Breaking News We have just been advised by Council that tenders are now being sought for the kitchen renovation and covered outdoor area. The time needed to advertise the tender, evaluate submissions and award the contract is expected to be 8 weeks. So, with a bit of luck, work could commence in July (yes, 2020). CHAIRMAN’S REPORT

Not much happening on the bowls front at the moment (and, if you are like me, you are really missing a friendly game of bowls!!), so this will be a short report.

Breaking News

We have just been advised by Council that tenders are now being sought for the kitchen renovation and covered outdoor area. The time needed to advertise the tender, evaluate submissions and award the contract is expected to be 8 weeks. So, with a bit of luck, work could commence in July (yes, 2020).

Annual General Meeting

PENNANT & CHAMPIONSHIP - REPORT

David Bill President P & C - Committee

Certainly, all our bowlers will really be having their wings clipped for at least another month or two yet. Your P&C committee have been unable to meet and have had to rely on email communication. Our coaching sub-committee has spent a lot of time looking into our coaching for next season.

I am pleased to be able to report that we have made real progress to the point where a recommendation has been put forward to INC, our management committee, for funding of these coaching arrangements. Hopefully, we will be able to advise all members in the very near future as to a successful outcome which should produce some exciting bowling opportunities for next season.

Finally, it is presumed you have not all ruined your lounge room carpet practising your delivery. If you have, it should really show once we get out onto the greens again.

Non-Pennant & Social Events

It has been hard not being able to bowl and socialize as normal. Some states are starting to prepare for bowling with strong health restrictions so let’s hope we can start some form of bowling in the not too distant future.

The NP&SC is well placed to get back to normal quickly once we are allowed to.

As this is my last newsletter article as NP&SC Chairman, I wish the new committee the very best for the year to come as soon as we can start operating again. HOW DID THE WORLD GO FROM THIS…

ASK THE UMPIRE – MAY 2020

Helpful Herbert remains a slow learner. Umpire Barry has lost count of the number of times Helpful Herbert has been told not to go onto neighbouring rinks to lift bowls. Helpful Herbert is always helpful, but when it comes to venturing onto adjacent rinks, he doesn’t seem able to help himself!

Recently Helpful Herbert excelled himself during the last game of the season. He was skipping on rink 13 when the jack on rink 14 was moved close to the boundary between rinks 13 and 14. The match was coming to an exciting end. The games on rinks 15 and 16 were finished and rinks 13 and 14 were playing their last ends. The match was tied on the main board with Donvale up on the heads on each of rinks 13 and 14.

An opposition bowl played on rink 13 looked as though it would strike Donvale’s two shot bowls on rink 14 jack so Helpful Herbert, being helpful, went on to rink 14 and lifted both bowls to allow the rink 13 bowl to pass. The opposition bowl then nestled up to the rink 13 jack. Helpful Herbert was one down.

Worse was to come. The skips on rink 14 couldn’t agree on whether the two bowls had been placed back to their former positions. The umpire was called, and she ruled that because the skips couldn’t agree the end was dead.

Helpful Herbert finished one shot down on rink 13 and on the replayed end on rink 14 Donvale finished a further shot down. Donvale therefore lost by two shots and as luck would have it, just missed out on the finals.

Was the umpire’s decision right? Umpire Barry says it was. Helpful Herbert was a neutral person on rink 14. (Laws 3rd Edition Version 3. 1 April 2019 Definitions C.23.1)

If a bowl at rest within the rink of play is displaced by a neutral person, it must be placed back to its former position. If the skips cannot agree on the former position the end must be declared dead. (Law 37.3.4)

MORALS: NEVER, EVER go onto a neighbouring rink. Law 12.2.1 states that a player MUST NOT go onto a neighbouring rink where play is in progress. If a bowl from your rink looks like colliding with a bowl or jack at rest on a neighbouring rink, call out (loudly) WATCH YOUR HEAD. If the players on the neighbouring rink allow their head to be disturbed by a bowl from your rink IT IS THEIR PROBLEM.

Law 37.6.1 states that if a BOWL at rest on your rink is in danger of being moved by a bowl from a neighbouring rink, any player ON YOUR RINK can choose whether to: Lift the bowl at rest to allow the other bowl to pass and then replace it AS LONG AS THIS ACTION WOULD NOT INFLUENCE THE OUTCOME OF THE HEAD, or Stop the bowl from the neighbouring rink.

Umpire Barry’s preference is that people should not lift bowls but should ALWAYS STOP A BOWL from a neighbouring rink if it is going to strike the jack or a bowl on their rink. The bowl from the neighbouring rink can be replayed if it was on the right bias.

There is no law which permits a live jack to be lifted.

GREENS REPORT Due to the current restrictions all maintenance has fallen to Shane our Greenkeeper. Not even our dedicated crew for lawnmowing are allowed entry. Shane has agreed to take on this task and do it in stages. We should be thankful to Shane for willingly taking on a number of extra tasks.

The Artificial Surface has been brushed and Algae treated as previously advised, so should be OK for some months.
