1.0 INTRODUCTION

JT Environmental has been commissioned by Edith Pastoral Company to prepare an Air Quality Assessment for the proposed extractive industry use on the site for the extraction of hard rock material, with a threshold of 5,000 tonne to 100,000 tonne per year. The site is located over land at 310 Gregors Creek Road, Gregors Creek.

The subject site is identified as Lots 1 and 2 on RP75267; Lot 1 on RP15328; Lot 5 on RP41543; Lot 2 on RP99954; Lot 1 on CSH2113 and Lot 3 on RP84104.

The purpose of this document is to provide a detailed Air Quality Assessment (dust) using Ausplume Air Quality Modelling to determine the impacts from emissions discharged from the proposed use to identified receptor locations.

The intent of this Amenity Report is to ensure that the proposed development does not subject existing sensitive receptors to reduced air quality from the proposal.

Therefore this AQA seeks to determine:

1. Air emissions from proposed use, primarily dust generated from on-site operations;2. Ausplume modelling:- Estimation at existing residential receptors and associated impacts where

appropriate.

The topographical characteristics of the site, location and the orientation of the site facilitate sufficient attenuation from existing sensitive receptors which are located to the south-east.

Furthermore, the report modelling has been conducted based on the details provided by the applicant regarding plant and equipment, tools, quantities of vehicles and scale of the use.

1.2 LIMITATIONS OF THE AQA (AIR QUALITY ASSESSMENT)

It is stressed that this AQA does not negate the need for site Owner/s, or Managers of the use to continue to improve the environmental performance of any pollutant emitting activity. The conclusions of this report are provided to demonstrate the Air Quality Environment of the proposed site is suitable for the new use being applied for by the Town Planning application.

This proposal serves to locate a new extractive industry use (hard rock quarry) over part

of the land at 310 Gregors Creek Road.

2.3 SURROUNDING LAND USES

The subject site is located in the locality of Gregors creek, which falls with the local Government area of Esk. The site is well connected by the Brisbane Valley Highway which runs past the western boundary of the site from north to south, ultimately providing ease of access to local towns and larger cities. The area surrounding the site is used for primarily agricultural purposes, with a small number of residential sensitive receptors in the locality.

Two existing quarries are located to the north of the site, off Sinnamons Lane and to the north of Gregors Creek Road, an existing sand extraction operation is located on the Brisbane River to the north-west of the site adjacent to Gregors Creek Road, and an approved quarry is located to the north-west of the site on Gregors Creek Road. The Brisbane Valley Highway is located to the west of the site, and dense bushland within a State reserve adjoins the eastern boundary of the site as detailed in figure 1.

Based on these existing uses in the area, the reduced scale of the proposed use on the site, and the separation distances and attenuation opportunities that exist, the proposed site is considered to be suitable for the proposed use.

2.4 EXISTING ENVIRONMENT

The site is currently used for agricultural purposes as shown in the site photos in appendix c, with a large area of vacant land and dense bushland to the east of the site. A number of dams exist on site and as proposed by the applicant, these will be utilised as part of the new use for the plant operations.

The site is located within the Somerset Regional Council, under the former Esk local government area, and is contained in the Rural zone.

Furthermore, the closest sensitive receptor where monitoring has been conducted has the best line of sight to the area where the quarry is proposed (figure 1). As detailed by the aerial survey and confirmed from a site inspection, the locality is significantly void of sensitive receptors within a 1km radius of the site, ultimately providing adequate separation distances to attenuate dust emissions at these receptors.

2.5 PROPOSED DEVELOPMENT ENVIRONMENT

The following section outlines the proposed development environment to be located onsite 310 Gregors Creek Road with respect to the proposed quarry application.

The proposed site plan is shown in figure 4 and Appendix A.

This air quality assessment considers all activities to be carried out for the proposed Quarry, with an accumulative assessment included to demonstrate compliance with both the quarry and proposed concrete batching plant (separate application) in operation with respect to vehicle manoeuvring on-site and along the haul road, blasting of quarry walls, crushing and screening, and plant and equipment to be located on-site for operations. As mentioned these impacts will be assessed separately for each use and then cumulatively for a combined total assessment report of both applications.

The following outlines the equipment, various tools and machinery to be used for the Quarry.

2.6 SITE CHARACTERISTICS

Extractive Industries must be located in an area where they will not pose a hazard to the environment or the amenity of the local community.

The design incorporates specific features to minimise noise and dust emissions including;

All buffer zones between the proposed uses on-site and the sensitive uses in the locality are located no less than a separation distance 1.1km (figure 3 above);

Haulage routes are to be designed and planned so as to not create unnecessary nuisance to surrounding residences;

The existing dams are to be utilised as water treatment, polishing and irrigation purposes;

The siting of the proposed development utilises the surrounding topography as a means of reducing line of sight to existing residential dwellings as shown in figure 4 below where the landform screens a large proportion of the use area; and

The proposed hard rock extraction area has been reduced significantly from the previous proposal submitted for the site.

3.0 ASSESSMENT CRITERIA

3.1 AIR QUALITY

3.1.1 AIR QUALITY MANAGEMENT AND CRITERIA – EP (AIR) POLICY 2008

This air quality assessment has been completed in accordance with the Environmental Protection (Air) Policy 2008. The relevant air quality objectives from this policy are presented in table 2 below for assessment of impacts at sensitive receptors identified.

The air quality assessment of the proposed quarry requires ambient air quality data as close to the site as possible to represent the concentrations of particular matter in the area prior to development. The representative background concentrations in table 1 are added to the predicted concentrations at each receptor from on-site operations to demonstrate compliance with the relevant criteria.

The monitoring station adopted to obtain the relevant ambient air quality data for the Ausplume modelling was derived from the area of Jondaryan. This site was chosen as it best represents the subject sites rural landscape environment.

4.0 AIR QUALITY ASSESSMENT - AUSPLUME MODELLING

4.1 DUST ASSESSMENT MTHODOLOGY

This air quality assessment of the proposed quarry has been completed in accordance with the techniques for dispersion modelling and emissions estimation. All air quality predictions have been derived in full accordance with the legislative requirements and assessment methodology.

The assessment has focused on the air pollutants that are to be most critical in terms of potential impacts to air quality and amenity form such a use. Pollutants include PM10, PM2.5, and TSP has been incorporated into the modelling with the results presented in section 5.4.

In order to assess the dust concentrations at the identified receptor locations from the proposed quarry operations, detailed dispersion modelling was conducted using the regulatory approved AUSPLUME 5.4 Atmospheric Dispersion model.

Air quality modelling for sensitive receiving environments is generally completed when the emissions sources are known. The location of the new proposed facility on-site can be identified in this instance and appropriate coordinates utilised for the modelling scenarios. Based on the existence of these sensitive receptors, appropriate modelling can be completed to investigate potential design ground concentrations at the receiving environments from the proposed quarry.

The AUSPLUME model has been set up to estimate emissions over a 1500-metre x 1500-metres area that encompasses the identified residential receptors within the locality.

AUSPLUMES Rolling Rural with a surface roughness of 0.4 was utilised as this best depicts the land use category at the subject site and locality. The DEHP meteorological data file for Amberley was used as is most applicable to the site.

4.3 MODELLING APPROACH

The AUSPLUME model has been run using the Environmental Protection Agency meteorological date file for Amberley, which is considered to be the most appropriate meteorological data for the subject site.

The modelling output files are included as Appendix B.

Ausplume is one of the preferred plume dispersion models for use in air pollution modelling of releases from emission sources in Queensland. Ausplume (version 5.4) was used in this assessment. This model is a Gaussian plume dispersion model developed by the Victorian Environmental Protection Agency for use in Australian Meteorological conditions. The Ausplume Model considers a range of parameters that are relevant to atmospheric Dispersion.

The predicted ground level concentrations of dust emissions from the proposed quarry at the sensitive receptor locations have been compared with the relevant legislation requirements from the Environmental Protection (Air) Policy 2008. Best practice procedures for the management and mitigation of emissions of air pollutants from the proposed quarry operations have been implemented and recommended for the design.

The assumptions below have been utilised for modelling purposes:

The modelling has been completed assuming a 12 hour operation day for the quarry;

The emissions identified represent a worst case emissions within each scenario duringthe above mentioned hours; and

The vehicle haulage road is approximately 800metres with approximately 30 trips perday.

The applicant has implemented specific design features and practices for the quarry to reduce emissions from operational activities. These practices have been incorporated into the dispersion modelling.

4.4 RECEPTORS

A series of gridded receptors for the proposed development site was included in the dispersion modelling. Cartesian grid spacing of approximately 10-metres was modelled, as this demonstrates the worst case scenario for the separation distance. To minimise the run time of the model the discrete receptors have generally been limited to the proposed development site only at both ground level receptors given that this represents the actual scenario.

4.5 METEOROLOGICAL DATA

For the dispersion modelling, the Amberley meteorological data set development by BOM and provided by the Queensland EPA was incorporated.

5.0 PROPOSED QUARRY

5.1 NPI AND EMISSIONS CALCULATIONS

A review of the potential particulate generating activities associated with the quarry operations has been completed and determined that PM2.5, PM10, and TSP will be the primary emissions from on-site activities.

A cumulative assessment of the proposed quarry together with the ambient background data has been completed to identify the worst case scenario design ground concentrations at the identified receptor locations. The following activities from the quarry have the potential to result in dust emissions:

Blasting and drilling within the pit area;

Processing – screening and crushing;

Wind erosion of raw materials from stockpiles;

Wheel generated dust associated with the haulage of raw materials; and

Excavation of raw materials – excavators/dozers etc.

To calculate dust emissions for the proposed on-site activities, the recognised emissions estimation technique has been used and is based on the following calculation:

The emissions to be utilised for the modelling have been sourced from a previous quarry project that had a threshold of 2million tonnes of material per year. On the basis that the proposal seeks to extract approximately 5,000 tonne to 100,000 tonne per year, the proposal, based on the highest throughput of 100,000 tonne will generate 5% of the previous projects emissions.

Emission estimates for the proposed quarry have been referenced from the following documents and information:

Emission factors published by the United States Environmental Protection Agency(USEPA) in the AP-42 document s and the National Pollutant Inventory (NPI) for miningand processing of minerals; and

Site specific operation characteristics, plant and equipment, hours of operation andproduction rates.

5.4 MODELLING RESULTS

Ausplume modeling was the program used to determine the concentrations at the discrete receptor locations for the proposed development. Table 5 presents the modelled results for each receptor and demonstrates compliance with the relevant criteria calculated from the EP (Air) Policy 2008.

This assessment includes predictions of ground-level concentrations of TSP, PM10 and PM2.5 across a Cartesian grid and at the nearest sensitive receptors locations as identified. Sensitive receptors represent residential dwellings only.

5.5 CUMULATIVE RESULTS FOR CONCRETE BATCHING PLANT & QUARRY – WORST CASE SCENARIO

Potential cumulative impacts are those which are generated by the combined impacts on the local environment as a consequence of the project. For the purpose of this proposed development this includes the operations of both the concrete batching plant and the quarry and their impacts while in operation together. This allows a worst case scenario to be applied to further demonstrate compliance with relevant criteria. Table 6 provides the results of the AUSPLUME model accumulative assessment.

It is to note that for PM2.5, receptors 2 and 3 the criterion of 8µg/m3 is exceeded slightly by 1.11 µg/m3 and 1.43µg/m3 respectively. With respect to recommendation 1, the dust deposition monitoring programme will ensure that these levels are not exceeded in ACTUAL operation, and are based ONLY on the worst case monitoring scenarios adopted for the assessment. Regular checks of these monitoring results are to be conducted and will demonstrate that the identified exceedances will not occur as a result of the proposed Quarry and concrete batching plant in combined operation.

6.0 CONCLUSION

The proposed development for a concrete batching plant and a quarry at 310 Gregors Creek Road has been investigated for particular matter as – PM2.5 (24 hr and annual), PM10, and TSP for the generation of dust from all associated activities. Two modelling scenarios were completed for the site; (I) emissions from the proposed quarry (ii) and the emissions from both operations of the quarry and a separate concrete batching plant (not part of this application) as a cumulative assessment from both operations in use to provide a worst case scenario of pollutant concentrations at the receptor locations.

It is paramount to identify that a conservative approach has been applied to the emissions calculations to demonstrate further compliance with the criteria.

The modelling approach utilised for this assessment has been detailed within this report and is considered best practice. The location was established with an appropriate receptor grid in addition to discrete receptor locations at relevant receptor locations of existing receptors.

As the output file indicates, the predicted worst-case levels for the discrete receptor modelled do not exceed the criteria as stipulated within the EP (air) Policy 2008. The AUSPLUME output indicates that both the quarry and the concrete batching plant can exist at the subject site without amenity impacts or increased air quality with both operating separately and together.

7.0 RECOMENDATIONS

Based on the proposed location, siting and design features of the concrete batching plant and quarry, the following dust control measures have been recommended by this consultancy:

For proposed quarry:

1. Establishment of a dust deposition monthly monitoring programme and reporting tooperator during operation. This will provide trends and confirmation that modellinghas adopted worst case principles.

2. Visual monitoring of dust by operators on-site and reported

3. Watering of haul roads and stockpiles: the quarry operators must be aware whenwindy conditions occur and ensure watering is frequent during these times

4. Proposed 20km/hour speed limit surrounding the processing and stockpile areas,and 40kn/hr for all other areas and haul roads;
