The purpose of the California Chapter of the Foundation for North American Wild Sheep, an exempt organization under Section 501(c)(3) of the Internal Revenue Code, is as follows:

a) To promote and enhance increasing populations of indigenous wild sheep on the North American continent and especially in California;

b) To inform and educate the people of California, Canada, Mexico and the United States concerning North American wild sheep (particularly California), their habitat, health, population densities, relocation, and general welfare;

c) To promote the professional management of North American wild sheep in order to augment the number and size of game herds, such professional management to include the use of regulated hunting as a legitimate tool of conservation and game management, to achieve optimum populations of indigenous species wherever possible throughout North America, and to safeguard against the decline or extinction of any of such indigenous species;

d) To protect, defend and preserve the lawful right and privilege of recreational hunting through education of mainstream America as to the conservation benefits of lawful hunting, and to vigorously respond in a positive manner to those anti-hunting individuals and groups who strive, either legally or unlawfully, to prohibit this legitimate recreation, recognizing that well-regulated hunting with limited bag limits, controlled shooting hours and hunting seasons, in a management environment, is a viable, effective and practical tool of wise and efficient wildlife management that will assure a rational use of the earth’s renewable resources and control the sustainable use of such resources by limiting overgrowth of dense game populations of abundant species.

e) To encourage all men and women hunters to be responsible conservationists who harvest animals humanely and utilize their meat without waste, while hunting under conditions of fair chase and good sportsmanship.

f ) To participate and associate with other clubs, associations and organizations throughout the world which share goals, beliefs, and purposes common with those of this organization.

g) To engage in such other activities as may be appropriate in conjunction with the foregoing.

Wild Sheep Projects by CAFNAWS 2008: A Year in Review

This past budget year ( July 2008-June 2009) saw CA FNAWS continue to make strong progress to achieve our goal of putting and keeping sheep on the mountains. Here is a summary of what projects were funded and initiatives taken:

1. White Mountain capture/collar project – To better understand sheep movements and determine if the effects of disease are being observed in the range outside of the initial area of detection. Thirty ewes and two rams were captured, collared and released on their winter range. CA FNAWS provided funding for helicopter time, GPS collars and VHS collars - $20,000. (proposed by CDFG)

2. Surveys of Potential New Hunt Units – We committed $28,000 in August for helicopter surveys by DFG of likely new hunt units – Cady’s (also surveyed 2007), Newberry’s and the Old Woman’s. Unfortunately, no surveys were made. (proposed by CDFG)3. Trail Cameras – CA FNAWS supported this SCBS project to increase knowledge of drinker utilization and possibly use as a component of population surveys & analysis. $9,000 for cameras. (proposed by SCBS)4. Sheep Summits – Sheep Summits III and IV were sponsored and underwritten by CA FNAWS and SCBS in 2008, one in Sacramento and the other in San Bernadino. Attendees included professionals from CDFG, NPS, USFS, UC, DWU, and BLM. These Sheep Summits are designed to help build a comprehensive management plan for California’s wild mountain sheep and to do more collectively than is possible individually! 5. Bighorn Disease Workshop – $5000 in February toward the Bighorn Disease Workshop for Western States. (proposed by UCD)6. Desert Bighorn Council – Provided travel $ to enable Tom Stephenson, CDFG, to participate in the Desert Bighorn Council Meeting in April. (proposed by CDFG)7. Relationship building with CDFG – We continue to work to strengthen this key relationship.8. Mojave Water project – This is a major long term study to determine the impact of manmade water sources. CA FNAWS has pledged support. 9. Hunter’s Clinic – We again participated in and underwrote 50% of cost (SCBS underwrote the other 50%) the annual Hunter’s Clinic for those fortunate enough to have drawn bighorn sheep tags in California. (proposed by SCBS)10. Wild Sheep Disease Research Facility at WSU – We provided funding to send Tom Stephenson, CDFG, to meet with wild sheep disease expert, Dr. Sri Srikumaran, in this facility. (proposed by CDFG)11. Political Effort – Last summer, together with a representative from Desert Wildlife Unlimited and SCBS, we met with Congressman Duncan Hunter in his San Diego office to discuss some of the issues California’s wild sheep professionals have been having with the federal bureaucracy and varying interpretations of the laws. This meeting was very productive and we expect positive results. CA FNAWS also brought Dr. Vern Bleich in from his retirement in North Dakota to better help the Congressman understand our issues and concerns.12. SCBS Collaboration – Quarterly conference calls/sharing with SCBS – this has expanded collaboration and joint efforts.13. ASI Connection – We organized a meeting between WSF and the American Sheep Institute in July. This was a positive step and contributed to the precedent setting situation in the Payette (ID).14. ISE Show – For the first time, we exhibited at the Sacramento International Sportsman’s Exposition. Our results exceeded expectations and we signed up almost two dozen new members, including some Life members!15. Local Social Events – Local BBQ’s/Dinners for increasing membership and fundraiser participation were held in Alamo and Los Angeles.

Auction PoliciesNOTE: Unless otherwise specified (as with the Sheep Hunt Raffles), the holder of a winning raffle ticket must be present to win.

GENERAL RAFFLEGeneral Raffle tickets will be available until the Live Auction begins. Our raffle ticket ladies will be roaming the floor for your convenience. There are special general raffle packages of $500, $250, and $100. Packages of $250 and $500 include bonus raffle tickets! Each General Raffle item has it's own raffle bucket. To enter and gain a chance to win any of the many General Raffle items, your ticket can be placed in any bucket. The number of tickets will be monitored by weight (so we don’t have to count). Provided there are sufficient tickets to cover the cost of the item, the item will be awarded to the person who owns the ticket drawn. If the number of tickets is below the number needed to cover the item cost, the raffle winner will receive cash in the amount of 50% of the value of the tickets deposited in that bucket. Ticket value will be calculated using $20/ticket, which is the cost in our $100 raffle package. Retain your numbered stub for verification. You may, if you wish, write your name on the back of the ticket(s) to free yourself of monitoring the printed identification numbers.

BONUS RAFFLESThe Bonus Raffles pertain to the bonus tickets that you receive when you purchase a $250 or $500 General Raffle Ticket Package. There is a separate Raffle Drum for each of the $250 and $500 Bonus Raffle Drawings. There is an extra high quality rifle for each of these raffles. These bonus raffle tickets only come with the general raffle ticket packages of $250 and $500.

SPECIAL RAFFLESSheep Raffle(s) (need not be present to win) – there is a separate raffle drum for the sheep raffle(s). Tickets are sold individually for $25 or in packages of $100 to $1000. Sponsors Raffle – Raffle chances for this drawing are obtained by purchasing a Desert Bighorn Individual, Family, or Herd Sponsorship. Stubs are in the sponsors check-in packets. Tickets have already been placed in the appropriate bin.Briefcase Cash Raffle – this is a raffle where playing cards are used as raffle tickets. Two decks of cards are sold for $20 per card. The winner receives $1000 cash.

SILENT AUCTIONTo place a bid in the Silent Auction you need to legibly write your name and the amount of your bid on the bid sheet. Please note the minimum bid increment (on the bid sheet). There is no maximum bid increment! An announcement will be made prior to the closing of these auctions. See the schedule for closing time. Once the Silent Auction has been declared closed, the bid sheets will be collected and compiled. The last bidder on the bid sheet with the highest bid will be the winner of the item. Please be courteous to other bidders - remember the primary objective is to raise money for bighorn sheep! The winners names will be printed and two copies delivered to each table. To collect the item(s) you have won, go to the cashier’s table and make the required payment. You will be given a paid receipt, which you can take to the appropriate Silent Auction section to receive the item or items you won.

LIVE AUCTIONBidder numbers are not required. There will be auction spotters on the floor during the LiveAuction to assist the auctioneer in identifying bidders. It is the bidder’s responsibility to make his/her intentions be known. If you are the successful bidder, a runner will come to your location and ask that you fill out a simple form. Please be complete: include your phone number and a legible name and sign the document when finished. You will receive a copy of that auction form. To collect the item, visit the cashier’s booth to pay for the item. The cashier will mark the receipt “paid” then hand it to a runner who will retrieve the item(s) you will then own. Please Note: there is no upper limit on the amount of money you may bid on an item! We’re here tonight to help in the “DRIVE TO 35!” LET’S GET IT DONE!

HUNTS AND TRIPSWe have made every effort to ensure the quality of all donated hunts and trips. However, we cannot guarantee the satisfaction of either the donor or the buyer. It is the purchaser’s responsibility to contact the donor as soon as possible to make all arrangements necessary to complete the requirements of both parties. On some guided hunts or fishing trips there may be licensing and permit application deadlines. It is the buyer’s responsibility to make accurate and timely applications.

FIREARMSIf you win or purchase a firearm, you must fill out a winner's form AT THE BANQUET to receive a credit slip for the gun. Due to the state and federal laws, the purchasers/winners of firearms must fill out specific required documentation at the banquet. Actual possession cannot be completed on the spot. You will receive instructions on how and where to pick up your firearm. Any charges incurred during the transaction are the sole responsibil-ity of the purchaser/winner. Out-of-town purchasers/winners may arrange to have firearms sent to a local dealer by contacting the attending banquet FFL dealer. If you have any questions, ask a CA FNAWS volunteer for assis-tance. Firearms must be picked up within 30-days of the banquet date or they will become the property of CA FNAWS.

General RaffleGet your raffle tickets! The General Raffle is a “Bucket Raffle”, which does 2 things:

1. Enables you to place your tickets in the specific items you most want!2. Enables very high quality raffle items without increasing the financial risk for the sponsoring conservation organization – CA FNAWS.

LA-17 7 DAY MOUFLON SHEEP HUNT FOR TWO HUNTERS IN CROATIA INCLUDING THE TROPHY FEES FOR TWO MOUFLON IN LIMITED-PERMITS BALKAN AREATwo hunters (each hunter will have their own guide) will have the opportunity to hunt free ranging huge trophy mouflon sheep on a privately held concession of 29,640 acres mountain range 1400 meter peaks, which contains one of the biggest rams regions in the world in their native habitat of the in Balkan MOSOR Mountains near Split, Croatia. This is a very special concession that the government controls with limited permits for this management program area. Included are the trophy fees for one mouflon sheep for each hunter and 5 hunting days. While hunting, the hunters will stay in hotel-type accommodations near the mountain range. Also included in the donation are the accommodations in a hotel for 5 nights, and 3 meals per day, with the lunch packed with you on the hunt.

This hunt is conducted strictly on foot; the outfitter will try his best to put you on the biggest sheep possible. The hunters must expect to hike one to two hours one way uphill every day. The average shooting range is between 100 and 400 meters. If the hunter injures a mouflon, the outfitter will try their best and track the trophy with a highly trained dog to find it, and is considered a harvested animal.

Not included in this donation is a flat rate of $4950 for each hunter which covers cost of staff operation fees for 3 guides/translators, basic field preparations of mouflon and airport collections from Split; no substitutions allowed.

Also not included are the rifle permit 15 Euro each hunter at Zagreb airport, hunting license 30 Euro each hunter, and vet papers are 30 Euro each hunter, and any taxidermy preparation for horns and skin and shipping. Fees are as of printing time and may vary. Tips are welcomed.
