  • Milit ary ventures and armed aggression of thefascist type are the main features of the presentforeign policy of the Soviet revisionists. The occu-pation of Czecho slovakia and the barbarous provo-cations alon g the Chinese border are two but notthe only tangible examples of the most typical kind.Th ey are expressions of the practical implementa-ti on of the ill-famed policy of dictating and blackmail-ing through the use of military pressure the Krem-lin leaders practise towards their «allies» and othercountries. They are the concrete implementation ofthe Soviet-U.S. joint imperialist strategy to dividezones of influence and to have the world dominatedby these two great powers.

These recent years and , particularly, pri or toand after the occupation of Czechoslovakia, the ar-mymen have been playing a decisive role in Sovietforeign policy, and they cannot act but militarily.by military methods. Military blackmail lies at theroot of the activity of the Soviet revisionist leaders:the ir reasoning out and solving every problem ofthe irs lie in deductions and aggressive military ac -t ions. Th e political. ideological and economic rela -tions with their satellite allies are all based on the

  • Warsaw Treaty which has become the principalweapon of their blackmail. «If you refuse to ac-quiesce without demur, I either overthrow you byintrigues within or put in motion the Soviet Armyguised under the label of the Warsaw Treaty andoccupy your country». This is the whole politicalconcept of this fascist militarist band holding swayin the Soviet Union. All the satellites are scared bythis threat and no one of them likes it, but theyare placed under the iron grip of the Soviet chief-tains.

Of course, the renegade leaders of the SovietUnion did not chose the course of military venturesof their own free will. They resorted to extrememeasures of violence since they could no longerrule by peaceful means, since their fraudulent de-magogy could no longer hold water. The seriouscrisis which has beset the whole revisionist front, the disintegration, confusion and degeneration of itsranks has placed the new Kremlin czars before thealternative of either admitting their complete failurein both the domestic and foreign policy, a thingwhich they are reluctant to do, or resort to militarystrokes in order to maintain their existence so-mewhat longer.

The stationing for more than 20 years of So-viet military forces in East European countries, areplica of NATO's U.S. bases and troops stationedin Western Europe, is a typical example that goesto show in all clarity that the Soviet revisionistclique intends to force its dictate on the peoples ofthis zone by its armed forces.

How can present day Czechoslovakia be called

  • a socialist country when it cannot live freely andindependently and stands seemingly in need of So-viet troops to safeguard «socialism» and protect the

  • munist China with allegedly maintaining relationswith Bonn.

Likewise, in its great zeal to flare up its anti-Chinese campaign, the Moscow propaganda is somean as to call the glorious People's China as so-mething similar to «Mongolian hordes». But theworld is not deceived by such racist insinuations. Not a single Chinese soldier is stationed beyondChina's boundaries, whereas Soviet troops are sta-tioned in many foreign countries. How meaningfulis the gesture of Mao Tse-tung's Chinese People'sLiberation Army which came to the aid of theCorean people and, when the latter came off vic-torious over the U.S. aggressors and puppet Syng-man Rhee, not a single Chinese soldier stayed onin Corea!

The Soviet revisionists who station troops inother countries justify this by the U.S. and WestGerman danger. But has a similar danger from theU.S.A. and Japan not existed and does it not stillexist for Corea?

The shadow of tanks the Soviet revisionists havecast on other countries, the repeated movementsof armed units or the frequent military maneuversas well as the presence and movements of the So-viet Fleet in the Mediterranean, the Atlantic andPacific Oceans have but one purpose - to subjugateothers to the Soviet hegemony and dictate.

What other meaning could be attached to thelarge scale maneuvers of the Warsaw Treaty whichare taking place in some satellite countries, exceptthat of intimidating and reminding them that theyshould submit to the rule of the Soviet revisionists?

  • Marshal Yakubovsky pays frequent visits to the ca-pitals of the Warsaw Treaty countries. But thepresence of this revisionist raven foreshadows evilwherever it appears. Through Marshal Yakubovsky, the Soviet revisionists act just as Dulles used toact in his time. But Dulles was USA Secretary ofState and used to conceal his military aggressiveschemes in a diplomatic pouch while Yakubosky poststhem on his hat, on his shoulder straps, on themedals that cover his chest. This commander ofthe Warsaw Treaty has become an itinerant war-monger going stale, a ridiculous «bugbear» goingfrom one place to another in the countries writhingunder the heel of the Soviet revisionists for thepurpose of threatening them by armed forces, ofoccupying, of hatching up military-political putches,of exerting economic pressure on and extortingconcessions from them for the Kremlin ruling cli-que.

Yakubovsky goes from Poland to Hungary, fromHungary to Bulgaria, from Bulgaria to Czechoslo-vakia, from Czechoslovakia to Rumania and vice-versa, inspects the Soviet forces of occupation, or-ganizes the Soviet network of agents in the ranksof the «allied» armies, checks the political situationin every satellite country and takes pressure steps. It is alleged that he makes arrangements for ...jointmaneuvers» but his obscure doings tend to makingarrangements for or carrying out armed interven-tion. The maneuvers Yakubovsky organized lastJuly in Czechoslovakia were the prelude of theAugust 21 event.

The policy of military blackmail is not pursued

  • by the Soviet revisionists within the ranks of ..War-saw» alone, and Yakubovsky is not the only bugbearroaming from place to place in Europe. trhere isalso bugbear Grechko who. in his capacity as theMinister of Defense of the Soviet Union, travelsto Cairo. Beyrut, Algier, Damascus, Irak, Pakistanand. of late, to India with tanks and military plansin his pouch. All the movements of his reflect themilitary aggressive intentions of the Kremlin re-visionists, to adjust these countries to theirplans. not to solve the acute problems of thesecountries except in compliance with Soviet-U.S.interests and to make preparations for aggressionagainst the People's Republic of China.

But the Soviet revisionists can no longer in-timidate anyone by their bankrupt policy of black-mail and pressure. by their bayonets. Their ventureshave failed and will fail with disgrace as they comeup against the determination of the people, againstthe latter's determined struggle in defense of theirhigher interests, freedom and independence. in de-fense of their rights to be masters of their owncountries. The best rebuff to the militaristic, ventu-resome and provocative policy which the Soviet re-visionists pursue and which is based only on theforces of arms, has long been given by Albania whenit bravely withstood Nikita Khrushchev's pressure, intervention and threats. when it denounced theWarsaw Treaty which the Brezhnyev-Kosygin cliquehas turned into a mere instrument for aggression. This policy has now of late received another firmrebuff from great People's China during the Sovietprovocations at Ussuri.

  • The Soviet revisionists had pinned their hopeson such armed provocations as those at Ussuri tointimidate socialist China and to halt its triumphantmach towards communism. But the contrary hap-pened. Brezhnyev's band «went in to get wool butcame out with their hair clipped» as the saying goes.In their flagrant crime the Soviet renegade leaderscame up against the powerful fist of the 700-millionstrong Chinese people who. united to a man aroundtheir Communist Party and their great leader, out-standing Marxist-Leninist Mao Tse-tung, rose allup to defend unflinchingly their socialist country,to make short work of the enemy daring to attackgreat People's China.

By their anti-China provocations, the Moscowrevisionists sought to trump up the myth of «threatsfrom the East». in order to tighten the screws ontheir European satellites, to consolidate the latters'military and political subjugation. to ensure the lat-tel's' support for the new ventures they plan toundertake. But the Warsaw Treaty meeting whichwas to realize the hopes of the Kremlin chieftainswas a complete fiasco. There, it became clear thatMoscow's revisionist allies are by no means willingto join in the anti-China schemes of the Soviet lea-dership, inasmuch as this would make more un-bearable the yoke of the Soviets which is quiteunbearable as it is.

The global strategy of the hegemonic expansionof the Scviet revisionists through aggression is nowquite evident. The first stage of realizing it passesthrough the complete military domination of theterritories included in the so-called Soviet zone of

  • influence under the guise of the Warsaw Treaty. The Soviet revisionists hope to take this first ven-turesome step without pain and without repercus-sions on the Soviet-U.S. alliance. The attitude ofthe U.S. government, more benevolent than indiffe-rent, is a sufficiently concrete example. The «Callfor European Security» made to the European ca-pitalist countries by the Soviet leaders on behalfof the Warsaw Treaty at the Budapest meeting isalso in line with this. Assuring the European upperbourgeoisie and, above all, the U.S. imperialists, oftranquillity along the military frontiers between theNATO and the Warsaw Treaty countries, they askthem to remain neutral while the Moscovite czartries to establish «order» in his estate in the East.

«European Security», as the revisionists view it,means to preserve the present status-quo. that is, toensure the Soviet-U.S. alliance in order to maintainintact the dominating positions the U.S. imperialistsand Soviet revisionists hold now in various Euro-pean countries.

A lot is said and vritten, more often in therevisionist and less so in the imperialist propaganda, about doing away with NATO and the WarsawTreaty. But all this hubbub is speculation pure andsimple, a sheer bluff. Everybody understands bynow that «proposals», «appeals» and the like to doaway with blocs is out of the question inasmuchasthey are kept on foot precisely for the purpose ofsafeguarding the special interests of U.S-Soviet im-perialism in Europe and of perpetuating this statusquo.

The Soviet leaders have long been prowling

    10

  • around Rumania like wild beasts in an open andscandalous way. Pressures are now undisguised.~Rumania must be occupied like Czechoslovakia» -this is the objective of the Soviet revisionist gang-sters. The militarist adventurous policy of the So-viet revisionist chieftains, however, has come upagainst the determined resistance of the Rumanianpeople, of the Rumanian working class who arecourageously opposing the attempts of the Sovietrevisionists to intervene in their country. The latterare now in an awkward position. hesitating to re-peat the stale Czechoslovak game which explodedinto their hands and brought so much trouble, dis-grace and failure upon them. The Soviet revisionistswant to occupy Rumania but not in the way theyoccupied Czechoslovakia. They want this to takeplace with the consent of the Rumanian peoplewithin the «regular framework» of the WarsawTreaty. They have militarily occupied Bulgaria; thisis already done due to the betrayal of Zhivkov'sclique. This occupation has been carried out indead silence. They want to do the same thing inRumania, but in order to achieve this, they mustwin over the Rumanian leaders who refuse to fallin line with them. They try to bring them aroundthrough cajolery, putches, conspiracies and threatsof all kinds. Our people have a bitter experienceof the various and sophisticated ways the Sovietrevisionists have used against them, ranging frominciting the anti-Marxist and anti-Party elementsto resort to subversion to even exploiting the pre-sence of some Soviet women in Albania for purposesof espionage.

At the same time they are making use of the

    11

  • Warsaw Treaty charter. The reason why they insiston carrying out military maneuvers on Rumanianterritory is clear. They are looking for a pretextto cross over to Rumania «legally» and stay onthere indefinitely and thus complete the occupationof «allied» countries and hedge round the «Warsaw»concentration camp.

The international conjunctures are not favorablefor the Soviet revisionists to carry out their «Ru-manian plan», especially after their occupation ofCzechoslovakia, therefore, for the time being, theyhave taken upon themselves the task of urgingRumania to affirm its membership in the WarsawTreaty with all its «rights» and obligations and.thus, take part in all the maneuvers which the«armies» of the Warsaw Treaty hold in any alliedcountry. Hence, the other «task» so much to theliking of the Soviet renegades, to carry out ma-neuvers on Rumanian territory as well.

That is why bugbear Yakubovsky travels to andfrom Bucharest accompanied also by Kuznetsov, the alleged political lieutenant of the Kremlin kings. It is on these boards that the chess games are beingplayed.

Under the present situation, when the Sovietrevisionists have unsheathed their sword andthreaten those countries which do not submit totheir dictate with armed intervention, the Rumanianpeople are justified in jealously defending theirfreedom and national independence. We are surethey will never allow anyone daring to encroachupon and trample underfoot their most sacredthings, their freedom and national independenceand the achievements of socialist revcluticn,

  • In his February 28th electoral speech in Bucha-rest N Ceauscescu stated: «Whoever would dare toinfring~ upon our socialist achievemen~s.will comeup against the resistance of a 20-mllhon strongpeople, closely united, determined to selflessly fightwith might and main and with all the means attheir disposal in defense of their lives, of theirsacred right to freedom.»

The Rumanian people are fully justified in arm-ing themselves and being always prepared to copewith any direct or roundabout assault by the Sovietrevisionists.

Despite the divergence of an ideological charac-ter we have with the Rumanian Party and Stateleadership on many issues. the Albanian people andtheir Party of Labor firmly back the just resistanceof the fraternal Rumanian people and the Rumanianworking class against the aggressive intentions ofthe Soviet chauvinists and their followers, againstany blackmail or provocation, overt or covert, thechieftains of the Soviet Union might resort to inorder to subjugate Rumania. Whatever may hap-pen, we will always be on the side of the Rumanianpeople, on the side of the Rumanian working class.

A certain resistance, in one form or another, isnow being observed also in revisionist countriesagainst Soviet hegemony, against the political, eco-nomic and military pressure by the revisionist lea-dership of the Soviet Union. They are being check-mated in almost every move they make, Czechoslo-vakia is quite a significant example. Seven monthshave passed by since the armed intervention butthe Czechoslovak people have never succumbed, have not submitted to the dictate of the revisionist

    13

  • Soviet leaders. Boycott and complete isolation ofthe invaders, a downright expression of resentmentand daring manifestations against invasion have nowbecome a powerful weapon against the intrudersupon their homeland. Tanks sent by the Brezhnyev-Kosygin clique cannot nor will ever be able tosuppress the freedom-loving spirit of the Czechos-lovak people. The longer the foreign troops of oc-cupation stay on in Czechoslovakia, the more fre-quent become the interventions in Czechoslovakia'sdomestic affairs, intrigues and pressures by the re-visionist invaders. the more solid becomes the unityof the Czechoslovak people, the firmer becomes theirdetermination not to kowtow. not to recoil beforethe pressures. intimidations and blackmail of theirenslavers. The recent demonstrations which haveswept over the whole of Czechoslovakia in protestof the country's occupation by the revisionists. isanother proof that the Czechoslovak people are notsubjugated by either Grechko's and Yakubovsky'stanks or the capitulation and collaboration of theDubchek-Svoboda clique.

But it is not only the Czechs but also the Hun-garians, Poles and Germans who are reluctant tojoin in the new adventures of the Soviet revision-ists. They are now looking for ways and means tokeep clear of Yakubovsky's fascist military yokeand then resort to all kinds of maneuvers to dodgeMoscow's hateful pressure and dictate. Their cal-culations are simple: the more troubles for Kremlinthe easier it will be for them.

Next to Rumania, the policy of the expansionisthegemonic objectives of the Soviet revisionist lead-ers threatens also Yugoslavia. The Soviet revisionist

    14

  • clique have now conjunetural contradi.etions with t~eBelgrade revisionist leaders. Irrespective of the basisand aims this involves, it is a fact that the YugoslavTitoites have opposed and are opposing the hegemonyof the Soviet revisionists in the East European coun-tries. Hence the friction with them.

Pressures and threats towards Yugoslavia haveincreased especially prior to and after interventionin Czechoslovakia. They are spurred on by the So-viet revisionists and their Bulgarian satellites as acounter-weight towards Tito who raises trouble tothem in attaining their ends towards Rumania asearly and in as an easy-going way as possible.

But irrespective of whether the Moscow andBelgrade rulers will fall out definitely or reconcilewith and embrace each other again, one thing iscertain: the Kremlin chieftains are well aware that.an eventual assault by them on the Yugoslav bor-ders will come up against the fierce and heroicresistance of the Yugoslav peoples who have foughtfor freedom and independence against foreign in-vaders all along their history. An aggression by theSoviet revisionists against Yugoslavia will spell di-saster for them from all viewpoints.

The political and ideological demarcation lineseparating us from the present Yugoslav leadershipis now well known. But the Albanian people, strictlyabiding, by the principles guiding them and, at thesame time remaining true to their freedom-loving,progressive and anti-imperialist traditions of longstanding, will support without hesitation, just asthey have done in the past, the resistance of thepeoples of Yugoslavia to aggression.

It is now obvious that, just as Hitler did, the

    15

  • revisionist clique of the Soviet Union are getting uI>one adventure after another, so as to arrive at agreat conflagration with China as the ultimate tar-get. At the present stage, as we mentioned above, the Soviet revisionists are seeking to dominate theirallies militarily in order to ensure, so to say, theinternal front. But if this has been easy-going forthem sofar. a further adventurous step, an attackon Yugoslavia and Albania, will not only cost theSoviet revisionists dearly but would certainly bethe prelude to a great world war, because neitherYugoslavia nor Albania are soft figs that can beeasily swallowed by Grechkos and Yakubovskys. They are hard nuts to crack.

This second stage will not only result in a mi-litarv defeat for them but it will also have disastrouspolitical consequences all along the front where theSoviet revisionists try hard to preserve their maskas an anti-imperialist power, as a liberation force.

Socialist Albania and the Albanian people. guid-ed by their Party of Labor, are inviolate and willcrush to smithereens anyone daring to attack them.«There have not been born yet, either yesterdayor today, those men,» Comrade Enver Hoxha hassaid, «who would intimidate the Albanians! Alba-nia's frontiers and the Albanian territory are de-fended by a people and party who would showerbullets into the mcuths of all these who would dareto lay hands on them.»

The Soviet revisionists and their allies are wellaware that Albania is not alone; they can entertainno illusions whatsoever, especially about the last-ing friendly ties and unbreakable alliance bindingthe Albanian people to the Chinese people. An

    IG

  • ttack on Albania will have to reckon with greatPeople's China. «If the U.S. imperialists, the modernSoviet revisionists and their lackeys.. Chairman MaoTse-tung has declared. «will dare touch Albania inthe slightest nothing lies ahead for them but aomplete, shameful and inevitable def'eat..

The adventures the revisionist clique of the So-viet Union are up to bring them closer to and linkthem more and more with the U.S. imperialists inconsolidating the Soviet-U.S. alliance whose mainobjective is to encircle and make short work ofChina. But the great adventure against China. shouldthey dare to undertake it. would be. at the sametime, the end of imperialism and revisionism asa whole.

The Soviet revisionists are hatching up nu-merous aggressive schemes. But their way is blockedby insurmountable obstacles which will lead themwithout fail to one defeat after another up to theircomplete destruction. We believe that the Sovietpeople themselves will not tolerate either to beplaced in the role of the nazi German hordes inthe attacks which Hitler mounted on other peoplesand, first and foremost. on those of the Soviet Union. The great Soviet people, the Russian working class, the working people of the Soviet Union as a wholewho possess great revolutionary traditions and whohave given proof in the past of their proletarian inter-nationalism, will not allow themselves to be turnedby the renegade Brezhnyev-Kosygin revisionistclique into invaders and robbers of the freedom ofother peoples. By no means will they tolerate thehomeland of the October Revolution, the homelandof Lenin and Stalin and of the Soviets to be turned

    17

  • back to the Russia of the Czars, to be turned intothe gendarm of world reaction. We are convinced thatthe glorious ideas of Marxism-Leninism remainingalive in the conscience of the rank and file of theSoviet people, can never be quelled no matter howruthless the revisionist oppression and no matterhow diabolic the propaganda of the clique of usur-pers reigning in the Kremlin may be. The peoplesof the Soviet Union are faced with a great historicalresponsibility, perhaps the greatest ever faced bythem. The alternative for them is to either sidewith the freedom-loving people, against the aggres-sive plans of the traitorous Soviet revisionist cliqueor with the latter against the freedom and inde-pendence of peoples, against revolution and social-ism. We believe that they will chose the path ofhonor, that they will again raise the banner of re-volution and rid themselves of the revisionist pestwhich has beset them.

The Kremlin chieftains base their expansionistpolicy and aggressive plans on the force of tanks. But the present Soviet army, which is under thecommand of degenerated military cliques and whichis guided by a treacherous ideology based on repri-sals and the policy of bayonets. has not and cannothave that compactness, that warlike spirit and thatforce which it had against the Hitlerites when itwas under Stalin's command.

At that time, the Soviet Army had these qua-lities. inasmuch as it and its wars themselves wereof a liberation nature. It has now lost them becauseit is no longer guided by Marxism-Leninism andby the principles of proletarian internationalism. BothL-enin who led the October Revolution and Stalin

    18

  • who led the Great Patriotic War of the SovietUnion had great respect for and confidence in therevolutionary and liberation struggle of the workingclass and the peoples of the world who rendereda valuable contribution to the victory of the re-volution of the Russian proletariat and to the des-truction of fascist Germany.

The present Soviet military clique has gonesofar in their reactionary stand as to under-rateindeed this great fighting force in defense of free-dom, democracy and socialism. What was true andreal in the correct assessment by Lenin, Stalin andthe Bolshevik Party of the Soviet Union when theyspoke of the contribution and aid rendered by theworld proletariat and peoples has now become anempty slogan in the lips of the revisionists. Therenegade chieftains of the Kremlin think that thevital, vigorous and invincible force of the workingclass and peoples, in case of aggression by them, will not be able to cope with the brutal force ofthe new fascists. Herein appears in all clarity themegalomania of this clique of degenerated generalsand marshals who use the real historical past ofthe Soviet Army only as a thing to brag about andfor political speculations.

In fact they have reduced the Soviet Army toa lamentable state and are leading it to that ca-tastrophic path along which the bourgeois armymen- Weigand, Petain and others, reduced the Frencharmy which emerged victorious in the First WorldWar.

Hitler and Mussolini, too, entertained such me-galomaniac views of their military prowess, under-rating and belittling the resistance of the people.

    I!)

  • Based on this megalomania and erroneous calcula-tions, they imagined that they would oppress andsubjugate the peoples by a blitzkrieg. But the con-trary happened. And we remind the Soviet revisio-nists that it was not the Soviet Union alone thatexperienced the Hitlerite blitzkrieg and bombard-ments. This was experienced not less by the Alba-nian, Yugoslav and other peoples as well. Althoughwe were people of a small country, inspite of theirblitzkrieg and heavy assaults, the Hitlerites wereunable to rout or defeat us. We came off victoriousover them. It is true that we had the colossal mi-litary assistance of the Soviet Union and of otherpeoples, but if you, Soviet revisionists, will under-take adventures like those Hitler undertook againstus, we will not be alone and will beat you again. You will be equally isolated as Hitler.

The ~oviet repisionists are trumpeting abroadand accusing us Albanians of having allegedly for-gotten the great contribution the Soviet Army hasrendered to the liberation of Europe, Albania includ-ed. We are reiterating to these gentlemen once andfor the hundredth time the Albanian have not for-gotten and do not forget the role the Soviet Armyand Stalin have played and the contribution theyhave rendered to the liberation of Europe and ofAlbania from the nazi plague. But the present So-viet Army is no longer the Red Army of the OctoberRevolution and of the Great Patriotic Warof the Soviet Union, the present Soviet re-visionist party is no longer the party of theBolsheviks, of Lenin and Stalin. You betrayed therevolution and the glorious traditions of the SovietArmy while we, as genuine Marxist-Leninists and

    20

  • internationalists, have upheld and will uphold themto the end and without reserve.

The policy of blackmail and pressure pursuedby the revisionist leaders of the Soviet Union is tothe benefit of and encouragement to imperialismto further intensify its aggressive activity againstthe freedom and independence of the peoples, against the revolutionary movement of the workingclass in capitalist countries. It is a fact that. in asituation created by the betrayal of the revisionists.the U.S . imperialists are seeking by all the meansat their disposal, by the forces of arms, by dollars, through counter-revolutionary coups. intrigues. black-mail and so on to extend their political. economicand political domination over and enslave the peo-ples of Asia. Africa and Latin America. The revi-sionists want the people to withdraw and capitulateto the imperialists and accept their yoke withoutresistance.

But no one is fooled by this dirty propaganda.U.S. imperialism is the common. ruthless and dan-gerous enemy of all the peoples of the world. it isthe principal instigator of aggressions and wars.Therefore. the freedom-loving peoples and true re-volutionaries of all countries are not deceived andnever take the fight against imperialism off theirminds. They keep uniting and consolidating theranks of the anti-imperialist front and launch adetermined battle against the aggressive plans andactivities of the USA and international reaction fullyconfident of their ultimate victory. .

The Soviet revi sionist leadership is now in thegrip of unsolvable contradictions. The critical situa-tion in which they find themselves forces them to

    21

  • resort to adventures and to the open use of mili-tary pressure. At the same time, their policy ofadventure arouses everywhere a determined resis-tance and struggle on the part of the people whichmakes the situation still more critical for them. Andit cannot be otherwise. They have now taken theshameful path of fascist aggression which will leadthem nowhere else but to their doom. The peoplecannot long endure the invaders and the nativecliques sold off to the Soviets. The movement forresistance and opposition has long started; it willincrease, swell and furiously break forth also inthe open. The peoples they threaten by the forceof arms are not intimidated and will not yield topressure. They stand vigilant guard and are alwaysprepared to defend to the end their freedom andindependence, to deal deathblows at every aggres-sor, big or small, with or without modern weapons.
