DIRECTOR’S PAGE

Even though in the last two years, the 500 schools districts across the state have not received State funding to the

degree they did before, it remains evident, however, that many school districts still believe that forensic competition

is worthwhile. This is evidenced by the number of schools entering the competition in PHSSL’s Drama

competition, District tournaments, and the State tournament. We, who are involved in this activity, know how

important and needed education is in the areas of theatre, debate, and communication.

I want to thank all the forensic directors and coaches who continue to sustain forensic programs at their schools and

who spend countless hours coaching and preparing students for these speech and drama activities. Also, I want to

thank those persons who serve the PHSSL organization in various ways: being a District Chair; perform Drama

Coordinator duties; lead the organization by being an Executive Board member; and assist Codie and me during the

year.

Also, various members of the university community need to be thanked because without them, our organization

could not function at Susquehanna. They are President Jay Lemons, Provost Carl Moses; Dean of Arts and

Sciences Valerie Martin; and Chris Markle Director of Admissions. These individuals consistently show their

continued interest and support of PHSSL.

This third issue of The Communicator not only summarizes the activities for this academic year, but it also includes

information for next year. If you find any mistakes that need correction, please let Codie know so the matter(s) can

be taken care of immediately.

Election results for the four annual Executive Board position are as follows: John Buettler, Barbara Giuliano,

David Long and Sharon Volpe

Also, I want to thank all those individuals who showed interest in becoming a Board member by having their names

placed on the ballot.

The Executive Board will be meeting at Susquehanna University on Saturday, July 13. If you want to place an item

on the agenda, please let me, Codie or one of the Executive Board members know so the matter can be discussed.

And, finally, I want to wish you a Happy Summer. Please take the time to get rejuvenated and refreshed, so when

fall comes, we can start another successful year for forensics!

PENNSYLVANIA HIGH SCHOOL SPEECH LEAGUE

EXECUTIVE BOARD MEETING – MARCH 21, 2013

CALL TO ORDER

The Executive Board of the Pennsylvania High School Speech League was called to order at 1:25 PM, on Thursday,

March 21 in Meeting Room 2, Degenstein Campus Center, Susquehanna University with the following members

present: Lisa Bompiani-Smith, Keith Brosious, John Buettler, Barbara Giuliano, David Long, Kate O’Halloran, Ellen

Boyer, William Murray, Hugh Ringer, Beth Young, Larry Augustine, Executive Director, and Codie Nevil Sauers,

Secretary. Michael Nailor was absent during a portion of the meeting due to teaching obligations. Neil Strine, Alice

Ursin, Lorinda Krause were excused from the meeting.

APPROVAL OF MINUTES

The minutes of the July 12, 2012, board meeting were reviewed. Motion: Mr. Murray Second: Mr. Long. Passed

unanimously.

ANNOUNCEMENTS

Mr. Augustine welcomed everyone to the meeting.

Mr. Augustine announced that the terms of John Buettler, David Long, Barbara Giuliano and Alice Ursin expire at

the end of the 2012-2013 fiscal year. Three Board members agreed to run for another term. Alice Ursin notified the

State Office that she will not be seeking re-election to the Board this year. An announcement was made that anyone

providing a nomination should turn their nomination in to either Mr. Augustine or Mr. Buettler by the end of the

PHSSL tournament to be included on the ballot for the 2013-2014 Executive Board election.

Mr. Augustine announced that the judges need to be assigned and the ballots can be prepared, but we will be taking a

recess and getting back together around 5pm to finish preparing the school envelopes (schematics and ballots). They

are not ready to be completed at this time. He also mentioned that for future tournaments, it would be beneficial to

have a few people present ahead of time to help on Wednesday or Thursday morning.

Mr. Augustine brought up the presentations at the Award Ceremony and that it seems to run more smoothly when

there is one individual to present speech awards and one for debate awards, rather than having a different presenter

for each category. Starting this year, we will determine ahead of time who will be the presenter for the two categories.

DIRECTOR’S REPORT

Mr. Augustine announced the 2013-2014 dates for the Drama Festival and the State Tournament: December 6 & 7,

and March 21 & 22, respectively.

As an informational item, Mr. Augustine gave the financial report (Balance Sheet and Profit and Loss statement

depicting the Income and Expenses) from July 1, 2012 through March, 2013. Motion to accept Financial Report

made. Motion: Ms. Bompiani-Smith Second: Ms. Giuliano. Passed unanimously.

Mr. Augustine announced that Mr. John Roche & Ms. Christine Metcalfe were elected into the Hall of Fame for

2013. There was a 51% return rate on the ballots sent for Hall of Fame nominations.

OLD BUSINESS

Due to the members of the Sweepstakes Committee not being present, Mr. Augustine informed the Board that the

report concerning PHSSL Sweepstakes will be moved to the Summer Board meeting.

At the previous summer meeting it was discussed that PHSSL would have a Judge Liaison present at the State

Tournament to help judges who have questions or need assistance. Ellen Boyer mentioned previously that she would

be willing to help out in that capacity.

NEW BUSINESS

The date for the July PHSSL Executive Board meeting was discussed, and it was determined to hold the meeting on

Saturday, June 29, with a second day reserved for Sunday, June 30, if needed. (A change of date and location was

later made; the meeting is now scheduled for July 13 and in Degenstein Conference Room #3.)

With the addition of the Senate competition, it is imperative to look for additional space for Congress events. This

year, the Apple Room will be utilized, as well as a switch from Stretansky Hall to AH319 for one of the four

Congress events. There were previous complaints that Stretansky Hall was not suitable for competitors and judges in

Congress events.

2013 TOURNAMENT ITEMS

The board verified the phone numbers for the Selinsgrove schools and university are accurate for the tournament;

there were some changes for this year. Passwords were also provided for each location to access available WiFi.

Mr. Augustine reminded the Executive Board: “No announcements about events at the high school or elementary

school are to be made at the 2:45 PM meeting, as they will be made at the high school or elementary school.”

Mr. Augustine requested that it be announced at the judges’ meeting that all cell phones are to be turned off during

rounds.

Mr. Augustine reminded all Executive Board members that the buffet would be held in the Evert Dining Hall between

9:00-11:45 PM.

Executive Board members were asked to volunteer to work the Registration Table to collect any changes.

Mr. Augustine reminded everyone to be mindful of the original set-up in rooms that are utilized by university,

elementary and high schools. He asked that coaches and judges be reminded of this and furniture be returned to its

original location at the end of competitions.

Mr. Augustine announced that Saturday’s pairings will appear on the TV screens in Evert Dining Room on Friday

during the buffet hours and on Twitter. Semi-finals will be posted in the same manner. The schematics will also

appear in Apfelbaum Hall on Saturday morning.

SUMMER AGENDA ITEMS

Summer agenda items were noted for the July 13, 2013 Executive Board Meeting:

Hall of Fame: some members of the Board/PHSSL community want to explore the possibility of adding past, and

prominent, members of the PHSSL community who may have not been elected to the Hall of Fame

On-line sources: how to treat them in respect to PHSSL’s “one source” rule

Speed talking in regards to debate

PF team- change current wording in rules (Nailor)

One district using another district’s alternate (Borland letter)

Review the Senate State Plan A Guidelines (Long, Nailor, Young)

Individual events- materials. Rules say materials cannot be used in competition or just PHSSL competition? (Guiliano)

Report of the Sweepstakes Committee about sweepstakes at the tournament

The mayor of the Philadelphia suburb of Marcus Hook says he won't resign following allegations he fired a gun inside his home during an encounter with another man. The Delaware County Daily Times reports Mayor James "Jay" Schiliro said Tuesday he had been set to resign after the encounter last month, but changed his mind and hopes voters will forgive him. He blamed the incident on alcohol and referred to it as quote - this one mistake in my life – end quote. The Republican says he wants to finish his term. He has not been charged. Councilman Michael Manerchia says the board and the Republican Party have asked for Schiliro's resignation. Court documents allege Schiliro pulled out three firearms in the presence of the man, firing one of the weapons. Prosecutors are investigating. A man has been jailed on charges he fought outside a southwestern Pennsylvania bar with another man who later died, but not with causing the alleged victim's death. Online court records don't list an attorney for 27-year-old Dennis Rosenberger, of Kittanning, who was arraigned early Tuesday on charges of simple and aggravated assault and faces a March 27 preliminary hearing. The Valley News Dispatch of Tarentum reports authorities were still seeking witnesses in the death of 39-year-old James Sullivan, of Chicora, who hit his head on the pavement after he was allegedly knocked down by Rosenberger. Sullivan died of a skull fracture and abdominal injuries, but authorities aren't sure if others inflicted those injuries in what they've described as a series of altercations outside a bar about 1:30 a.m. Sunday in Kittanning. Pennsylvania State police, firefighters and the coroner have been called to the scene of a house explosion in western Pennsylvania where authorities believe a methamphetamine lab may have been operating. Troopers from the Ebensburg barracks and the Cambria County coroner's office confirm at least one fatality, but say they can't offer other immediate details. County 911 dispatchers say the explosion was reported a few minutes before 9 a.m. Tuesday in Clearfield Township, near Patton, about 70 miles east of Pittsburgh. A poll shows more New York Republican voters for the first time disapproving of Gov. Andrew Cuomo's performance following the Democrat's push for a gun-control bill. The Quinnipiac University poll finds 49 percent of Republicans disapprove of Cuomo while 38 percent approve of his job performance. That compares to 44 percent who approved and 43 who disapproved in a late January poll. In December, 74 percent of all voters approved of Cuomo's performance. In the latest poll he's at 55 percent overall. Cuomo has a 49-percent approval among independent voters. Sixty-nine percent of Democrats approve of his performance two years into the job.

Syria's government and rebels are trading accusations of a chemical attack. President Bashar Assad's regime says at least 31 people were killed and more than 80 wounded in the attack today on a northern village near Aleppo. The head of the Syrian National Council says the opposition group is still investigating the allegations, but adds it is against whoever might have carried it out. Meanwhile, the White House says it has seen no evidence of a chemical attack, adding it's "deeply skeptical" of any claims from the Assad regime. The Marine Corps has issued a worldwide moratorium on the firing of 60 millimeter mortars while it investigates a deadly explosion at a Nevada training facility last night. Seven members of the 2nd Marine Expeditionary Force out of Camp LeJeune, N.C., were killed and several others hurt in the blast. A Marine Corps official says it's not clear whether the mortar exploded prematurely inside its firing tube, or whether more than a single round exploded. Zimbabweans have approved a new constitution that curbs the powers of the president and puts the turbulent southern African country a step closer to holding elections. Nearly 95 percent of voters in a referendum approved the new charter, which was backed by President Robert Mugabe and Prime Minister Morgan Tsvangirai, political rivals who were forced into a power-sharing deal after disputed elections in 2008. The turnout, at slightly more than half the 6 million eligible voters, was higher than many had expected, and analysts said the presidential and parliamentary election expected in the second half of the year could draw out even more voters in what is seen as a showdown between Mugabe and Tsvangirai. The new charter sets a maximum of two five-year terms for the president. However, the limit will not apply retroactively, so Mugabe, who is 89 and has been in power since Zimbabwe’s independence from Britain in 1980, could theoretically rule for the next ten years. A panel of experts is publishing a first-of-its-kind rulebook on cyber warfare. The Tallinn Manual is aimed at applying international law to the emerging field of military hacking. It was created at the behest of a NATO think tank. The officers and academics behind it say they aren't proposing new rules but making the argument that laws protecting neutral nations and civilians apply in cyberspace just as they do on the traditional battlefield. Ohio Attorney General Mike DeWine says people may have "the right to be stupid" but not to threaten to kill someone. DeWine made the comment today, following the arrests of two girls suspected of making online threats against the accuser of two high school football players. The players were convicted of raping the 16-year-old girl Sunday. One of the girls arrested is a cousin of one of the players. Stocks are edging lower on Wall Street amid new worries about Europe's finances. The major indexes got off to a positive start this morning after the government reported a pickup in U.S. home construction, but an unpopular bank bailout plan in Cyprus is darkening investors' outlook. The island nation is considering a plan to seize money from depositors' savings accounts as a condition of an international bailout. The Cypriot parliament was expected to vote on the plan later today, but the ruling party is calling for another delay. In sports, versatile offensive lineman Nate Garner has re-signed with the Miami Dolphins. The signing announced Tuesday comes barely 24 hours after tackle Jake Long, the overall No. 1 draft pick in 2008, left a hole in the line by signing with the St. Louis Rams. Garner started four games last year, and is entering his sixth NFL season. He has played at all five positions on the line, with five starts at left guard, four at right tackle and four at right guard. Derek Jeter says he was removed from Tuesday's lineup for "precautionary" reasons because his surgically repaired left ankle feels "stiff. The New York Yankees' 13-time All-Star was slated to play his first road game this spring, but was removed from the lineup against the Philadelphia Phillies after taking batting practice. Jeter says he might be able to play Wednesday, and doesn't consider this a setback. Jeter broke his left ankle in Game 1 of the ALCS against Detroit. He played in his first spring game on March 9 and is 3 for 11 so far. Last season, he led the American League with 216 hits and batted .316 with 15 homers and 58 RBIs. Yankees manager Joe Girardi said Tuesday morning Jeter might start the season as a designated hitter against Boston if the Red Sox start a left-handed pitcher. Today’s weather forecast: Expect snow showers throughout the day with little to no accumulation. We’ll see temperatures hold steady in the lower 30s w ith winds out of the west at 10 to 15 MPH. INSURANCE STATEMENT (For those who have not yet sent in their Certificate of Insurance)

To participate in the PHSSL State Tournament and/or Drama Festival, it is required that participating schools file a Certificate of Insurance listing both Susquehanna University and Selinsgrove School District as additional insured. To help simplify matters, below is a printed memorandum which you can send to your school’s Business Manager. He/she and/or your school’s insurance carrier should be familiar with the Certificate of Insurance. One annual filing will take care of the entire year.

Organizations or groups who participate in the PHSSL State Tournament and Drama Festival are required to provide a Certificate of Insurance listing both Susquehanna University and Selinsgrove School District as "An Additional Insured." The policy must show that the organization or group is insured for $300,000 bodily injury, and $50,000 property damage during the time in which the facilities are being utilized. The insurance certificate must be received and approved by Susquehanna University. The certificate should be mailed to:
