Young President, Texas A&M University SUBJECT: CBE Recommendation: Business Education Complex Mays Business School has been planning an expansion to the Wehner Building. In their Strategic Plan (2017- 202 I) they reference the proposed building expansion, which has evolved to a Business Education Complex and includes the West Campus Library. Their vision is to create an environment that promotes connectivity, creativity and collaboration. Learning has changed, thus the Business Education Complex will include spaces for academic innovation through active learning, enhanced student engagement and centers for transformational education. The request and sub-council's reports are attached. Recommendations The Design Review sub-council (DRsc) reviewed the request from Mays Business School for the Business Education Complex project. This project was reviewed for general concept and approval to proceed with planning. DRsc members voted to recommend approval of Business Education Complex project as presented, with the following caveats: Conceptual renderings to be used for fundraising purposes must be reviewed by DRsc Chair throughout their development, and approval must be provided by DRsc Chair prior to external distribution. The DRsc Chair will work with the project task force to ensure that their vision is achieved while aligning with the design guidelines within the Campus Master Plan. Further design details should be presented to the DRsc at I 00% Schematic Design and I 00% Design Development in accordance with DRsc procedures. An exterior materials mockup should be constructed for on-site review by the DRsc Chair. Recommendations

The Technical Review Sub-council (TRsc) reviewed the proposed request for the Business Education Complex. TRsc supports the proposed request for consideration of the construction of the Business Education Complex and recommends approval , provided the following issues/concerns are addressed and funded:

• Capital Financial Planning: Request additional review of financial sustainability prior to inclusion on the TAMU Capital Plan.

• Facility Services: The design team needs to ensure that the project does not increase the rate of storm runoff into local creeks.

The project team should coordinate with Grounds Management for landscaping and irrigation concerns.

The project team should ensure that the facility is designed to minimize, as much as practical, the effort needed for future maintenance. It is preferred that items requiring maintenance be easy to service, be easily accessible from ground or floor level , have generous clearances and be easy to isolate from energy sources with minimal impact to the rest of the facility . Elevated items requiring maintenance that are difficult to service by ladder or lift should have permanent maintenance access platforms with permanent stairs or ladders, built-in fall prevention, and davits for hoisting parts and tools.

• Mapping and Space Information: Mapping and Space Information recommends support of the proposal presented. A request has been made to provide updated floor plans in native CAD format showing the current "Refresh" project.

• Transportation Services: Transportation Service is to be engaged during the POR process to help with items like bike and cart parking, sidewalk connectivity, deliver and service access.

• Utilities and Energy Services: Acceptance from UES must be obtained during design and prior to any installation . Project drawing reviews should be filtered through the UES Project Review team for prompt disbursement and turnaround. The Project review team includes individuals from multiple crafts such as BAS, Metering, Electrical, Plumbing, along with other areas of the UES team. On top of contacting Tech Services, please make sure to include the UES project review team as well : Tech Services [email protected] / Project Review - [email protected] .

If any utility system(s) will need to be modified or added to as part of the project, the project design team will need to follow the applicable TAMU Design Standards: https ://utilities.tamu.edu/design­standards/ .

Any excavation or modification to the area will need to follow the policy for digging on campus: https://uti lities.tamu.edu/digging-campus/.

The project and design team will need coordinate and work closely with Building Automation and Metering ([email protected]) to ensure proper system operation for the proposed spaces.

The CBE voted to recommend, with noted caveats, the President ' s approval of the request from the Mays Business School to proceed with planning the Business Education Complex.

Business education has always been competitive. However, in more recent years, global competition has become even more acute, as business schools abroad compete for the top students and company support. Mays Business School must recruit and retain the right faculty and staff to build relevant curricula and couple in-class learning with complementary experiential learning opportunities. It has become imperative to have state-of-the-art facilities for business education. Prospective students, corporations, prospective and current faculty are drawn to modern facilities. Our facilities are also a key factor in the rankings.

Mays Business School has been planning an expansion to the Wehner Building. In our Strategic Plan (2017-2021) we reference the proposed building expansion, which has evolved to a Business Education Complex and includes the West Campus Library. Our vision is to create an environment that promotes connectivity, creativity and collaboration. Learning has changed, thus the Business Education Complex will include spaces for academic innovation through active learning, enhanced student engagement and centers for transformational education.

Our “Reimagine Wehner” Task Force has been very busy studying leading-edge business education facilities. Benchmarking tours were conducted at Baylor University, University of Texas, Louisiana State University, Tulane University, University of Tennessee, and University of Kentucky. A committee from the task force interviewed and selected a Program of Requirements (POR) consultant from a list of firms with track records for similar engagements with the university. Ayers Saint Gross (www.asg-architects.com) was selected, and we have begun work on the POR. We plan on submitting our capital plan proposal to the Board of Regents’ for consideration later this year. Working with the University architect, Lilia Gonzalez, the best estimate of the proposed Business Education Complex is $65 million, which includes a $5 million endowment for ongoing maintenance. We need active learning classrooms configured in ways that students are able to work in small teams to solve real-world business problems, thus advancing the world’s prosperity. Our facilities need to accommodate both our on-campus students, as well as provide advanced technology for extending our business education offerings through distance education and programs designed for executive development. We need spaces for transformational learning, enabling our students to be engaged with scholars and fellow students from around the world empowered by leading edge technology. The envisioned Business Education Complex will accomplish this through the addition of approximately 75,000 gross square feet of space to our existing building. We also envision the Business Education Complex linking with the White Creek Greenway and the student pedestrian mall, at the epicenter of the dynamic

west campus. Our planning is in full alignment with the Campus Master Plan. Please find attached a graphic that illustrates the planned boundaries of the proposed project.

To finance the planned expansion, we have been very active over the past several years in getting buy in from the Dean’s Advisory Board and financial support from our key donors. In 2017, we received a commitment of $15 million from Lowry Mays and the Mays Family Foundation to be used towards our expansion project. During the 2018 Holidays, Jerry and Kay Cox committed to investing $5 million, and Reynolds & Reynolds paid $1 million to name the coffee shop in the Wehner expansion. Additionally, we are currently considering increasing the Mays Differential Tuition rate to match what Engineering is charging and asking for a multi-year bonding program. Through this memorandum, I respectfully request permission by the Council for the Built Environment (CBE) and the President to continue to advance the planning for the project pursuant to the parameters established by the Office of Facilities Planning & Construction and the Campus Architect and to continue our capital campaign to raise additional funds in support of the project. The completion of the Business Education Complex will place Mays Business School at the forefront of business education. Business Education Complex On March 20, 2019 the Design Review sub-council reviewed the request from Mays Business School for the Business Education Complex project. This project was reviewed for general concept and approval to proceed with planning. The project will renovate and expand the existing Wehner building, adding approximately 75,000 gross square feet. The adjacent West Campus Library will be included within the project boundaries. Some of the project goals include: expanding the existing Wehner building for a total of four stories, providing a well-defined entrance, enhancing landscape and hardscape to tie the building to the surrounding area, and adding student success centers and transformational learning areas. Ayers Saint Gross has been hired to develop the Program of Requirements and fundraising renderings. Project budget is $65 million, which includes a $5 million endowment for ongoing maintenance. Recommendation DRsc members voted to recommend approval of Business Education Complex project as presented, with the following caveats:
