There is a great deal of change going on in education today. The McFarland Unified School District wants our parents to know what changes are happening with state assessments. We have gathered some important information from the California Department of Education for you to make yourself aware of and hopefully answer questions you might have.

California is a member of the Smarter Balanced Assessment Consortium. The Smarter Balanced Assessment Consortium (SBAC) brought together many states to create a common, innovative assessment system for mathematics and English language arts/literacy that is aligned with the Common Core State Standards and helps prepare students for college and career. The Consortium involves educators, researchers, policymakers, and community groups in a transparent and

Early reviews of the movie are very good.

The movie centers on culture, success, endurance and family, which transcends to beating the odds of being an underdog. Today many of the stars of yesterday that were on the original cross country team live in McFarland with their families. consensus-driven process to help all students thrive in a knowledge-driven global economy. The Consortium’s projects are funded through a four-year, $175 million grant from the U.S. Department of Education, comprising 99 percent of activity resources, with the remaining support provided through generous contributions of charitable foundations. Membership is open to any interested U.S. state. California is one of 42 states who have chosen to participate in the consortium. This year marks the first year California will be utilizing Smarter Balanced Assessments to measure academic performance for our students.State testing time is right around the corner for McFarland.

Our testing window this year will be: • for grades 3rd through 8th from March 3, 2015 – May 20, 2015 • for grades 9th through 12th from April 11, 2015 – May 20, 2015

Last year our district participated in the SBAC field test to “test the test” and prepare for this year’s round of assessments. This year the testing program in California has a new name, CAASPP. On January 1, 2014, California Education Code Section 60640 established the CAASPP System of assessments. CAASPP stands for California Assessment of Student Performance and Progress. The assessments that comprise the 2015 CAASPP administration are a mix of online and paper-pencil assessments. The online component contains the Smarter Balanced English language arts/literacy (ELA) and mathematics tests. The paper-pencil component includes CST/CMA/CAPA science tests and the optional STS for RLA. In California, all students in grades 3 through 8 and 11 will participate in the 2015 Smarter Balanced tests, which include both ELA and mathematics content areas. These tests are administered online. Local Educational Agencies are administering two types of tests in 2015:

Smarter Balanced Tests: English Language Arts/Literacy and Mathematics in grades 3–8 and 11Paper-pencil tests: • California Standards Tests (CSTs) for Science—grades 5, 8, and 10• California Modified Assessment (CMA) for Science—grades 5, 8, and 10 who meet the eligibility requirements to take this instead of a CST for Science• California Alternate Performance Assessment (CAPA) for Science— grades 5, 8, and 10 who meet the CAPA requirements• Standards-based Tests in Spanish (STS) for Reading/Language Arts— grades 2–11 (optional)The optional STS are multiple-choice tests that allow Spanish-speaking

English learners in grades 2 through 11 to demonstrate their knowledge of the California content standards by taking a reading/language arts (RLA) assessment in their primary language. STS items are developed by biliterate, bilingual California educators and test developers.

Our teachers have been very careful to pace their instruction this year in order to ensure that all common core state standards are taught prior to administering the CAASPP. As we near the dates of the testing windows, it is very important that your students are at school and ready to learn each day. Teachers will be focusing their instruction to address their students individual needs and is very important that your students are there to benefit from the great teaching that is occurring. Please make every effort possible to ensure that appointments and other activities are scheduled outside of the instructional day whenever possible. We want our students to have every advantage, and as with all state testing efforts, it is important to make every effort to ensure all students are well rested, well fed and ready to “do their best on the test” each and every day. It is essential for students to be present and ready to test on assessment days. While these assessments are untimed, each subject area is expected to take 2.5 to 4 hours to complete. New Elementary School UpdateIf you take a drive to the corner of Garzoli and Taylor, you will

see a boom of construction activity. After years of planning and thanks to the support of the community, our new elementary school is finally under construction. Site working is ongoing while our modular buildings are being fabricated by JTS Construction. In the coming weeks, you will begin to see our classroom wings being installed at the site.

I want to take this opportunity to give you, the community, an overview of the process we went through to get to where we

are today. At the end of 2011, we realized that our existing facilities were not going to meet the needs of our community for much longer. Our Kern Avenue School was housing almost one thousand students. This school was operating at almost twice its capacity. We recognized a need for a new elementary school. The first step was to secure funding. At the beginning of 2012, we began exploring our funding options and determined that a bond would be needed to raise the capital to build a new school. Through the efforts of our community, we successfully passed a $25 million dollar bond in November, 2012. Due to

bonding limitations, we could not access all the funds needed to build out the school. The plan was to build the school in phases as funding become available.

In May of 2012, we engaged our architect to give us an estimate for an elementary school. The estimate we received was for almost $16.5 million dollars. Because of the high cost, we looked at alternative constriction methods and visited many modular schools to determine if this would be a viable option for McFarland. After seeing the quality of modular buildings, we opted to go modular, with the exception of the multi-purpose building. The multi-purpose building is being built on-site. By going modular and reducing the capacity to 350, we were able to reduce the estimated cost of the school to $15 million dollars. This is the estimated cost for the new elementary school that was presented to the community as part of our bond election campaign.

It is important to remember that in 2012, the economy was still in the recession caused by the housing market crash. During that time, trade contractors were hurting for work and it reflected in the estimate we received. Had we been able to build at that time, we would have built the new school for $15 million dollars. Unfortunately, the process of building a new school requires a lot of time because of the state agencies involved. We began the process with the California Department of Education (CDE) and Office of Public School Construction (OPSC) at the beginning of 2013 and closed on the Garzoli and

Taylor land on December 15, 2013. During this time, our architect was meeting with our staff to determine the specification for the new school. The plans were then sent to the Division of the State Architect (DSA) at the end of 2013. DSA gave final approval of the plans in May, 2014 at which time our construction company bid the job.

By the time we got the plans back from DSA, the economy had recovered enough that our trades were no longer desperate for work so the original estimate was too low. Another contributor to the increased cost was caused by a change to the scope of work. The number of students at Kern Avenue went from almost a thousand in 2012 to almost 1200 in 2014. The Board decided to change the capacity of the school from 350 to 500 students. The new elementary school will cost $19 million dollars. Once completed, we will have a school that will reflect the pride of our community. The community has always supported our students.

Kern Avenue and Browning Road School FaceliftWe are all excited about our new elementary school. But we cannot forget

our two existing elementary schools that have supported our students for years. This year we are starting the process of giving Kern Avenue and Browning Road a much needed facelift. Both schools will be repaired and painted. This work is expected to be completed over the next two summers. Our goal is to have both schools looking “like new” when the new school opens.

10-Year Facility PlanThe school has engaged the services of CM Construction to prepare a 10-

Year Facility Plan for our district. As McFarland continues to grow, our need for additional facilities become more apparent. In order to stay ahead of the growth, we need to start planning today. Please be aware that CM Construction will be holding community meetings later this year for community input. For this plan to be accurate, we need your input. Together we can identify our facility needs in the coming years.

Credit Card-In-Person or Online Payment ServicesAnother service that was made available in June 2014 was accepting credit

cards as method of payment for City Services and in September 2014 we added online payment submission for City services. As stated in previous newsletters we have a credit card payment processing through a third- party. Customers can access the online payment by visiting the City’s website and selecting the On-line payments icon or from the McFarland MyCommunity Mobile App select bill pay. Oher methods of payment for services remain available which include cash, money orders, or checks.

Annual Operating Budget ProcessIn February 2015, the City of McFarland Finance Division will be presenting

to City Council for approval Mid-Year Budget adjustments for Fiscal Year 2014-2015. Also in February the Finance Division will begin the Budget Process for City of McFarland’s Annual Operating Budget for Fiscal Year 2015-2016. Each year the Mayor, City Council, City Manager and City staff work to develop the annual budget. The City Of McFarland Annual Operating Budget must be adopted by City Council by June 30, 2015. All parties must make decisions on how to utilize the limited revenues that the City receives in order maintain and improve the City for its Citizens. In the next scheduled newsletter and/or via the City Website dates of any public budget workshops will be listed, public participation is encouraged.

are consider leaders in our community today. Mr. Jim White who is portrayed by Kevin Costner in the movie is also a well-respected active member of the community. It has been really an honor to know all the runners and Mr. White. I for one, am looking forward to the release of the movie.

2nd Street Water TankIf you haven’t seen the mural on the 2nd street water tank, I would

suggest that you go by and look at it. It was well done. It depicts and is the tribute to the nine state cross country championships, the runners and coaches that are portrayed in the movie “McFarland USA”. In addition, the city is continuing its beautification projects throughout the city with installing a wrought iron fence and improving the landscaping in front of the water tank. Plants will be planted in the planters when the weather warms up and eventually there will be a block wall around the tank, replacing the old chain link fence.

Disney / Kaboom PlaygroundMany of the McFarland citizens are involved and aware of the playground

going in on industrial. This playground is being donated by Disney. Many other citizens and businesses in town are either donating to assist with materials, labor, food or money to build the playground. Disney is using the National Non-Profit organization call Kaboom. Kaboom specializes in building community playgrounds with the community support.

This playground project is typically a 6 month project, Disney and Kaboom asked if the city and its citizens could complete the project in 2 months. Thanks to everyone that helped. It is greatly appreciated and is a nice project that will fit into the master plan for the area.

The playground did accelerate the construction much sooner than the city was able to complete design and plans for the other phases of the project. Those phases are:

Constructing a heavy gage fence on a 3 to 4 foot wall with cut out art attached that will span from Sherwood to Perkins.

1) A walking and bike trail2) A secured very nice community garden3) A Transit transfer station4) A natural gas fueling station, hydro fueling station and electric vehicle

plug in station.

West Kern AveThe first block of West Kern is nearly completed. The one phase left to complete

is the façade program for the business buildings. This phase will now move forward. The city has been issued funding for the second block of Kern Ave and the

project is currently in the design phase. The project will be going out to bid in the next few months. The project will continue the theme from the first block of West Kern Ave.

East SherwoodThis project will begin construction in 3 weeks. The road will be widen,

curb gutter will go in on the South side of East Sherwood, street lights and the utility poles will be undergrounded.

The city is at will also be going out to bid for the construction of the first phase of Discovery Park.

Mast Ave – FirstThe City in conjunction with GEO prison will be constructing a block wall on

Mast that will extend the length of the GEO’s property. The block wall will continue down Taylor up to the first structure on GEO’s property. In addition, sidewalks, curb and gutter will be constructed in the front of GEO’s property on First Street. After the block wall is constructed landscaping will finish the project on Mast.

City Hall ImprovementsThe city has made minor improvements to City Hall and the Police Station.

These improvements were combined with functionality and aesthetics to better serve the citizens and prepare for the future growth of the City.

As a reminder Citizens can now pay there utility bill through the City’s web-site with a credit card if you cannot make to the office.

Hello everyone. We are very excited coming into the spring season. The holidays were so enjoyable. The Annual Christmas Parade was a wonderful success. The McFarland Police Explorers were responsible for the color guard duties and the flag salute to lead the parade. Two of our police motorcycles were in the parade procession along with other police vehicles. Everyone had a great time. There were many smiles along the parade route. On December 6th and 7th, we assisted film producers contracted by Disney with area security for the filming of the music video related to the movie, “McFarland. Many community members attended the event. Fun memories were created at the event. Our Annual Christmas 2014 was conducted on December 12th. The event took place from 1:30PM to 5:00PM. The McFarland Police Department brought the joy of Christmas and gave gifts such as clothing, food, Christmas trees, and presents, to 7 needy families. We were accompanied by the McFarland High School Choir Teacher and approximately 12 high school Choir students. We sang Christmas Carols. McFarland City Manager John Wooner, City Councilmember McFarland, employee family members, and other City of McFarland workers joined this operation and helped with this special event. The McFarland Police Department would like to thank everyone including the local contractors, Home Depot, Walmart, Kmart, Palace Market, and local churches that made this event possible through their donations and generosity. This event was a wonderful community outreach. We took our first ever department group photograph during December in front of the Veteran’s Memorial Center. In addition to the group picture, we took a picture of our Police Explorer Post. We are displaying these photos along with individual photographs of the Mayor, City Manager, and Councilmembers in our station lobby area. We are excited to honor these important city leaders and our police department members.

The Department members have completed some very nice remolding inside the police station. The interior of the police station has been repainted and received several other needed updates. We are excited about the new facelift for our station. Please stop by and request a tour. You will see our freshly painted lobby and many other improvements.

Our focus is to protect and serve the excellent community of McFarland. The Police Department encourages the community to continue to be involved in reporting suspicious or criminal activity. Citizens may utilize the free tip line number for anonymous reporting at 1-855- HELPMCF, (1-855-435-7623). This anonymous tip line allows community members to stay involved and anonymously report suspicious or criminal activity. Our Community-Oriented Policing Philosophy has built a strong partnership between the community and the McFarland Police Department. Chief Kimble and the entire McFarland Police Department would like to thank everyone for their help and support. We will continue to work together with you to build our “World Class” city and police department.

Hola a todos, estamos muy contentos de entrar en la temporada de la primavera. Los días festivos fueron muy agradables. El desfile anual de Navidad fue un éxito maravilloso. Los Exploradores de la Policía Mcfarland fueron los responsables de las tareas de Guardia de Color y el saludo a la bandera para el desfile. Dos de nuestras motocicletas de la policía estaban en la procesión desfilando junto con otros vehículos de la policía. Todo el mundo tuvo un tiempo muy agradable. Industrial Avenue and the east side of McFarland have a new playground for the children of McFarland to enjoy. The City of McFarland, the McFarland Recreation and Parks District and the McFarland Unified School District (McFarland Tri-Agency Partners) in partnership with Disney Studios and KaBoom have come together to build this amazing new playground. This playground wouldn’t have been possible if it weren’t for the members of the playground planning committee, several donors and the citizens of McFarland that participated in the construction of the playground.

This playground is the first of many projects that center on recreation and public health. Many of these projects will be in the same area as the playground and will include a community garden, a walking trail along the railroad from E. Sherwood Avenue to E. Perkins Avenue and a new bike lane on Browning Road and Elmo Highway.

In addition to the improvements on the east side of McFarland there are several projects on the west side of McFarland that will continue the emphasis on recreation and public health. These projects include the continuation of the W. Ken Avenue streetscape project and the striping of bike lanes on Mast Avenue and Taylor Avenue. Also the gazebo and greenspace located on W. Kern Avenue and Frontage Road was dedicated to Coach Jim White for his dedication to improving the lives of many McFarland children.

The Community Development Department continues to process development projects that will provide jobs, new retail options and new housing that include both single family homes and duplexes. The latest project that was approved by the Planning Commission is for a mixed use development project located behind Palace Market.

Lastly I encourage all the citizens to attend any meetings that the City has including City Council and Planning Commission meetings because McFarland is your City and your ideas and opinions matter.

Avenida Industrial y el lado este de McFarland tienen un nuevo parque infantil para los niños de McFarland para disfrutar. For the first time in several years we have separated boys and girls basketball midget league and we have opened up our programs through 8th grade. Due to the low number of participants we have combined 7th and 8th graders with 5th and 6th. This being the first year back it was to be expected, we hope for the next programs more 7th and 8th graders will participate. Our gymnasium has really been busy with practices and games for all 25 basketball teams. I would like to thank you for your patients with some late games and with respecting the areas of our no parking zone. We understand this can sometimes be a little frustrating since the parking lot is small for the amount of participants but we truly appreciate your cooperation for this and future programs.

Co-ed Volleyball was a success, with 5 teams composed from McFarland, Delano and Bakersfield. Games were held Monday and Tuesday evenings and concluded with “United” being the season Champions. We look forward to bringing back more adult games like this; if you have any ideas and or would like to see more adult games we welcome you to speak with us to explore the possibilities of starting other exciting adult programs.

With spring on its way, so is soccer and volleyball and we can’t wait for another great season to start. Parents, kids remember that like any of our other programs both boys and girls are welcomed to participate in an exciting, fun and competitive program like volleyball. Don’t forget your deadlines to avoid late fee.

Cinco de Mayo festivities will kick off on April 23rd through April 26th at our Browning Road Park. Come and enjoy the carnival and adult soccer games Thursday through Sunday. Saturday the 25th join us for the queen candidate speeches as well as delicious food. On Sunday the 26th join us as we crown our 2015 Cinco de Mayo queen and enjoy the parade, booths, carnival, games, music and performances. Parade starts at 2:00 p.m. down Browning Road and we invite anyone who lives on Browning Road to show your Cinco de Mayo spirit by decorating your home and have a chance to win $100. Judging will be on Saturday, April 25th. Don’t forget to stop by the Rec. and pick-up a parade entry form and or a booth form for food or crafts.

Be on the lookout for our summer flyer with deadlines of our baseball, tackle football and swimming lessons. We are looking forward to opening the pool on the 16th of May, but keep checking with us as we get closer to May. We are now accepting pool rentals along with our other facility rentals. Call the Rec. at 792-3187 to check for any available dates.

Board meetings are held on every fourth Monday of each month (unless otherwise noted) at 5:15 p.m. at our Mouser Center. Please join us at our Board meetings or stop by the office if you have any questions or concerns. We would also like to take this opportunity to thank all those who ran to be part of our Board of Directors. Special thanks to Marin Ortega for your outstanding support and dedication to the Rec. We would also like to welcome and congratulate Eliseo Santillano as our newest Board of Director and to Johnny Samaniego (Vice-Chairman) for another term. We would also like to take this time to welcome Stephanie Dounseroux as our additional Program Coordinator.

Por primera vez en varios años hemos separado a los niños y niñas de la liga midget y hemos abierto nuestros programas a través de octavo grado. Debido al bajo número de participantes combinamos el séptimo y octavo con el quinto y sexto grado. Siendo este el primer año de regreso era de esperar, esperamos para los próximos programas haya más de grados séptimo y octavo que participen. Nuestro gimnasio ha estado muy ocupado con las prácticas y juegos para los 25 equipos de baloncesto. Me gustaría darle las gracias por su paciencia con algunos juegos que tenemos en la tarde y con el respeto a las áreas de nuestra zona de estacionamiento. Entendemos que esto a veces puede ser un poco frustrante ya que el aparcamiento es pequeño para la multitud de participantes pero realmente se le aprecia su cooperación para este y futuros programas.

Co -ed Voleibol fue un éxito, con 5 equipos compuestos de McFarland, Delano y Bakersfield. Juegos se celebraron el lunes y el martes por la noche y concluyó con “United” siendo los campeones de la temporada. Esperamos poder traer de vuelta más juegos para adultos como este; si usted tiene alguna idea y o le gustaría ver más juegos para adultos le damos la bienvenida a hablar con nosotros para explorar las posibilidades de iniciar otros programas emocionantes para adultos.

Con la primavera en camino, al igual lo es el fútbol y voleibol y no podemos esperar que comience otra gran temporada. Padres, niños les recordamos que al igual que cualquier otro de nuestros programas se les recuerda que niños y niñas son bienvenidos a participar en un emocionante, divertido y competitivo programa como el voleibol. No se olvide de sus plazos de inscripción para evitar cargos adicionales.

Festividades del Cinco de Mayo comenzarán el 23 de abril al 26 de abril en nuestro Parque Browning Road. Ven a disfrutar del carnaval y partidos de fútbol de adultos de jueves a domingo. Sábado 25 acompáñenos a los discursos de las candidatas para reina, y a disfrutar la deliciosa comida. El domingo día 26 acópensenos a la coronación de nuestra 2015 Cinco de Mayo reina y a disfrutar del desfile, puestos, carnaval, juegos, música y actuaciones. Desfile comienza a las 2:00 pm por Browning Road y le invitamos a cualquiera que viva en Browning Road a mostrar su espíritu de Cinco de Mayo decorando de su casa y tendrá la oportunidad de ganarse $ 100. Se juzgara el sábado, 25 de abril. No se le olvide pasar por le Rec. a recoger un formulario de entrada para el desfile y una forma para puestos alimentación o de artesanía.

Esté atento a nuestro folleto de verano con los plazos de nuestro béisbol, fútbol americano y clases de natación. Estamos mirando adelante a la apertura de la piscina, el 16 de mayo, pero este en contacto con nosotros a medida que nos acercamos a mayo. Ya estamos aceptando alquileres para la alberca al igual a las otras instalaciones. Llame al Rec. al 792-3187 para verificar si hay fechas disponibles.

Las reuniones del Consejo se celebran cada cuarto lunes de cada mes (a menos que se indique lo contrario) a las 5:15 pm en el Centro de Mouser.
