Contemporary challenges facing law enforcement are exploding across the country. Media crisis management before, during and after critical incidents will be reviewed. Contemporary strategies and best practices will be presented with case studies and lessons learned. In light of public perception and the media environment surrounding law enforcement today, this seminar is critical for the survival of our nation’s police agencies.

Lieutenant (ret.) RK Miller, a Vietnam veteran and a police trainer with close to 30 years of service, will highlight the need for realistic and challenging training so that officers can make good sound decisions in their daily encounters. Lt. Miller reminded us that despite the intense pressures and dangers associated with decision making in the law enforcement environment, we are expected to make the right choice every time and factor in an extensive list of criteria to include whether or not the contemplated action is lawful, ethical, reasonable, consistent with policy, and tactically sound. Public Safety Officer Medal of Valor Recipient Lieutenant (ret.) Brian Murphy will be presenting his debrief of the Wisconsin Sikh Temple Shooting. On 05 August 2012, a white supremacist with prior military service went to the Sikh Temple in Oak Creek, Wisconsin and murdered six people who were there to prepare a communal luncheon that was to be held later. Lt. Murphy was the first officer to arrive and the first to encounter the suspect of this Active Shooter situation. Listen to Lt. Murphy’s recounting of this domestic terrorist incident and his incredible story of survival after being shot 15 times.

ELIGIBILITYRegistration is open to all current MTOA members and pre-registration IS MANDATORY for participation at theConference.TheMTOAAnnualConferenceisNOTjustforSWATOfficers!You DO NOT have to be assigned to a tactical/SWAT unit to receive the full benefit of the Conference. If you are not a current member of the MTOA, but wish to participate at the Conference, you must make application prior to the commence-ment date of the Conference. If you are not already an MTOA member, a 1 year free membership comes with the 2016 registration fee. The MTOA will expedite your paperwork and process your MTOA membership as quickly as possible.

The objective of this course is to make the officer more efficient in force on force situations. We will cover establishing and maintaining dominance against armed and unarmed assailants. The goal of this course is to enable the officer to quickly establish control while maintaining dominance in common force on force occurrences.

INSTRUCTOR BIO:

Adam Munzing has been training in martial arts for over 20 years and has received Instructor level certificates in Krav Maga, Jeet Kune Do, Kickboxing and Brazilian Jiu Jitsu. This includes a specialized teaching level certfication for training law enforcement officers in the tactics of Krav Maga, and Adam is an MCOLES in-service training provider for MI law enforcement.

Adam is not just an expert on paper. He has worked as a Defensive Tactics instructor for the Chantilly Criminal Justice Academy as well as Fairfax County and Loudon County police. Many S.W.A.T. operators, FBI Agents, military personnel, Secret Service Agents and police officers across the country have sought his expertise in hand to hand combat.

A capable instructor, Adam is the only Israeli certified Krav Maga black belt in the Metro Detroit area. He also has earned a black belt in kickboxing, a brown belt in Brazilin Jiu Jitsu, and is coordinator of the USA Jiu Jitsu Olympics for the State of Michigan.

He currently resides in the Metro Detroit Area and provides expert instruction in hand to hand, gun, knife and stick fighting to local law enforcement

including S.W.AT. and S.R.T officers. Adam also provides this top notch training to civilians through Mada Krav Maga.

NSTRUCTOR BIO:

R. Jay Phelps is a 11 year veteran of law enforcement. He has served as a patrol officer, Patrol Supervisor and member of the 23rd Judicial Drug Task Force Drug Interdiction Team (D. I. C. E.). He has spent the last 3 years as the Sniper Team Leader for the Humphreys County Sheriff’s Office ERT Team. Phelps is also a 24 year veteran of the Military where he served 20 years in the U. S. Marine Corps and the last 4 years with the Tennessee National Guard. He has served in various Sniper Billets from Sniper, Sniper Team Leader, Sniper Section Leader, and Sniper Platoon Sergeant to Sniper Platoon Commander. He is currently serving as the Senior Sniper Leader for the Tennessee National Guard’s 278th ACR Regiment. Phelps is currently a POST Certified Police Sniper Instructor and has attended several Military and Law Enforcement Sniper Courses. Phelps serves with the AmericanSniper.Org and American Sniper Association’s and is also a member of the U. S. Marine Corps and U. S. Army Sniper Associations.

Advanced Pistol-Participants will experience advanced pistol drills with emphasis in problem solving, support hand shooting, manipulation, team drills and FUNctional competitions. This class is conducted on an all steel range.

300-350 rounds of pistol ammunition and duty gear. Note taking device including cell phones, knee pads, eye and ear protection, a simple carbohydrate and hydration system is highly recommended.

INSTRUCTOR BIO:

Lou Ann proudly served the law enforcement profession for 22 years before retiring. Lou Ann has had many roles during her law enforcement career to include uniform patrol, bike patrol, undercover narcotics and prostitution operations, and a temporary assignment with a DEA Task Force. She holds a Master’s degree in Human Performance Technology and Instructional Design from the University of Michigan.

For the last twenty years Lou Ann has specialized in training female officers, having trained over 3,500 in pistol alone, and is a certified firearms and defensive tactics instructor in a variety of disciplines. Lou Ann conceptualized the nationally recognized Building Warrior Women® training event for women in public safety that has been publicized as the finest leadership and survival skills training for female officers in the United States. She instructs locally and nationally in the areas of instructor development and training for specialty units to include survival training for school resource officers, police cycling operator and

train-the-trainer level classes.

Her national conference presentations include: The American Society for Law Enforcement Trainers (ASLET), The International Law Enforcement Educators and Trainers Association (ILEETA), The International Police Mountain Bike Association (IPMBA), and The International Association of Law Enforcement Firearms Instructors (IALEFI), Rocky Mountain Women in Law Enforcement (RMWLE), Tactical Strength and Conditioning (TSAC), the National Tactical Officers Association (NTOA) conferences, and the International Association of Women Police (IAWP).

Lou Ann is a Team One Network adjunct instructor and Master Pistol Instructor through Heckler and Koch and is a certified armorer for a number of weapon systems. She authored the “Firearms Training” chapter in IPMBA’s Complete Guide to Public Safety Cycling 2nd Ed. and has authored many articles in Law and Order, Police Marksman magazine, PoliceOne.com, IALEFI’s “Firearms Instructor” and the IPMBA Newsletter. She currently serves as an advisory board member for PoliceOne.com, and is a former consultant and presenter with Calibre Press Women’s Street Survival Seminars, of which she co-wrote.

Lou Ann served as a part-time faculty member with the Washtenaw Community College Police Academy specializing in physical skills and proctored the MCOLES physical agility pre-test for seven years. She also served as the Law Enforcement In-service Training Coordinator for Schoolcraft College. There she supervised the training program, instructors, and curriculum as well as grant writing and execution.

Lou Ann also serves on the Board of Directors for IALEFI, is a certified Master Firearms Instructor and has taught at many of their train the trainer “Master Firearms Instructor” classes and conferences. She was named

ILEETA’s “Iron Cop” in 2009 and in 2015 Lou Ann received Alumnus of the Year for the University of Michigan School of Education for her contributions to public safety training. Lou Ann is an avid cyclist and runner completing several marathons and half marathons.

AR15 Armorer Doublestar

This course is designed to provide the law enforcement armorer with knowledge and skills necessary to maintain the AR-15 type weapon system in areas to include nomenclature, field stripping, complete disassembly and assembly, cycle of operation, function inspection, cleaning, lubrication, trouble-shooting, accessory selection and installation, and use of special tools.

Armored Vehicle Rescue NTOA

This course is designed to provide proven deployment methods of the armored tactical rescue vehicle in hostile environments. The different roles of the armored tactical rescue vehicle, to include victim rescue, utilization as a weapons shooting platform, delivery of team elements, negotiation phones, chemical agents and other utilization will be discussed.

This is an Instructor Certification course designed for those officers with a desire to learn new breaching techniques and develop their instruction skills. Course is a blend of classroom as well as range exercises. Students may bring breaching tools, but not required.

BALLISTIC SHIELD DEPLOYMENTSNick Kokot

Held At: Selfridge ANG Base - Hospital

Think of the ballistic shield as a dynamic, portable ballistic corner, between the law enforcement agent and the suspect. The ballistic shield has traditionally been taught to be deployed in a slow, thorough and methodical, defensive tempo. This block of instruction WILL NOT focus on utilizing the ballistic shield in a “defensive” manner. Rather, this block will expose the attendee to the offensive capabilities of the ballistic shield in close quarters conflict. This course will introduce the attendee to the unique dynamics and options associated with ballistic shield applications during critical incidents. Attendees will also receive recommendations on the equipment and ancillary equipment options.

It is recommended that a minimum of two (2) members per agency attend, as the curriculum stresses the operation of a two (2) man element when deploying a ballistic shield.

Instructor Bio:

Nick has been a police officer with the East Chicago (IN) Police Department for over seventeen (17) years. He has served in the capacities of patrol officer, tactical deployment unit member, Field Training Officer (F.T.O.), and firearms and tactics instructor for his department. Nick has also served as an instructor for the original Surefire Institute and currently serves as an instructor for Strategos International.

In 2012, Nick established his own training company, Black Cat Tactical. Nick has previously presented at tactical conferences, as well as having instructed from the academy level of probationary law enforcement personnel all the way up to members of the military’s elite units.

Combat Focus Shooting Rob Pincus

The Fundamentals of Combat Focus Shooting is a one day course that will expose the student to all of the core principles and fundamentals of the Defensive Focus Shooting Program. This course will cover the basics of intuitive defensive shooting, Combat Accuracy, The Balance of Speed & Precision, an introduction to the understanding the Body’s Natural Reactions during a Dynamic Critical Incident, understanding the integration of lateral motion and additional concepts as time allows.

This Course will provide the student with an understanding of true Counter Ambush training with a defensive

firearm, base level defensive shooting skills and a training methodology for continuing to develop those skills.

Students will fire between 400-500 rounds.

INSTRUCTOR BIO:Rob Pincus is a professional trainer, author and consultant. He and his staff at I.C.E. Training Company provide services to military, law enforcement, private security and students interested in self-defense. Rob is the Developer of the Combat Focus® Shooting program, the most efficient defensive firearms training methodology available today.

Rob provides efficient training methodologies to those interested in developing firearms, tactical operations and defensive skills. These methods stress gaining maximum value from limited training resources and working well with what the body does naturally under real world conditions.

Rob has experience as a law enforcement officer and executive protection agent and was also commissioned as an officer in the United States Army Reserve after graduating from the Military College of Vermont with a degree in Political Science. Rob serves the San Miguel County Sheriff’s Office as a Training Officer and has been a staff writer with S.W.A.T. Magazine since 2001.

From 2003 through 2007, Rob was the Director of The Valhalla Training Center in Montrose, Colorado. Rob developed the training doctrines and programs that brought Valhalla to the attention of the entire shooting industry as a leading source of reality based firearms training. During this time, Valhalla was identified by the Rand Corporation as a leader in private sector reality based training and as a sole source provider to 10th Group Army Special Forces for Extreme Close Quarters Counter Ambush training. Rob was awarded the Range of the Year award by the National Association of Shooting Ranges for 2007.

COURSE DESCRIPTIONSIn Late 2007, Rob launched I.C.E. Training Company and began traveling and teaching around the country and the world. Rob is one of the busiest instructors in the industry, conducting well over 50 courses a year in over 40 locations. He travels over 300 days a year, bringing cutting edge personal defense information to students ranging from military and law enforcement special operations personnel to those who are just considering their first defensive firearm. In 2005, Rob began production of the Personal Defense Firearms DVD Series which evolved to include the Personal Defense Network online resource for training information. To date, the DVD series has shipped over 4 Million copies and consists of over 75 titles. There is no other series of defensive training video series that even comes close to this level of distribution. In addition to his print, video and in-person teaching, Rob has been involved in the production of several TV shows including Personal Defense TV, Best Defense, Stop The Threat, World News Tonight, The Daily Show, Best Defense: Survival, Weaponology, Trigger Time and dozens of local and regional news pieces covering training and firearms rights & responsibilities topics.”

Rob and his I.C.E. team are also regularly sought out as a Team Building and Leadership Development consultants by business leaders and multi-national corporations and conduct programs involving firearm familiarization and other unique experiences.Recently, Rob has focused on program and instructor development. Rob Donaldson is a retired Sergeant with over twenty-five years of Law Enforcement experience in Illinois. The use of Reflex Sights, commonly referred to as “red dot” sights is not a new phenomenon to the shooting community. The use of these sights on rifles, shotguns and handguns by hunters and competitive shooters began to gain traction in the 1980’s and has slowly but consistently grown in popularity among this niche group of competitors to this day. Their primary benefit, regardless of weapon system, is this; a reflex sight, by superimposing a distinct parallax compensated aiming point on the target as it appears in the shooter’s field of view greatly simplifies the shooting equation by only requiring the shooter to focus on a single plane of reference. Now the shooter can focus on the threat/target without continually re-referencing the front and rear sights thus eliminating the phenomenon commonly referred to as “eye sprint” where the shooter’s focus is continually shifting from the target to the front sight. It also plays to the human brain’s instinctive reactions to focus on the threat when under stress. The bottom line is with a reflex sight, “if you got the dot, you got the shot.” Frank has Glock19/22, Sig 229 and Smith and Wesson M&P.

In particular, the student will gain specific information in Defense Technology® Less Lethal products, including 12ga, 37mm, and 40mm munitions, along with the skills necessary to return to their agency and conduct in-service training.

With a focus on the planning and tactical deployment of Less Lethal Munitions, this course includes a half day of lecture-based studies, followed by a half day of deployment testing and evaluation. Unlike many classes on this topic, the information provided is direct from the manufacturer of the products used and includes information on launching platforms, tactical considerations in the use of Less Lethal munitions, psychological/physiological effects, blunt trauma

and ballistic energy, criminal and civil liabilities/policies/procedures and instructor development for in-service training and documentation.Throughout the class, the students participate in discussions with instructors who are nationally recognized for their experience in real world deployments of chemical agents.Upon course completion and successfully passing the final exam, students are allowed to return to their agency and provide in-service training in specific areas for 36 calendar months from the testing date.

Students will receive a CD containing presentation materials and videos to be utilized by the student when training their own departments.

Rick Holland, Paramedic Instructor Coordinator and Dave Spens Paramedic Instructor Coordinator. Tactical Combat Casualty Care (TCCC) Instructors. Both Rick and Dave have extensive backgrounds in Tactical EMS and law enforcement.

Couse Description: The Tactical Casualty Care course will present the most current information and techniques according Tactical Combat Casualty Care (TCCC) doctrine. Topics include, but not limited to casualty assessment/triage, bleeding control, shock management, central wound management and first aid/medical equipment considerations.

Required Equipment: Standard call out uniform and equipment. No loaded

TERROR THREAT ACTIVE SHOOTER INTERVENTION FOR POLICENir Maman

THE COURSE:This 2 day course focuses on two crucial elements necessary for effective dynamic Active Shooter Intervention, first; is to enhance and optimize the individual officer’s ability to effectively survive, dominate, and neutralize a deadly threat during a violent deadly force engagement under stress. Second; is to enhance and optimize the officer’s ability to effectively respond and to terminate an Active Shooter Terror Attack in minimal time minimizing the loss of innocent civilian lives. This course will introduce Officers to the realistic deployment of a deliberate active terror attack and will uniquely develop the Officer’s mental and tactical disposition to drastically enhance the ability to survive and rapidly neutralize the threat. The Best Practices methodology will also raise the probability of saving more innocent lives while minimizing collateral damage and is Court Defensible.

SUBJECTS COVERED INCLUDE:

Understanding the difference between engaging a criminal and a terrorist, effective strategies for surviving against a determined threat, Dynamic Response Shooting for the handgun, engaging multiple threats, shooting from unconventional positions, effective

operation of the firearm under stress, single and double Office response tactics for Active Shooter Terror Attack intervention.

INSTRUCTOR BIO:

Nir Maman Israeli Special Forces Counter Terror Unit Operational Team Leaer, Israeli Special Forces Counter Terror School Lead Counter Terror and Krav Maga Instructor to all the IDF Hostage Rescue Units, Section Commander in change of the Counter Terror School’s International Training Section (Nir was in charge of training all the United States Special Operation Units, including the Army Special Forces, Rangers, Marine Corps FAST/Anti-Terror companies, MARCOS, Asymmetrical Warfare Group) that would attend the Israeli Special Forces Counter Terror School before high risk deployments to Iraq and Afghanistan, currently a Sworn Peace Officer, served on a Nuclear Tactical Unit in Canada, the appointed Managing Director of the Canadian Tactical Officers Association, has trained thousands of Military Operators and Police Officers around the world.

Indoor Firearms RangeThe indoor firearms range at East Campus is an outstanding training facility. The range provides working law enforcement professionals and those in training the opportunity to prepare for day-to-day situations that require accurate aim, sound judgment and experience.

Our firearms range is the largest indoor range in Michigan. It is capable of accommodating 24 officers at a time and it ranks with the safest, thanks to a state-of-the-art ventilation system and the use of only lead-free ammunition. This range is a flexible training ground that can accommodate straight target shooting, running-man target practice, as well as simulations that include high-risk traffic stops and building entries.

The most advanced technology and experience was brought together to construct a training facility that safely and strategically meets the daily training needs of the communities we serve.
