BIRD BANDING NOTES In view of the large number of new cooperators who are engaged in bird banding, it seems advisable to restate the purposes of these circulars. Bird Banding Notes are usually made up from the letters and reports of cooperators, including a number of the most interesting returns, effort being made to furnish the most recent available information on the results of experi- ments with baits, traps, and other equipment. Cooperators are accordingly invited to submit short accounts of happenings that are of special interest at their stations. These circulars serve still another purpose that we believe our cooperators will understand and appreciate, that is, they reduce to a great extent the cor- respondence that would otherwise be necessary. There are at present about 900 bird banding cooperators in the United States and Canada, and with hundreds of reports coming in every month it would be practically impossible to reply to each one with a specially prepared letter. Accordingly, post card forms have been adopted for use in acknowledging receipt of records, giving notice relative to returns and bands, and requesting corrected information from banding stations, while general information other than of a routine nature is communicated to cooperators by means of Bird Banding Notes. Detailed accounts from trapping stations are always welcome and when special information is desired, letters covering individual cases will be written. This issue contains two matters of particular interest - an Order of the Secretary relating to shrikes and a directory of bird banding cooperators. ORDER

Formatting the killing of shrikes in the immediate vicinity. of bird-banding stations.

Information having been furnished the Secretary of•Agriculture that shrikes have become, under extraordinary conditions, seriously injur- ious to and destructive of valuable birds in and around traps maintained by persons holding permits authorizing the capture of migratory birds for scientific banding purposes, and an investigation having been made to de-termine the nature, and extant of the injury cmplained of, and whether the birds alleged to be doing the Oa age should be killed, and, if so, during what times and by what means, and it having been determined by the Secre-tary of Agriculture that shrikes have become, under extraordinary condi-tions, seriously injurious to bird life, and that such birds found com-mitting the damage should be destroyed..

Now, therefore, I, Henry C. 1iallace, Secretary of Agriculture, pur- suant to authority in me vested by the Migratory Bird Treaty Act of July 3, 1918, and in conformity with Regulation 10 of the Migratory Bird Treaty Act Regulations approved and proclaimed July 31, 1918, do hereby order that the holders of Federal permits for capturing migratory birds for scientific banding purposes may kill shrikes in any manner, except by the use of poi-son, when found in the immediate vicinity of bird-banding stations, for the purpose of preventing them from killing other, birds in or around the traps.

Every bird killed pursuant to the permission contained in this order, and every part thereof, shall be totally destroyed as .promptly as possible, and shall not be possessed, transported, or shipped in any manner except for the purpose of destruction in the immediate vicinity where the bird was killed. A record of the number of birds destroyed under this privilege must be kept and a report of operations made to the Department in conjunction with the report made of bird-bending operations.

This order does not authorize the killing of shrikes in violation of State law, and a State permit, if any is required, must be obtained before operations are commenced under the Federal pri7dlege.
