SUBJECT: 2011 Census: Language A Manitoba Perspective
Statistics Canada has released data on Language from the 2011 Census of Population. This data has been made available on the Internet via Statistics Canada's Census module (http://www12.statcan.gc.ca/census-recensement/2011/dp-pd/index-eng.cfm).
The Manitoba Bureau of Statistics (MBS) has prepared this document to examine characteristics such as: Mother Tongue, Home Language and Official Languages. The main focus is on Manitoba, its Economic Regions and its Census Subdivisions.
Manitoba is divided into 8 Official Regions for Data Collection (also known as Economic Regions). The following table illustrates the association between data collection region, economic region, and census division.

Note on Random Rounding: Statistics Canada applies a procedure known as "Random Rounding", in order to ensure confidentiality standards are met. This procedure randomly rounds the counts (including totals) either up or down to a multiple of 5 or in some cases 10. This procedure can result in the same count in the same (or a different) table being rounded up in one execution and rounded down in the next. As a result, the sum of the values may not equal the total listed and the same counts taken from two different tables may have small differences.

Comparability of language data between Censuses
Prior to 2011, data and analysis for language was based on the long-form Census sent to 20% of households. In 2011, the language questions were on the Census form sent to 100% of households. Statistics Canada's evaluation of the knowledge of official languages and firstofficial language spoken data for 2011 indicates comparability with previous Censuses.Caution, however, is advised when comparing trends in mother tongue and home language.
According to Statistics Canada1, changes in patterns of response to both the mother tongue and home language questions appear to have arisen due to changes made in the placement and context of the language questions on the 2011 Census questionnaire relative to previous Censuses. As a result, Canadians appear to have been less inclined than in previous Censuses to report languages other than English or French as their only mother tongue, and also more inclined to report multiple languages as their mother tongue and as the language used most often at home.

Mother Tongue
The mother tongue concept refers to the first language learned at home in childhood and still understood. Individuals may provide a single language as a response, or list more than one (multiple responses). The total response for a language is the sum of the single responses for that language, plus any multiple responses that include it.
At the Manitoba level, responses to the 2011 Census question on mother tongue were primarily English-single (72.9%). French-single responses made up 3.5% of the total responses for Manitoba, while single responses of an Aboriginal language comprised 3.0%. The remaining 20.6% of the total responses were either other single language responses, or multiple responses.
In the Economic Region (ER) of Winnipeg, 71.5% of all responses were English-single, while 3.6% responded French-single. 0.6% of the total responses listed a single Aboriginal language and 24.4% provided either other single responses, or a multiple language response.
85.1% of the total responses in the Southwest region were single responses of English, the highest share among the regions. At the other extreme, the South Central region only had a 59.4% response rate for English-single.
Half of Manitoba's ERs had a French-single response rate of less than three percent. The North, at 0.7%, had the lowest share, while the Southeast had the largest share of French-single, with 8.8%.
Of the total responses in the North ER, 32.0% were a single response of an Aboriginal language, the largest rate among Manitoba's regions. In the Southeast region, only 0.2% of all responses were Aboriginal language-single.
The North region had the smallest share of other responses among the regions, at 3.5%. Of the North's other responses, 62.4% were other single language responses, and 37.6% were multiple language responses. At the other extreme, the South Central region, with 37.0%, had the highest share of other responses. Accounting for 31.5% of all South Central's responses, single responses of German made up the majority (85.1%) of the other responses in the region.
Across the province, English was the top ranked single language response to the mother tongue question. In five of the eight Economic Regions, German was the second most frequent single response. In the regions of Winnipeg, Parklands and North, however, the second ranked languages were Tagalog (Pilipino, Filipino), Ukrainian and Cree, n.o.s., respectively. French was ranked third in five of the eight ERs, with Spanish, Ukrainian and Oji-Cree being third in the Southwest, Interlake and North, respectively.

In Manitoba, responses including English made up 74.9% of the mother tongue total responses.
Total responses including German accounted for 5.8%, French comprised 4.0% of responses, and 3.4% included Tagalog (Pilipino, Filipino). Cree, n.o.s. contributed 1.7% to the total, while Ukrainian appeared in 1.6% of all responses.
The remaining top 15 languages all had response rates of less than one percent, ranging from 0.9% for Panjabi (Punjabi), to 0.4% for Italian.
At the Manitoba level, 2.1% of the total responses were multiple responses, with 1.6% being English and a non-official language. English and French bilingualism made up 0.3%, while French and a non-official language comprised 0.1%.

Home Language (Most Often)
The home language (most often) concept refers to the language spoken most often at home. Individuals may provide a single language as a response, or list more than one (multiple responses). The total response for a language is the sum of the single responses for that language, plus any multiple responses that include it.
At the Manitoba level, English-single formed the majority (84.4%) of responses to the 2011 Census question on the language spoken most often at home. French-single responses made up 1.5% of the total responses for Manitoba, while single responses of an Aboriginal language comprised 1.8%. The remaining 12.3% of the total responses were either other single language responses, or multiple responses.
In the ER of Winnipeg, 83.0% of all responses were English-single, while 1.5% responded French-single, 0.1% listed an Aboriginal language single response and 15.4% provided either other single responses, or a multiple language response.
95.6% of the total responses in the Parklands region were single responses of English, the highest share among the regions. At the other extreme, the North region had only a 75.9% response rate for English-single.
Half of Manitoba's ERs had a French-single response rate of less than one percent, with the lowest share being 0.2% in the North. The Southeast had the largest share of French-single, with 4.7%.
Of the total responses in the North ER, 21.5% were a single response of an Aboriginal language, the largest rate among Manitoba's regions. The lowest regional rate was in the Southeast, where less than 4 out of every 10,000 responses were Aboriginal language-single.
The North region had the smallest share of other responses among the regions, at 2.4%. Of the North's other responses, 35.9% were other single language responses, and 64.1% were multiple language responses. At the other extreme, the South Central region (20.1%) had the highest share. Single responses of German comprised the majority, 75.1%, of the other responses in the South Central, accounting for 15.1% of all responses in the region.
Across the province, English was the top ranked single language response to the language spoken most often at home question. In five of the eight Economic Regions, German was the second most frequent single response. In the regions of Winnipeg, Parklands and North, however, the second ranked languages were Tagalog (Pilipino, Filipino), Ukrainian and Cree, n.o.s., respectively. French was ranked third in five of the eight ERs, with Spanish, Ojibway and Oji-Cree being third in the Southwest, Parklands and North, respectively.

In Manitoba, responses listing English on its own made up 87.6% of the home language (most often) single responses.
Single responses of German accounted for 2.4%, while responses of Tagalog (Pilipino, Filipino) comprised 1.6%, with 18,775 responses. The 17,950 responses of the single language of French also made up 1.6% of all the single responses.
The remaining top 15 languages all had response rates of less than one percent, ranging from 0.9% for Cree, n.o.s., to 0.2% for Vietnamese.
At the Manitoba level, 3.6% of the total responses were multiple responses, with 3.3% being English and a non-official language. English and French bilingualism made up 0.2%, while French and a non-official language comprised 0.1%.

Home Language (Other Regular)
The home language (other regular) concept refers to the other language spoken on a regular basis at home, aside from the one spoken most often. Individuals may provide a single language as a response, or list more than one (multiple responses). The total response for a language is the sum of the single responses for that language, plus any multiple responses that include it.
At the Manitoba level, forming the majority of responses to the 2011 Census question on home language (other regular), 85.9% of responses indicated no additional language spoken on a regular basis. English-single responses made up 5.8% of the total responses for Manitoba, while single responses of French comprised 1.6%. The remaining 6.7% of the total responses were either other single language responses, or multiple responses.
In the ER of Winnipeg, 85.9% of all responses were "none", while 5.5% responded English-single, 1.8% listed French as a single response and 6.9% provided either other single responses, or a multiple language response.
93.7% of the total responses in the Interlake region were "none", the highest share among the regions. At the other extreme, the North region had only a 69.4% response rate for "none".
The lowest share of English-single responses was in the Parklands, with 1.2%. The Interlake, with a rate of 1.8%, was the only other region with a rate less than two percent. The North region had the largest share of English-single, with 16.9%.
Three of Manitoba's ERs had a French-single response rate of less than one percent, the lowest share being 0.4% in the North. The Southeast had the largest share of French-single, at 3.3%.
The Southwest region had the smallest share of other responses among the regions, at 2.8%.Of the Southwest's other responses, 95.4% were other single language responses, and 4.6% were multiple language responses. At the other extreme, the North region (13.3%) had the highest share. The majority, 69.5%, of the other responses in the North region were single responses of Cree, n.o.s., which accounted for 9.2% of all responses.
In most Economic Regions, English was the top ranked single language response. The South Central (German) and Parklands (Ukrainian) were the two exceptions. French was ranked second in the Southwest, North Central and Winnipeg, with the Southeast and Interlake having German, the South Central and Parklands having English, and the ER of North having Cree, n.o.s. French was ranked third in half of the eight ERs, with the Southwest and North Central having German, Winnipeg having Tagalog (Pilipino, Filipino) and the North region having Ojibway.

In Manitoba, responses listing English on its own made up 41.9% of the home language (other regular) single language responses.
Single responses of French accounted for 11.7%, while responses of German comprised 10.3%. Cree, n.o.s. and Tagalog (Pilipino, Filipino) made up 5.6% and 5.0%, respectively.
The remaining top 15 languages all had response rates of less than five percent, ranging from 3.4% for Ukrainian, to 0.8% for Chinese, n.o.s.
At the Manitoba level, 0.2% of the total responses were multiple responses, with 0.1% being English and a non-official language. French and a non-official language also comprised 0.1%, while English and French bilingualism made up less than 2 out of every 10,000 responses.

Knowledge of Official Languages
The knowledge of official languages concept refers to the ability to conduct a conversation in English only, French only, both English and French, or neither English nor French. Responses are based on the self-assessment of a respondent’s ability to speak the two official languages.
For Manitoba as a whole, responses to the 2011 Census question on knowledge of official languages were primarily English only, at 90.0%. French only responses made up 0.1%, while English and French bilingualism comprised 8.6%. The remaining 1.2% indicated knowledge of neither English nor French.
In the ER of Winnipeg, 88.3% of responses were English only, while 0.1% indicated French only, 10.3% listed English and French bilingualism and 1.3% responded knowing neither English nor French.
97.0% of the responses in the North region were English only, the highest share among the regions. At the other extreme, the Southeast region had a response rate of only 84.1%.
Half of Manitoba's ERs had a French only response rate of less than 0.1%, the lowest share being in the North, with less than 3 out of every 10,000 responses. The Southeast had the largest share of French only, at 0.3%.
The lowest share of English and French bilingualism responses was in the North, with 2.3%.Comparatively, at 14.3%, the Southeast region had the largest share. Winnipeg was the only other region to have double-digit rates, reaching 10.3%.
Among the regions, the Parklands had the smallest share of responses indicating knowledge of neither English nor French, at 0.1%. At the other extreme, the South Central region (2.9%) had the highest share.
First Official Language Spoken
The first official language spoken concept is derived for use with the application of the Official Languages Act. It takes into account, first the knowledge of the two official languages, second the mother tongue, and third, the home language. For people who can't be classified into the main categories of English or French, residual categories of "English and French" and "neither English nor French", are used.
According to 2011 Census results, the majority, 95.3%, of Manitobans were classified as having English as their first official language spoken. 3.4% were assigned to French, while 1.1% were in the "neither English nor French" category and 0.2% were classed as "English and French".

On Reserve Languages
Manitobans living in a Census Subdivision legally affiliated with First Nations or Indian bands, such as an Indian reserve or Indian settlement are classified as living "on reserve'.
Mother Tongue For residents living on reserve, single responses of English formed the majority (54.3%) of the responses to the 2011 Census question on mother tongue.French-single responses comprised 0.1% of the total responses, while an Aboriginal language on its own made up 44.4%. The remaining 1.2% of all the responses were either other single language responses, or multiple responses.
Home Language (Most Often) Among on reserve residents, single responses of English made up 68.8% of all responses to the question on the language spoken most often at home. French single responses comprised just over 2 out of every 10,000 total responses, while an Aboriginal language on its own made up 30.1%. The remaining 1.1% of all the responses were either other single language responses, or multiple responses.
Home Language (Other Regular) 60.7% of all the responses from residents living on reserve indicated that no additional language was spoken at home on a regular basis, aside from the one used most often. 23.1% indicated a single response of English and 0.1% listed French as a single response. 16.1% indicated a single Aboriginal language, while the remaining 0.1% provided either another single language response, or a multiple language response.
The following three tables provide selected language data for Manitoba's Census Subdivisions, while Tables 4 and 5 provide an overview of language data for Manitoba's Economic Regions.
For various reasons2, Statistics Canada has suppressed data for certain geographic units. A list of Manitoba's Census Subdivisions that have been suppressed is provided in Table 6.
