It is a pleasure for me to be part of this historic first DOTC GAD Summit. I thank the organizers for the kind invitation. My presentation focuses on the updates on MARINA’s efforts on gender mainstreaming, among others. For the sake of this presentation, please allow me to use a coined word ‘GADIFY’ 1 in support to this Summit’s theme, “Accelerating Equitable Development Through Inclusive Mobility”. Indeed, this is an opportune time for the Transportation sector to come together. As we all know, the Philippines continues to best out the rest in Asia-Pacific in gender equality, and it remains among the “top 10 most gender- equal nations in the world”. In 2014, the country ranked 9 th out of the 142 countries assessed, according to the 2014 Global Gender Gap Report published by the World Economic Forum (WEF). As we go along, we will be guided by this outline: 1 the suffix “fy” is used to form verbs, meaning to cause an increase in the stated quality. The Maritime Industry Authority (MARINA) was created pursuant to various legislations and enactments aimed at the promotion/development and regulation/supervision of four maritime sectors: shipbuilding and repair, domestic shipping, overseas shipping and maritime manpower. These mandates are undertaken by MARINA through registration and licensing of ships, authority to operate in domestic waters, documentation, licensing and certification of ships’ crew, accreditation of maritime enterprises and the administration of the 1978 International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, as amended and other international agreements related thereto. As the country’s maritime / flag state administration, MARINA is responsible for the implementation of conventions by the International Maritime Organizations (IMO), the UN specialized agency on the safety and security of shipping and prevention of marine pollution by ships. As of September 2014, the MARINA has a total of 471 personnel, 224 are male and 247 are female. Of course, this proves wrong the belief that transportation is male dominated sector.

The MARINA objectives are categorized into two foci: the organization-focused and the client focused. Under the first focus, the activities are based on the following objectives: Under the second focus, the activities are based on or geared towards formulation of gender-responsive policies covering the four maritime sectors mentioned earlier, the domestic shipping, the maritime manpower, the overseas shipping, and the shipbuilding ship repair. MARINA likewise undertakes Gender sensitivity awareness and training programs for the stakeholders in the maritime industry sectors/sub sectors.

Let me mention briefly what has been accomplished so far: On Capacity Building, 80% of MARINA personnel were trained on Gender Sensitivity Training (GST). In 2013, 55 employees went through GST; 31 personnel attended Gender Analysis Seminar (GAS); 37 personnel participated in the GAD Planning & Assessment MARINA has 40 personnel who are members of GAD Focal Point System,

On establishing a Pool of GAD Trainers / Experts, MARINA sends participants to related seminars, the most recent of which is the HRD Intervention through Gender Interaction Seminar attended by MARINA Regional Office VIII.

On the Broadening of Support Network for Gender Mainstreaming, the MARINA has established stronger partnership with the Women in Maritime-Philippines or WIMA Philippines, with which I guess, many among the participants are affiliated. Recently, a Memorandum of Agreement was signed and entered into force by MARINA and WIMA Phil, that brings WIMA into the campaign forefront, specifically on MARINA Circulars on maritime safety. Members of WIMA will conduct seminars and workshops to

the grassroots level, educating the passengers in coastal cities and barangays on observable compliances, such as, showing of 10-minute safety film and its content, posting of emergency exits, sanitation, crew courtesy, etc. On Information & Education Campaign (IEC) Corners, all MARINA offices have GAD corners/bulletin boards.

Moving on to the real meat of the presentation, as requested by the Organizers, I will discuss the efforts of MARINA in gender mainstreaming.

In a rigorous survey conducted as early as 2010, the MARINA has gathered and identified a total of 43 gender issues relating to the four maritime sectors which affect 19 MARINA Circulars. This means that if we address the identified issues and concerns, revision of policies is inevitable. Meanwhile, these are 21 concerns that are as yet not covered by policy. These will serve as reference for policy consideration or formulation.

The next four (4) slides, show specific policies for review that take into consideration the gender issues gathered. First, the Review of MARINA Circular (MC) 65/65A* on the Minimum Service Standards For Philippine Registered Interisland Passenger Vessels, the review will consider the following: (refer to slide)

- priority/easy access / preference to pregnant women, women with children, elderly and sick persons during embarkation and disembarkation

- proper accommodation/facilities for elderly and disabled passengers

- designation of smoking area - Nursing Mothers’ Station for

ships on long haul - provision of cabin/s for women

crew or cadettes

Second, the Review of MC 72 on the showing of Safety 10-minute film, the review will consider to include emergency instructions for the elderlies, women and children; and the information on nursing mothers’ station/s;

Third, the Review of MC 134 on the Minimum Service Standards Of Mbcas Below 20 Gross Tons, which shall consider the provision of toilets for those which travel time is 1 hour or more.

Fourth, review of MC 482 and MC 763 to consider the designation of crew to assist nursing mothers, women and children during embarkation/disembarkation

Fifth, Review of MC 964 on the creation of a watchlist system for seafarers, it considers to include seafarer’s infidelity resulting to loss of support for his/her family Sixth, Review of 1745 on the accreditation of maritime training centers, it will consider the use of training equipment or facilities that will not facilitate harassment (e.g. personal survival technique, dressing room for women)

MARINA shall conduct a study on the prevailing issues raised by respondents such as the: preference of male over female applicants by manning agencies and shipping companies; the constraints of female seafarers on board, i.e. constant scrutiny, sexual harassment, security, lower pay,… …as well as on the Safety measures and health standards for crew on board domestic vessels and Safety measures and health standards for professionals, skilled workers (welders, fitters, etc.) and other service providers in shipyards WHAT ARE THE FACTORS AFFECTING GENDER MAINSTREAMING? First, is what we call, the MARINA – factor. For some reasons, it was only in 2010 that MARINA revitalized its GAD efforts. Unfortunately, these efforts were inadvertently set aside due to MARINA’s international commitment, addressing the issues affecting our seafarers in the international trade, the implementation of Rationalization Plan (EO 366), and recently the enactment of

Second, the stakeholder-factor: there is a lack of awareness and appreciation of the GAD objectives on the part of our stakeholders, specifically the shipping companies/operators. Some may be supportive, however, economic considerations prevent them from being deliberate about it. Ladies and gentleman, The MARINA affirms its continued support to the ideals of GAD and to pursue programs, activities and projects geared towards ‘gadifying’ the maritime transport sector through:

1. Intensified advocacy campaign on maritime safety with WIMAPhil, particularly on passenger ships. For each passenger and crew represents a wife, a child, a member of someone’s family;

2. Promote the maritime career among all sexes/genders as a noble and preferred profession, at par with lawyers, doctors and other land-based professions;

3. Continue with our efforts on

pushing for gender responsive policies, activities and programs

Having said that, let me say this piece of encouragement : Let us continue to PUSH until something happens- keep ideas coming and turn them in to viable programs or projects. PUSH to GADify the maritime transport sector! Once again, good morning!
