Development Strategy

The strategy for the development of Lania is based on:

* The mobilisation of internal forces & advantages of the community to act as levers, namely:

the population increase identified in the past decade

the excellent natural and man-made environment

the rich cultural heritage that has survived to date


* On the multi-dimensional development of the community and its citizens, namely:

(a) The creation of structures and conditions for the development of the primary sector (vines, traditional products, vertical production)

(b) The creation of structures and conditions for the development of the tertiary sector (alternative tourism, promotion)

(c) The implementation of specific projects within the Core of the village that will put forward the traditional elements and will ensure the improvement of the natural and man-made environment, of accessibility and of movements for all users of the traffic system

(d) The integration of the Core, the surrounding area and the neighbouringcommunities within a global functional settlement

PROPOSALS FOR THE WIDER LANIA AREAOverview

Links between the Core and the wider area and its important landmarks

Footpaths:

• Core to the Oak: Chryssolanotissa Square – Potamos – Old Threshing Floor -Aghia Marina – Aghios Georgios – Oak of Tavlotos.

• Core to the Community Park: Chryssolaniotissa Square – Old School –Cumandaria Factory

• Upper Fountain – Old Police Station

• Sycamore Tree – Old Royal Oak: Sycamore Tree – Lower Fountain – Waterfalls – River – Old Bridge - Old Royal Oak

Road to Panaghia Valana

Improved road links to the neighbouring communities

Preservation and upgrading of important buildings, natural elemenst and ladnmarks

Those projects are supported by the accessibility scheme proposed (see below)

Open spaces

Linking and aesthetic upgrading of existing and proposed open spaces, namely:

Parking space in the Aghios Epifanios area

Parking space and square at the entry of the village

Old Cemetery, Cumandaria Factory, Old School

Surroundings of the Old Police Station

Old Threshing Floors


Main activities

Support to the creation of new activities to improve the viability of Lania

Creation of a Thematic Park for the promotion of the activities of the local population in the area of the Community Park

Linking the Old Fountain, the Waterfall and the River by a walkway leading to the Core

Transformation of the Old Police Station into a hostel; usage of its surroundings as a space for promotion and exposition of works of local and other artists

Upgrading of the football ground near the Community Park

Integration of all important cultural elements within walkways linked to the Core


ACCESSIBILITY SCHEMEConcept

The proposals focus on:

(a) Small scale interventions leading to the desired structural scheme

(b) The upgrading of the aesthetics, level of service and safety of the road and parking infrastructure

(c) The functional optimisation of the overall transport system (accesses, traffic, parking) for all users, pedestrians, drivers and passengers

(d) The minimisation of traffic-generated nuisances

Basic principles:

Traffic and parking inside the Core is allowed only for card-holding residents and workers; deviation of through traffic from the Core

Sufficient supply of parking spaces for visitors on the perimeter of the Core

Priority to pedestrians on dedicated infrastructure; ensuring conviviality of pedestrians and motorised modes on the rest of the road network

ACCESSIBILITY SCHEMEOverview

Project P1: Core Accessibility Management Scheme

The circular road around the Core marks the limit beyond which motorisedvisitor traffic and parking should be banned. Inside the Core only residents’, workers’ and delivery vehicles are allowed using a license card.

Visitors are allowed to park only in the three collective parking spaces (2 existing and 1 proposed) on the perimeter of the Core.

All roads inside the Core are paved with cobblestone; thus, a network of conviviality among pedestrians and (limited) motorised traffic is formed.

A wide pedestrian network links the peripheral parking spaces to all important sites and landmarks inside the Core.

ACCESSIBILITY SCHEME

The proposed scheme should decrease motorised traffic inside the Core and, at the same time, ensure a better allocation of visitor traffic according to their entry points.



Project P2 : Collective Open Parking at the north-east edge of the Core

This space should cover the increased demand from visitors expected following the implementation of the development projects, while it will decrease overall walking distances.

Surface 3000 m2 (120 cars capacity)

The existing footpath should be upgraded to a high quality pedestrian walkway, so as to link the parking to the Core.


A second gate to the Core is added

The trace of the roads follows the borders of empty parcels as well as the trace of an existing country road

Total length of the 3 links is 1400 meters

Suggested right-of-way: 2 traffic lanes (7,00 meters) and 2 sidewalks of minimum width 2,00 meters each

Project P3 : Road Links at the Northeastern edge of the Core to the Valanaroad and the Provincial Road Lemessos - Platres


This walkway deviates the pedestrian paths to the Core from the main road to a dedicated safe and comfortable right-of-way.

The first leg of the walkway is located on the borders of existing parcels, while the second leg follows the existing footpath

Project P4 : Pedestrian Walkway to link the 2 parking spaces at the western gate of the settlement


Lighting of all public space used for movement or parking

Total horizontal and vertical signing according to the accessibility scheme

Information signs towards all the parking spaces and the important sites adequately located on all critical points of the road network

Measures regarding urban amenities (publicity signs etc.)

Rehabilitation of the old cobblestone surfaces within the Core

A uniform aesthetic approach is required for all the above, albeit with care not to overload the environment or the users
