From the Pastor’s Computer … This weekend there are three different topics for my bulletin columns. Although each are independent of the other two, there is a thread that connects them to each other. - Fr. Chuck Barthel

Three More Years! Archbishop Rozanski has asked me to serve another three-year term as dean for the South County Deanery. With the upcoming Strategic Planning Process, I suspect there will be a few additional meetings on my calendar.

Archdiocesan Strategic Planning Process

In his August 22nd column in the St. Louis Review, Archbishop Rozanski writes: “Having gotten to know the people of the Archdiocese of St. Louis over the past year, I’m now beginning to think about some structural elements of our mission. We build on a wonderful foundation! But we can’t be content with what we've done. We need to ask: ‘What’s the next right step?’ Part of the next step involves paying attention to structures.

Take two examples: 1) We’re set to cross a historic benchmark in the next few years. The number of active diocesan priests in parish work will match, and then dip below, the number of parishes we have.” (Currently, there are 178 parishes in our Archdiocese.) 2) Our two largest parishes in St. Charles County (St. Joseph in Cottleville & Immaculate Conception in Dardenne Prairie) serve the same number of Catholics as 23 parishes in the city. (There are 6 priests at those 2 parishes while there are at least 25 priests at those city parishes.) The number of priests and the distribution of parishes are structural elements of our mission that are on my mind.

Have I reached any conclusions about that? I need to say this as clearly as possible: No!

But are there structural questions we need to ask ourselves? We need to say together, with just a much clarity: Yes!

That’s why we are in the initial stages of preparation to conduct a comprehensive pastoral plan that will shape our mission. While there are no preconceived notions or decision that have been made, I know that this process will most likely result in the most dramatic recalibration of our Archdiocese in decades. Any changes that are made will be made in light of our ultimate goal—to enable missionary discipleship across our Archdiocese.”

The Strategic Planning process will take at least two years, and it has already begun. That’s why Fr. Chris Martin was asked to leave his pastorate to oversee the process. The Archdiocese has also reached an agreement with the Catholic Leadership Institute to facilitate the gathering of data. The Archdiocesan Pastoral Council has already participated in some listening sessions, the priests are in the process of completing a comprehensive questionnaire, and the Planning Process will be the topic for the October Pastoral Assembly.

There are two additional decisions that the Archbishop has made that will have some impact on all parishes of the Archdiocese during this two-year planning process. Decision #1: Save for health reasons or retirement, there will be a two-year moratorium on transfers / assignments. The reason for this is because the strategic plan will alter the type and number of parishes in the Archdiocese and rather possibly making a new assignment twice within two years time, the Archbishop is choosing to wait until the new structure is in place before making assignments.

Decision #2: Only capital projects that are required to repair or maintain current infrastructure in good working (and safe) order will be approved. Any projects related to expansions and capital improvements, as well as any other projects not directly related to safety issues, be deferred at this time. This includes projects for which funds have already been designated or raised.

As you can see by the above two decisions, the Archbishop is very committed to this planning process. 2026 will mark the 200th anniversary of the creation of the Diocese of St. Louis. That’s the target date for having begun the implementation of the Strategic Plan. Please pray that all of us will be open to the working of the Holy Spirit both during this process and wherever the visioning takes us. Fr. Chuck Barthel

The Process for Paying Some of Our Bills For most homeowners, these are the ways that things are bought and paid for: With cash or a check, with a credit card, or by transferring money from savings or money market account. If the cost is great enough, a loan may even be taken out. If the item is more a want than a need, sometimes decisions are made to either delay purchasing the item or not to purchase it at all. We do the same things here at the parish, with the difference being that each parish is to follow specific financial guidelines from the Archdiocese. Moreover, some of the language we use may be different than what you use at home.

Each year as our budget is drafted, the Finance Commission working in conjunction with Ann Garavaglia our business manager, determine what we may need by way of repair and maintenance for the various needs of our campus. These amounts are budgeted as part of the parish’s operating budget and are called operating expenses. (Two examples of operating expenses are tree removal & replacing the condenser in the walk-in cooler) Our Sunday Stewardship offerings (the General Fund) are the primary source of revenue for paying these expenses.

When a particular expense is greater than $5000 and it either extends the life of an existing asset (tuckpointing the building or sealing the parking lot) or the financial benefit of the expense is beyond a year (the new camera for livestreaming or storage cabinets in the parish hall), it is considered a capital expense. Many of our capital expenses are funded by the Major Project Fund.

As we looked at some upcoming capital expenses such as replacing 2 HVAC units for Church and the Parish Hall and repaving our parking lot, an appeal was made asking our parishioners if they could increase their donations to the Major Project Fund. Your response has been most generous. As of June 30, 2021, your donations to the Major Project Fund were nearly $28,000 greater than they were the previous year. Those donations raised our Major Project Fund balance to $120,250.

Connecting the dots … I am writing this article on Monday, Labor Day. This week is the week we are to receive the 2 new HVAC units for the Church & Parish Hall. The cost for those units and their installation is $45,127. Eventually, this money will be transferred from our Major Project Fund to our checking account.

Making 2 connections to the article on the Strategic Planning process: Even though there is a moratorium on building projects, we received permission to install the new HVAC units because they were considered essential for the comfort of our parishioners and the life of the building. At the same time, we are not able to apply for an Ensuring Parish Viability Grant this year because what we were hoping to use the grant for would be considered one of those “wish list” items.

There is one additional category for capital expenses. Those are items that also cost over $5000 but would be considered wish list or “would like” items. One example would be purchasing new vestments. Some of the sets we have are at least 20 years old and they have some wear and tear to them. Even though they were included in this year’s budget, if we were to buy them, we would ask parishioners to make a special contribution to a restricted fund. (This is what was done when the baby grand piano was purchased for Church 6+ years ago.) Rather than create a new account, if we chose to do a special fund-raising drive for a specific wish list item, we would add that money as a restricted fund to our existing Major Project Fund. Moreover, in light of the new moratorium on spending, I am not sure that we would receive permission to purchase the vestments. What the Liturgy Commission and I will need to decide is in what condition the vestments will be 3 years from now. When we made the special appeal for the Major Project Fund this past spring, there were some concerns that some of those funds would go to “wish list” items rather than the needed improvements and repairs that were presented when we asked you to increase your donations to the Major Project Fund. This is where I hope your trust me as your pastor, along with your trust of the Finance Commission and the Parish Council, is strong enough that you believe me when I say that we will not purchase wish list items with funds from the Major Project Fund. If we do a wish list project, it will be from revenue received from separate donations for a specific project. Between this article and the one on the Strategic Planning Process, you might feel overwhelmed by all the words and sentences. To think I was going to write one more article! I know that Mary Brutcher would have been feeling the stress as she met her one-day deadline. Anyway, take your time to digest the material. If you have any questions, send me an email. - Fr. Parish Nurses Corner Starting in September, our music ministry groups will begin their regular schedule of practices and Masses. All are welcome to join:

• Traditional Choir – this four-part harmony group sings selections from traditional hymns to contemporary worship songs.

• Contemporary Choir – this group of singers lead mostly contemporary worship songs and are joined by guitarists and other instrumentalists.

• Children’s Choir – this choir is currently on hiatus.

• Cantors – singers who lead the assembly in song when there is no choir present.

• Instrumentalists – we welcome parishioners high school and above, who play musical instruments to accompany at our Masses.

Blood Drive: Our next ImpactLife Drive is Tuesday, Sept. 28th in the parish hall from 2 to 7PM. Appointments are required. We are so grateful that slots are beginning to fill, already! A Tithing Thank you form CHADS (Communities Healing Adolescent Depression and Suicide): Raises awareness, provides education and coun-seling to identify and prevent depression and suicide in the St. Louis area.

Contemplative Corner #230

The notion of heaven requires a corresponding belief that there is an immortal element to creation, something at once intertwined with our material selves and yet able to transcend them. Contemplative practice helps us to recognize what is eternal within us, the “True Self” that is “hidden with Christ in God” (Col 3:3). It can be difficult to describe this True Self: most of our ideas of the self in eternity are little more than a transfer of the self as we presently understand it to an otherworldly realm. We want to imagine life with God as a “have your cake and eat it too” scenario in which we change little and yet find ourselves fully gratified. The reality is that there is much that we think of as “ourselves” which is, by its nature, transient and destined to pass away. This includes not only our bodies as we now perceive them, but also our thoughts and feelings. Stripped of these things, we can scarcely imagine ourselves as “being” at all. Yet, in those moments when we are lovingly detached from our thoughts and feelings in contemplative practice, we find that we are still loved and we still are – and always will be.

Food For Thought Peace and Justice Ministry

National Migration Week for 2021 takes place September 20-26, and will climax with the Vatican’s celebration of the World Day of Migrants and Refugees which always falls on the last Sunday of September.

The primary theme for this year’ WDMR is “Towards an ever wider “WE”. In his letter announcing this year’s theme, Pope Francis emphasizes that “this focus calls on us to ensure that “after all this, we will think no longer in terms of “them” and “those,” but only “us” (Fratelli tutti, no. 35). AND THIS UNIVERSAL US MUST BECOME A REALITY FIRST OF ALL within the Church which is called to cultivate communion in diversity.”
