1. NCI Agency requests the assistance of the Nations and their Industry to identify potential COTS/GaTS solutions available to meet the NATO requirement for providing SATCOM Ground Segment Electronic Protective Measures (EPM) Modem Systems. This Market Survey is being issued to identify potential solutions and possible suppliers for NATO's enhancement of the SATCOM Ground Segment. This project will provide new EPM modem systems (EMS) for the Alliance's new 4th generation Transportable Satellite Ground Terminals (TSGTs) and new Deployable Satellite Ground Terminals (DSGTs) as well as for enhanced anchor capabilities. The project will also provide additional EMS capability for the upgraded 3rd generation TSGTs to allow simultaneous dual satellite operation.
2. In addition to the firms noted in Annex D of this letter, NCI Agency requests the broadest possible dissemination by Nations of this Market Survey Request to their qualified and interested industrial base.

3. A summary of this emerging requirement is set forth in the Annex B attached hereto. Respondents are requested to reply via the questionnaire at Annex C. Other supporting information and documentation (technical data sheets, marketing brochures, catalogue price lists, descriptions of existing installations, etc.) are also desired.
4. The NCI Agency reference for this Market Survey Request is MS-CO-14672-SATCOM, and all correspondence and submissions concerning this matter should reference this number.
5. Responses may be issued to NCI Agency directly from Nations or from their Industry (to the staff indicated at Paragraph 8 of this Market Survey Request). Respondents are invited to carefully review the requirements in Annex B.
6. Responses shall in all cases include the name of the firm, telephone number, e-mail address, designated Point of Contact, and a NATO UNCLASSIFIED description of the capability available and its functionalities. This shall include any restrictions (e.g. export controls) for direct procurement of the various capabilities by NCI Agency. Non-binding product pricing information is also requested as called out in Annex C.
7. Responses are due back to NCI Agency no later than 17:00 Brussels time 13 November 2017.

9. Product demonstrations or face-to-face briefings/meetings with industry are not foreseen during this initial stage. Respondents are requested to await further instructions after their submissions and are requested not to contact directly any NCI Agency staff other than the POC identified above in Paragraph 8.
10. Any response to this request shall be provided on a voluntary basis. Negative responses shall not prejudice or cause the exclusion of companies from any future procurement that may arise from this Market Survey. Responses to this request, and any information provided within the context of this survey, including but not limited to pricing, quantities, capabilities, functionalities and requirements will be considered as information only and will not be construed as binding on NATO for any future acquisition.

ANNEX B Summary of Requirements
Project ID 2016/0CM03121, CP9A0130
NATO has a pool of Transportable Satellite Ground Terminals (TSGTs) and Satellite Ground Station (SGS) anchor terminals that are currently equipped with Electronic Protective Measures (EPM) modems that support operations under jamming conditions. The current generation of EPM modems are compliant with ST ANAG 4606 Edition 2 for serial mode of operation or Edition 3 for IP mode of operation.
NATO is expanding the number of TSGTs and corresponding anchor capability and also has plans to procure new generation of Deployable Satellite Ground Terminals. For all these new capabilities new EPM modems will be required that need to be backward interoperable with the existing STANAG 4606 Edition 2 and Edition 3 EPM modems.
The key capabilities to be provided through deliverables of this project are:
• The EPM modems shall support serial mode of operation as per STANAG 4606 Edition 2 and shall support IP mode of operation as per STANAG 4606 Edition 3.
• The EPM modems shall be delivered as a full system including local modem controllers.
• The EPM modems (excluding local controllers) shall not exceed 1 rack Unit (RU) in height and shall include a serial baseband interface (for serial mode of operation) and an Ethernet baseband interface (for IP mode of operation). In addition the EPM modem shall support a multi-carrier demodulator that can support not less than 4 receive signals.
• The EPM modem shall include as a minimum an L-band Radio Frequency (RF) interface with at least 500 MHz of operating bandwidth.
• Quantity 100+ new EPM modems are required.
• Modem installation in the TSGTs, DSGTs and anchor SGS is not foreseen, at the moment, to be performed by the provider.
• The expected contract award for the EPM modems is December 2018.

1. Do you produce an EPM modem product compliant with the specifications of Annex B, in particular the capability to interoperate with existing modems in ST ANAG 4606 Edition 2 or Edition 3 mode? If so, please specify the name and type of the product. If not, please list any EPM modem products that are deemed to be close to the specification and state the functional or performance deviations where relevant.
2. Provide the detailed functional and technical specifications of the EPM modem product, including size, power, interface specifications and Reliability figures (MTBF) with applicable environmental conditions.
3. Is your EPM modem product based on a software defined implementation? If so, does your modem support other waveforms and can new waveforms be developed and installed in the future?
4. Are you considering developing a waveform compliant with Draft STANAG 4606 Edition 4? If so, when would such software version be available?
5. Does your EPM modem product require the use of an external modem controller (such as a computer), in order for the modem to be configured and monitored?
6. Does your EPM modem product require the use of a system planning capability (software and workstation) to prepare modem configuration files that will allow a synchronized EPM modem operation?
7. Is your product part of one or more NATO nations' military inventories or is it currently under military or government contract with a NATO nation? If so, state the number of units in the inventory and describe the support framework and processes that are currently in place to support those units.

8. Has your EPM modem product received any NATO nation-specific certification for operating, or approval to operate, over X-band, Ka-band, or Ku-band payloads? If so, state the applicable certifications or approvals.
9. Has your EPM modem product been security accredited by your national security accreditation authority? If so state the accreditation authority.
10. Please provide a Rough Order of Magnitude (ROM) pricing schedule for the EPM Modem product, including any modem controller capability and network planning software. If applicable also please provide a ROM cost estimate for a future upgrade to the STANAG 4606 Edition 4 waveform.
11. Do you have a Service Level Support arrangement to perform level 3 maintenance task for the EPM Modem product for at least 10 years after delivery? If so provide a ROM cost estimate of the yearly support cost for the required quantity of modems.'
