Key green economy/green growth policy objectives and targets

Objectives (Environmental Strategy) Targets to be achieved

Environmental protection, sustainable development and green economy development, and climate change adaptation principles’ integration into all sectors of national economy

Environmental protection provisions integrated into sectoral policy documents, Green Offices – implemented, Public-private partnerships –created, National trademark „Green Moldova” elaborated and registered, Eco-labeling system introduced, Green certificates system developed and applied, Energy efficiency of 1,8-2% annually ensured, Greenhouse emissions reduced by 20%; Energy intensity reduced with 10%; Share of energy-efficient products on the internal market increased to 100%

Ensuring access of about 80% of the population to safe water supply systems and services and of about 65% to sanitation systems and services.

80% of the population has access to safe water supply. 65% of the population has access to sanitation systems and services

(1)Almost all indicators proposed in the draft of the OECD Report are covered by the UNECE indicators, which are examined by JTFEI. (2) There are some indicators that are not applied yet in Moldova due to the lack of specific methodology of collecting the data and calculating the indicators. (3) Some of proposed indicators are similar to the UNECE indicators that have been already introduced and are being applied in Moldova.

Conclusions :

Page 16: MEASURING GREEN GROWTH IN THE REPUBLIC OF ......1. National Development Strategy „Moldova 2020”; 2. Association Agreement EU –Republic of Moldova; 3. Government Activity Program

• To establish a national interministerial Working Group on green economy, which will be involved in coordination and implementation of measures on greening the economy at all sectorial levels.

• To elaborate a National Action Plan with activities related to green economy.

• To synchronize the activity of OECD with the activities of UNECE, UNEP and to join the efforts in order to establish which of the indicators can be used to measure the green growth.

• To use the JTFEI as a common platform to examine the indicators, including green growth indicators and extending it by covering the economic indicators also.

• To develop an integrated system of efficient relational databases for storing and exchanging data among institutions on monitoring the indicators – Shared Environmental Information System.

Next steps and challenges:
