WHICH POOLS ARE HEATED? The Lap Pool, Dive Pool and Exercise Pool are heated year-round, aided by the Co-Generation System. The wader stops being heated with the end of Daylight Savings, and is heated up again with the start of Daylight Savings the next year.

NO SMOKING... All areas of the Sun & Sail Club are considered a no-smoking facility, including E-cigarettes, with the exception of the Adult Lounge outside patio, the Banquet Rooms outside patio, the small lakeside concrete patio area adjacent to the Exercise Pool/Spa, and the Maintenance area patio (please note: the smoking of marijuana is not permitted anywhere on Club premises).

We have been busy getting work done on the Clubhouse campus in time for the spring/summer high season. Refurbishments have been completed for the Catering Kitchen,

Youth Center, Clubhouse Kitchen & Front Desk reception area. Come in and take a look at our new digs. Thank you for your patience as we moved through the processofresurfacingourfourpoolsandspa.Becauseoffirstinclement weather, then Easter Break, we had to adjust our timing to complete the lap pool. All work is now completed – IN TIME FOR THE SUMMER SEASON!

STREET IMPROVEMENTS This is the month that we have scheduled to begin the repair and seal coat of our Clubhouse parking lot as well as the private streets in the neighborhoods of Forest Creek, The Woods, Indian Hills and Serrano Ridge. First up - Forest Creek. A complete detailed phasing map with estimated construction start dates (weather permitting) is available on our web site (www.lf2.org). During the construction phase when the overlay is applied, useoftheaffectedroadway(s)fortravelandparkingwillbe prohibited for 24-48 hours. We understand that this will be a significantinconvenienceduringconstruction.Wewillmakeeveryeffortpossibletominimizethisinconvenience,withopenand responsive communication. In addition to the phasing map, NO PARKING signs will be posted within the immediate work area within 48 hours of the work, as a reminder for NO PARKING.WewillmakeeveryeffortpossibleNOTTOTOW,including knocking on doors to make contact with owners of left vehicles. Towing any vehicle is the last resort, yet, for cars left and in the way of the designated construction zone, we will have no other choice as the work must continue. April 4, 2018 Master Board of Directors Regular Meeting The Regular Meeting of the Board of Directors of the Lake Forest II Master Homeowners Association, a California non-profit,mutualbenefitcorporation,washeldon Wednesday, April 4, 2018, at the Lake Forest Sun & Sail Club, 24752 Toledo Way, Lake Forest, CA 92630. Board members in attendance at Call to Order were President Jolene Fuentes, Vice President Jim Richert, and Directors Ted Brackez, Paul Coulter, Sonny Morper and Steve Valderrama. Treasurer Thomas Ludden was absent. Staffmembers presentwereGeneralManager Alisa Woolsey, Assistant General Manager Cindy Christenson, Community Services Manager Jenny Mucha, Recreation Manager Argelia Jimenez, Maintenance Representative Barbara Stowers and Recording Secretary Bruce Cook. The meeting was called to order by President Fuentes at 7:08 P.M.

COMMITTEE LIAISON REPORTS

MASTER ARCHITECTURAL COMMITTEE The Master Architectural Committee (MAC) Recap for March 2018 reported the MAC reviewed 43 homeowner applica-tions. These comprised 54 separate home improvement projects, of which 43 were ap-proved as submitted and 10 were approved with conditions. 1 project was denied. The most popular projects were painting and drought tolerant landscaping.

HEARING BOARD The CC&R Violation Summary for March 2018 reported there were 47 CC&R violations during the month of March, 2018, with 70%, or 33 of them, resolved by the date of the Hearing Board meeting. 23 letters were mailed out, and 14 actual cases were reviewed by the Hearing Board.

TREASURER’S REPORT – BUDGET & FINANCE COMMITTEE – No Report.

RESIDENTS COMMENTS A H/O in Forest Creek spoke to the BODaskingthatchickensbeclassifiedas“recognized household pets” and be treated for violations/nuisances in a similar manner as is done for dogs/cats. President Fuentes responded this matter is not on the agenda, so, per the Brown Act, the BOD does not have the ability to address and discuss until the matter is placed on the agenda.

Action: The BOD directed that this matter be placed on the agenda for the May 2, 2018 meeting.

The BOD received a written comment requesting that a dog waste bag dispenser/disposal bin station be installed in the creek area behind Eucalyptus Lane. Action: Receive & File.

CONSENT CALENDAR President Fuentes pulled ‘Item C / Min-utes of the BOD Regular Meeting of March 7, 2018’ from the Consent Calendar. Action: The Board approved the balance of the Consent Calendar, containing the items as follows: A) Action Items Status Report; B) Reserve Projects Status Report; D) Master Association Financials for February, 2018; E) Acceptance of Lake Forest Keys Associa-tion’s Financials for February, 2018; F) Invest-ment Supplement Report as of February, 2018; and, G) Approval of Prospective Liens. President Fuentes stated that since she was absent from the March 7, 2018 BOD meeting, she would be abstaining from the vote on approval of the minutes. Action: The Board approved the minutes of the March 7, 2018 Regular Meeting of the BOD, with President Fuentes abstaining.

ACTION ITEMSMONEY MOVESMaster Operating Excess Funds Assistant General Manager Chris-tenson reported the Association’s CPA suggested the amount of the Association's excess operating fund was above in-dustry standard and the BOD should consider reallocating some of the funds to reserves. After review of the CPA’s suggestion, the Budget & Finance Committee recommended transferring $200K to the Master Reserve Fund, and transferring $100K to the Master Capital Fund. Action: The Board approved the Budget & Finance Committee recommendation.

Tract Equity Funds Assistant General Manager Christenson reported that after reviewing the operating fund for all the departments, the Budget & Finance Committee recommended the excess operating funds that were above 3% of 2018 operating budget for that department be transferred as follows:

• Dept 72 – transfer $40,063.03 to reserves & allocate for drainage issues, trees & walls

• Dept 73 – transfer $20,654.83 to reserves & allocate for walls;

• Dept 75 – transfer $17,784.30 to reserves & allocate for walls;

• Dept 82 – transfer $ 5,239.74 to reserves & allocate for trees & walls.

Action: The Board approved the Budget & Finance Committee recommendation.

2017 Lake Forest Keys Audit The 2017 audit report for the Lake Forest Keys reveals the 2017 shared expenses were less than budget by $7,261, and, therefore, the Association is owed $3,631 (50%) from the Keys. The Board & Finance Committee reviewed the audit report, recommended the report be accepted as submitted, and a letter be sent to the Keys informing them of the audit outcome and request the monies owed. Action: The Board approved the Budget & Finance Committee Recommendation.

TREE MAINTENANCEDept 70 – Tree Trimming Maintenance Representative Stowers reported the Association’s landscape consul-tant, EarthCo, has proposed a tree trimming program and schedule for Dept 70 (Forest Creek) to crown and trim the 49 Aleppo pineswithin theneighborhood. Staffhasrecommended, per Earthco’s proposal, the expenditure of Dept 70 operating funds in the amount of $6,860.00 Action: The Board approved staff recom-mendation.

Dept 70 – Tree Removal & Replacement A residence in Forest Creek has expe-rienced damage to a wall & walkway, and the Association’s landscape consultant has determined the damage results from tree root intrusion from a Common Area tree. To remedy thesituation,staff, inconsultationwith the landscape consultant, has recom-mended the expenditure of Dept 70 reserves to remove theoffendingAleppopine,atacost of $2,000.00, and to replace the tree with a 36-inch box California pepper tree, at a cost of $950.00, for the sum total cost of $2,950.00. Action: The Board approved staff recom-mendation.

RESERVE PURCHASESWrought Iron – Dept 72 & Dept 82 Maintenance Representative Stowers reported the wrought iron fencing located along Lake Forest Drive at Mammoth and Chester, within Dept 72 (Parkwood Estates), is in need of repair/replacement. Staff

Ms. Stowers further reported the wrought iron fencing located at Lake Forest Drive and Toledo, within Dept 82 (Prairie Ridge), is in need of repair/replace-ment.Staffrecommendedapprovaloftheexpenditure of Dept 82 reserves to complete the repair/replacement to J&M Contractors, in the amount of $3,792.00. Action: The Board deferred action to a future BOD meeting, and suggested that in the interim, staff research the parameters for the gates to be ADA compliant.

Wrought Iron – Jeronimo Lane The property at the southernmost end of Jeronimo Lane is a zero lot line patio home, with the zero lot line side of the structure bordering Clubhouse grounds. Access to maintain this side of the structure can only be gained through Clubhouse grounds. The Association owns the fence between the two properties, and the access gate is permanently locked, under the control of the Association, to prevent trespassing. Past owners of the property have been able to gain access to the zero lot line side of the residence by making prior arrangements withAssociationstafftotemporarilyunlockthegateatspecifiedtimes. However, thecurrent owners seek unfettered access onto Clubhouse grounds so as to have ”at-will” availability to maintain the zero lot line side of their property at any time of their choosing. They have asked the Association to share in the cost of the fence relocation to gain them the unfettered access they desire through a maintenance easement. The estimated cost of the fence relocation is $14,987.00. Action: No motion was made to approve, and BOD direction was not to share in the cost of construction of the proposed fencing.

Clubhouse Front Doors Maintenance Representative Stowers reported the lobby entrance doors at the Clubhouse are not fitting properly, and recommends in lieu of trying to repair them, to instead replace them with new ADA compliant doors with safety beams and approach sensors.. Discussion ensued amongst BOD members as to preferences and priorities to lobby door replacement. Action: This matter was deferred to the May 2, 2018 BOD meeting.

Playground Equipment Maintenance Representative Stowers reportedMaintenance staff discovered asupport post for an area of the playground

equipment is cracked and in need of replace-ment. Until such time as the repairs are completed, that portion of the play equip-ment is cordoned off, and its use is notpermitted. Additionally, the two small roofs are weathered and in need of replacement. Staffhasrecommendedtheexpenditureof Master reserve funds to complete the repairs, to P.D. Play, in the amount of $3,641.64.

Fence & Gate Maintenance Tips• Check on a routine basis to ensure that your fences and

gates are not in disrepair, and that the gates are closing properly. The gates must be securely closed or latched at all times when not in use. If the gates are not in proper align-ment with each other or with the gate frame, they will require adjustment or repair as needed to be in compliance with the CC&Rs.

• Gates that consistently remain open or ajar are aestheti-cally displeasing or unsightly, and thus, are regarded as a nuisance violation of the Association’s CC&Rs.

• Replace any hinges, latches, or other hardware that are damaged due to rusting, breakage, or other cause.

• Wood Fences & Gates: Check to determine if your fences and gates are in need of painting or staining. Finish shall be earth tones, natural wood or stained/painted to match the wood trim or body of the house. All paint must be one uniform color. Replace any missing fence slats, and all wood damaged due to weathering, breakage, wood rot, termites,orothercause.Anynew(unfinished)woodmustbe painted or stained.

• Metal Fences & Gates: Check to determine if your fences and gates are in need of painting. All paint must be one uniform (approved) color. All sections of the metal fence or gate that are damaged due to weathering, rust, breakage, or other cause must be repaired or replaced. Any new (unfinished)metalmustbepainted.

• If the entire fence and gate are replaced, Architectural approval is required prior to beginning the project. All improvements or alterations of any type to the exterior of your home – front, sides, and/or back yard – require an approved Master Architectural Committee (MAC) applica-tiononfilepriortobeginningthework.

Catering Kitchen Maintenance Representative Stowers reported, with the recent-ly completed refurbishment of the Catering Kitchen, it has become evidenttheoldvinylceilingtilesandlightfixtureswerediscoloredandwarpedandinneedofreplacement.Staffrecommendedthe expenditure of Master reserve funds for the replacement of ceiling tiles and light fixtures, to J&MContractors, in the amount of$4,419.50. Action: The Board approved staff recommendation.

FOREST CREEK WALL – CAMINO TREBOL PASEO At their March 7, 2018 meeting, the BOD, pursuant to the Common Area Wall Policy, agreed to cost share in four perimeter wall repair projects within Forest Creek. Since then, the H/O for 1 of the 4 wall repair projects has provided substantiated evidence that the damage to his wall was caused 100% by an Association’s tree.Therefore,staffisnowrecommendingthattheAssociationbear the entire cost of the wall repair, instead of at a 50% match, the monies to come from Forest Creek reserves in the amount of $1,460.00. Action: The Board approved staff recommendation.

2018 ELECTION SCHEDULE – UPDATED General Manager Woolsey reported the BOD approved the election schedule, including mailing ballot packets out the last week of April 2018, at their March 7, 2018 meeting. Since, it has been sug-gested by multiple Board members that the mailing date for ballot packetsbemovedtomid-April.Staffhasrecommendedanupdatedelection schedule whereas ballot packets will now be mailed to Association members on April 16, 2018. Action: The Board approved staff recommendation.

PROPOSED BYLAW AMENDMENT/ QUORUM REDUCTION Q & A

Q: What is a Quorum?

A: A quorum is the minimum number of voting members who must be present at a properly called meeting in order to be able to conduct the business of the meeting in the name of the group.Q: Why have a quorum?

A: Quorums help protect the tyranny of unrepresentative action in the name of the whole of the body by an unduly small number of persons.Q: Who are eligible to vote in Master Association elections?

A: LF II is a HOA composed of 3,436 “lots.” Lots are households of either single family homes or condos. 1 lot is one household. Each Owner on title of the lot is eligible to vote in Association elections, however, there is only 1 vote per lot.Q: What is the current quorum requirement for LF II MHOA?

A: Per the current Master Association Bylaws: a) at the Annual Membersmeeting,quorumisreachedwhenfiftypercent(50%)of the total votes in the Association are cast; (Sec 2.3{e}); b) if quorum fails to be achieved at the Members meeting, business cannot be conducted, disallowing the election results to count; c) without quorum, the meeting is adjourned to a future date (@least 48 hours out, no more than 30 days out) (Sec 2.3{f}); d) at an adjourned meeting, quorum is reached when 33% of the total votes in the Association are cast. (Sec 2.3{f}).Q: What will the proposed Quorum Reduction Bylaw Amendment do?

A: The amendment changes Sec 2.3(f) to now state quorum is reached at an adjourned meeting when 25% of the total votes are cast.Q: Why do this?

A: In the previous seven Board of Directors elections (2011 through 2017), six of them resulted in the failure to meet quorum. The only successful election was in 2016, when achieving quorum was assisted by an aggressive proxy campaign.Q: OK, so the election won’t count. So what?

A: There are a number of consequences to elections that don’t count:a)firstandforemost,thisdiscouragesMembersnotcurrentlyon the Board for running for the Board…anytime anyone runs for office, this requires a significant commitment of time and re-sources…if quorum is not met and the election doesn’t count, you cannot take a seat on the Board even if you were the highest vote getter as all current Board members retain their seat until a new election takes place…if there is an 86% chance the election won’t count, how likely would you be to run?; b) the Association must be able to conduct business to stay current and address the needs of their Members…some business may require putting a question to the vote of the Members…if elections don’t count, the Associa-tion may not be able to conduct business for the betterment of the Association; c) the Association is mandated to conduct an Annual Members Meeting election…elections cost money, about $5,000 each year to print and mail ballots…every year an election doesn’t count is every year that $5,000 is spent on nothing that happens.Q: What do other homeowner associations do for their quorums?

A: The reducedquorumstandard forLF II is33⅓%. Today’s “industry standard” to reach quorum is 20-25%. A survey of other local homeowner associations reveals 25% to be the typical. A survey of these local HOAs indicated they reach the 25% quorum requirement in most years.

The Annual Meeting of the Members of the Lake Forest II Master Homeowners Association is scheduled for Monday, June 11, 2018, at 6:00 p.m. at the Sun & Sail Club. The purposes of the Annual Meeting are:

I. TO ELECT SEVEN (7) MEMBERS TO THE BOARD OF DIRECTORS, using cumulative voting*, for one-year terms beginning June 11, 2018, from the following candidates (** denotes incumbents): Ted Brackez** Paul Coulter** Dennis Freed Jolene Fuentes** Tom Ludden** Ray Melissa Sonny Morper** Jim Richert** Steve Valderrama***Cumulative voting means that each Owner may cast all 7 votes for one candidate, one for each, or any other combination, up to a total of 7 votes cast on the ballot.

TO VOTE ON AMENDING THE ASSOCIATION’S BYLAWS, to reduce the quorum requirement for adjourned Annual Members Meeting: Initial quorum for theannualMembersMeeting is fiftyper-cent (50%) of the Association’s voting power (1,718 out of 3,436 votes). If quorum is not achieved, an adjourned meeting is held not less than 48 hours later, and not more than 30 days out. At an adjournedmeeting,thequorumis“step-downed”to33⅓%(1,146votes). If quorum is not reached, the election can be continuously adjourned until quorum is achieved. Without quorum, the election is abandoned. The proposed Bylaw Amendment is to reduce the step-down quorumatanadjournedmeetingfromthecurrent33⅓%(1,146votes) to the proposed 25% (860 votes). This amendment is in-tendedtosolveadifficultyfacedeachyearinobtainingquorumatannual elections. IN ORDER TO CONDUCT THE ANNUAL MEETING to elect a Board of Directors and approve the Bylaw Amendment, there must be a quorum of votes cast, which is 50% of the total voting power as previously described. If quorum is not achieved, the Members Meeting will be adjourned to a future date, as previously described. HOMEOWNERS CAST THEIR VOTES by completing and signing their secret ballots (mailed out by April 16th), in Envelope #1, sealing it, then placing it inside Registration Envelope #2. Envelope #2 MUST BE SIGNED – if not, the ballot WILL NOT BE COUNTED. Ballots must be received no later than 6:00 p.m. on Monday June 11, 2018. There will be a ballot box available in the lobby of the Sun & Sail Club. You can also hand-deliver the ballot in its designated envelopes at the Annual Members Meeting on June 11, 2018, during the period of 6:00 p.m. to 6:15 p.m. The polls close at 6:15 p.m. after which ballots cannot be accepted (unless quorum fails to be met and the meeting is adjourned).

A Message from the Sun & Sail Women's Club

Our last meeting of the year will be held on May 15th when thenewofficersfor2018-2019willbeinstalled.Asouryearcomes to a close, we look back at the success we have had with our charitable donations throughout the year. With your help, we have been able to gift three times a year, $200 each, to South County Outreach, Orange County Rescue Mission and Isaiah’s House for their Thanksgiving, Christmas and Easter Meals. Your support of our events has made that possible, along with donations to other designated charities. For that we are grateful. THANK YOU. Our Easter Egg Hunt was held on March 31st for the youth in our Association. I want to thank all of our volunteer members who helped that morning! Once again, we were assisted by the Lion Heart Girls, who hid the prized eggs, and helped with the prize booth and the line for pictures with the Easter Bunny. They have been a great help to us throughout the year at our events, and we are fortunate to have them. The next event on our schedule is our Spaghetti Dinner/Dance being held on May 18th with entertainment by Doug Houston. Tickets are still available! They are $20 each and tables of 10 maybe reserved when purchased together and noted on purchase sheet. Hope to see everyone there for a fun evening of eating and dancing! Look for our booth during the Sun & Sail Clubs Open House on May 19th We will have members there to answer questions about the Sun & Sail Women’s Club and their charitable work. Membership forms will be available for anyone interested in joining our group. Over the summer, we will hold our Annual Military Baby Shower on August 5th. It’s not too early to start thinking about how you may help this incredible event that your own Sun & Sail Women’s Club puts on honoring those who pro-tect our freedom. Lake Forest Garden Club. The May 2018 Lake Forest Garden Club meeting will be held on Friday, May 18th, at the Beach and Tennis Club, 22921 Ridge Route. The May program will feature the Orange County Master Food Preservers. They will provide guidance for preparing to preserve the coming season’s garden harvest and how to prepare this year’s garden bounty. Coyote Sightings in Lake Forest II Neighborhoods

TheAssociationhasbeennotifiedof a number of coyote sightings in the daytime and early evening hours in a number of Lake Forest II neighborhoods. Coyotes may prey on cats and other small animals, particularly in or near wooded areas. But they have no fear of ranging further from wooded areas and prowling in the middle of tracts. The Animal Care Services agency of the County of Orange advises that coyotes are found in all parts of Orange County, including urban areas, and are not particularly fearful of humans. Animal Care Services recommends that you take the following steps to protect you, your pets, and your property from nuisance animals such as coyotes and other wildlife:• Fenceoffanimalenclosures(fullyencloseifpossible).• Keep small children, cats and small dogs indoors or in

the close presence of an adult.• Feed pets indoors. • Store trash in covered heavy-duty containers.• Keep yards free from potential shelter such as thick

brush and weeds.• Enclose the bottoms of porches and decks.• Eliminate potential food and water sources, such as

Mother's Day Facts• The first Mother's Day was celebrated in 1908 by Anna Jarvis
