3. Public Comment - None4. Information Reports

a. AEBG Outreach Coordinator update: BACCC meeting in July at Chabot Community College to discuss regional data sharing. Larger consortia are committing to use CommunityPro to share data between workforce boards, social agencies, and adult schools. Assisted with summer program for nagged-out newcomer students. Participated in training on data collection and TOPSpro Enterprise.b. AEBG Regional Meeting Report (Katheryn & Kathy): New legislative guidelines presented by Neil Kelly and Jay Wright on August 17th at Mt. Diablo Adult School. AEBG funds can only be spent on non-credit programs. Consortia must report on AEBG approved activities regardless of funding source (such as non-credit ESL at College of Marin and HSE programs at Marin County Jail). All members must use TOPSpro Enterprise for data reporting in 2017 – 18.c. Review of Assurances and Metrics review led by Katheryn Horton using handouts from Mt. Diablo meeting.d. Member and Partner program updates, present 17 – 18 plans

SRCS: Requesting consortia evaluate 3C Connect summer program as a model to implement a transition program for aging out newcomers to begin in January 2018. Adult ESL offered at Madrone this fall on Monday and Wednesday evenings.MCOE: Contracts are in place for parent/child success workshops to be held this program year at Davidson Middle School, Venetia Valley elementary school and San Rafael High School. Community School has new leadership and has welcomed 30 new students who will work towards graduation requirements which mirror CSU application requirements.Shoreline: Adult ESL classes will begin in October with 5 classes at both Pt. Reyes and Tomales in partnership with the Pt. Reyes Free Library.Tam Adult: Classes in HSE and ESL have begun. An Introduction to in-home caregiving ESL class will be offered again in response to employer needs.NUSD: Focusing on growing all adult education programs offered in HSE, Spanish HSE, and ESL.COM: Working with ESL faculty to determine effective use of AEBG funding. COM is working with guided pathway grants which focus on k12 through UC or CSU attendance.

e. Report on AEBG Webinars & Trainings: Neda Anasseri from CASAS provided a TOPSpro Enterprise training at College of Marin on July 31st. Future AEBG trainings are coordinated by TAP, the Technical Assistance Program sponsored by AEBG at the state level.f. Professional development opportunities -

6. Member Allocation Discussion and Actiona. Data & Accountability changes in budget. Spending deadline has been extended to December 31, 2018 in light of new requirement to use TOPSpro Enterprise for data reporting.b. Revised AEBG allocation tables with 15-16 carry-over with encumbrances and spending planc. Revised 16-17 and 17-18 allocation tables (with 5% reduction for Administration fees)d. Review of 17-18 Annual Plan

e. Serving disabled population – new proposal (Stormy Miller, COM). Stormy was unable to attend the meeting today and will be re-scheduled to present a proposal for use of AEBG funds on programming for adults with disabilities.f. Consortium-Wide Needs and Gaps / Consortia Structural Sustainability – Bob RainesBob reminded members that District 2 Senator Mike McGuire should be used as a resources in support of adult education programs.

7. Discussion Itemsa. MAEBG Regional Fact Sheet – Katheryn shared an example of Marin’s fact sheetb. Regional Data Meeting at Chabot College – noted above in program coordinator

update.c. Introduction of new AEBG Technical Assistance Project (TAP) to assist with

training, PD and technical assistance – noted aboved. Release of AEBG eMagazine – Katheryn shared this new publicatione. Immigration Legal Services (Marin Community Foundation Initiative) – not

discussedf. Elevate Campaign – Jaemi Naish – included in packet to promote importance of

adult education.g. CTE Working Group – Jaemi Naish is exploring options for adult schoolsh. Certified Nursing Assistant Program – Kathy T and others will attend healthcare

employer meeting on Sept. 21st. Employers are in need of certified nurse assistants to fill critical occupation openings.

i. 3C Connect Summary – Tara Arenas provided a presentation of 3C Connect summer program for aged-out newcomer students. The program was full and meaningful for the student participants who continued with ESL instruction, received introductions to community services and agencies which promote well-being, and worked on resumes, interviews, and career exploration.

j. COM has contracted with Anna McGee to help adult students transition from adult school programs to College of Marin. She had conducted workshops to provide hands-on assistance with college matriculation steps.

k. Members engaged in thoughtful discussion about newcomer program needs across Marin County school district especially with news of DACA change in policy recently announced by President Trump. SRCS brought forth increased need for newcomer program to accommodate a growing E:LL/newcomer population in the district, as well as a need to hire a program coordinator to both create and manage a program of this caliber and magnitude to best serve and prepare students for college and career pathways. Member SRCS planned to put together a proposal to be discussed in October AEBG meeting. Other members were asked to consider 2017-18 plan changes to discuss at AEBG in October.

EXECUTIVE SUMMARY3C Connect is a program to actively and effectively transition newcomer, aging-out high school seniors18+ years of age to appropriate adult education programs in Marin County. To achieve this goal, students will be introduced to educational and community services, agencies, and individuals which promote personal well-being, and a long with job search and retention skills, and college preparation.

A pilot 3C Connect program was conducted during Summer 2017 for 6-weeks at Madrone High School in San Rafael, CA. Ten of 70 eligible students participated in this voluntary program. In addition to English as a Second Language instruction, students participated in site visits to community based organizations, received classroom presentations on careers, accessed pro-bono legal consultation, and prepared draft versions of resumes and cover letters. The cost of the pilot program was $14,452.00.

PROBLEM STATEMENTIn past years, high school administrators faced the difficult task each spring of informing adult aged students (18+ years of age) with insufficient credits toward graduation that they would not being returning to school in the fall. Many of these students were newcomers and unfamiliar with the educational options available to them. Although these students were directed toward adult education programs in English as a Second Language and high school completion, it was difficult for them to navigate the various choices without assistance.

By assisting students in planning for their continued education after high school, students can continue to work towards their personal goals with the support of community agencies and services. An integral part of 3C Connect includes the use of a Case Manager who actively follows and assists students as they work towards their goals.

As students transition from high school to ESL, high school equivalency programs, career technical educational programs, or community college, they will not be considered high school drop-outs.

PROGRAM PURPOSE3C Connect is an adult education program which will:

NEWCOMER STUDENT FINDINGSTwenty students participated in a guided focus group discussion in spring, 2017. Ten students met individually with a Case Manager during a summer, 2017 3C Connect program. Some findings:

Many students have significant gaps in their education in their home country and did not have the funds to continue with their education or needed to work to support their family. Most students did not have the opportunity for an in-depth review of their prior completed, transcribed education by a Case Manager upon enrollment in a Marin County high school

Students realize the importance of learning English. Almost all respondents have a goal of completing US high school requirements and attending college

Career interests named were automotive technology, medical careers, hospitality, child care, education, construction

Most students were working or wanting to find work in order to help their families back in their home country

Supports students identified were help to foster the desire to stay in high school to earn a diploma, personal support from family/friends and community services, good and caring teachers, income from working

PROGRAM PROPOSAL1) In fall, identify 18+ year old students who will age-out by the end of the school year without a high

school diploma and enroll them in 3C Connect for the Spring 2018 semester.2) 3C Connect students will have 120 minutes of ESL instruction followed by 120 minutes of educational

planning, career exploration, job preparation, and use of community resources3) An additional 120 minutes will consist of high school completion courses (GED® and/or HiSET®)4) Students will participate in an acculturation workshop. This vital, integral workshop was generously

3C CONNECT PROGRAM OPERATION & DATA COLLECTION1) All entering students will meet privately with a Case Manager to create educational plan and determine

if community health and welfare services are needed. Students will meet twice during the semester with a Case Manager.

2) Students participate in 241 minutes of instruction per day: 121 minutes of ESL and 120 minutes of career exploration, educational planning, orientation to community college, short-term career technical education, job skills preparation. DEFINITION: Under the direction of the Assistant Superintendent, Education Services, the Program Outreach & Services Coordinator (POSC) will support the work of the Marin County Adult Education Block Grant (AEBG) Consortium by gathering, organizing, and disseminating information on adult education programs and support services within Marin County to prospective students, educational institutions, community based organizations and other entities working towards English language skills, literacy, numeracy, post-secondary education and training, and acquisition of job skills for Marin County adults 18 years of age and older. Periodic evening and weekend work required. Bi-lingual, Spanish, preferred.

EXAMPLES OF ESSENTIAL FUNCTIONS: Under the direct supervision and guidance of the Assistant Superintendent:

• Gather and inventory all county programs which address adult literacy, numeracy, post-secondary education, and job skills training. • Develop and implement a resource center model to be implemented county-wide as a repository of current adult education programs and services.

The consortium created a website as the repository for all program information and Consortium business. The initial website, https://www.marinadultedconsortium.com was created as a repository for public documents and consortium business. A second generation website, marinadulteducation.org, has been created by consultant Cathy Balach as we learned that potential students we accessing the first website but could not print out information in a logical, formatted manner.

Cathy conducted a training (6/14/2017) for COM and POSC with instruction on how to add events and classes to the calendar function of the new website.

The website and POSC have served as the central repository of information for the consortium at this time.

• Develop a communication strategy which informs all entities involved in adult education about program offerings throughout the county. Responsible for county wide communication on an ongoing, planned schedule via website and collateral materials.

I have been communicating with community partners, tailoring announcements to match their cliental. Cathy Balach has created flyers for consortium programs with a consistent look to the flyers. One electronic newsletter was sent in 2017 via MailChimp. Currently there are 51 community partners on the AEBG Stakeholders distribution list for program announcements.

I recruited students for four specific consortium programs this year: North Bay TIP, 11 students for COM sponsored 4-week Fresh Starts Academy, on-going Introduction to In-Home Caregiving offered at Tam Adult School, and #YesWeCode on behalf of Marin City CDC and Canal Welcome Center.

• Serve as a resource to consortium members to identify programs and agencies which support adult students.

I have performed limited outreach to other CBO’s who may quality for funding from the consortium. Opportunity for Independence submitted a proposal for consortium funding. The North Bay Trades Introduction Program (NB TIP) is at the end of funding for Prop 39; they may requested AEBG funds from the consortium in the future to conduct a second NB TIP class in Marin County. The consortium proposal form has been provided to NB TIP.

I assisted SRCS in starting an adult evening ESL class at Madrone High School. Beginning, intermediate, and advanced classes were offered. Babysitting was offered as a supportive service.

Recently, I have received requests for agency on-site instruction from Novato Human Needs, two San Rafael elementary schools, and an employer.

• Develop a method of gathering data and statistics for required grant reporting such as student inquiries, enrollment, program completion, and employment/wage outcomes. Provide quarterly

statistical reports, program narrative updates, and data analysis in order to improve services to students to AEBG Governance Committee at scheduled meetings.

I have participated in AEBG required classes and conference calls regarding the use of TOPSpro Enterprise and data collection. I assisted SRCS, MCOE, and COM with data collection and reporting as well as CASAS assessment administration. I will work with SUSD in October to initiate data collection procedures for their new programs.

Along with Katheryn Horton, COM, we are participants in the BACCC Bay Region Adult Education Data (BRAED) team meetings to explore how regional data sharing of adult students can take place.

Future data planning and collection includes use of Data & Accountability funds to pay a consultant to assist all Marin County consortium members with questions and needs regarding required data.

• Provide outreach and promotion of adult education programs at applicable student education events, roadshows, seminars, and fairs.

I participated in program fairs at San Rafael High School, Marin Economic Forum, and an employee-only event at Comcast to promote consortium partners and their programs.

Bill Scott, Marin Building Trades Council and I were selected to present a break-out presentation on the NB TIP at the AEBG Summit in Sacramento on 11/2/2016.

• Assist with county-wide convenings of adult education providers for program updates, professional development, goal planning.

I have attended meetings with Nancy Miller, SRJC, to specifically learn about the non-credit short-term CTE courses being developed at SRJC for adult students.

I attended two SRJC sponsored regional meetings on HiSET and AEBG programing in Santa Rosa.

Summary of future, local issues and needs:

Newcomer studentsContinue work with MCOE, COM, and county high schools to transition aging out newcomer students to adult education programs. SRCS conducted a Summer English Learner Academy to provide continued English instruction and actively transition students to fall adult ed programs in ESL and HSE instruction. A summary of the six week program, 3C Connect, is attached. 11 students were served in this pilot program.

Consider Reactivating the Adult School at SRCSPer Vicki Prater, CDE Regional Analyst, the SRCS Adult School remains in the state database in an “inactive” state. The program can be reactivated with school board approval and state approval of offered courses.

Bring Shoreline Unified fully into adult education course offeringsPOSC will work with Shoreline to establish protocols for student assessment and data collection per AEBG requirements.

The Marin Consortium will need increased funds in order to provide admin support for each member to collect registrations, track student attendance and outcomes, administer CASAS assessments, provide teacher support, and provide basic administrative support such as ordering supplies and materials, answering questions from potential students, coordinating a substitute teacher pool, contacting students, arranging for classroom speakers or special events.

Increased funds for each member to hire a data coordinator or assign this responsibility to the program Outreach & Support Coordinator.

With changes in 2017 – 18 programming, the Marin consortium must evaluate data collection for jail high school equivalency programs and establishing non-credit career technical education courses.

Assist with county-wide convenings of adult education providers for program updates, professional development, and goal planning.

Attend monthly AEBG Governance meetings, as well as other meetings/webinars/professional development.

AEBG Marketing Coordinator $11,000.00

Develop marketing materials for county-wide adult education programming as needed - in partnership with Outreach Coordinator.

Develop and support the county-wide adult education website, including updating meetings and board packet uploads, and content, working with images, pdfs, etc.

AEBG Counseling/Transition Coordinator $15,000 Contract

Develop individualized academic intervention strategies for county-wide adult education student success.

Maintain and expand liaison relationships with student services at community college and county-wide adult education programs.

Facilitate “warm hand-offs” between county-wide adult education programs.

Maintain and prepare program reports and student outcome data – in partnership with Outreach Coordinator.

Refer students to other county-wide services - in partnership with Outreach Coordinator

Attend monthly AEBG Governance meetings, as well as other meetings/webinars/professional development.

AEBG Fiscal/Reporting Support $10,000 contract

Assist MAEBG Consortium Members with program objectives and priorities.

Assist in creating agendas and mutes - in partnership with Outreach Coordinator.

AEBG Data Specialist $32,000 contract (D & A Grant)

Develop and monitor procedures to ensure proper collection and processing of data.

Document data procedures and provide staff training.

Input, process, and update a variety of data and information in assigned computer systems concerning institutional characteristics, student data, and pedagogy.

Support launch of data reporting system and oversee to data aggregation, assessing and ensuring consistency of data; compare data and identify errors and discrepancies; make corrections, additions, and modifications as needed.

Develop innovative options for tracking client results.

Complete reporting as requested/required by external private or public agencies.

Conduct specialized research, and compile, assemble, evaluate, and prepare a variety of educational data for use in reports and institutional planning activities.

Extract and manipulate information, generate links to data, and write ad-hoc computer programs and queries in the production of a variety of reports requested by enrollment management and planning.
