Summer Rendezvous returns to Solomons Island on Thursday, 12 August to

Sunday, 15 August 2010. Holiday Inn will serve as our base of operations,

where you will find the registration table, a raffle with lots of tempting prizes

and our Saturday night feast and award presentations… attire for the evening is

summer casual/squadron shirts.

Plan to arrive on Thursday along with the Northbound or Southbound cruise to

start the weekend’s festivities. Check the D/5 website for more details.

Friday has a full schedule. Bring your dinghy or your comfortable walking

shoes to participate in a poker run while strolling the streets or cruising the

waterways of Solomons Island. Canoe and kayak rentals available at Solomon’s

Harbor Marina Holiday Inn.

Join the tour of Sotterley Plantation, the only remaining Tidewater Plantation in

Maryland that is open to the public, which stands majestically on the banks of

the Patuxent River. Transportation will be provided by boat or car and lunch

will be served on the portico. There is a 15 minute uphill walk from the pier to

manor house. Reservations required.

Afternoon offerings include lawn games, swimming, shopping, art galleries and

the Calvert Marine Museum. What better way to end the day than a picnic at

Does your squadron have the “blood and guts?”

Do you, as a member, have the “blood and guts?”

Many of our squadrons and our members have

these attributes, because I CAN feel the vibes all

the way up in Allentown, PA. What is this blood?

It is a USPS member who understands all the

things USPS has to offer, from its multifaceted

education opportunities, its varied civil service

programs, and its appetite to have FUN, and do it

all with the fury of a mad bull and the tenacity of

the turtle beating the hare. What is the guts? The

“guts” is getting it done by involvement in

activities, like Boating Operator Certification, like

cleaning up a roadway, a river, a shoreline, like

coming out and supporting your squadron’s rendezvous and raft-ups, and all your other

District and Squadron events and activities that are now all scheduled and visible for

you to choose during the year.

As you have heard, District 5 is here to help you “Navigate the Future” at Home, at

District and at National. Our 2010-11 Bridge feels “Nun Can Do Better” than our

people spread out across five states in this beautiful region we have for boating Fun

and Safe Boating Education. Our colors are “red and green” which CAN denote many

things. The” red” could be the , the “green” could be the , and the

challenge for you is to use all the USPS assets and make it happen. By the time you

read this message, the NOAA Workshop will have been completed and we will be

gearing up for the District Cruise, 5-12 August, and then to the Solomon’s Summer

Rendezvous 13-15 August. Who has the “guts” to join us in part or in whole? The

cruises from the North and South look exciting with the fellowship and friends from all

36 squadrons. See the new Laser Fire Fighting training equipment at Council, take a

plantation cruise, do the Navigation Contest to challenge your boating buddies, or

simply enjoy the R&R of Fun and Activities planned in Solomons Island. If you really

want to get involved, try the early morning flag raising and council meeting at the

historic Chesapeake Museum. Boatless? Stay in the air conditioned rooms of the

Holiday Inn.

The Sail Regatta and Fall Festival is planned again with lots of fun 1-3 October, before

the Annapolis Sail and Power Boat Shows. The event for both sail and powerboats has

easy access right in mid-bay at Kent Narrows. Here we do the traditional sail races

and try some bay fishing. Just last week, I watched a marina friend bring home six,

30" to 40" stripers caught right at the bay bridge. The filets were huge. Wouldn’t you

like to be part of the fish catching challenge and hope the catch is plentiful for our

breakfast fry pans. Remember. though we must clean the “blood and guts” from all the

fish we catch. Now, this stuff is FUN!

Fall Conference will be a new adventure with First Aid/CPR training, and Squadron

Leadership Development (a new program with a different approach), in addition to all

our traditional educational activities and committee updates. I hear rumblings of a

“Jimmy Buffet Party” to add spirit to the oncoming winter. Please reserve the dates 5-

7 November for the Hilton in Rockville.

We all worked hard to get our boats in the water, now let’s get out there and enjoy the

biggest and best yacht club there is, America’s Boating Club, your Squadron and all of

District Five. Ginny and I plan to be busy every weekend and hope you have the

“blood and guts,” the “red and green” for color, to join everywhere you “CAN.”

Remember that if there’s NO GUTS, there’s NO GLORY, so come on out and share in

all the EDUCATION, FUN, and FESTIVITIES!

Meet our New Assistant Administrative Officer

by: D/Lt Rhoda R. Shralow, S

D/1st/Lt Mel Shralow has loved boating since he was a young boy. At the age of 12,

while living in the city, Mel found his way to the Sea Scouts on the Delaware River.

Thus began his “career” in boating. When he was in law school, Mel joined the

Community Boat Club on the Charles River and found a way to sail even while studying

away at law school.

After graduating from law school, for several years Mel devoted himself to the practice

of law and to establishing his family. He and his wife, Rhoda, had three children who

kept him very busy for the first several years of their lives. But he never gave up his

dream of owning a boat, and in due course, Mel and Rhoda went to the Annapolis

Sailing School to initiate Rhoda and to hone Mel’s skills. Even though they didn’t own a boat at this time, every summer

Mel would rent a sailboat and tow it up to Cape Cod where the family vacationed. Finally, the children were old enough

and the Shralows bought their first boat, a 26-foot Pearson sloop that Mel loved with all his heart. For all of you who know

Mel, I don’t have to tell you that that boat was ship-shape all the time. At this time, Mel first became involved with the

United States Power Squadrons. He took courses from Main Line, near our home, because he always believed in education

and safety.

Many circumstances caused Mel to give up boating for about 25 years. He was busy practicing law in Philadelphia, raising

his children, and had many responsibilities that kept him off of the water. Mel was demonstrating his leadership and

organizational abilities in many other areas outside of boating. Finally, in 2001, Mel was able to buy another boat, this

time, a powerboat, a 21-foot Parker, which he kept in Tuckerton, NJ. That boat led to a Mainship Pilot 30 and then a

Mainship 34 Trawler. Although the Shralows are in between boats right now, another boat is on the horizon in the near

future. Mel retired from the practice of law at the

end of 2006 and began a new career as a mediator

and arbitrator.

True to his belief that boating should be safe and

educational, he again began taking courses with

USPS, this time with Delaware River Power

Squadron. From that course on, he became a

devoted member of USPS. He completed piloting

and advanced piloting and is working on junior

navigation. He served on the bridge of Delaware

River and then became Commander. He also

serves as Chairman of the Law Committee for

District 5.

Mel especially loves the Navigation contests and

he and his captain, Andy Petruska, have won

several awards in the competitions. Mel and

Rhoda have also enjoyed the summer cruises and

have learned a great deal along the way, but

mostly have benefited from the friendships and

camaraderie that they have found through their

participation in Squadron and

District events. Mel is looking

forward to a productive year as

Assistant Administrative Officer

and to his collaboration with other

members of the District Bridge.

YOUTH POSTER

CONTESTThe theme for the 2010 Boarman National

USPS Youth Poster Contest is “WATER

SMARTS: BOAT SAFE AND CLEAN.”

There are three age categories: 6-8, 9-11,

12-14 years. The children do not have to

be affiliated with a squadron to enter. This

can be fun to do with your children,

grandchildren, neighbors or if you know of

a classroom of kids in a school, Church,

Synagogue, or perhaps a scout group, they

can all enter a poster.

The contest rules are:

· The entry may be vertical or horizontal in orientation.

· The entry must be on 15"x20" or 14"x22" poster paper.

· Participants may sketch the design lightly with pencil, but

the end result must be a color poster.

· There is no limit to the type of media used except

professional illustrations, photos or copyrighted material,

or computer generated art may not be used.

· Do not fold poster.

· The poster will be judged for the idea presented more than

artistic ability.

· One entry per person.

· All entries become the property of the USPS which

reserves the right to display or otherwise use the

submission and modify any poster for future reproduction.

THE CONTEST ENTRY FORM MUST BE COMPLETED IN

FULL, LEGIBLY PRINTED, AND PASTED ON THE BACK OF

THE POSTER.

The “Biggest Little Poker Run Ever” was held on Saturday 17 April. The

weather started out with cold rain and clouds but by mid-morning the sun

came out and the warm breeze made for a great poker run.

Twenty Eight craft of many kinds participated. A folding boat won the grand

prize with four aces and took home a classic $750.00 foosball table donated by Riverside Heating and Air of Newport News. Four

kings won second place and a sit in kayak with all the accessories. A full house won a Dooney and Bourke purse wallet combination

and others won Bass Pro gift cards or even liquor store (ABC) gift cards.

One kayaker, Kelly Peck, raised enough to win her very own Mermaid Portrait print and three others will be raffled off this summer

to raise more money for The Virginia Institute for Marine Science (VIMS). The original water color portrait of the mermaid is being

donated to VIMS for a gala charity fundraiser later. Just over $2,500.00 has been collected in the effort with more to come. Our

special thanks to our co-sponsors Colonial Sail and Power, Virginia Beach Sail and Power, Out Back Construction, D&D

Landscaping, Sally and Jesse White, Mr. and Mrs. Gary Warness, Chuck Jarrett and the local office of Morgan Stanley, Kelly and

Dave Peck and special thanks to all the many volunteers from Colonial and Virginia Beach who worked all day to make this event

such fun. The kayakers and canoers all said they will definitely be back next year so here is hoping for a bigger and better event in

2011.

The Biggest Little Poker Run

Prizes: $150 to Grand National winner in each age group;

$100 and $75 for first and second runner-up in each

division.

The posters should be judged at squadron level before

forwarding the 1st, 2nd, and 3rd place posters in each age

category to me by 25 July. I will then take those to the D/5

Summer Council in the Solomons, MD. After judging the

three top winners in each age category, they will be

forwarded to National to be judged at the USPS Annual

Meeting in February 2011 in Orlando, Florida.

Last year there were eighteen posters judged at the Summer

Council. Let’s try to get even more participants this year.

In our last MARK 5 article, published electronically, we discussed tax exempt

status of squadrons and districts under both federal and state tax law. As always, we

cautioned that we are not tax experts and that specific questions have to be

discussed with a qualified tax practitioner. We repeat that caution here. Nothing in

this article is intended to give specific tax advice.

The questions that followed from that article relate to deductions as a result of

expenses incurred in the course of our duties as members and officers of USPS

squadrons and districts.

One publication that summarizes federal tax law, CCH Master Tax Guide, has a section entitled “Contributions That Are

Deductible,” in which it states that “an out-of-pocket, unreimbursed expense (such as for uniforms, telephone or

equipment) incurred in rendering ... service [to a charitable organization] is a deductible contribution.” It also says,

among much else, that “Deductions are allowed for transportation or other travel expenses (including meals and lodging)

incurred in the performance of services away from home on behalf of a charitable organization if there is no significant

element of personal pleasure, recreation or vacation.”

This area of the law is a complex one, on which there is a vast amount of material. The quoted passages are

simplifications, but they do indicate that taking a charitable deduction for unreimbursed expenses incurred in the

performance of duties for USPS, its squadrons and districts, can be proper. Whether the deductions are proper in any

given circumstances is a question for each taxpayer and his or her qualified tax advisor.

As we said in our earlier article, a copy of the USPS tax exempt status letter and a letter from USPS certifying a

squadron or district as a subsidiary unit in good standing can be obtained from the USPS national office. Each

squadron’s or district’s leadership can

certify the duties for which a member or

officer has incurred expenses in the

performance of squadron or district

duties. In fact, many organization issues

such letters annually as a matter of

course to their leadership as a precaution

against challenges to such deductions. A

form of letter can be developed for use

of our organizations if requested.

specific questions or circumstances.

Outreach Awards

The Summer issue of MARK 5

2009 contained a description of

the Outreach Awards available

to Districts and Squadrons of

the United States Power

Squadrons. A further description of the awards follows.

These awards are the Charles F. Chapman Award, The Carl C. Mahnken Commander’s

Cup Award and The Roger Upton Award.

The Charles F. Chapman Award recognizes outstanding scrapbooks that are documenting

Squadron local outreach efforts. The scrapbook submitted documents the history of the

Squadron’s public relations effort. It also records the activity of that Squadron for the

year under consideration. The scrapbook is acceptable in paper or electronic format.

The Carl C. Mahnken Commander’s Cup recognizes the best slide show that promotes

USPS civic service. This too can document the year of activity of that Squadron.

The Roger Upton Award is given to recognize outstanding Squadron video productions. This award will document

Squadron civic service. The production can usually be used as a membership recruitment tool.

EMERGENCY MEDICAL RECORDby D/Lt Bea Norris

Before we left for our trip to Florida to bring The Miss Kelsey III home

to the Chesapeake, one of the duties I assigned myself (as First Mate)

was to remind “the crew” to have on board a complete listing of their

medications and other medical information.

The captain and I both filled out the Medical Emergency Record form

provided by the District. It was quick and thorough and little did we

know it would become invaluable.

During the trip, the captain had a medical emergency and I must admit

that even though I remained calm throughout the whole episode, listing

the names all his medications and dosages was not something I could

have done.

The whole hospital experience was made so much easier by having the medication information the doctors and nurses needed right

at hand. I can’t tell you how many times we were told by them how much they appreciated dealing with people who were

organized and prepared. It made their jobs so much easier and getting help for the captain so much faster.

The Emergency Medical Record forms are free. Make sure your boating family and friends have an Emergency

Medical Record filled out prior to any boating event or excursion. Actually, they should be carried at all times in

the event of an emergency on or off the water.

Articles, opinions and advertisements do

not necessarily reflect USPS policy or

endorsement unless so designated.

These awards are available for Squadrons and Districts. They also

serve as record of the Squadron or District activity for that year. In

principle, they are a record of Squadron activity between a

Squadron’s annual Changes of Watch.

The presentation is to be submitted to the District Public Relations

Chair no later than April 1 of the year being documented. The

District judges the award using standards established by the

National Organization. By May 1 of the year of judging, the entry

is submitted to National for evaluation.

In District 5, the best awards of our District are recognized at the

Summer Council. The presentations are still in possession of USPS

Headquarters. These awards are judged at National. The Chapman

Award, Mahnken Commander’s Cup Award and Roger Upton

Award are presented at the next winter Governing Board Meeting.

Forms for submission of your entry are available online from the

USPS website under National Contest Awards. Detailed

information about entry is available from the National website.

The Compass Vol.1 No. 5 contained a reference to this material.

Now is the time to start to gather material for your Squadron

presentation. As the year progresses, you should edit and add

material in order to have a complete record of your Squadron

activity. At the Spring Conference 2011, submit your entry along

with an entry form to the District Public Relation Committee

Chairperson. The awards will be judged at the District level, and

then sent to National. District 5 will acknowledge winning entries

at the Summer Rendezvous, and we will wait until Winter Council

to learn the National winners.

This year three submissions were received. One was a formal

scrapbook, another was a Power Point presentation and the third an

electronic scrapbook. All have been submitted to National for

evaluation.
