First, I am pleased to report that both the House and Senate versions of the dental assistant bill (which are identical) are making good progress through the legislative process. e Texas Senate passed SB 455 by Sen. Florence Shapiro (R-Plano) on April 19. at bill is now in theTexas House, where it has been approved by the Committee on Public Health. e Committee sent SB 455 to the Local and Consent Calendar, which could expedite its passage by the full House. e House passed HB 3670 by Rep. Chuck Hopson (D- Jacksonville) on May 11. Having passed the House, that bill is now in the Senate, where it will go to the Committee on Health and Human Services. If the committee approves it, HB 3670 would be eligible for consideration by the full Senate and final passage. With only a few weeks left in the legislative session, we want to maximize our chances for success. As a result,TDA’s public affairs staff and contract lobbyists are working diligently to pass both versions of our bill. We are cautiously optimistic that one version will pass both chambers and land on the Governor’s desk. I’m also pleased to report that the Senate has already passed SB 887, Senator Nelson’s “housekeeping” legislation for theTexas State Board of Dental Examiners (TSBDE). at bill, which makes various technical and clarifying amendments to the Dental Practice Act, is awaiting action by the House Committee on Public Health, which will likely schedule it for a hearing very soon. Since that bill has already passed the Senate, we are cautiously optimistic that the House will have time to approve it before the end of the session. e TSBDE budget also appears to be in relatively good shape. e Senate version of the 2-year state budget includes funding for e House of Delegates convened at the 139th Annual Session of the Texas Dental Association earlier this month in San Antonio. Members of the House elected the 2009-10 TDA officers, including: TDA president Dr. Matthew B. Roberts of Crockett, TDA president-elect Dr. Ronald L. Rhea of Houston, TDA secretary-treasurer Dr. J. Preston Coleman of San Antonio, TDA Speaker of the House Dr. Glen D. Hall of Abilene, and TDA editor Dr. Stephen R. Matteson of San Antonio. Dr. Matteson will replace Dr. Arthur H. Jeske of Houston, who has served as the acting editor since Dr. Christopher F. Anderson’s death in January of this year. For a complete list of the elected 2009-10 TDA Board of Directors, please see page 3. is month’s TEXAS Meeting in San Antonio, the 139th Annual Session of the TDA, was a tremendous success, with registrations totaling 12,310 dental professionals. With more than 95 clinicians and 200 sessions, the 2009 program covered the gamut of educational opportunities for the entire dental team. Registration this year continued to be easier than ever with more than 72 percent registering online. Online CE verification proved to be an added benefit to attendees. Non-member dentists from Texas were offered the opportunity to attend the TEXAS Meeting at a discounted registration fee (registrants using the discounted fee in 2008 were not eligible for the 2009 discount), and 119 TDA non-members attended. e TDA Board of Directors and Council on Annual Session continue to support activities to increase TDA membership and to promote the value of the TEXAS Meeting each year. is year, 450 exhibits expanded into Halls C & D. e new TDA Pavilion provided an “all-in-one” information booth about TDA membership benefits and services. TDA staff members were available to answer questions about DENPAC, TDA Member Services, TDA Perks Program, and the TDA Smiles Foundation. Visitors to the TDA Pavilion took advantage of a souvenir photo booth and participated in the DENPAC Silent Auction. TDA Election Results Dr. Matthew B. Roberts TDA President Dr. Ronald L. Black, DDS, Chair, Council on Legislative & Regulatory Affairs (CLRA) the TSBDE’s new licensure database as well as merit raises and other salary adjustments intended to reduce staff turnover. e House-passed budget includes funds for the database but puts the salary increases on a “wish list” of items yet to be resolved. e salary increases and other, more significant state budget issues will ultimately be resolved by a conference committee. Since TDA and other TSBDE stakeholders have already agreed to support modest licensing fee increases that would fund the salary increases, we’re cautiously optimistic that the final version of the budget will include the needed funds. TDA has also been working to increase the franchise tax exemption for small businesses, including many dental practices. Under current law, the franchise tax is imposed on a sliding scale for corporations, limited liability partnerships, and professional associations with gross revenues of $300,000 or more. TDA supports legislation by Sen. Dan Patrick (R-Houston) and Rep. Rene Oliveira (D- Brownsville) that would raise the exemption to $1 million. Given our state’s tight budget and the fact that the franchise tax has generated significantly less revenue than originally projected, it’s not clear that efforts to raise the exemption will succeed. is continues to be an important issue for many Texas dentists, however, so TDA will continue to advocate for the change and plans to be “at the table” when its fate is resolved. In summary, we’ve accomplished a lot in the past few months, but we have much to do. At this writing, 20 days remain in this legislative session; we’ll make the most of them. Our public affairs staff and contract lobbyists have gone above and beyond the call of duty and have represented you and all of organized dentistry in the most professional manner. I can safely say that we would not be where we are today without many early, early mornings and many late, late nights at the TDA central office and State Capitol. ank you for your interest and support. e TDA Pavilion, a new addition to this year’s TEXAS Meeting, is an all-in-one information booth with staff members available to answer questions about DENPAC, TDA Member Services, TDA Perks Program, and the TDA Smiles Foundation. e support of the TDA leadership and President Dr. Hilton Israelson is invaluable to the work of the Council on Annual Session and the many volunteers. e 2009 host societies, Districts 13, 17, 18, and 19, were very important members of the planning and on-site facilitation team. Membership growth is vital to any thriving organization. The Texas Dental Association (TDA) Board is strongly committed to the Membership goal within the “TDA 2009” strategic plan, which addresses continued growth. I am proud to report that, as evidence of that commitment and for the second year in a row, the TDA received the following ADA awards in 2008:

Greatest Percentage Membership Net Gain: Texas had a net gain of 198 members in the year 2007.Top Constituent Dental Society with Greatest Percentage of Non-Members to Membership: Represents a conversion of 4.7 percent of non-members into membership at end of year 2007.Top Constituent Dental Society to Improve Retention Rate Percentage in 2007: Represents a 97 percent Association retention rate, which is an increase of 7 percent from the previous year.Greatest Percentage of New Dentist Members: Represents a gain of 111 new dentist members (those dentists who are 1-9 years out of school).

Another example of the commitment to the growth of our Association is the TDA Externship Program, which builds student awareness of organized dentistry. This innovative program, created in 2007, offers students the opportunity to gain insight into the different components of organized dentistry including legislative and regulatory affairs, membership, governance, continuing education, and charitable dentistry and to gain a better understanding of their role as future leaders of the dental team. The program is open to dental students from each of the three dental schools in Texas. This year the externship program will take place June 20 – June 27 in Austin at the TDA central office.

As an ongoing effort to enhance the value and benefits of the Association, the TDA Council on Membership developed a survey that was sent to all members in 2006. The results clearly showed that members have a high satisfaction rating with benefits such as the TEXAS Meeting, TDA publications, and the ability to participate philanthropically in the TDA Smiles Foundation. A great number of the discounted programs offered to members through the TDA Perks Program also received a high satisfaction rating. In accordance with the strategic plan, the Council on Membership, will survey members again in 2009.

Participation from all members and a collaborative effort between the ADA, TDA, and local component societies are the keys to successful membership recruitment and retention. We encourage every member to get involved whether it is by attending local meetings, taking part in Give Kids a Smile! Day activities, volunteering at a Texas Mission of Mercy, or participating in TDA Legislative Day activities in Austin. Each member matters and is essential to the continued growth of our Association and of organized dentistry.

Create greater awareness of the availability of the Peer Review, Ethics & Judicial, and Risk Management benefits.d. Actively promote adherence to the Code of Ethics. e. Enhance communication with members and non-members.f. Build student awareness of and interest in organized dentistry and membership in TDA.g. Ensure ongoing contact with students throughout dental school.h. Work closely with dental school faculty.i. Evaluate number of nonmember dentists who attend and participate in TDA activities (TEXAS Meeting, TDA Smiles

Foundation programs, etc.).Metrics1. Seventy percent of active licensed dentists in TX will be members of TDA by 2009 (baseline of 68.5% in January 2007); increase

membership retention rate to 97 percent by April 2007 (baseline 96% in 2006).a-d. Increase the number of dentists serving on component peer review and ethics and judicial affairs committees to attain a participation rate of 2-5 percent relative to the total number of component society members by August 2009.

2. Ninety percent of TX dental school graduates actively licensed in TX will be members of TDA five years after graduation (89% dental student conversion from the graduating class of 2005 in Texas).

3. Increase the number of member dentists actively participating in TDA by 1 percent a year (as measured by a variety of means – participation at TX Meeting, TMOM, TXDDS, FSI programs, DENPAC participations, TDA legislative day) with annual report to TDA Board by the Council on Membership.

4. Establish baseline of nonmember participation at TDA activities (CAS, TDA Smiles Foundation, Membership) 5. Established baseline of members’ understanding of and satisfaction with the benefits of their TDA membership through Member

Benefits and Services Survey (completed Nov 2006), re-evaluate % increase at that time for 2009.6. Sixty-five percent of all full-time faculty will be TDA members by 2009 (2006 baseline = 63%).

The TDA will update it’s strategic plan with another statewide retreat in August of 2008.

In 2003, Texas Dental Association members from across the state develop TDA’s first strategic plan, TDA 2009.

IwanttotakethisopportunitytoupdateyouontheprogressofTDA’sdentalassistantlegislation(SB455/HB3670)andothercriticalitemsonourlegislativeagenda.

First,IampleasedtoreportthatboththeHouseandSenateversionsofthedentalassistantbill(whichareidentical)aremakinggoodprogressthroughthelegislativeprocess.TheTexasSenatepassedSB455bySen.FlorenceShapiro(R-Plano)onApril19.ThatbillisnowintheTexasHouse,whereithasbeenapprovedbytheCommitteeonPublicHealth.TheCommitteesentSB455totheLocalandConsentCalendar,whichcouldexpediteitspassagebythefullHouse.

If your organization has a way to honor or call to the attention of peers, I think Dr. Fielder should be recognized for his help to my wife on March 11, 2009. When in Lajitas, Texas, she fell and broke her upper front teeth and cut her lip quiet severely. After telephoning Dr. Fielder, he waited with his staff beyond normal working hours until I could drive to his office in Alpine, Texas. He then provided the care needed to allow us to travel to our home and regular dentist to begin the several days required for the repair.

TDA Building Renovations The TDA Building Committee has been busy over the last few months! The committee received approval from the Board of Directors to freshen the exterior of both the TDA Building and the TDA Extension with new paint for exterior doors and trim, a covered walkway between both buildings, as well as new signage along the access road. Look for updates on building renovation projects in future issues of the TDAToday.

Prizes for first and second place “Gross and Net Teams”, along with “Closest to the Pin” and “Longest Drive”, included trophies, golf clubs, and embroidered leather luggage.

Playing on a donated team from TDA president Dr. Hilton Israelson, Dusty Janssen, Ben Johnson, Trevor Harrison, and Joe Mayes, fourth-year dental students from Baylor, crowd the green as they work their way to a second place “Gross Team” victory.

More than 100 golfers participated at the TDA Smiles Foundation’s 2009 Healthy Smiles Golf Classic at the Pecan Valley Golf Club in San Antonio.

Theeconomyin1981wasinaperiodofextremelyhighinterestrates.Uncertaintyinthehousingandjobmarketsectorhadallofuscautiousaboutourownfutures.Yet,thenaivetéofyouthseemedtoovershadowourfearoftheunknown.Wewerereadytochallengetheworld.So,hereweare,almosthalfwaythrough2009.Theworldeconomyisstruggling,tosaytheleast.Jobsarehardertocomeby,anduncertaintyhasagaingrippedourcountry.Still,Icannothelpbutbelievetheprofessionofdentistryispoisedforcontinuedsuccessaswemeettheneedsofourpatients.Challengeswillalwaysabound,fromgovernmentregulation,insuranceintrusion,andchallengesbythosewhowishtodiminishourabilitytotreat.

Mygoaloverthesenext12monthsistokeepyouinformedofthepertinentissuesaffectingdentistryinTexas.AsIvisitthecomponentsocietiesandleadtheBoardinimplementingTDApolicy,thisforumwillallowmeanopportunitytocommunicatetheimportantideasandhappeningswithintheTDA.Thiswillineffectkeepeachofyou“intheloop”ofwhatisimportanttoallofusattheTDA.Thestaff,volunteerBoardmembers,andIespeciallylookforwardtoservingyou,themembers,ofthisgreatAssociation.Untilnextmonth—stayintheloop!

TDA 2014 Receives Approval

Members of the TDA Board of Directors (top) Drs. F. The House of Delegates approved “TDA 2014” for implementation during its meeting earlier this month. This strategic plan provides the Association with an operational framework and goals/objectives through 2014.

TheTexasDentalAssociationwonthreeawardsinthemembershipcategoryatthe2009ADAAnnualRecruitmentandRetentionConferenceinApril.TheawardsareGreatestNetGainofNewDentists,GreatestNetGaininMembership,andGreatestPercentageofNonmemberstoMembership.
