The myth of the strong leader : political leadership in modern politics / Archie Brown. New York : Basic Books, 2014. x, 466 pages. JC 330.3 Bro

From Kirkus Reviews: Brown addresses an apparent paradox in attitudes about political leaders. While people are presumed to prefer strong leaders, the author contends that leaders who attempt to appear overtly strong are actually less effective than more self-effacing ones. By the "strong leader" of the title, Brown means leaders who seize the responsibility for decision-making in all spheres of government, without deferring to colleagues with greater expertise in their areas of responsibility. Such leaders are essential to some authoritarian regimes, such as the fascist states of the 1930s or the "cult of personality" communist states like Russia under Stalin or North Korea today, but they appear in democracies as well, usually with unfortunate results. Regardless of the form of government, Brown argues that while the man on the white horse may

cut the most striking figure, he is more likely to make faulty decisions on his own than will someone who governs through persuasion and consensus. The author therefore deplores the tendency for presidents or premiers to take personal credit for achievements properly attributable to their party or government—he is particularly hard on Tony Blair in this regard—and of media to emphasize the influence of these leaders at the expense of other senior ministers. Accessible if somewhat dry in tone, this wide-ranging survey of regimes from the early 20th century to the present illuminates the author's thesis by contrasting the governing styles of a host of such leaders as Mao Zedong and Margaret Thatcher, on the one hand, with those of Deng Xiaoping and Clement Attlee on the other. Occasionally, it seems that Brown was torn between writing solely to press his point about effective leadership and producing a scholarly and thus more inclusive survey of political leadership styles and results regardless of their relevance to his overall theme. A sure-handed historical review with an engaging viewpoint.

From the Guardian: Philip Roscoe's book appears to join a growing pantheon of popular literature on economics that attests to the creeping influence of this most imprecise science, and includes the likes of Tim Harford's The Undercover Economist and Freakonomics by Stephen Dubner and Steven Levitt. But while those authors are happy to see all facets of life through an economic lens, Roscoe believes the steady intrusion of economics into our daily affairs is pernicious and that we should be looking for alternatives to an economics-based worldview. Roscoe makes a convincing case for the way economics has commodified and devalued aspects of our lives that should be governed by other considerations. Ranking tables and cost-benefit algorithms, for example, have become de facto in education and healthcare; online dating substitutes a calculated, pseudoscientific approach to finding the "right" partner for the spontaneity of a serendipitous encounter. Economics is only this influential, economists would retort, because the "market" it seeks to explain reflects a natural order based on the immutable truth of human self-interest. Yet Roscoe skilfully deconstructs this notion, exposing the flawed assumptions in the economic theories of some respected thinkers. He gives us a fresh and incisive critique of a doctrine still shaping our society.

From Booklist Reviews: Werth, author and journalist, offers this sequel to The Billion-Dollar Molecule (1994), on the founding of the pharmaceutical company Vertex. Joshua Boger, founding scientist and president, along with a group of young scientists, set out in a garage to overtake the big drug companies. The author returns to Vertex to learn what it takes to succeed in science and business and sees that 22 years later and at about four times the anticipated cost, Vertex is now set to achieve Boger's initial goals: "Make better drugs, faster. Create the 21st century biopharmaceutical company. Become Merck, only better." Werth seeks to discover what Boger's vision has become and considers if it is a road map toward "a new biological epoch." We learn that "all progress in the pharmaceutical business is backbreaking, freighted with unknowns, and takes twice as long as you think it will." Now Vertex has nearly 2,000 employees, and it is about to debut the company's first drugs discovered and developed internally and commercialized under its own label.

From Publishers Weekly Reviews: Canadian Members of Parliament have lost the respect of the public, their childish partisan antics and apparent disconnection from the interests of their constituents driving declining faith in democracy in Canada. The authors, who founded Samara Canada to improve Canadian political participation, took the bold step of interviewing 80 retired MPs about the institution in which they served. Although they interviewed politicians from across the political spectrum, the picture that emerges is surprisingly uniform, from a lack of mentoring to the self-serving myths Members of Parliament tell themselves to frustrations over the ways the realities of parliament run roughshod over idealistic ambitions. A major force driving the disconnect between goals and

results is reported to be a succession of autocratic prime ministers extending the power of the Prime Minister's Office. Loat and MacMillan explore what can be done to halt the widening divide between Canadians and their government. It reflects well on the authors that confronted with the Augean stables of their nation's government they offer constructive criticism rather than falling victim to the paroxysm of despair this work may inspire in readers; their optimism inspires even if it fails to convince.
