diversion to value added applications, reduced feedstock costs, expanded “green” markets for

recycled/reusable products, rural economic development.

• II. Capital Investment: facility expansions, facility startup, equipment modifications,

leveraged dollars.

• III. Secondary Materials or Reuse Manufacturing Capacity: new manufacturing capacity for

recycled/reusable products, substitution of secondary materials in manufacturing,

commercialization of recycling or reuse products/equipment/technologies.

• IV. Secondary Materials Utilization: quantifiable amounts and types of waste materials

recycled/reused in value added manufacturing applications (previously unrecycled), waste

reduced/abated.
