Regional Housing Needs Regional Housing Need Allocation
(RHNA) is an unfunded state mandated planning process for housing in California. ABAG is responsible for allocating this state-determined regional housing need among all of the Bay Area’s nine counties and 101 cities
Factors include projected household growth, existing employment and projected employment growth, and projected household and employment growth near transit
Future RHNAs must be consistent with the Sustainable Communities Strategy (SCS) mandated by SB 375
RHNA will synchronize with the preparation of the Regional Transportation Plan eight year cycle

Environment ABAG is working to help
reduce the Bay Area’s greenhouse gas emissions
Protect, conserve, and restore critical habitats, working landscapes, and recreational areas
OneBayArea
ABAG and the Metropolitan Transportation Commission (MTC) in partnership with the Bay Area Air Quality Management District (BAAQMD) and the Bay Conservation and Development Commission (BCDC) launched “OneBayArea” in April 2010.
“OneBayArea” represents the overarching theme for the Bay Area’s sustainable community and climate action initiatives, like the Sustainable Communities Strategy (SCS) mandated by SB 375.
Green Business Program
ABAG is the regional coordinator for the Bay Area Green Business Program
Certified over 2000 private businesses and public agencies in all nine Bay Area counties
More than 400 businesses within Santa Clara County are certified Green Businesses ABAG maintains the regional
website that markets Green Businesses located in Santa Clara County.
Estuary Partnership The San Francisco Estuary Partnership is working to
protect, restore, and enhance water quality and fish and wildlife habitat in and around the San Francisco Bay Delta Estuary
Priorities: Promote watershed stewardship Support climate change resiliency Be a resource for elected officials, decision makers,
and the public in making decisions that benefit the Estuary
Develop green infrastructure leadership
Bay Trail Continuous network of bicycling and hiking
trails linking all nine counties and 47 of the 101 cities
300 of the 500 miles completed
In 2009, the Bay Trail Project celebrated 20 years since the adoption of the Bay Trail Plan
Bay Trail has worked with stakeholders as a strong voice for shoreline public access and to support completion of Bay Trail gaps
Bay Trail has worked with the Santa Clara Valley Transportation Authority to ensure that the remaining Bay Trail gaps in Santa Clara County are part of the countywide funding plan

ABAG created a Multi-jurisdictional Hazard Mitigation Plan for the Bay Area region to be used as a model and guide for cities and counties
Encourages local governments to incorporate FEMA guidelines
Works with cities and counties to identify and develop plan for essential services during and immediately following disasters

forecasts population, jobs, housing, and income for the Bay Area over a 20 year period
Economic Forecast provides annual forecast of population, jobs, income, and local sales
Census 2000 provides census data for the Bay Area and census training for local governments and staff

Retrofit Bay Area is a new program led by ABAG
Under this program, Santa Clara County and the City of Milpitas and other participating Bay Area cities will receive California Energy Commission funds
for residential building energy retrofit
ABAG is developing the centralized website and regional call-center for residents to access
Financial Services ABAG and its affiliated entities have issued more than $7
billion in tax-exempt financing on behalf of more than 200 local jurisdictions in California
Projects financed by ABAG Finance Authority for Nonprofit Corporations have involved facility acquisition and rehabilitation, equipment acquisition, and new construction
