    HOW TO USE THIS GUIDEWelcome to the Inclusive Just-in-Time Training (I-JITT) Field Training Guide for Team Leaders working in a mass prophylaxis/POD operation. This Guide was created to assist Team Leaders in delivering Just-in-Time Training to assigned personnel using an inclusive approach that addresses the following three principles:

    1) Learning dimensions (cognitive, behavioral, and emotional needs of responders)

    2) Learning styles (visual, auditory, kinesthetic)3) Cultural context (influences of individuals, groups,

    and organizations)

    • Sign in at check-in location and collect appropriate identification items.

    • Collect resources for responders (e.g. Go Guides, forms, writing utensils, personal protective equipment (PPE)).

    • Review notes taken during the operational period briefing.

    SAMPLE LANGUAGE“Welcome, and thanks for being here. Let’s start with some introductions [conduct team introductions]. Currently, our community is facing a public health emergency. We’re here today to protect the public from [insert information about agent/pathogen/threat]. We’ll spend the next thirty minutes or so going over general response information, and then we’ll spend another twenty minutes reviewing job assignments and practicing key job duties.”

    SAMPLE LANGUAGE“You should report directly to your Team Leader with any questions or concerns while working during your shift. This will help manage communication and information exchange in an efficient way.”

    “I would like to take a moment to talk about how this response is organized and who’s involved. There are other functional activities underway in this response. They include [describe teams involved in the response (e.g. intake, screening, dispensing/vaccination)]. All of these teams report to different Team Leaders, and there may be multiple Team Leaders for each of the functional activities in order to maintain a span of control of no more than seven responders per team.     By the end of this section responders will:• Understand that responder safety is a top priority• Know where to locate first aid and behavioral

    health resources• Know how to respond in the event of an on-site emergency

    SAMPLE LANGUAGE“The safety of responders is my number one priority as your Team Leader. Please keep the following safety principles in mind throughout your shift:

    • If you have a life-threatening emergency, call 9-1-1

    • Ensure you know how to use any assigned equipment

    • Stick to your JAS

    • Monitor your stress levels—do only what you physically and mentally can handle

    • Stay hydrated

    • Observe vehicle safety

    • Observe work-rest cycle

    • Report all hazards or incidents”

    “Some of you may come into close contact with exposed, or possibly exposed, individuals while serving in this response and it’s important that you take the proper precautions to protect yourself and others by washing your hands frequently and correctly wearing appropriate PPE [demonstrate appropriate use of PPE, if applicable]. The proper use and disposal of PPE is critical to infection control efforts.”

    EETSMASS PROPHYLAXIS/POD OPERATIONS JOB ACTION SHEETS (JAS)The following Job Action Sheets are guiding documents, only, and were developed for general functional activities, or teams, within a mass prophylaxis/POD operations. The position titles used are intended to be in compliance with the National Incident Management System (NIMS), yet general in nature, to allow for local adapting/tailoring based on health department needs and the expansion/contraction of the incident. For example, although “Team Leader” is used in the following JAS, the terms “Task Force Leader” or “Strike Team Leader” may be more appropriate depending on the size and scope of the event.

    Each JAS is based on function and not people. Some individuals will perform more than one job function during an emergency response (e.g. one individual may perform case investigation AND contact tracing) while other operations will require more than one person for each function. Not every investigation will require activation of every functional activity, yet a wide range of JAS are offered for more complex and expanding incidents.

    All check-in and check-out information was intentionally kept out of JAS and can be found under Section 6 in the Field Training Guide, or on p.5/6 in the Go Guides.

    Responsible for meeting safety and productivity expectations for a single POD during an operational period.

    REPORTS TO: Branch Director, Operations Section Chief, or Incident Commander as stated in Incident Action Plan (IAP) organization chart

    PREFERRED QUALIFICATIONS: Proven leadership experience; general knowledge of local plans for medicine and vaccination prophylaxis operations

    • Check in to established location• Review Incident Action Plan (IAP) and define Mass

    Prophylaxis/POD operation objectives in coordination with IAP priorities and goals

    • Determine strategies to accomplish objectives for the Mass Prophylaxis/POD portion of the IAP; design operational plans and determine resource needs

    difficult clients• Direct requests for additional resources to an appropriate

    PREFERRED QUALIFICATIONS: Licensed mental health professional, chaplain, crisis counselor, intervention specialist, or otherwise with appropriate licensure for specified duties; strong communication skills

    • Obtain I-JITT from Team Leader• Use PPE as directed by Team Leader• Set up station and ensure a private area to assist clients

    and responders• Provide mental health support, education, or therapeutic

    intervention, as needed• Refer persons to outside sources of support as necessary • Assist client or responder into or out of the POD, as needed• Respond to responders who identify an ill client• Conduct follow-up with client or responder, as appropriate• Document all therapeutic activities and actions taken• Direct requests for additional resources to appropriate
