compared with fossils of “homo sapiens” (ancestors of humans) whose fossils appeared approximately 200,000 years ago, shows the viruses and microbes and bacteria had plenty of time to develop and specialize.

Today we have tens of thousands species of highly specialized bacteria, viruses and microbes living in the water, air, our bodies, underground and elsewhere. This makes the work of microbiologists to find a vaccine, very difficult and time consuming.

For instance: common cold is produced by viruses which enters our body when we inhale. Specialized laboratories work hard to discover a vaccine to be administrated to the population to help our immune

system to destroy the virus.

Discovery of a vaccine, testing it, approvals, packaging and make it available to the population takes an average of 3 to 5 years. When the next epidemic of flu comes, the vaccine produced, is already obsolete, because the new virus is “mutated” and the vaccine is ineffective.

The main reasons they survived for so long is that viruses and bacteria multiply exponentially, asexually and they poses the capacity to “mutate” to resist extreme environmental changes.

I am not a doctor or microbiologist, and my education and experience is in engineering. But I am fascinated and interested, to learn more about bacteria, viruses and microbes. As a Plumbing engineer, I designed many potable hot and cold water distribution systems for various structures. The subject of transmission of viruses, bacteria and microbes in potable water systems, was and is a prime concern of engineering societies as ASHRAE, ASPE and others.

I am concerned also, because Legionella outbreaks are on the rise. CDC reports that about 5,000 cases of Legionella are reported each year in USA. Recent published documents (see ANSI/ ASHRAE 188- 2015 Legionnelosis risk management) suggest that transmission of viruses, bacteria and microbes in potable water systems can be solved primarily by proper design of water systems and proper maintenance. This is a huge responsibility and liability for Plumbing engineers, designers, contractors and owners. Without specific design directions, ANSI/ASHRAE Standard 188-2015, is very confusing and will be a good field of litigation, for lawyers.

Remember that March 11th, 2017 is World Plumbing Day. World Plumbing Day is an international event, initiated by the World Plumbing Council each year to recognize the importance that plumbing plays in societal health and amenity.

Many ASPE Members suffer unexpected hardships that strain their relationships, careers, and finances. In the spirit of family and community, ASPE has launched ASPE Cares to help get the word out about Members in need and asks others to consider donating to these causes.

We don’t need a PE designation for “notoriety” or “recognition”, but to show that someone is qualified and trained to hold a PE in Plumbing Engineering. This helps to protect public health and should be done by qualified individuals.

The table top was on grease interceptors by Ira Schumer. Gravity interceptors have no efficiency listing while hydromechanical interceptors are required to be 90% efficient to be listed.

Greg Shaper started the presentation describing the team of a project consisting of the owner, architect, engineer, general contractor, sub-contractor, and manufacturer representatives. He mentions how risks generally in the form of money has a trick down affect and is generally through change orders from the sub-contractors and general contractors.

He continues by mentioning how risks can be mitigated by the sharing of ideas amongst the team. The core team can get together and share lessons learned such as prior experiences, product lines, and conditions in the field. For the success of projects with a general maximum price (GMP), it requires all members to be participating actively and involved.

From a general contractor perspective, he describes how the general contractor can aid such as sequence of event planning with sub-contractors for installation and a common-sense check along with helping the architect to listen to the engineers. As an example, he cites a current project with Arup and how the biggest challenge he’s had so far has been the mentality of the detailers where it’s the “do it once, do

General Minutes: continued from page 5 it right” but with a build design project, the detailers are working with the architect and the many changes that are associated with the design process. He states that keeping the detailers motivated when arrchitectual changes occur has been a challenge.

He continues by describing how when he sees “NIC” or “by others”, several questions come to mind such as is it real?, who is doing it?, how is it to occur, When?, What is it?, and What’s the plan?. During constructability reviews, he looks at specifications, details, schedules, and floor plans are last. He describes how important active listening is especially during conflict and challenges to find an equitable solution.

It also will require additional design fee, and increase the cost of construction, to comply with all

the recommendations included in ANSI/ASHRAE Standard 188-2015, especially for

construction of health care facilities.

Center for the Disease Control (CDC) describes Legionella Pneumophila as respiratory disease

caused by a bacteria called Legionella. The bacteria were discovered after a 1976 outbreak in a

Philadelphia Convention center of the American Legion. A total of 127 were affected from a

type of pneumonia, and 12 died. For more information about Legionella history and outbreaks,

review cdc.gov/legionella.

I read several proposed solutions to limit or stop the growth of Legionella bacteria in plumbing

systems. Some of them suggest temporarily increasing the hot water temperature to 160°F and

re-circulating the super hot water, throughout the system. This is supposed to kill all the bacteria

in the plumbing system (see Fig. 5), but in the mean time, will make the hot water system subject

to scalding especially young children, older persons and people with disabilities. Unfortunately,

recirculation of super hot water will not reach the entire piping system, for existing buildings,

which were installed with a lot of “dead ends”.

All vertical branches (see Fig. 3) serving plumbing fixtures will not be affected by the super hot

water. These “dead ends” will contain enough live bacteria to start new colonies of millions

bacteria. In addition, since plumbing systems are “open systems”, every time a plumbing fixture

is used, new bacteria will be admitted in the system from municipal water system. We know that

municipal potable water is allowed to have small percentage of Ecoli and other bacteria. If

temporary increase in water temperature will be the procedure to destroy bacteria, then each

fixture using hot water must be equipped with a “point of use ”thermostatic mixing valve”, to

limit delivery of hot water to the fixture at 105°F to 110°F. Also, the water heater, or other

equipment providing hot water, shall be capable to deliver water at 160°F.

Another suggestion to control bacteria, is to temporarily add additional chlorine, and recirculate

in the plumbing system of super chlorinated water. The situation with the “dead ends” (see Fig.

3) mentioned above will apply, and the intention to kill all bacteria will not work.

Definition of potable water

The big puzzle in my mind is that the acceptable definition of potable water to be furnished by

water purveyors is not pure H2O. The EPA definition of potable water allows small amounts of

various minerals and salts, plus a small amount of E coli (which is a species of bacteria).

For instance, potable water, delivered by Los Angeles Department of Water and Power (DWP),

after all water treatments, includes various quantities of chemicals such as: carbonates, bromate,

fluoride, halo acetic acids, lead, trihalomethanes, and coliform bacteria among others.

Exponential growth of bacteria

All bacteria reproduce by exponential, asexual reproduction, which results in cell division. We

know that single cell bacteria have extremely rapid way to multiply. For instance, one bacterium

will divide, and now we have two. These two will divide again and we have four. Four will

divide again and we have eighth. This is called exponential growth. This process of

multiplication repeats, and in a matter of few hours the new colony of millions of bacteria is

formed.

In the lab the growth of bacteria was monitored, and in the average, they found several phases:

1. Lag phase. Bacteria initially adjust to the new environment (test tube or dish). About 8

hours.

2. Exponential phase. Bacteria start dividing. About 18 hours.

3. Stationary phase. When the space becomes too small or the nutrition is exhausted,

bacteria stops to grow. About 5 hours.

4. Death phase. Eventually bacteria show loss of viability and dies. About 10 hours.

Water piping for HVAC

Water piping serving HVAC projects (hot water and chilled water) is a “closed system”, where

the water filled at the beginning, is continuously re-circulated. Make-up water, in small

quantities, is added to compensate water lost due to leakage of the system. The water is

maintained at temperatures of 180-200°F, which kills bacteria. Special chemicals (bactericides)

can be added to the system to keep bacteria from multiplication or kill them.

Potable water piping.

Potable water piping serving Plumbing projects is an “open system”, where every time a faucet is

open for flushing a Lavatory, WC, Sink, Urinal, etc., a fresh quantity of municipal water is

admitted into the system. This fresh water admits in the Plumbing systems: Salts, impurities and

bacteria allowable in the municipal potable water systems, furnished from the City mains.

Therefore, the proposed procedures to prevent growth of bacteria for HVAC projects must be

different than the procedures for Plumbing projects.

Some bacteria produce a “biofilm”, which will deposit inside the pipes, and will protect other

bacteria covered by “biofilm” from being destroyed by biocides or temporary super hot water

(160°F) circulated occasionally.

The way I see it, the water entering the building from municipal piping should be free of any

bacteria, viruses or microbes and to have minimal residual salts, minerals or other chemical

compounds. For instance: minerals, as calcium carbonate (CO3Ca) or magnesium carbonate

(CO3Mg), will eventually deposits inside the pipes and equipment, will produce a scale, which

will increase the friction loss (more energy to move the water), will corrode the pipe and will be

an excellent place for bacterial development. Various USA zones contain water with high

concentration of these compounds (hard water). Removing them from water entering the

building will save a lot on energy and maintenance.

Pipes and materials used for potable water piping systems shall be certified to comply with NSF

(National Sanitation Foundation) Standard 61.

Piping shall be delivered at site with caps on all open ends and stored to prevent contamination

with foreign particles as sand, dust, rust, etc.

At the end of working day, all open pipe ends shall be capped to prevent contamination.

A thorough flushing and disinfection of plumbing piping system, in accordance with AWWA C

651 or as required by Code, with chlorine or other bactericides, and final flushing must be

performed before plumbing piping is accepted to be used by the occupants.

After disinfection, samples of water shall be collected and submitted to a Certified Lab to

determine the concentration of bacteria. If bacteria are detected, the procedure shall be repeated.

Fig, 5 shows the relation of water temperature and life of bacteria. This table is applicable for

CW and HW.

Also, water entering the building from municipal piping, should have a device, for instance a UV

(Ultra Violet) generator, (See Fig. 4) to destroy all bacteria and viruses for potable water,

supplied to the building occupants.

Potable water systems designed and installed based upon traditional practices (Fig. 3) include

uncounted number of “dead ends”, serving plumbing fixtures, water hammer arrestors,

flushometer valves, equipment, etc. Bacteria once admitted in the Plumbing Systems will be

very difficult, if not impossible, to destroy them.

A recent study performed in a hospital in Sherbrooke, Canada determined that heat exchangers,

installed to conserve energy, promoted growth of Legionella in the hot water supply. The study

appeared in the Journal of the Society for Healthcare Epidemiology of America. The conclusion

was: Remove heat exchangers. Reason: “No energy or water savings are worth a human life”

Water Management Plan (WMP)

ANSI/ASHRAE Standard 188-2015 requires that all buildings, except single family, shall have a

WMP.

We should differentiate WMP for existing buildings from WMP for new buildings.

Reason:

Existing buildings plumbing systems were designed and installed with no special attention to

WMP.

New buildings plumbing systems should be designed and installed to comply with new rules to

restrict or limit exponential multiplication of bacteria or other pathogens in plumbing systems.

Building Owners and Managers, as responsible parties, should have a plumbing system which

can be monitored and disinfected, if necessary. This can be accomplished by proper design.

In the lab the growth of bacteria was monitored, and in the average, they found several phases:

1. Lag phase. Bacteria initially adjust to the new environment (test tube or dish). About 8

hours.

2. Exponential phase. Bacteria start dividing. About 18 hours.

3. Stationary phase. When the space becomes too small or the nutrition is exhausted,

bacteria stops to grow. About 5 hours.

4. Death phase. Eventually bacteria show loss of viability and dies. About 10 hours.

Water piping for HVAC

Water piping serving HVAC projects (hot water and chilled water) is a “closed system”, where

the water filled at the beginning, is continuously re-circulated. Make-up water, in small

quantities, is added to compensate water lost due to leakage of the system. The water is

maintained at temperatures of 180-200°F, which kills bacteria. Special chemicals (bactericides)

can be added to the system to keep bacteria from multiplication or kill them.

Potable water piping.

Potable water piping serving Plumbing projects is an “open system”, where every time a faucet is

open for flushing a Lavatory, WC, Sink, Urinal, etc., a fresh quantity of municipal water is

admitted into the system. This fresh water admits in the Plumbing systems: Salts, impurities and

bacteria allowable in the municipal potable water systems, furnished from the City mains.

Therefore, the proposed procedures to prevent growth of bacteria for HVAC projects must be

different than the procedures for Plumbing projects.

Some bacteria produce a “biofilm”, which will deposit inside the pipes, and will protect other

bacteria covered by “biofilm” from being destroyed by biocides or temporary super hot water

(160°F) circulated occasionally.

The way I see it, the water entering the building from municipal piping should be free of any

bacteria, viruses or microbes and to have minimal residual salts, minerals or other chemical

compounds. For instance: minerals, as calcium carbonate (CO3Ca) or magnesium carbonate

(CO3Mg), will eventually deposits inside the pipes and equipment, will produce a scale, which

will increase the friction loss (more energy to move the water), will corrode the pipe and will be

an excellent place for bacterial development. Various USA zones contain water with high

concentration of these compounds (hard water). Removing them from water entering the

building will save a lot on energy and maintenance.

Fig. 4 is an attempt to show equipment and installation for a plumbing system designed to reduce

the possibility of growing bacteria or other pathogens in plumbing systems, and allows

disinfection when necessary.

Smart loop hot water recirculation system.

Recently I read about a relatively new system for recirculation of hot water for large buildings,

called “smart loop system”, offered by Viega, as part of pro press piping system. The system

includes hot water recirculation pipe (HWR), inside hot water (HW), and a special “double drop

elbow”, which eliminates “dead ends” for supplying water to fixtures. Attached Fig. 1 describes

this fitting and Fig. 2 shows a schematic of internal recirculation system.

Also Fig. 4 shows a proposed schematic hot water diagram, including UV generator, electronic

water conditioner, smart loop, circulating pump, etc.

Cold water piping shall be insulated and re-circulated. Reason: keep cold water below +68°F,

where bacteria is not multiplying. See Fig. 5. This may require a

Cooler.

Fundamental criteria to combat micro organisms in potable water piping.

1. Prevention is preferable to cure.

2. Micro organism has an extraordinary fast way to multiply, and mutate to be resistant to

antibiotics or other medications we invent.

3. Remove or destroy any micro organisms, before potable water enters building piping

distribution systems.

4. Remove salts and minerals from water supplied from municipal pipes.

Some of these minerals will eventually precipitate and deposit inside pipes and

equipment, and will be an excellent place for micro organisms to hide and multiply.

Best Available Technology (BAT)

The fight against Legionella just started. Appears that bacteria are a step ahead of our technology

to destroy them, and protect our population. Therefore, in the near future, we should expect more

outbreaks of Legionella disease. In the mean time we should adjust and continue our fight, by

using revised and improved BAT.

This article shows one way to get rid of Legionella bacteria in plumbing systems. I hope that

more efficient improvements of the proposed system , or other means, will be developed soon by

plumbing professionals.

Description

Stagnant water can harbor dangerous pathogens in domestic water distribution systems. Reducing stagnation helps to maintain design temperature and residual disinfectant levels both of which reduce the propagation of waterborne pathogens, leading to a safer domestic water distribution system.
