SUBJECT ADVISORY ON MATTERS RELATiN~ TO IMO's MSC.1 ~CIRC.1560 ON MATTERS WHERE SEAFARER'S DOCUMENTATION WAS NOT IN ACCORDANCE WITH THE REQUIREMENTS OF THE 2010 MANILA AMENDMENTS TO THE STew CONVENTION, RECOMMENDING PORT STATE CONTROL AUTHORITIES TO TAKE A PRAGMATIC AND PRACTICAL APPROACH DURING INSPECTIONS AND TO NOTIFYTHE SHIPS, SEAFARERS AND ADMINISTRATIONS CONCERNED ACCORDINGLY. Notice is hereby given to all concerned on matters where Filipino seafarer's documentation was not in accordance with the requirements of the 2010 Manila Amendments to the STCW Convention: . 1. IMO's MSC.1-Circ.1560 paragraph 5 state that: "The Committee recognized that some seafarers on board ships may not yet hold their certificates or flag State endorsements meeting the 2010 Manila Amendments to the Convention and urged pori State control authorities to take the above factors into consideration when tak~ng action under the control procedures in article X and regulation 1/4 of the STCW Convention. The Committee agreed that, in cases where a seafarer's documentation complied with the requirements in force immediately before 1 January 2017, but was not in accordance with the requirements of the 2010 Manila Amendments to the STCW Convention, port State control authorities, until 1 July 2017, were recommended to take a pragmatic and practical approach during inspections and to notify. the ships, seafarers and Administrations concerned accordingly". 2. IMO's MSC.1-Circ.1560 paragraph 4 state that: "The Committee, therefore, urged all concerned, including certificate-issuing Parties and Administrations, to do their utmost to ensure that seafarers were issued with the appropriate certificates and necessary endorsements".   • '3. Co-nsidering the large number of Filipino seafarers to be certificated under the2010 Manila Amendments to the STCW Convention before January 1, 2017 ..

    Therefore, this Authority hereby declares to all concerned that:,

    1. This Administration is doinq its utmost to ensure that all Filipino seafarers wereissued with the appropriate certificates and necessary endorsements beforeJanuary 1, 20'17.

    2. In cases where Filipino seafarer's documentation was not in accordance with therequirements of the 2010 Manila Amendments to the STCW Convention until 1July 2017, urges the Port State Authorities to take a praqmatic and practicalapproach during inspections.

    3. Urges further the Pori State Authorities to notify the ships, seafarers and thisAdministration in accordance to Article X and Regulation 114of the 2010 ManilaAmendments to the STeW Convention.
