ADCO
• European cooperation on market surveillance takes
place through informal groups of market surveillance
authorities, called Administrative Cooperation
Groups (AdCos). They meet several times per year
to discuss market surveillance issues in their area of
competence, and to ensure efficient, comprehensive
and consistent market surveillance. The AdCos may
also choose to extend their remit to encompass other
relevant bodies on a case-by-case basis (e.g. testing
laboratories, inspection and certification bodies and

ADCO Objectives
• To guarantee proper and uniform application of the
provisions of the legislation within the Single Market
• To increase the efficiency of market surveillance
throughout the Single Market bearing in mind the
existence of different systems in EU countries
• To establish appropriate communication channels
between national administrations and the
Commission
• To setup and coordinate common actions such as
cross border market surveillance activities

• To exchange views, reinforce cooperation on
conformity assessment practices as well as
individual cases, and solve practical problems
• To develop common practices and methodologies
• To inform each other of national methods and
activities to develop and promote best practices
• To identify issues of shared interest relating to
market surveillance and suggest common
approaches on these.

ADCO Co Ordination
• The Commission supports and organises cooperation
between the market surveillance authorities. There are
currently more than 25 AdCos. Each group meets once,
twice or more times per year. The groups work to a
great extent autonomously.
• Furthermore, the Commission regularly organises
horizontal meetings in Brussels where the Chairpersons
of the different AdCos participate. These meetings aim
at promoting cooperation and exchanges of views, and
helping AdCo chairpersons in their work.

Prosafe
• PROSAFE (Product Safety Forum of Europe)
is a non-profit professional organisation
for market surveillance authorities and officers
from throughout the EEA. Its primary objective
is to improve the safety of users of products
and services in Europe.
• Joint Market Surveillance Actions coordinated
by PROSAFE are primarily funded by the

• Ensure an effective level of formal networking
with various international bodies as well as other
organisations within and outside Europe.
• Continue to provide a practical forum for
exchanging information through various means,
including PROSAFE meetings, discussions and
networking between all respective members
whilst employing a maximum of discretion

• Strive to act as an initial platform for certain
European projects, building up the necessary
initial infrastructure and informal feedback on
certain issues that require a focus approach.

safety within the EEA.

Rapex
• The Rapid Alert System for non-food dangerous
products facilitates the rapid exchange of information
between national authorities of 31 countries and the
European Commission on dangerous products found
on the market.
• The Commission publishes a weekly overview of the
alerts on products reported by the national authorities.
They include information on the dangerous products
found, the risks identified and the measures taken in the
notifying country in order to prevent or restrict their
marketing or use.

• Market Surveillance Directorate is the Maltese
Rapex contact Point.
• In charge of notifying dangerous products and
chase after other member states’ product
notifications.

ICSMS
• The Information and Communication System
on Market Surveillance (ICSMS) is an IT
platform to facilitate communication between
market surveillance bodies in the EU and in
EEA countries. It quickly and efficiently shares
information on non-compliant products, avoids
the duplication of work, and speeds up the
removal of unsafe products from the market.

ICSMS Objectives
ICSMS helps market surveillance authorities to:
• exchange information on market surveillance measures
quickly and efficiently;
• coordinate activities and inspections more effectively;
• share resources and to test products which have yet to
be tested;
• carry out wide-scale market interventions on dubious
products. These interventions use the latest information
to avoid duplicate inspections;

• ensure that market surveillance is efficient and
uniform across all EU countries to prevent the
distortion of competition;
• establish an encyclopaedia of EU market surveillance

CPSC
• Consumer product safety commission. USA
equivalent of product safety market surveillance.
• CPSC is charged with protecting the public from
unreasonable risks of injury or death associated with
the use of the thousands of types of consumer
products under the agency's jurisdiction. CPSC is
committed to protecting consumers and families from
products that pose a fire, electrical, chemical, or
mechanical hazard.
