W E L C O M E T O A A & S 2 0 1 6This is the 2016 Aircraft Airworthiness and Sustainment (AA&S) Conference, a conference dedicated to addressing the sustainment and airworthiness concerns that have dramatically escalated in the military and aviation community during the past decade.

The 2016 AA&S Conference succeeds the series of twelve Joint Conferences on Aging Aircraft and five AA&S Conferences. The Aging Aircraft Conferences addressed the safety and efficient sustainment of legacy aircraft operating near or beyond their original design service goal. The Aircraft Airworthiness and Sustainment Conference continues to examine solutions to traditional “aging aircraft” issues and also expands the scope to consider airworthiness and the entire fleet life cycle, legacy aircraft with materials and designs of yesterday (including life extension consideration/implementation), new aircraft entering the fleet with advanced materials and structures, and development of sustainment technology for next-generation aircraft (improved materials, structures, systems, and processes). The AA&S Conference provides a unique opportunity and forum for interagency collaboration on today’s airworthiness and sustainment issues, many of which are common to military and commercial aircraft and space vehicles, by advancing technology and incorporating lessons learned.

Airworthiness NAC Keystone Panel Objective:The National Airworthiness (AW) Council (NAC) is a self-chartered forum to support cross Service and Inter agency dialogue for complex and technical issues associated with Airworthiness. The NAC supports the development of joint processes to enable consistent implementation of DODD 5030.61, DOD AW Policy. The NAC is comprised of AW/flight certification authorities for the US Army, Navy and Air Force, with invited associated members from the US Coast Guard, National Aeronautics and Space Administration, Department of Homeland Security, and the Federal Aviation Administration.

Airworthiness ADIAG Keystone Panel Objective:The Airworthiness (AW) Defense Industry Advisory Group (ADIAG) serves in an advisory capacity to the USAF Technical AW Authority (TAA). The ADIAG membership provides a means to obtain an industry perspective when the USAF AW Office is contemplating modification to USAF AW processes, policies and procedures. The group, currently 10 unique industry representatives, will communicate through open, collaborative exchange across industry and government membership, addressing issues in general terms rather than specific program/company centric situations.

Additive Manufacturing Keystone Panel Objective:Additive Manufacturing is continuing to mature at a rapid rate, and is receiving growing attention as a promising new tool in the maintenance and sustainment toolbox. Use of additive manufacturing to make rapid response tooling, and now the creation of new functional parts used in a broad range of product applications, is increasing. However, re-engineering is often required to use additive manufacturing to make a load-bearing, fatigue critical replacement part that was initially made using traditional “subtractive manufacturing.” The Additive Manufacturing Keystone Panel will discuss the evolving implications for aircraft airworthiness and sustainment, separating the hype from the realities of the technical manufacturing and inspection challenges to be overcome to achieve the full potential of additive manufacturing, and will address the work being done to successfully address these challenges.

Sustainment Technology Keystone Panel Objective:The Sustainment Technology Panel will be focusing on the following questions as well as those provided by our attendees:

• What do you see as the top 2-3 technologies on the near-term horizon that could improve the cost/time curves for aircraft sustainment?

• If you could allocate major resources to these technologies, how would you invest them to move the technologies towards near-term implementation?

• Given budgets constraints, what incentives do you suggest (or use) to motivate investment/attention to technologies to improve the sustainment cost/time curves?

M r . M i c h a e l J . Q u i e l l o Vice President Corporate Safety, United Airlines

Michael Quiello is Vice President Corporate Safety for United Airlines, the world’s leading airline. Quiello is responsible for managing all aspects of aviation safety, ground safety, quality, medical, workers compensation and managed care.

Quiello joined United Airlines in January, 2009. Prior to that, he served as Vice President Corporate Safety, Security and Compliance at Delta Air Lines in Atlanta, Georgia. Quiello began his aviation career and started flying while in high school, earning his private pilot license at age 17. After college, he was commissioned as an officer in the U.S. Marine Corps and was designated a naval aviator after completion of flight school in Pensacola, Florida and Meridian, Mississippi. He served both stateside and overseas while in the Marine Corps, including a Far East tour aboard the aircraft carrier U.S.S. Midway. He began his commercial aviation career with Delta in 1981 as a B-727 Flight Engineer and served in areas of increasing responsibilities during his 28 years with that airline. In the mid 1990s, he was appointed as the Assistant Chief Pilot in the New York domicile and progressed to Chief Pilot-New York, General Manager of International Operations, General Manager and Chief Technical Pilot, Director of Fleets and Director of Flight Safety before assuming the role as Vice President of Safety, Security and Environment in 2005. Quiello has been qualified and flown various commercial and military aircraft to include the Grumman A-6E Intruder, EA-6A Electric Intruder, McDonnell Douglas TA-4 Skyhawk, Grumman TC-4C Academe, McDonnell Douglas MD-88, Boeing 757, Boeing 767, Boeing 767-400 and the Boeing 777. He is also seaplane and glider rated.
