www.census.gov/geo/landview/ (entire US on 2 DVDs at $129) or http://atlas.lsu.edu/landview5/ (one state at a time for free)
Download additional county maps for free at http://web-services.gov/mmaps/index.htm

As you zoom in, MARPLOT automatically downloads any needed local maps and displays them

layer, bring in the photo and geo-reference (a long process taking several steps)
