Problem question

Is it possible through App establishing a new order of public safety flexible to the exponential expansion of the outlook for both individual and collective life?


Problem Statement

The agencies responsible for maintaining public security in the performance of its tasks, build their way through the management of its processes, guided policy based on quality. However strategies which seek operation counter crime exposed faces are rigid reactive addition, generating a dull response to each new challenge.

Create the stratification and identification of action levels, involvement and location, based on a model of action adaptable approach to the environment, which allows the generation of a core under a new and redesigned interface.


Justification

Social networks have become a generating reality of multiple uses and the creation of the App that trasforme the node where to set public safety, the starting point must be established and this is presented today with the premise a synergistic action, on a new interface, in which the security organizations and society strengthen one redesign atmosphere called the A.3.0.

In this network, each member is aware of the value of their contribution to the achievement of its objectives, here there are no ambiguities against the recognition of the action, as the outputs obtained at the end of the development process are objective and not subjective.

When we have tuned this app can enjoy the benefits of an innovation that will leave the bold development of technique and method that will create the necessary comparative advantages to defeat the commission of criminal acts by a percentage until yesterday inconceivable large, medium and small scale.

It was assumed that with the advent of modernity, streamlining processes inherent to it and internalized establishment of law and institutional rules between classical and traditional population would be overcome violence in its various types.

Violence is revealed not as power and strength, but as a sign of helplessness, of insensitivity, of decay and intolerance of life is the product of frustration both individually and collectively and their negative essence goes beyond what for many is the product of objective conditions of society.

Methodological design

By the nature of research, this is methodologically situated within the quantitative-qualitative since it is the case study that preclude actions taking as the denominator the involvement of established behaviors as normal social standards within particular paradigm, apart from this proposal they were achieved parameterize (criminal act intervals), so that the quantitative method is used; frete these approaches is to chose an intermediate position within the terms of usefulness of each other ie mutual complementarity.

The research involves measurable aspects of order and in turn has decidedly humanistic understanding social reality foundations, so it is essential to use a qualitative approach to this perceived social life and shared creativity of individuals. The fact that this is a shared determines perceived as objective reality, alive and knowable to all participants in social interaction, keep in mind that the social world is not fixed or static but evolving, mutable and dynamic. The qualitative paradigm does not see the world as an outside force, objectively identifiable and independent of man. There are multiple realities instead. (Cook and Reichardt. 1195).


Population

The universe of the research are 40,000 officials of the National Police of Colombia, the analyzed population is in the municipality of Santiago of Tolu, Sucre Department community where this institution develops satisfactorily National Model for Community Policing MNVCC Quadrants.

The police unit has 38 soldiers who deployed the product or service developed by this institution and currently being implemented in countries worldwide reference like the United States, Japan, Spain, Chile and Mexico; Data were collected during the months of August to November 2013.

The sample size was established and later found dumped by the outputs thereof, by tabulating the results of the surveys and interviews conducted during the term of 2013.

In the period established for data collection to 19 officers of the National Police, representing fifty percent of the population, who deployed and operational strategy the Police Service, National Surveillance Model Quadrant MNVCC.

Conclusion

The need for integrated action to redirect the operating current concept of security and peaceful coexistence, state agencies in charge, should promote the development of a coordinated effort in an attempt to ensure conditions for the development of a system stands with fractal characteristics, product or service offered by us MAXPOL.

It is entirely possible by a computer to create an atmosphere of security, which operate based on the connectivity of users and institutions, matrix transformation process developed for the generation of value on the inputs coming into the system, it is generated Axiological MAXPOL Matrix MAXPOL Citizen Security and output the resulting product or service is the environment (A.3.0.)


Discussions or suggestions?

Social equity. Register the citizen security policy in a context of social justice in order to improve the quality of life of the population and mitigate the vulnerability of highly vulnerable sectors.

Civic culture, public policies aimed at reducing and preventing violence has to generate a positive impact on the cultural spheres and for this we must strengthen social behavior, of peaceful coexistence.

Social participation, no doubt the origin and the end of violence has to do with society as a whole. Why should not exclude companies seeking mechanisms of participation of the population in mitigating violence through tools that create that effect. (MAXPOL).

Social dialogue, public safety is multiple responsibility, for this reason, it is essential to define a concerted and participatory framework and broad actions that are involved in the state, private sector and community.
