Background and information beforemeeting
Laura Perheentupa had contacted José-Luis Gredilla in official levelpresenting the ongoing Matkailudiili project and service provider.
“I would like to inform you about a nationwide initiate of the Finnish PES, that has existed for some time already. It is helping our SMEs in different ways to find workers especially to restaurants during the winter/summer seasons depending on the region. The demand is rather large in size.
Earlier there was no cooperation yet with Eures. This part is very new. Despite this there was already a year ago a small pilot to cooperate with a Spanish School of Tourism.
This Spanish - Finnish cooperation pilot will restart again, and the service provider for the initiative in this area is Ms. Anu Nylund, from Mood of Finland.
She has visited and will visit professional schools of this sector to build contacts. The schools are in Malaga and in Alicante.
There is possibility to
1) inform the newly graduated about working possibilities in Finland, and
2) they can also organize special labor market training for a group of unemployed from this sector.
The training will include information about working in Finland. When it’s the labor market training there is a short period of staying and working in Finland.
This of course lowers the barrier of possibly staying on for a season, or even longer. The pilot and our PES (including Eures) work with employers and supports the idea that English is the sufficient language knowledge required for the workers. The pilot will also be there to give tutoring to both the employer and the worker from Spain.
There is a wish to have also Eures included this time, both from Finland and from Spain.

There are many kind of work available, but the most demanded ones are cooks, kitchen assistants and waiters.
Employees expect to have staff with good English and team-working skills, customer orientated attitude is expected.
Work is sometimes hectic, and staff should be flexible to some changes in their tasks and working hours.
However is good to know that working conditions, working hours and salary as well as other kind of employees´ rights must always be respected in Finland.
Approximate number of vacancies available
Dozens of vacancies available. Most vacancies are open for high season in Lapland (winter season) and in summer season in rest of Finland.
Many of the open vacancies can be found also in Helsinki metropolitan area, some in Archipelago and Lakeland area as well as in other parts of Finland.
At the moment we work hard in Finland to have longer seasons and work all around the year.
Planned activities in the program
In this project I am contacting the Tourism Schools with the aim of rising the interest among the students to apply work in Finland. I am contacting you to make Finnish labour market more well known and offer international working experience for the professionals looking for opportunities.
In Finland the unemployment officers as well as the representatives of the Ministry are involved. We also open the possibility for private recruitment agencies. We ask the possible employees to fill CV in Euresplatform and employers to have the open vacancies there also.
Orientation by eLearning material is available and for the pilot group also mentor/tutor – services to make it easier to move to Finland.
Employers will help to find accommodation.

Expected duration of the activities
From one season to longer stay.
There could be possibility to offer combination to work winter season in Finland and summer season in Spain, for example.
Cost coverage
In some cases Spanish unemployed persons attending the studies in Spain and including the practice period in Finland will get some financial support from Spanish authorities for accommodation and flights.
Unemployed persons receiving the financial benefits for relocation etc. if they fill the conditions.
The idea is, of course, that the one working in Finland get paid and can pay all the costs such as accommodation, transport etc by salary.
This year tutoring is in included and we try to find a way how to offer tutoring after the project and how to get it paid.

Professionals with language skills tend to get work easily in the area, but there is interest to work abroad and the mostpopular countries to go are Germany, UK, France and Norway.

There are all year round destinations in Costa Blanca area and employment rate is quite high in Tourism
Professionals with language skills are quite easily employedand one of CDT:s mission is to manage the balance betweenemployees and employers.
Finland could be an option for those willing to develop theirskills and having international working experience ( open vacances could be promoted via CDT – platform and EURES –platform)
CDT is opening a new campus next year with an idea of ”boarding school” and training period in Finland could beoffered as part of training as well as posibility to stay to workin Finland
Invat.tur is very good option for study trips for Finnish Tourism companies to learn more about Destination management and Smart destination development

04.07.2019 Visit to Fores school of hospitality
There is ongoing course for cooks and kitchen helpers for unemployed persons. One month training in Finland has been included as an option.
After finishing training period the option to stay working in Finland has presented.
Fores has made student selection considering the needs and requirements of labor market in Finland (language skills)
10 students of the group of 20 who were selected by language skills by Fores (English) were interviewed by Anu Nylund.
Result: English language skills are not good enough. There might be 3 of 10 who could manage to work in Finnish companies if good brush up in English could be done.

Next steps to continueStudents´ next steps:
◦ study the Mood of Learning material to get proper understanding of Finnish requirements and working atmosphere (again)
◦ open user account in EURES pages and download CV in English
◦ Prepare video CV in English and send them as well as written CV to Anu Nylund

After receiving students´ CVs Anu Nylund will contact some Finnish companies.
In case there are some companies in Finland who are ready to hire cooks with lower English language skills, CV´s will be presented and cooperation can continue.
Some observations:
Potential market as unemployment rate is high
Students are motivated to work abroad, and their working skills are good enough
In case of future cooperation: Finnish representative need to be part of the team to select students and teach them at least couple of weeks to give proper understanding of the skills needed in international / Finnish labor market.

Barcelona is year-round destination, but there are other seasonal destinations close by like Tarragona.
Potential cooperation could start with professional working the summer season in Tarragona. They could have an interest to work the winter season in Lapland to start.

Some obervations in general
Weaknesses
Finland is not well-known among the professionals interested in to work abroad.
Professionals with language skills are easily employed in Spain or in other countries they want to work in
◦ looking for new opportunities to learn more about the the most well-known chefs etc or language needed in Spanish labour market
Unemployed professionals have interest to work abroad but don´t usually have English language skills.
To be considered:
Relocation plan must be well done and put into practice as Finland is not familiar country for Spanish people.

Spanish professionals are used to work in hectic and sometimes stressful working environment.
Finnish way of respecting the staff gives added value as well as working conditions, salary and working hours.
