Browning Road School offers a strong, academic curriculum where all of its students learn, succeed, and become active participants in society. The diversity of our student population is recognized, valued, and respected. In order to have a “Safe School” Browning Road School is increasing its commitment to creating an extended learning environment. We believe that this starts in the school by incorporating parents, the district and other community resource agencies together to form our educational community.

Information: McFarland located in a rural, predominantly agricultural community in the middle of the San Joaquin Valley. Browning Road Elementary School is one of 2 elementary schools in the McFarland Unified School District and serves approximately 600 students in grades K-5. We also have two state pre-school which is not included in the total of our

student population. The majority of our community residents are hispanic. A high poverty level is documented by the fact that 97% of its students are eligible for free or reduced lunches. Sixty-one percent of the school population is designated as English learners. Ninety-nine percent of the school population are Hispanic, and 1% are Filipino and White combined. Our staff is broken down below:

THE FOUR COMPONENTS OF A SAFE SCHOOL PLAN:

INTRODUCTION:

A comprehensive approach to creating safe and effective schools must include four components that interact and affect the safety of the whole campus. The four components are: the personal characteristics of the students, school; community and staff; the school’s physical environment; the school’s social environment; and the school’s culture. BACKGROUND:

Browning Road Elementary School is located in the predominately agricultural community on the north east side section of the city of

McFarland and is part of the growing McFarland Unified School District. The current enrolled in grades K-5 is 600. The student profile is highly Hispanic with a 16% migrant student population.

Browning Road School receives Categorical Aid funding from the following

state and federal programs: Federal--Title I Basic Grant Low Income, Title I Reading First Grant and Title III LEP; State--EIA/LEP, School & Library Improvement Grant, High Priority Grant and Lottery. A high poverty level is documented by the fact that 97% of the students receive free or reduced lunches. Currently 398 students are designated LEP. COMPONENT 1— Activities to Address Personal Characteristics

Of Students,School, Staff and Community

It is difficult, if not impossible, to create a safe school plan without a clear knowledge of the people — students and staff— who will mingle at the school

every day. Personal characteristics that should be considered include the ethnic and cultural backgrounds and expectations, health concerns, life experiences, and unique qualities that students and staff bring to school. In this section, list the strengths that are at your site.

1.0 Browning Road School is a school with a minority population of 99%, with

a large population of English language learners. Browning Road students and their parents will have the opportunity to participate in activities and programs that can expand their life experiences to gain more appreciation of the diversity of American life.

1.1 We will be incorporating a Social Studies curriculum to be used to develop the appreciation of diversity which will be integrated

throughout the curriculum.

1.2 Counselors from the Henrietta Weil Clinic provide on-site counseling and parenting classes are offered to families of Browning Road School through the Family Resource Center.

1.3 Establish funds to help students participate in other recreational activities such as field trips or grade level activities.

1.4 The Migrant program also offers extended day classes, Saturday classes

and evening classes for eligible students and their parents. Through the Migrant Education Even Start program, parents are instructed in ESL classes. 1.5 The Learning Center also provides our families and community members the opportunity to learn English, computer skills and the opportunity to attend citizenship classes.

2.0 The staff expertise will be increased through staff development in the

following areas: Parent Involvement Program, such as Healthy Start, self esteem enhancement programs such as Skills for Growing, Crisis Response Training and teaming concepts.

2.1 The County Office of Education, in conjunction with Law enforcement

personnel will give presentations and training to staff members throughout the county of Kern in: Crisis Response, bully Prevention/Intervention, Gang Prevention/Intervention and Cyberbullying.

2.2 Ongoing meetings, staff developments, and workshops are scheduled for

site personnel, such as: Crisis Response Training, Conflict Management Training, Data Training, Professional Learning Communities Training will continue throughout the year.

3.0 Browning Road School will continue to address any health concerns

pertaining to the McFarland area, including speech, hearing and vision testing when necessary, in accordance to student need.

3.1 Accommodate students who are temporarily, physically impaired. 3.2 Student Intervention Teams will modify instruction to meet the needs of the students who have learning disabilities, Attention Deficit Disorder(ADD) or Attention Deficit Disorder with Hyperactivity (ADHD). 3.4 Browning Road school will continue to incorporate programs that are geared specifically to a. nutrition b. alcohol c. other drug use prevention 3.5 Browning Road School will continue their partnership with community health services in providing and making available prevention and intervention programs for our students and families. 3.6 Browning Road will coordinate with mental health agencies to ensure that severely emotionally disturbed (SED) students or others who have difficulty adjusting to the student environment, receive appropriate educational services.

List the agencies/organizations that work with your school and give a brief description of each.

• Parks and Recreation through the City of McFarland-They provide intramural sports and activities to students within the community.

• Boy Scouts-Opening Boy Scout Troop – Afterschool activities are provided for our students to engage them in a healthy learning environment

• Family Resource Center-Helps families to qualify for low cost vision/dental/ medical insurance for all eligible family members through Healthy Kids, Medical, Healthy Families. In addition, financial support is provided for families who cannot pay their electric bills, purchase food or uniforms for their children

• Back To School Night-Gives the parents the opportunity to meet their child’s teacher and to see the projects and activities that are being done in the classroom

• Open House-Gives the parents the opportunity to visit their child’s classroom and see portfolios of their class work.

The following programs help promote student learning and a safe environment for students:

• Awards Program-Awards for Student Achievement/Attendance and Behavior • Even Start Program-Help parents learn English so they can work with students. • School Wide Discipline Program-Rewards pupils for positive behavior while

providing appropriate consequences for inappropriate behavior. • Technology Program- Literacy/Math • Chamber of Commerce donates backpacks for low income students. • Family Resource Center offers uniforms for students who are in need through

Operation School Bell. The Migrant program also identifies migrant students who may benefit from uniforms. The staff identify students who they fee may benefit with new uniforms.

List the staff training and give a brief description of each such as: ELD, conflict resolution, etc.

• English Language Development Training is offered to all staff to help them meet the needs of students who are not English proficient.

• Staff are trained in other various classroom strategies to increase student involvement and academic achievement, such as Thinking Maps, Questioning skills, Vocabulary Development, English Language Development, and student engagement strategies.

• First Aid/CPR — training given to insure that students can be properly cared for in an emergency situation until medical help arrives and protects students’ lives when needed.

• Technology In-Service Training is provided to help teachers understand and utilize computers as an instructional tool in teaching students.

• CABE Conference - An opportunity for teachers of bilingual students to gain insight into teaching techniques and strategies as well as providing parents with a better understanding as to how to assist their children with learning at home as a continuation of the learning process.

COMPONENT 2- The School’s Physical Environment The school’s physical environment can strongly affect the students’ and the community’s perception of the safety of that school.

• List examples of the school’s physical environment such as: beautification projects, security systems, public signs, etc. and give a brief description of each.

1.0 Improve and develop playground, classroom and other campus areas to provide a safer, more appropriate environment for learning.

1.1 Provide safe play areas by developing a solution to gopher hole problems, regular filling and maintaining of sand areas, regular inspection of grounds for potential hazards.

1.2 Develop a security system to prevent and control the access of unauthorized persons to the campus.

1.4 For the safety of the students and staff a school wide communication system will be provided to help speed the response in a crises.

1.5 The crisis response plan will identify procedures to follow during (1) human emergencies, such as bomb threats, death of a student, suicide pacts, weapons on campus, and riots; and (2) natural emergencies, such as fires, earthquakes, and other natural disasters. 1.6 Visitors must sign-in at the front office, no parents or visitors are allowed on campus without authorization. 1.7 There are signs posted all over campus stating that all alcohol, tobacco, and drugs are prohibited on school campus.

COMPONENT 3— The School’s Social Environment

1.0 The principal of the school will take an active leadership role in setting the direction of the school and establishing a positive climate.

1.1 The principal will facilitate shared decision making, involving the certificated and non certificated staff, students, parents, and community members -particularly those members representing law enforcement and social service agencies.

1.2 The principal will emphasize the importance of positive staff attitudes and treatment of students and parents; the principal will model and expect the staff to demonstrate responsiveness, respect, consideration, and sensitivity. 1.3 The principal will be readily available to all members of the

school community and will continue to be highly visible on the campus and in the classrooms.

2.0 A school-wide set of rules for acceptable student behavior, agreed upon by staff consensus, will be clearly communicated and reinforced by school staff to parents and students.

2.1 A schoolwide discipline plan has been implemented between

the two elementary schools in the district. Staff have been trained and the plan was explained to students.

2.2 Classroom rules will be published, explained and displayed in

every school room.

2.3 Staff will review and enforce discipline rules with their students. Parents will be informed of the schoolwide rules

established for all students. 2.4 Students are recognized quarterly for Academic Achievement, Perfect Attendance and outstanding contributions to their individual classes. Parents are invited to award assemblies where students are recognized.

2.5 A Student Handbook, with printed school and district discipline Procedures, is distributed to each individual student at the beginning of each year or upon enrollment.

3.0 Classroom conditions will provide an orderly learning environment, that will enhance the learning experience and promote positive interactions among students and staff.

3.1 All students will be heterogeneously grouped Kindergarten. Students who are two grade levels behind will be offered the intervention program to support their learning.

3.2 All students will be encouraged to work together on academic tasks through various teaching strategies.

3.3 Building positive relationships will be encouraged throughout Browning Road School.

3.4 Curriculum and instruction will be designed to promote learning throughout the range of learning styles.

3.5 Community support agencies, such as mental health, child

protective services, and the probation family advocate, will take an active part in school matters.

List what is at your school now, such as: School Site Council, Student Intervention Team,

School Wide Discipline, etc. and give a brief description of each. School Uniform Program is mandatory. This provides students with a feeling of school spirit and belonging. Additionally this is a deterrent with regard to school crime as students are not singled out for the theft of expensive clothing items. School Site Council — An elected body of parents and staff that work together to assist in the decision-making process and recommendation of categorical funding. ELAC meetings monthly -English Learner Advisory Council for bilingual parents to obtain their input and provide them with information pertinent to their child.

School Leadership Team is created to ensure that teacher input is included in all aspects of site-based decision making. COMPONENT 4— The School’s Cultural Environment Perhaps the most accurate measure of the health of a school is in the school’s culture. It deals with the intangible, and includes the implicit assumptions, expectations, and knowledge of students, parents, and staff about how the school should function and how individuals in a school should act.

1.0 Positive academic and social expectations will be clearly stated and communicated to students and parents.

1.1 Students, parents, and staff will work together to ensure that strategies are in place to build a sense of community within the school so that all can feel pride in their school and feel that they are important members of the team.

1.2 Strategies will be implemented to break the code of silence among students and enable students to take ownership of plans for the safety of all by reporting weapons on campus or other threats to the health and welfare of all persons at school.

1.3 Expectations will be clearly stated and known to everyone. 1.4 Adults will model respectful and positive when dealing

with students.

1.5 Clear and positive academic expectations will be communicated to all stakeholders.

Component Areas for Continued Improvement

Beautification- We will work to build a stronger and cleaner community. Future plans include working with the community to plant flowers on the exterior of the school. We will work with community groups to inform families residing in the Browning Road area about “Neighborhood Clean-Up” Programs.

Safety and Health -We hope to have at least 50% of the teachers and 100% of our

paraprofessionals certified in First Aid before June 2005. We will encourage CPR training as well. We will also be working collaboratively with parents’ committees at our site to implement a new plan for “Visitors” at the school, whether they are parents, volunteers or community members taking classes. We will work with the McFarland Sheriff’s Department in planning assemblies regarding student violence and sexual harassment, in an attempt to

improve student discipline and awareness of State Law and Education Code.

Browning Road Elementary School EMERGENCY ACTION PLAN /ASSIGNMENTS 2004-2005

Section I

Emergency Action Plan Quake Shaking 1. 5 long bells will sound repeatedly. 2. All students, staff, and visitors inside the school building at the time of the earthquake shall: * Move away from windows, if possible * Get under desks or tables where available * Drop to knees with back to windows and knees together * Fold arms on the floor close to knees * Clasp both hands firmly behind the head, covering the neck. Cover ears with forearms * Bury face in arms, protecting head. Close eyes tightly * Stay in the above position without any talking or noise until further instructions are given. Instructions will depend upon the circumstances

* After about a minute, assigned staff members will come to each room to communicate (verbal signal) to staff and students that it is safe to evacuate * Teachers will then direct his/her students to safely evacuate the building to their assigned area in a timely and orderly manner (Teachers must bring their Emergency Clipboards. Also see map for standard fire exit pattern.) * At the assigned area, teachers will take roll call, account for any missing persons, and report any possible injuries * If outside the school building during an earthquake, students shall get clear of all buildings and remain there until further instructions are given 2. Note: In the event the class is in another area (library, science, etc.), the teacher is to go to their assigned area upon notification (not the "All Clear"). A staff member responsible for the students will deliver the class to the assigned area upon notification. 3. All support personnel and all classroom instructional aides are to report to the Emergency Operation Center upon notification. 4. After the "All Clear" signal is sounded (one continuous bell), all classes may return to their classrooms.

LOCK DOWN 1. Announcement over the p.a. “Teachers, staff and students, this is a lock down. Immediately lock down your rooms and sit on the floor.” 2. Carefully and quickly lock your door and close your blinds and windows. Keep the students quiet. Listen for gun shots, orders from the command post and outside noises. (If your room has a closet and if there is room in the closet, open your closet and have some of the students sit in it. We need to get children away from windows and safely secluded.) Do not, for any reason, open your door after it has been locked. Even if someone is knocking on the door, don’t open it. It might be a child you know, however, the assailant could be with him/her holding a weapon. Do not open your door until you hear the “all clear” signal. Do not allow your students to go to the restroom.

Do not use the p.a. system unless it is a real emergency. The Administrator will call you to check on the status of your Students. 3. The administrators and custodians will lock all gates and make sure that all children get out of the halls and to safety. The police will secure and maintain the building. after the all clear has been called 4. All teachers and students will stay in their classrooms. There Will be an announcement similar to, “please continue to keep all Your students in the room unless a runner comes to excuse them.” 5. Search and rescue team will be called by the command post to Take their classes to their “buddy” or another pre-appointed Teacher for safe keeping. The team will go directly to the office. They will get their walkie-talkies and then be dispersed by the Commander. Their duties will include:

1) being a protective shield so the parents and reporters can’t barge in. 2) protecting the integrity of the crime scene. 3) serving as “calmers” for the parents who heard about this situation on their scanner and have raced over to the school to see if their child has been hurt. 4) directing the parents to the student release team area.

6. Student release team will: 1) be directed to set up in an area that would not hamper or encroach upon the crime scene. 2) begin the release procedure. 3) the elementary schools will have a team of 5th graders Trained to help the student release team. They will Deliver call slips to the rooms to get students for Parents who are waiting. Remember, do not release a Student directly to a parent unless it has been Cleared by the student release team. Make sure you Mark the ones leaving in your affendance book. Note Time and with whom they left.

7. An administrator will deal with any parent whose child has been injured. 8. The plo will:

1) set up a table where the press can easily come to and talk to himiher. Under no circumstance are you or the Students to talk to any reporter!!!! There are Many reasons for this rule. The police officers and the plo are the Only ones with the most correct information. This is not only for The good of the school but for your well being as well. 9. Listen to the p.a. system we will be releasing students either to Their next class, to their parents or, at the end of the day, home. Every situation could have a different ending scenario. Please be Flexible and follow the directions of the command post. Just Because you see one class getting dismissed, it does not mean that Your class will be allowed to go at that time. There might be a

Victim lying on the floor right next to your door.. .etc. 10. Before the staff is dismmised to go home, there will be a Debriefing explaining exactly what occured and how it was

Handled. All questions will be answered as thoroughly as possible.

Fire & Emergency Drill Procedures

1. Place the fire drill map in your room, in a location where it can be seen. When the fire alarm sounds, go quietly to your assigned area. Classroom numbers are attached to the fence.

2. The first student to the door will hold the door open for the class to file out of the room. This can be arranged by the teacher.

3. There is to be no running or talking during the fire drill.

4. After your class has reached the fence, students from other classes are to return quickly to their homeroom.

5. Teachers are to do a quick roll call of their homeroom class. Please note on the form the location of any child not present at this time.

6. If the drill takes place during a recess, all students are to report to their homeroom number at the fence.

7. When drills occur during lunch, students are to stand quietly, and pick up their tray. They will exit the cafeteria slowly with the noon duty aide.

After they are outside, students will be seated on the grass in the cafeteria area and finish eating their lunch.

8. In the event of a major crisis, all classes will then be moved toward the

North/East section of the playground. We will eventually have flags to identify the grade level areas.

Earthquake Procedures

As soon as you realize that an Earthquake is taking place, call out, “Earthquake: Duck, Cover, and Hold I”

Both staff and students should then: * Get under the table or desk * Turn away from the windows * Put both hands on the back of your neck * Tuck your head down

* Hold onto the legs of your desk and be prepared to move with it As soon as the earthquake stops, all students should return to their seats and

wait quietly. it is very Important that everyone remain very quiet and wait for Instructions. When it is safe to leave the building, the teacher will take the class outside. Using the fire drill procedures, go to the open spaces at the fence with your room number. Stay together and be ready to take cover again, if there are additional earthquakes or aftershocks.

Anyone who is severely injured or pinned under furniture or equipment, must be left behind. Make a note of the condition of anyone being left, and assure them that you are sending help back right away. If it is the teacher, a student class leader will have to take the class out.

On the Disaster Message Form, list any children who may be missing, or left behind. Any problems in your room and anything else that will assist the school.

Browning Road School FIRE DRILL PROCEDURES

1. Students will learn what the fire alarm signal sounds like on the first day of school. 2. All persons leave in an orderly manner (single file) by the front exit leading to the outside. CLOSE ALL DOORS. Students should be informed that there is to be NO talking. 3. See map for line of marching from room to line-up areas. 4. Take roll and send to the school secretary. 5. Should the fire alarm ring during passing period or lunch recess, please report to the playground and line up behind the teacher of your next period.

6. No one is to go back into the buildings until the “all clear” bell in sounded by the principal. 7. The Fire Marshall or principal may pull a child to see if there is proper accounting of a teacher’s classrooms. 8. Teachers should report fires by pulling the fire alarm system or by school phone. Fire drills will not be announced. Please stress to all students that there is to be no talking, playing, or running during the drill. Your fire monitor should be the first one out of the room to make sure doors are closed. When your class is accounted

for, the monitor will report to the school secretary with the report form.

Browning Road School FIRE/FIRE DRILL EMERGENCY PROCEDURES SYSTEM

To provide for the safety of students and staff, the following procedures will be

followed:

The principal shall:

a. Direct evacuation of buildings, using fire signals and other procedures as required for fire, using a manual bell for signals in case of power failure.

b. Arrange for transfer of students when their safety is threatened by fire or approaching fires.

c. Issue orders to teachers if children are to assemble in pre-selected safety areas within the school.

d. Schedule monthly/periodical fire drills and keep appropriate records.

e. Use discretionary judgment in emergencies which do not permit execution of prearranged plans.

f. Inform the Superintendent or designee of all emergency actions taken as soon as possible.

g. Post directions for fire drills and civil defense drills in classrooms, multipurpose rooms, etc.

2. Teachers shall:

a. Be responsible for the supervision of students in their charge.

b. Take your classroom attendance with you when you leave the room.

c. Make sure your windows are closed.

d. Make sure your doors are closed but UNLOCKED.

e. Make sure all students are out of your room.

f. Walk your students briskly to your assigned location as indicated on the Fire Drill Map.

g. Instruct your students to be QUIET while walking to assigned location.

h. When your class arrives at their assigned location, keep them in a

straight line and Quiet.

On the Attendance Sheet, list names of students who are MISSING. If they were counted absent that day, they are not missing. If you know where the missing students are (i.e., band, office, etc.), please let us know on the pink slip. The pink slip should be brought to the school secretary or fire Marshall by a student from your class.

CIVIL DEFENSE EMERGENCY OPERATIONS Three priorities exist when emergencies occur that endanger the lives of students

during regular school hours or outside of the regular school hours, if it is a participating school-related activity supervised by a district employee:

A. The Safety of each student. B. Caring for students for an unlimited period of time. C. Sending students home as soon as possible.

The following guidelines have been established to prepare school for possible emergency services if disaster should strike. RED ALERT

A red alert indicates that a foreign attack is imminent. Staff will be notified of this alert through:

A. A general announcement through the school intercom receive from the Sheriff’s Department, “Prepare for Red Alert.”

B. All personnel should remain in their classroom in the duck and cover position during the red attack alert.

C. Students may be released by office staff only to parents or other known responsible adults who are willing to except the responsibility of the student and contact the students’ parents.

D. Staff members are to remain at school until released by the principal. Staff members responsible for minor children will be given priority consideration for release.

E. If Emergency Services authorities feel that there is sufficient time for students to get home, school will close and students and staff will be released.

Browning Road School BOMB THREAT EMERGENCY PROCEDURE SYSTEM

Whenever the principal or designee believe that a danger may exist, he/she shall

have students and staff evacuate threatened areas until law enforcement and/or fire department staff has conducted a bomb search and determined that re-entry is safe. School police officers may assist in this search. No other school staff shall reach for or handle an explosive or incendiary device. Receiving Threats:

A. Anyone answering a telephone bomb threat shall try to keep the caller on the line and get answers to the following questions:

1. When is the bomb scheduled to go off? 2. Where is the bomb located? 3. What kind of bomb is it? 4. Who placed the bomb? 5. How do you know about the bomb? 6. What is your name and address?

B. The person who receives the call should also try to determine the callers sex,

age, and distinctive features of voice or speech. They should also take notes of background noises such as music, traffic, machinery, or other voices.

C. Anyone who receives a written bomb threat will place the written note in an

envelope and make a notation of where and by whom it was found or from whom it was received.

D. Any employees or students who receive a bomb threat shall immediately report the threat

to the principal or designee.

1. Staff will immediately use the fire drill procedure to evacuate threatened areas.

a. Students and staff shall follow standard fire drill procedures.

b. Teachers shall take roll at their assigned areas and immediately report any absences to the principal or designee.

c. Teachers shall remain with their classes until the all clear signal is given. 2. Immediately turn off any two-way radio equipment which is located in a

threatened building.

3. Immediately inform law enforcement authorities, the fire department, and the Superintendent or designee.

Except for school police officers, no staff or students shall re-enter the threatened building(s) until the law enforcement and/or fire department staff advises the principal or designee that re-entry is safe.

E. The individual taking the incoming call will be immediately questioned by the principal or person in charge. If the person taking the call felt that the caller was serious (or even if there is the suspicion that it might be serious), initiate the following:

1. Clear the school using normal Fire Drill procedures. 2. Call the police (792-2121) and fire (792-2131) departments. 3. Notify the Central Administration Office of your action. 4. All custodian and maintenance personnel report To the Administrator for

Instructions.

F. If the person taking the call indicates that is it most likely a prank (giggling caller, young child’s voice, etc.), you may, at your discretion initiate the following:

1. Get on the public address system and announce, “ATTENTION

TEACHERS, WE NEED YOUR ROOM INVENTORY AT THIS TIME.”

2. Teachers will immediately and personally initiate a search of their classroom.

a. If nothing suspicious is found, they will send a note to the office stating “Room number - inventory O.K.”

b. If anything suspicious is found the teacher will LEAVE IT ALONE immediately call the office stating, “Room number - object,” and will immediately evacuate the class using the Fire Drill procedures for that room.

3. If the office is not notified by teachers indicating a foreign object in the

rooms, the office may or may not initiate procedures under F2 above, upon discretion of the administrator involved.

4. Should a note be received indicating a foreign object, the administrator

will immediately initiate procedures under F2 above.

G. REMEMBER: IF YOU ARE IN DOUBT, CONSIDER THE SAFETY OF THE STUDENTS TO BE OF OVERRIDING IMPORTANCE. WHEN IN DOUBT -

EVACUATE THE SCHOOL.

Browning Road School CHEMICAL ACCIDENT AND TOXIC SPILL EMERGENCY PROCEDURES

Chemical accidents would include tank truck accidents involving large quantities of toxic gases or fumes. Should such an accident endanger the students or staff, the following procedures will be followed:

1. The principal or designee shall determine the need to leave the building or to be evacuated.

2. If it is determined that evacuation is necessary:

a. Contact the Superintendent or designee.

b. Account for each student.

c. Transport students according to evacuation plan.

3. Never allow anyone to be downwind from spill or fumes.

4. With staff assistance, keep all students at a safe distance.

5. Render first aid if necessary.

6. Contact the Kern County Health Department.

7. Notify law enforcement and fire department.

9. Students and Staff shall not return to school until the Fire Department officials have declared the area is safe.

Browning Road School DISTURBANCES - DISORDERS EMERGENCY PROCEDURE SYSTEM

Student Disorder

Notify District Superintendent

2. Notify pupils via bull horn, public address system or other appropriate means, in the presence of adult witnesses, to end the disorder by returning to assigned classes.

a. Students should be warned that by remaining on campus, and refusing to go

to classes, they risk suspension and/or arrest. b. Staff members should be assigned the responsibility of verifying the

audibility of all announcements. (Tape record if possible.) c. If a pupil persists in the disruptive behavior/activity following a second

warning and after a reasonable time (2-3 minutes), notify him/her of his/her suspension and notify his/her parents.

d. If the pupil continues the disruptive activity after being told of his

suspension, the principal may proceed with his arrest under the provision of Section 626.8, California Penal Code, and Section 16701, California Education Code.

Employee Disturbance

Notify the District Superintendent or designee 2. If the disturbance occurs during assigned work hours after the employee has reported for work, consider the following procedures in the presence of an adult witness:

a. Order the employee to stop the disruptive behavior and return to his/her assigned duties.

b. If, after a reasonable time (2-3 minutes), the employees has not complied

with the request, direct the individual to the school office or district Superintendent or designee.

arrest procedures by calling the sheriff.

3. School employees who have not reported for duty but take part in disruptive activity are considered acting as independent citizens. These individuals are subject to procedures described below.

Disturbance - General Public

1. Inform the District Superintendent or designee of the disturbance

2. If conduct of an adult who is not an employee of the district, but whose conduct on school premises or nearby the property interferes with the orderly

process of the school should be warned in the presence of an adult witness that they are subject to arrest.

Browning Road School SPECIFIC DISASTER GUIDELINES

EARTHQUAKE EMERGENCY PROCEDURE Earthquakes occur without warning. For their safety, children shall be taught methods of protecting themselves. Earthquake While Indoors at School:

When an earthquake occurs, the following actions shall be taken inside the school building and in individual classrooms:

1. The teacher or other person in authority shall implement the DROP action. Each student shall:

a. Get under equipment (desk, table, etc.) where available. Otherwise get next to an inside wall or under an inside doorway and drop to knees with back to the windows.

b. Clasp both hands firmly behind the head, covering the neck. c. Bury face in arms, protecting the head. Close the eyes tightly. d. Stay there until the procedure or emergency is over or until subsequent

instructions are given. Such instructions will depend upon circumstances and the extent of damage to the building.

2. As soon as possible, teachers shall move the children away

from windows and out from under heavy suspended light fixtures.

3. Teachers shall implement action to LEAVE THE BUILDING when the

earthquake is over. Teachers shall ensure that students do not run, particularly on stairways.

Earthquake While on School Grounds: When an earthquake occurs, the following actions shall be taken if teachers and students are on school playgrounds.

1. The teachers or person in authority shall direct the children to WALK away from buildings, trees, poles, or exposed wires.

2. Teachers and students shall cover as much skin surface as

possible, close eyes, and cover ears. 3. Teachers and students shall stay in the open until the earthquake is over, or

until further directions are given. Earthquake Emergency Procedures:

The principal shall:

a. Post instructional aides will be posted at a safe distance from all building entrances to see that no one re-enters for any reason until the buildings are declared safe. Guards may be custodians, teachers, or students. b. Direct a custodian to shut off all pilot lights on water heaters or furnaces.

c. Request assistance as needed, through appropriate channels, from the

country or city civil defense office and or fire and police departments. d. Notify utility companies of any break or suspected break in lines which may present an additional hazard. If damage has occurred, the custodian shall shut off all utilities at the main valve. e. Contact the district office for further instructions. f. Determine the advisability of closing the school, with the advice of the County Building Inspector if possible. g. Following the quake, the principal and custodian shall inspect all buildings for safety in accordance with inspection procedures below. h. If the building is safe for use, the principal or designee shall clear debris in order to resume educational activities as soon as possible.

Until such time as the building are safe for use, the principal shall provide educational facilities outside so that the educational program may be continued with little interruption as possible.

2. Teacher shall:

a. See that students avoid touching electrical wires that may have fallen. b. Not light any fires or allow students to light fires after the earthquake until the ares are declared safe. c. Render first aid if necessary. d. Take roll of their classes.

General Procedures: Students shall be taught the following safety precautions to be taken during an earthquake in the event that adults are not present to give specific directions: 1. The safest place to be is in the open. Stay there. 2. Move away from building, trees, and exposed wires. DO NOT RUN! 3. After the earthquake if you are on your way to school, continue to school. 4. After the earthquake, if you are on your way home, continue home. Instructions After Earthquake:

1. The school custodians shall make a thorough inspection immediately after a severe earthquake.

Check points: Large cracks affecting building Earth slippage affecting building Water leaks Gas leaks Electrical breakage

If leaks are detected, the custodians shall shut off the utility in the building affected and notify the principal or designee.

2. The building principal shall inspect the facility. If the principal believes the school is damaged sufficiently to be a hazard, he/she shall notify the Superintendent or designee and ask County Building Inspector to check for structural failure and equipment adequacy. Until this is done, the building shall not be occupied.

3. The County Building Inspector shall be responsible for determining if the structure is

safe for occupancy. The Superintendent or designee shall expedite reconstruction and replacement of equipment.

Earthquake While on the Bus: When students are on the school bus during an earthquake, the following actions shall be taken: 1. The bus driver shall pull to the side of the road away from any buildings,

poles, wires, overhead structures or bridges, if possible, and issue the DROP action.

2. The driver shall set the brakes and turn off the ignition.

3. The bus driver shall wait until the earthquake is over before

proceeding on the route.

4. The bus driver shall contact the director of transportation for

instructions. 5. If the bus driver continues on, he/she shall watch for hazards created by the

earthquake, such as fallen electrical wires, cracked roads, or fallen poles.

3. Teachers will take roll and send information to the secretary. 4. Wait for the All Clear signal.

BROWNING ROAD SCHOOL Flooding of Poso Creek

When the district office determines that a school or schools should send students home or relocate to a different facility due to flooding, the process will start immediately. The community of McFarland will flood on the east side of town before the west side.

1. All secretaries will assist in contacting parents. Students will remain in their classes until parent contact is made.

2. All bus riders on the east side of town (Hwy. 99) will report to the bus

loading area. They will be Supervised by custodial staff until the bus arrives.

3. East side students will be called over the P.A. system using an alphabetical order student list Starting with the first letter of their last name.

4. Students will report to the office as directed. This is where multiple phones

are available.

5. Secretaries will call the student’s parents or relatives for permission to walk to the home of the parents or relative. Students may also be picked up at school.

6. After contact is made and verified by a staff member, students will sign out

and they will be given an early dismissal.

7. Students walking home will leave school grounds immediately. Students being picked up will wait in front of the office and will be supervised by staff.

8. All students who have not been able to contact family or friends to take

responsibility for them will be transported or walked by adult supervision to the Kern Avenue School cafeteria (high ground area).

9. Staff making phone calls and releasing students will give all information

(student name, walk home, or picked up by or sent to K.A.) to our school secretary.

10. Certain staff will stay at the office up to 2 hours or until unsafe conditions

arise to answer parent phone calls.

11. District office will be informed of final school closure.

These procedures are to provide guidelines for staff and students in the event of a person coming on campus with a unauthorized weapon or driving by campus discharging a firearm.

II. Certificated Staff Procedures

A. School in Regular Session

If a person is on campus or driving by firing a weapon, the office staff will call out on the intercom the repeated phrase CO D E 0 NE. At this signal, all classroom teachers shall LOCK DOWN:

a. Classroom 1. Pull curtains. 2. Turn off lights. 3. Instruct students to get on the floor under a desk. 4. Check outside to see if it is safe to lock the classroom door. 5. Try to keep students calm and orderly. 6. Under no circumstances let anyone leave the room until instructed, either by the intercom or an

identified administrator or his designee. 7. DO NOT RESPOND TO THE BELL SYSTEM.

b. P.E. Classes 1. Instruct students to get in the gym as quickly as possible. 2. Lock all doors as you enter. 3. Get students into locker area and on the floor. 4. Turn off lights. 5. Try to keep students calm and orderly. 6. Under no circumstances let anyone leave the room until instructed, either by the intercom or an identified

administrator or his designee. 7. DO NOT RESPOND TO THE BELL SYSTEM.

c. Auditorium 1. Each teacher is responsible for their class to keep them calm and in their seats. 2. Turn lights to dim. 3. Lock all outside doors if safe to do so. 4. Under no circumstances let anyone leave the room until instructed, either by the intercom or an identified

administrator or his, designee. 5. DO NOT RESPOND TO THE BELL SYSTEM B. During Lunch

1. If there are drive by shots fired, all staff available shall:

C. During Passing Period 1. If there are drive by shots fired, all staff available shall:

a. Get all students close to your room, into your room and follow procedures for LOCK DOWN.

b. For students in the quad area, instruct them to lay flat on the ground. 2. If there is as individual on campus with an unauthorized weapon, all staff available shall:

a. Get all students in classroom and LOCK DOWN. b. Get students around a corner and out of sight, then in a classroom and

LOCK DOWN.

Browning Road School WINDSTORMS EMERGENCY PROCEDURE SYSTEM

The U.S. Weather Bureau can usually forecast severe windstorms with a high d~ree of accuracy. If time and conditions permit, the children will be sent home. However, if high winds develop during school hours with little or no warning, the following emergency procedures should be followed:

1. Keep students inside under shelter. If students are outside, find shelter immediately.

2. Implement action TAKE COVER.

3. Close all windows and blinds.

4. Remain near inside wall, and stay away from window which could be blown down.

5. Avoid auditoriums, gymnasiums and other structures with large roof spans.

6. Evacuate classrooms bearing full force of wind.

7. Keep tuned to a local radio station for latest advisory information.

8. Take roll.

9. Notify utility companies of any breakage or suspected break.

10. Await further direction by the Principal.

THE PLAN

In the event of a catastrophic phenomenon we would have to put into practice the following plan that would make our responsibility paramount into the safety of our children. It is imperative that we have up to date parent permission release information on each student. In the event that a parent cannot pick up their child, the child cannot be released if their name does not appear on the card. Children will be kept in their classrooms until they are picked up by their parents or their designee. Parents are to report to the cafeteria first before picking up their child. A child will not be released unless the parent checks in with the cafeteria first. For safety purposes the classroom doors will remain locked. Office staff working in the cafeteria with the emergency procedure cards should have a list of all students from each classroom on hand. Parents will signoff beside the students’ name stating that the student has been picked up. The Safe School Plan would go into effect along with the School Crisis Team that is made up of several teams. These are the teams and their responsibilities:

Responsibilities: (1) Identifies areas of need/danger, (2) Coordinates rescue efforts, (3) Coordinates fire control Staff members on each team will proceed together in an orderly and prearranged sweep pattern, checking each classroom, auxiliary rooms, storage rooms, and rooms in the multipurpose building. To indicate that the rooms have been cleared and checked, the team should turn the lights off and close the doors. Team members will report the location of all injured students and staff to the First Aid Team and to the Emergency Operation Center. The Team will report to the EOC any areas of danger such as fire, and rescue students using appropriate fire control equipment. Team members will also make safety recommendations, and report when their area of assignment is all clear.
