LPA Materials Responsibility?
During Project plan Development
Use ODOT materials specifications
or
If Developing your own materials specifications, obtain approval from ODOT for those non ODOT materials
Require acceptance by FHWA
3
LPA Materials
Step 1 – Pre bid materials checklist
Evaluate your project for standard, non standard, as per plan, or item special materials.
On line at the OMM Local Projects webpage
Local Projects Webpage
On line check list
LPA Pre Bid Checklist
4
LPA Materials
Step 1 A
Come up with a Bill of Material for your project
Part of the Pre Bid Checklist!!
If you don’t have a understanding of this you can go to the OMM website on Local Projects
LPA - Project BOM
Come up with number of tests needed
The spec book can help
The Sampling and Testing manual can help with sampling and testing requirements

LPA Materials
Step 3
Pre-construction meeting!
Contractor provide records of suppliers
LPA - Contractor Supplier list
Now you can check for certified suppliers
check for QPL materials
Check for concrete plant and asphalt plant approval
Check for steel or prestressed fabricator approval
Find issues before delivery of materials
6
What are Typical Material Docs?
TE24
QPL (tag – some identification)
Certified Test Data Materials Piling? As per plan? Specialty?
Steel/concrete beams
(shop drawingsTE-24)
Aggregates - (tickets)
Concrete - (JMF, tickets, samples, test data)
Asphalt - (JMF, tickets, samples, test data)
7
TE-24 - What to look for?
Paper copy of TE24s
Rebar, catch basins, guardrail, etc.
Generally – any certified supplier
Certified Supplier List
Suppliers often say they cannot create
TE24s without an ODOT project
number- Untrue
-can call Abdul Qayum at OMM
8
QPL - What to look for? Info on the material that shows
producer – brand name
Electrical wire, cable, PVC, RPMs, iron pipe,
concrete sealers, etc.
Can verify on QPL website at LPA
office/trailer or back at district office
ODOT issue – no proof –
documentation of QPL – means
contractor and payment issues
9
Certified Test Data (CTD) What to look for?
Check files for test data
H-piles, cast pile points, shear studs,
CTD
It is not a certificate of compliance
ODOT Issue
Has the LPA checked the test data for
compliance to specs?
Needs to match up!
10
What will ODOT look for?
Special items As per plan items
Check files for LPA approval paperwork
Special Lightpoles, brick type retaining wall,
etc. etc.
Do the plans allow for these items?
ODOT often has issues with these items
11
Steel and Concrete Beams
Steel and Concrete Beams
Contractor Approval of Shop Drawings
Your Approval of Shop Drawings (not ODOT)
OMM inspection with TE24
ODOT issues
No inspection? If not done – will require
special consultant inspection – your cost
12
Aggregates - What to look for?
Aggregates
Supplier qualified for size, not just listed
304, 617, sand, 8s, 57s for various applications,
bedding & backfill
Aggregate Pre-Qual Iist
Do tickets state “ODOT Pre-Qualified
Aggregate Supplier”?
ODOT issues – certified supplier doesn’t
mean they are certified for all
13
Concrete - What to look for? Plant approved
Approved JMF for mix type
Tickets have JMF, batch weights, agg
moistures?
Test results for air, slump, yield,
strength?
Test results meet spec?
ODOT issues – no JMF – no supplier –
no tests
14
Asphalt - What to look for? Most problematic material for LPAs
Have approved JMF?
JMF on tickets?
Do you have monitoring, sublot sampling VA samples?
Are checked against spec tolerances,
Are matched to contractor results, rice and pill split sample testing, etc.
District Testing can be contacted to help with review of information
Can district monitor? Can they test?

Recap on what to do
1. Complete the Materials Check List
Before FHWA Funds Approval
2. Develop you tracking system (PBOM)
before project
3. Require Contractor/Supplier list
complete before construction
4. Get a consultant for Asphalt
monitoring and Testing
5. Structures? – Get ODOT to inspect
