Voting on Service Area Bonds Bond-related projects such as roads and parks are organized into service areas with various geographic boundaries; only taxpayers in those service areas pay for the bonded projects. Even so, state law requires a pledge of the “full faith and credit” of the whole Municipality of Anchorage (Municipality), which means that a bond proposion in a service area must be approved by a majority of voters throughout the Municipality as well as by a majority of voters in the service area. Another way of stang this would be to say: All bonds are paid for areawide by property taxpayers, except those in service areas. For example, this applies to Proposions 5 (ARDSA – Roads & Drainage), 6 (APRSA – Parks and Recreaon), 7 (AFSA – Fire Service Area), and 8 (AMPSA – Police). Other bond-related projects like Proposions 1 (Facilies), 2 (Senior Centers/Loussac Library), and 3 (Public Safety and Transit) are paid for by property owners throughout the Municipality. Candidates’ names appear in random order on the ballot. The mayor is elected areawide. If no candidate receives 45%+1, a runoff elecon will be held on May 11, 2021, between the two candidates receiving the most votes. School board members are elected at large, meaning each member represents all areas of the Municipality but is elected to a designated seat. School board candidates win with a simple majority. Service area board members are elected by the voters residing in the respecve service area. Service area candidates must file a declaraon of candidacy, even as a write-in, at least seven days before the elecon. The Notice of Election was published in the Anchorage Daily News on Sunday, February 7, 2021, and will be published again on Sunday, April 4, 2021. It is online at muni.org/elections. The notice will list the mayor, school board and service area candidates, Anchorage Vote Centers and Secure Drop Box hours and locations, and the text of the ballot propositions. The Notice of Bonded Indebtedness was included in the Notice of Election.

Who May Vote? Anyone who is a qualified voter of the State of Alaska, a resident of the municipality for 30 days immediately preceding the election, and registered to vote in state elections at a residence address within the municipality at least 30 days before the election may vote in this election.

SPONSOR STATEMENT“Assembly chair Felix Rivera on August 11, 2020 violated EO-15, an emergency order intended to protect the health and safety of Anchorage citizens, issued by the Mayor of Anchorage pursuant to AMC 3.80.060(H) by: 1) knowingly participating in an indoor gath-ering of more than 15 people (a meeting of the Anchorage Assembly) and 2) continuing to participate in an indoor gathering of more than 15 people at a meeting of the Anchorage Assembly after being specifically informed of the violation. Assembly chair Rivera failed to perform prescribed duties as chair of the Assembly by allowing the August 11 meeting he was presiding over to continue in violation of EO-15 after the violation was brought to his attention by a point of order. Of all citizens in Anchorage the chair of the Anchorage Assembly should have been scrupulous in obeying the gathering limitation established by paragraph 4 of EO-15. His failure to do so needlessly endangered the lives of Anchorage citizens, encouraged the spread of COVID-19 throughout the community, and merits recall from office.”

From rebuilding our police force, to revitalizing Anchorage’s economy, to pushing the Municipality to clean up inhumane encampments and respectfully house our population experiencing homeless-ness, I have been working hard for you every day and getting results.

Let me be clear- the allegations in this recall petition are simply false. The group behind this effort includes my opponent from last year’s election and people opposed to sci-ence-based efforts to slow the spread of COVID-19. They are trying to overturn last year’s election and intimidate Anchorage into abandoning efforts which have saved lives and preserved hospital capacity.

The global pandemic has affected all our lives. I worked hard to effectively utilize millions of dollars in economic relief for neighbors affected by the pandemic and rental relief to keep families in their homes. As Chair, I worked to ensure that our meetings were open to the public even when the virus prevented in-person attendance.

Proposition 4 - Areawide Anchorage Police Department Information Technology Systems Special Levy and Reduction of Voter Approved Indebtedness

This proposition would allow the Municipality annually to levy a special tax not to exceed $1,840,000 dedicated to pay the costs of acquiring for the Anchorage Police Department computer-aided dispatch (CAD), record-management system (RMS), digital-evidence man-agement systems, in-car and body worn cameras, and related technology and services.

If passed, this proposition would eliminate $940,000 from the amount approved by AO 2015-141 from the principal amount of indebtedness that could be authorized by the separate “Areawide Public Safety and Transit Capital Improvement Bonds” proposition included as Proposition 3 (AO 2015-141) in 2016.

For property assessed at $100,000 (based on the estimated 2021 areawide assessed valuation in Anchorage), the estimated annual cost will not exceed $5.32 to pay for annual leasing, operations and maintenance (O&M) costs.

Property owners throughout the Municipality of Anchorage would be taxed for this proposition.

These bonds would pay for capital improvements to areawide facilities for the Anchorage and Chugiak-Eagle River Senior Centers and the Loussac Library. The proposed improve-ments include building safety rehabilitation and upgrades, facility renovations, code improvement projects and related capital improvements.

For property assessed at $100,000 (based on the estimated 2021 areawide assessed valuation in Anchorage), the estimated annual increase in taxes is $0.25 to retire the proposed bond.

Property owners throughout the Municipality of Anchorage would be taxed for these bonds.

Projects expected to be funded include, but are not limited to:

Proposition 3 - $5,300,000 Areawide Public Safety and Transit Capital Improvement Bonds

These bonds would pay to upgrade the Anchorage Areawide Radio Network Infrastructure, acquire new replacement ambulances and a heavy rescue vehicle, make improvements to transit facilities and centers, acquire and replace transit vehicles and support equipment, undertake bus stop improvements and school zone safety improvements, and related capital improvements.

For property assessed at $100,000 (based on the estimated 2021 areawide assessed valu-ation in Anchorage), the estimated annual increase in taxes is $1.13 to retire the proposed bond and an annual increase in the municipal tax cap of approximately $0.01 to pay for annual operations and maintenance (O&M) costs of $2,000.

Property owners throughout the Municipality of Anchorage would be taxed for these bonds.

Proposition 5 - $36,425,000 Anchorage Roads and Drainage Service Area Road and Storm Drainage Bonds

These bonds would pay for roads and storm drainage capital acquisition, construction, renovation, upgrades and related capital improvements in the Anchorage Road and Drainage Service Area (ARDSA).

For property in the ARDSA assessed at $100,000 (based on the estimated 2021 assessed valuation in the ARDSA), the estimated annual increase in taxes is $9.92 to retire the proposed bond and an annual increase in the municipal tax cap of $2.99 to pay for annual operation and maintenance (O&M) costs of $809,000.

Only property owners in the ARDSA would be taxed for these bonds. The ARDSA includes much of the Anchorage Bowl. It does not include Girdwood, Eagle River/Chugiak and most of the Hillside. Proposition 6 - $3,950,000 Anchorage Parks and Recreation Service Area Capital Improvement Bonds

These bonds would pay to renovate and rehabilitate trails and parks, make playground, athletic field, safety, ADA and park improvements at various parks and recreational facilities, and make related capital improvements in the Anchorage Parks and Recreation Service Area (APRSA).

For property in the APRSA assessed at $100,000 (based on the estimated 2021 assessed valuation in the APRSA), the estimated annual increase in taxes is $0.98 to retire the proposed bond and an annual increase in the municipal tax cap of $0.65 to pay for additional operation and maintenance (O&M) costs not to exceed $192,000.

Only property owners in the APRSA would be taxed for these bonds. The APRSA includes most of the Anchorage Bowl and most of the Hillside. There would be no cost to property owners in Eagle River/Chugiak, Birchwood, Peters Creek, Eklutna, Girdwood, Indian, Bird Creek and portions of Glen Alps, Rabbit Creek and Bear Valley. Tract 1 to the Bear Valley LRSA and Amending the Bear Valley LRSA Boundaries

This proposition expands the Bear Valley Limited Road Service Area (LRSA) through the annexation of Blue Beary Estates Subdivision Lot 1, Lot 6, Lot 7, Lot 8, Lot 9, and Tract 1. It will further amend the Blue Beary Estates Subdivision boundaries, effective retroactive to January 1, 2021.

The existing mill rate in the Bear Valley LRSA is 1.5 mills. If approved, property owners within the proposed Blue Beary Estates Subdivision annexation area may pay additional property taxes, pending approval of current budgeted mill rate, up to $150 of property tax-es per $100,000 assessed value annually for the Bear Valley LRSA for annual maintenance and operating (O&M) costs.
