Seven gun registrations have been dropped off this month. The LAPD has also had calls regarding training, and how to be able to carry a weapon.

Vehicle change over will be happening soon; 1801 will become 1802.

We are increasing our patrols because of increased larceny attempts and empty homes.

Wake Boat Boundary IssueMayor Mitchell states that he has been very pleased by most of the discourse on the listserv regarding wake boats and distance from shore. He states that although he knows residents will want to discuss many facets of this, today’s meeting is designed to only address the placement of the buoys of the letter sent by David Haines on behalf of many residents (see below for details).

Dear neighbors:

As water sports enthusiasts, we are looking forward to a great season ahead of us. As the popularity of wake surfing grows, we have heard concerns expressed by our neighbors regarding the effect of wave action on lake shore and people’s docks. It is our desire to be proactive regarding this issue and to institute some voluntary guidelines for wake surfing on Lake Angelus. For those of you on the lake that are not familiar with the nuances of this sport, the wake boat has a special hull shape and ballast tanks that displace water to generate a wave that will propel a surfer. Deep water is needed to generate the best wave. As a result, surfers have discovered an excellent "surf lane" on the west side of the lake. The consequence is that homes on the northwest shore of the lake are subject to the most wave action.

As water sports enthusiasts, we have considered ways to mitigate this problem and propose the following subject to approval by City Council:

1. State law mandates operation of wake producing watercraft greater than 100 ft from the shoreline. It has been a community standard on Lake Angelus to try to maintain at least a 200 ft distance. Yet visual estimation of that distance is difficult, therefore some have proposed that estimating visual proximity to shore would be facilitated by the placement of marker buoys. We propose to partner with the LA Yacht club and move the sailing buoys to deeper water farther from the shoreline, as well as place a small number of additional buoys to create a surf lane where the average distance to shore will exceed 300 feet. We will request that surf boaters stay inside of the sailing/surfing buoys.

2. Even though the east side of the lake has shallow areas and sand bars that make consistent surfing difficult, we plan to map out a new surf lane on that side of the lake and mark it with buoys. This is anticipated to shift part of the surf

traffic to the east side resulting in less competing boat traffic for surfers and more even wave distribution around the lake.

3. We believe in safe boating practices. As such, it is unsafe for boaters pulling tubers to cut across the path created by the wake boats in order to bounce on their waves. This practice can create a chaotic and dangerous situation that puts boats and riders at risk. Delineation of a surf lane will help drivers pulling tubers identify routes that will not inadvertently cut across the surf lane.

4. We would like to acknowledge that waves generated by surf boats can be disruptive to non-motorized watercraft including sailboats, kayaks and paddleboats. Presence of designated surf lanes will better delineate areas of the lake where non-motorized craft can anticipate waves and take appropriate precautions (i.e. orient the boat perpendicular to incoming waves, or avoid these areas altogether). It is also emphasized that surf boats should maintain the maximum distance possible from the non-motorized watercraft, and if that is not possible, slow or stop to allow passage of the right-of-way boat.

We want Lake Angelus to be a place where everyone can enjoy the lake in their own way. We hope that these voluntary recommendations will be considered in the same open and neighborly spirit with which they were created. Thank you.

One resident stated support for the letter and asked to hear improvements or a dissent.

A resident seeks to spread out the traffic and would like to express that he is happy that this letter has gone out. He would like to see the police out at 500 feet showing people where that is. It seems to the resident that 500 feet would be the minimum acceptable distance from the shore but is willing to try the proposal.

Gary Parlove would like to see it at 500 feet. His experience is that 300 feet and 500 feet is very different.

Laura McNew wants to find out about the “lane” marking, is that the only place where wake surf boats can go? David Haines says no, it is not just for wake surf boats, it is indicating where you should not “drift”. It is a visual cue.

One resident would like to at least go to 400 feet from the shore instead of 300 feet. He has issues with the wave action and his shoreline and boathouse.

Laura McNew is asking that people do not know how far things will be. It will be new buoys.

Natalie Forte made a motion that was cut off by a technical difficulty.

Laura McNew proposed we only address the first part of the letter and approve the section of the letter that included the 300 feet.

Natalie Forte rejoined the meeting and reiterated her previous motion on the floor.

Natalie Forte proposed City Council accept the full letter from David Haines including 300 foot markers to be put in place. Dan Jenaras seconds the motion.

The motion passed.-Ongoing Building Activity:1. 520 Gallogly – McNew – building is being moved. The site plan will come before the planning commission in June. 2. 3499 Old Baldwin – McGinnis – plans are approved, we will need to have a variance request for grading within 5 feet of the lot line. This will happen in July.3. 450 Gallogly – Vella – New home approved by PC. Clarifications will be back to the PC this month. Gary Parlove requested an update on the Fair property. The inspector has been on a walkthrough and it is hoped that progress will continue as quickly as possible.

Emergency Services UpdateGary and Natalie have met with Auburn Hills regarding Emergency Services. They have discussed repricing our services on a cost-per-call basis. Clerk’s Report

A permit will be issued for the fireworks on the 4th of July as well as on the 26th of June for a resident upon receipt of the following items:

1. Past monthly activities and project updatesA. Drinking water and electrical receptacles are now located at each end of the tennis courts

New potable waterline installed and completed by JP Lawn Sprinklers on Saturday, May 23

Fangel hooked up the water at LAPD and installed the new spigots on May 29 Electrical work and hookup of power lines at LAPD was completed by Goyette on

June 2B. The tennis court “Judges” chair repair was completed by Hilltop Services on May 16C. Tennis Court contract with Goddard is signed, Color Verification Form sent, and deposit

system - at LAPD. They should be complete with the project next week.

E. A small leak was identified by LAPD in the vestibule of their building. Chief Farley provided us with a roofing repair recommendation. That contractor provided a bid of $400. Michael invited W.D. Tubbs & Son to take a look and provide a bid. Patrick Tubbs did the repair on the spot, no charge, installing new flashing and caulk to fix the leak, on behalf of donating his work to a police department and giving back to those that serve and protect.

2. Projection of upcoming necessary projects and request funds/budget adjustments if appropriate.A. The PMT, has not been able to find an insured landscaper to do some weeding and

landscape work at City Hall Are there any volunteers for the labor? If any annuals or perennials are needed, the

City has some budget! Maybe we should make a request in The Angelus?

B. We are working on getting new mulch at the City Courts

We have not completed the fence survey

Property Assessment Committee (PAC)Thank you to the PAC for completing the boat launch seawall repair project

Update on permission letter from abutting property owner to access the dam – temporary license agreement has been signed by Ken Nash. The agreement will be terminated at the end of the year but is able to be extended if necessary.

Dam – HRC is in process of responding to concerns about pricing. Hoping to get McKenna to do some oversight.

There is $4,000 remaining on the overall dam project for this fiscal year. Natalie Forte moves to approve $4,000 for the dam permit. Dan Jenaras seconded the motion.

For $10,000 to $12,000 Rob Wood and Associates would do oversight and architectural drawings. The PAC recommends going ahead with Rob Wood and Associates to do preliminary plan for “good, better, best”. It would be a $3,500.00 deposit. Natalie moved to approve $3,500. Treasurer Report: Julie FrakesBudget Review

Revenue from building department has been amended. City Hall budget has been changed for N95 masks. Environmental budget had to increase due to weed treatment. Added in a new sewer bond account. The bottom line of the budget has stayed the same. Current year was reviewed with no questions or concerns. Natalie Forte moved to approve the 2nd amended current budget as noted. Laura McNew seconded the motion.

Fireworks donation update - $2,600 to date

Environmental Board UpdateMay 26, we had a weed survey. We showed 35 acres (up from last year). Treatment was applied on June 2.

August 12, 2020 is the next board meeting.

Fireworks:The fireworks schedule is posted on the Lake Angelus website. This year they are scheduled to be held on July 4. We encourage residents to donate in order to increase the size of the fireworks show.

Insurance Laura McNew reports that a $2,213.00 “refund” has been issued. A new bill will also be delivered to Julie. Natalie Forte moves to approve the first installment of $8,336.00. Dan Jenaras seconded

Public CommentsJim Cortez wants to know when Coffee with a Cop will resume– this will be held next month.

How is the LAPD being handled, is it a rebuild or a new building? We are hiring an architect to guide us in the next steps.

Update on possible steel doors for the LAPD, the Chief was approached by the Mayor and the Chief stated he would be happy with a new gun safe, a barrier in front of the doors, and updated security cameras. We are waiting to install the barriers until the Chief gets the new safe.

the Lake Angelus City Council, likely authorization for the Mayor to execute the agreement which would make official Waterford’s ability to provide sewer service to Lake Angelus parcels. While this issue is arising for this property, the agreement would allow other addresses to be added administratively in the future.

3499 Old Baldwin – McGinnis Residence The site plan was approved for a new home on this property. Building permit plans may be submitted and reviewed at any time once the owner is prepared to do so. In the meantime, the site plan shows grading in the side yard, which will require a variance to be considered by the ZBA. In accordance with State statute, we were unable to post notice in time for the Council to consider the variance at the June meeting; therefore, we will prepare the notices for the July Council meeting.

Administrative Approvals- We approved tree removals for 520 Gallogly due to poor tree health and 681 Gray Woods due to a hazard situation.

General Activity and Open Planning Items 1. Planning Commission made a recommendation at their May meeting to the City

Council to contract McKenna to update the Zoning Ordinance for improved organization and clarity. We have asked this item to be added for discussion on the Council’s June agenda.

2. Planning Commission has discussed its upcoming projects, including setbacks, tree preservation, and restoration of slopes with home demolition. We are working with Commissioners to prepare solutions to turn into ordinances on these topics and anticipate drafts will be presented to Planning Commission in June.

We anticipate new site plan review submissions for the following addresses in the coming months:

• Unaddressed parcel on N Lake Angelus Road (13-01-426-022) – New home on the vacant parcel that was part of the Howlett property.

The following items require additional follow-up or may be discussed for

future consideration: a. Construction sequencing

b. Review of Tree Preservation standards – ongoing c. Lake-side setback standards d. Restoration of slope with home demolition – new item request from the PC to

address e. Fee schedule update f. Noise nuisances g. Nonconforming Structure Ordinance – PC request to review this section of the

ordinance h. Chapter 1220 – outdated Michigan Planning and Zoning act references. Will be

addressed concurrently with other amendments because they do not require significant discussion. i. Short-term rental regulations

j. Environmental quality considerations – potential amendments to consider ensuring water quality is maintained at a high level

k. City Basemap update – ongoing l. Review zoning on municipal properties. m. Ordinance reorganization – ongoing work concurrent with other amendments.
