Honorable James R. Spencer
United States District Judge
Eastern District of Virginia Richmond Division
701 E. Broad Street
Richmond, Virginia 23219
Dear Judge Spencer,
Thank you for taking the time to read over this letter. I have known Bob McDonnell for over eight years
now and he is like a second father to me. I have been good friends and roommates with his daughter
Rachel since our first year at James Madison University together.
If I could sum Bob up in three words it would be humble, honest, and loving. He is an outstanding role
model and I wish there were more people in the world like him. The first word that comes to mine is
humble; he never cared about status and treated all people with the same amount of respect. One yearat the Christmas Party I remember there was plenty of politicians and other upstanding individuals at the
event, but it didnt matter who he was talking to if we went to say hey or waved, he would say Excuse
me. Hey guys, I am so happy you made the ride up to come be with Rachel. It always meant a lot toRachels friends and I that he took the time to get to know us, even when he was so busy. Another
specific instance that comes to minds is when he came to help his eldest daughter, Jeanine, with her new
house. I remember looking outside and he was pressuring washing and he was grinning from ear to earwith happiness. I asked him why he looked so happy and he tried to spray me with it and then said he was
so happy to pressure wash cause he hasnt been able to do anything like that in a while. Bob is a simple
man he has never valued anything of money or status, the happiness he gets is from others.
In the last eight years of knowing Bob he has taught us many valuable lessons, one of them being honestand living an honest life. We would sit up late nights at the mansion or around the fire pit at Jeanines andhe would give us advice on whatever we were talking about, whether it be relationships, our career, or
just life. He is a man of God and always would tell us to look to him for guidance.
Lastly but definitely not least, he is loving and sees the good in everyone he meets. If you spend morethan 5 minutes with the McDonnell family you will see the loving people that they are. Anytime you run
into one of them or are leaving them they will hug you and hold on to you for a few minutes. They
cherish time with each other and the people they love around them. They are the most kind and lovingpeople I have ever met and they make everyone feel like family.
For friends, family, and even acquaintances of Bob McDonnell this is upsetting because we know theman he really is and what he represents. I ask and plead for a lenient sentence this January.
Thank you,
Caresse Mitchell

Dear Judge Spencer;
I am writing to share with you my personal experiences with Bob McDonnell when he was campaigning
for and serving as Governor of the Commonwealth of Virginia. In 2009, when I first met Governor
McDonnell, I was serving as the President of a large IT services firm, CGI Technologies and Solutions,
headquartered in Fairfax, Virginia and also as the Chair of the Northern Virginia Technology Council,
(NVTC) the one of the nations largest IT professional associations. I had many occasions to meet with
Governor McDonnell in both of those capacities.
In every single interaction that I had with the Governor, both formal and informal, he was focused on
one key issuemaking the Commonwealth a better place to live and work for its citizens and
businesses. As an example, during the campaign he became aware of and was keenly interested in the
fact that our company had established a software engineering center of excellence in rural Southwest
Virginia, employing over 300 people with high paying salaries. He immediately wanted to learn about
the key challenges and success factors in establishing such a center, and after his election, formed a
commission, on which I served, focused on replicating that kind of economic growth in rural Virginia.
On many occasions, the NVTC asked for Governor McDonnells support on issues important to our
constituency, and he worked tirelessly to proactively help on issues related to making Virginia a betterplace for business. He often travelled to Northern Virginia at all hours to honor our requests to support
important initiatives such as the expansion of job opportunities for Veterans.
Each and every time I met with Governor McDonnell he impressed me as the model public servant,
knowledgeable about the issues and focused on delivering real positive impact to the Commonwealth.
He was also very kind and thoughtful, for example, always asking me about my family, and remembering
details that I had shared in prior conversations.
I hope you will consider a lenient sentence for a man who has contributed so much to the lives of all
Virginians.
I also thank you for your great service to our country.
Sincerely,
Donna S. Morea

Dear Judge Spencer:
I am writing you today to ask for leniency of a far and just man: Robert F. McDonnell. I
have known Bob McDonnell for 27 years of my life, and not once have I had an interaction withhim where I didn't leave feeling like the most important person to him in the room. This wasn't
because I was the only person in the room, but rather a result of the sincerity in which Bob would
interact with family or strangers, which is rare in todays world.
Bob has dedicated his life to serving others, whether it be his through his faith, his familyor his State, Bob has always been second. Therefore, I am asking you to put him first when youconsider handing out lenient sentences.
Thank you for your consideration,
John Naisawald

Re: Letter of support of Governor Bob McDonnell
Dear Judge Spencer:
I am the former Commonwealth's Attorney for Buchanan County. As a new
person in the community
of
Buchanan County, I initially considered a run in this
small, tight-knit, Appalachian conlmunity as a good means to meet the
community and get my name, as a new attorney new to the area, better known.
Only after getting into the race did I see the unique ways that being from outside
the area could genuinely benefit the people of Buchanan County.
For years, there was a deep seated sense of corruption within the political offices
of the county. On two occasions the county's Board of Supervisors had faced
investigations and arrests by federal authorities, the last of which occurred just
prior to my run for Commonwealth's Attorney. As such, I became particularly
sensitive to even the mere appearance of political impropriety.
It
is from this point
of
view that I write to you in support of Governor
McDonnell. I took office as a total stranger to the Governor (who was the
Attorney General at the time) and the Virginia political landscape in general.
During my years in office, Attorney General McDonnell, and later Governor
McDonnell consistently showed extreme courtesy and grace in aiding me in any
way I requested assistance. He also provided me the very best advice I received
about holding a public office - Tan1ara, forget about any upcoming campaigns
and do the
jo
to your very best ability.
In contemplating all this, I ask you to please grant Governor McDonnell a lenient
sentence, with no incarceration time to serve. The public shame and personal
disgrace he has and continues to face has been extreme compared with a typical
defendant before you. It is a much greater fall for someone like Bob, who was
once considered a front-runner for a Vice-Presidential nomination and potential
Presidential candidate, than for most defendants who appear before you. That
extreme shame certainly serves the justice system's purposes of deterrence and
punishment.

Honorable James
R
Spencer
United States District Judge
Eastern District of Virginia Richmond Division

Richmond, VA 23219
Dear Judge Spencer,
I am writing
to
you about Governor Bob McDonnell in the hope th t his sentence will be suspended.
In
all of my
dealings
with
him, I found him to
be
an extraordinary good and decent man, always willing to help those around
him.
I fi rst met Governor McDonnell when he was Attorney General. I was just promoted
to
superintendent of Catholic
schools, and had to make the difficult decision to close Saint Joseph School in Petersburg. When I arrived at
the
school, Attorney General Bob McDonnell was holding a press conference asking for help
to save
the school. Within
days of his powerful testimony, money poured in and the school survives until this day. This
sc
hool ser
ves
a mostly
poor minority population, and continues its mission because one man, Bob McDonnell, took it upon himself to do
the right thing without concern
for
any negative political repercussions th t might come his way.
That same day, after he finished speaking, the camera crews began
to
pack up just as I
was
about
to
address the
press.
I turned
to
Mr. McDonnell, whom I had not met, and asked him
to
please help
to
ensure th t my message
was heard. Even though his staff was continuously prompting him to leave, he turned to the press and said, this
young lady has
so
mething
to say
and he stood by
my
side until I had finished my statement. This incident may
seem insignificant, but it has always struck me as
so
telling of
the
man he is. He could have listened to his handlers
and run
off
with good reason, and yet his innate compassion came through and he took the time
to
help an
individual he had never met who was in a difficult spot.
Before he ran for governor, and
fter
he had resigned
the
position of attorney general,
our
paths crossed again.
When he learned my office had created a foundation to help provide scholarships
for
needy children, he offered to
help.
His
association with this cause, was the prime mover in attracting other influential community members.
On
another occasion he arranged for me to meet key educational leaders
from
Notre Dame. That meeting resulted in
a very fruitful partnership
with the
University th t has enhanced the quality of education and the vitality of our
schools.
With all
the
good th t Governor McDonnell
ha
s done for me and for my schools, there was never any expectation
th t
we would
do
something for him. I believe
th t
it is
truly
in his nature to help people whenever
if
he can.
I kriow you must have a very difficult
job
. As you determine Bob McDonnell s fate, please consider his kind, giving
nature, and
the
many occasions in which he se lf less ly served others.

Honorable James R Spencer
United States District Judge
Eastern District
of
Virginia Richmond Division

Dear Judge Spencer,
I thank you for your service and for taking the
time to
read this letter.
I
had
the pleasure
to
serve on the
Virginia Winegrowers Advisory Board
for fifteen years appointed by
four
Virginia Governors and therefore I interacted with them and
their
administrations through serving
in this position .
While serving from 2010 and 2013 I have been involved in projects with Maureen and Bob McDonnell
promoting and developing wine education, research, marketing and tourism , both nationally and
internationally.
In
all occasions I witnessed from Maureen and
Bob
McDonnell a sincere, strong
commitment
and
tireless dedication toward the well-being
of
the State
of
Virginia.
It
is for
this reason
that
I
write
and
ask
you
to be
lenient in your sentence.
