Per the City’s request, we have revised our previous Best and Final to provide additional changes to subscriber quantities. Additionally, the City requested that we add back in a 3-Hop 6 GHz Microwave system instead of our Point-to-Point 11 GHz Microwave solution. We appreciate the opportunity to revise our proposal to reflect changes and look forward to working with the City of McKinney in a successful radio system partnership.

1.1 Best and Final Proposal Pricing We have revised our previous Best and Final proposal to offer the City an additional trade-in incentive for their existing (64) MCS2000 Mobiles and (338) MTS2000 Portables that will be collected and return to Motorola at completion of the project. Please note that we are not able to offer any additional trade-in incentives.

1.2 Description of Scope Adjustments This section provides a summary of the scope changes reflected in the proposal revision and subsequently our proposal pricing as well as description of these adjustments where they may provide differing functionality than in our original proposal. Please note that the sub items below include both City requested changes as well as Motorola provided cost reductions.

1.2.1 Remove East 2 Simulcast Site 4 The 4th Remote Simulcast Site at East 2 Water Tower has been removed from our proposal revision. This deletion includes all trunked radio equipment, civil components, microwave equipment, installation services, associated system integration and CCSi services. Please note that as discussed in our original proposal, the predicted coverage reliability will be lower than 95% Covered Area Reliability shown in our original 4-site design. Our CATP and associated documents will be adjusted to reflect these changes during the Design Review process. However, coverage will remain predicted on swivel belt clip for portables in the composite loss maps.

1.2.2 Site Development & Civil Construction Scope In order to provide additional cost savings to the City, we have opted to remove the DC backup power systems originally requested in the RFP at Simulcast remote sites, as well as downsize the expansion in our proposed shelters and backup power. The removal of DC backup power provides significant cost savings, but also additional space for expansion inside each shelter, as well as a more elegant cutover at the Wilmeth tower site, which would have otherwise required longer downtimes to rewire the existing electrical systems to accommodate DC backup power. Therefore, we reconfigured the equipment and services at each of the Simulcast RF sites to run on AC power with UPS’ and Generators. Shelter sizes at Industrial and Virginia Parkway Water Towers were reduced to 12x20 instead of the original 12x26 shelters with metal doors, which still allows expansion for one additional rack, or 25% additional expansion. We believe this is sufficient given that the City could still add a GTR8000 6-pack to add six additional channels in a single rack. Generators have been reduced to 35kW with 500 gallon fuel tanks instead of the original 50kW with 1000 gallon fuel tanks, which will still provide 3-4 days of runtime instead of the original 7 days. UPS backup times included in our proposed shelters are 6-15 minutes instead of the originally requested 4 hours, which provides sufficient time for the Generator to start as well as more space within each shelter for expansion.

1.2.3 3-Hop 6 GHz Microwave System Per the City’s request, we have removed the 11 GHz Point-to-Point Microwave system from our proposal. The 6 GHz Microwave system will link simulcast sites in a redundant configuration. Our solution includes a Provision Network Management system. Additionally, 2 hour DC power systems are included at each Microwave site. We have considered tree heights of 100’ for each path. The dish sizes at all sites will be 6’. Path profiles are based on a critical bandwidth of 16 T1s. Please note that Microwave training is not included as part of this proposal currently.

1.2.4 Test Equipment The RFP originally requested a large quantity of subscriber user paper manuals and CDs which have now been removed from our proposal revision. We have also removed additional copies of service manuals and Customer Programming Software (CPS), however, one copy of each is still included in our proposal revision.

1.2.5 Radio Subscribers The City of McKinney requested additional changes to the quantities and features of the subscribers originally proposed. We have updated quantities as outlined in the table below, and added ADP single-key hardware encryption to all new APX subscribers. Also, ADP single-key software encryption has been added to 85 total XTL5000 flash upgrades. These changes are detailed below.

Per the City’s request, we have removed all (10) backup dispatch control stations. Additionally, we have removed the 2nd radios for FSA and the Siren system which will be described further in this document.

1.2.6 Encryption Per the City’s request, we have added ADP single-key hardware encryption to all APX radios at no additional cost as described below. 85 flashport software upgrades to add ADP single-key software encryption has been added to XTL5000 existing radios which will be flash upgraded as part of this project. Please note that software ADP is provided at a cost to the City, and keys are loaded and programmed through Customer Programming Software (CPS). It does not support other encryption algorithms but is lower cost than hardware based ADP for XTL/XTS radios. APX radios will require a KVL loader to load the encryption key on radios. We have added an additional KVL loader to our proposal to accommodate the increased numbers of radios with encryption. Both software and hardware based ADP encrypted radios will interoperate as long as they are encrypted with the same keys. Note however that if other encryption algorithms are required, these must be added at an additional cost. As part of this proposal revision, the City of McKinney requested AES encryption options to be expanded to include a larger quantity of Police Mobiles, Motorcycle Radios and Portables. This

adjustment would increase cost significantly. As a valued Customer, Motorola is instead offering single-key hardware Advanced Digital Privacy (ADP) encryption for all of these radios at no additional cost in our proposal. ADP is a Motorola value added cost effective digital encryption algorithm which is confidential and proprietary. Other modes of encryption such as AES can be added later by purchasing required options for the KVL loader and subscribers. We have many Customers using ADP encryption on their Project 25 networks today. Statewide systems include the State of Idaho, STARCOM21 - State of Illinois and State of Colorado. City and County Systems include the City of Yuma, AZ, City of Marana, AZ, City of Stamford, CT, Johnson County, KA and Gwinnett County, GA. In Texas, ADP Customers are Williamson County, Round Rock, Georgetown and Cedar Park. In the State of Louisiana; Lake Charles Police and Fire, Calcasieu Parish, City of Sulphur, Lafayette Consolidated Government, City of Broussard, City of Carencro, City of Scott and Iberia Parish are ADP users.

1.2.7 Secondary Radios for FSA and Siren Systems We have investigated operation of the FSA and Siren System with single and dual radios as discussed at our last meeting and have removed the second radios and antenna systems from each subsystem to realize additional cost savings. For the Siren system, our original proposal included one radio for IV&D signaling and a second radio for audio announcements. In our revised single radio solution, sirens will be activated via data messages over the IV&D radio system. At this time, this activation sequence will occur sequentially until all sirens have been alerted. There is an inherent delay after the data message is received by the single radio before the radio can switch to voice mode and receive a live announcement message from another radio on that talkgroup. For FSA, there will still be two independent paths for signaling each Fire Station. One of these methods is to utilize the IP network between the Master site and each Fire Station to provide an IP message to each FSA RTU. The FSA radio will be used for audio messages only. The second FSA radio intended to provide a secondary data path over IV&D has been removed. Instead, the secondary path will be through the control station located at each Fire Station which will utilize the “Call Alert” feature. The secondary backup path requires manual intervention at the radio to reset, and will only provide one output. This output will be used by the RTU to turn on the lights at the station, open the doors, and turn on the speaker all at once when the backup path is utilized. Signaling of both the FSA RTU and the Siren RTU are done via a sequential process. The amount of time needed to signal multiple RTUs will vary based on the number of units signaled one at a time. Group Call will be available in a future software release which will allow radios to be alerted at one time, and reduce the potential delay that may occur when all radios are activated. Please note that Group Call is scheduled to be tested on FSA at the end of this year. Specific functionality, time delays, potential issues and additional details will be available at that time.

For Sirens, testing is currently underway on live systems and more information will be available in the near future. At this time, we cannot provide more information until testing is complete.

1.2.8 Radio Programming and Subscriber Management Second programming touches for all Mobiles, Portables and Control Stations in our original proposal has been removed from this proposal revision. We assume the City will take advantage of POP25 for any required additional programming touches after system cutover. Per our discussion, we have also removed Subscriber ATP and 5% Evaluation requirements outlined in sections 10.4E 1-14 and 10.4F 1014 of the RFP to provide additional cost savings.

1.2.9 Training Per our discussion with the City of McKinney, we have removed Executive Overview – Instructor Led, Radio Operator Training – Instructor Led and First Echelon Technician from the scope of our original training proposal. Therefore, our proposal revision includes Radio Unit Operator Training – Train-the-Trainer, System Manager Training, Dispatch/Console Operator Training and NICE Digital Logging Training. Please note that Microwave Training has also been removed from our proposal revision. These changes have resulted in additional cost savings from our original training proposal.
