Western Sydney University
Western Sydney University is a large, innovative and research-led university,
embedded in every major city across one of the most economically significant
and fastest growing regions in Australia.
Established in 1989, the University has nearly 200,000 alumni, 46,000 students

Elizabeth Koff
Secretary, NSW Health
Elizabeth has held a number of Senior Executive roles within the NSW health
system, across operational and policy portfolios.
Elizabeth was appointed Secretary, NSW Health in 2016. As Secretary, Elizabeth
is responsible for the management of the NSW health system and setting
strategic direction to ensure NSW continues to provide exceptional healthcare,
research and education.
Elizabeth is an Adjunct Professor at the University of Technology Sydney, and a
Member of the Australian Institute of Company Directors (AICD).
Elizabeth is proud CEDA Trustee.

David Borger
Executive Director, Western Sydney Business Chamber
David was appointed by the Chamber in 2012 as inaugural Western Sydney
Director of the Sydney Business Chamber.
The Western Sydney First program works with members to engage with decision
makers and advocate for enlightened public policy that drives the region forward.
David led a campaign in support of the Western Sydney Airport at Badgerys
Creek including establishing the Western Sydney Airport Alliance. He has
collaborated with chief executive officers, managing partners and Vice
Chancellors to support campaigns like the Powerhouse Museum to Parramatta,
the Westmead and Liverpool Innovation Districts, Sydney Olympic Park,
Parramatta Light Rail and West Metro.
Prior to this, he served in the NSW Labor Government as the Minister for Roads,
Minister assisting the Minister for Transport and Roads, Minister for Housing, as
well as Minister for Western Sydney.
As Housing Minister, David oversaw the construction of approximately 9,000
new social housing dwellings - including 6,300 through the Nation Building
Economic Stimulus Plan. David has also worked as an Urban Planner and
adviser to the Minister for Planning. He was also the youngest person, at 30
years of age, to hold the office of Lord Mayor of Parramatta, where he served
for three terms.
David is currently a Director of Think Planners; and serves as a non-executive
director on the boards of the Sydney Festival, Evolve Housing, and the
Westmead Medical Research Foundation as well as a member of the advisory
board of the Southern Cross Group.

Darryl Harkness
Chief Executive Officer, Ingham Institute for Applied
Medical Research
Darryl Harkness joined the Ingham Institute in December 2017 as their first CEO.
The Ingham Institute is all about addressing health issues in South Western
Sydney. Darryl’s focus is primarily around their expansion across the
Southwestern Sydney Local Health District, creating new research capabilities,
enabling research translation and engaging with industry partners and local
communities.
Prior to joining the Ingham Institute Darryl spent nearly 30 years with Johnson &
Johnson, most recently as Vice President of Orthopaedics and Neurosurgery
and member of the Johnson & Johnson Medical Australia & New Zealand
Board. During his career Darryl had a number of overseas postings which
included leading the Ortho Clinical Diagnostics businesses in Asia Pacific and
being a member of their Global Management Board.
His business experience also includes leadership of Johnson & Johnson
companies working in bariatrics, minimally invasive surgery, low temperature
sterilisation, hand hygiene and cardiology. These diverse roles provided many
opportunities to work with leading clinicians as new technologies were
developed, evaluated and eventually made available to treat patients.
Darryl served two terms on the Board of the Medical Technology Association of
Australia including one term as Treasurer. He was fortunate to be involved in
many of Johnson & Johnson’s community initiatives and served as chair of their
Diversity & Inclusion Council.

Kerry Robinson
Chief Executive Officer, Blacktown City Council
Kerry has broad experience in town planning, valuation, real estate, property
development and local government. He has held senior roles in corporates such
as Raine & Horne Commercial, Delfin Property Group and Lend Lease
Development. While General Manager with Landcom and UrbanGrowth NSW,
he was responsible for the delivery of more than $1.5 billion of real estate.

Prof Annemarie Hennessey
Dean, School of Medicine, Western Sydney University
Professor Annemarie Hennessy is the Dean of Medicine at the School of
Medicine and currently holds the position of Foundation Professor of Medicine
as well. She is an active obstetric and renal physician based at the
Campbelltown Hospital.
Annemarie has a research interest in high blood pressure in pregnancy and has
active research collaborations with Universities and hospitals in Sydney, Sweden
and the USA.

Research and policy
CEDA’s only agenda is to pursue good public policy to progress Australia’s
economic and social development. Since 1960 CEDA has produced more than
3000 publications, research reports and articles highlighting emerging issues and
directions in a diverse range of policy areas. Research in 2019 will focus on
Australia’s long-term budget position, the effects of temporary migration, a survey
of Australian businesses on their approach to economic development, and new
approaches to addressing entrenched disadvantage.
