Schedule Castes and Schedule Tribes Fee Reimbursement

The Students who wish to seek Reimbursement of fees, during 2013-14, shall obtain application from the District/ Taluk Social Welfare Department of Karnataka State and submit the same after Paying the Examination Fee (as early as Possible) along with the following documents to their Concerned Regional Centres of the Karnataka State Open University.

Documents to be enclosed

1. The Student shall register his/her name along with ‘Thumb impression thro’ online in any Office of the District/ Taluk Social Welfare Department of Karnataka State and Mention the registration number in the application form without fail;

2. The Student shall enclose Photo Copy of the Caste Certificate of the relevant/ Current Year;

3. The Student shall enclose Personal and family income Certificate secured in the recent past i.e. within one year to the date of application. The annual income shall be within `. 2.5/- lakhs;(Concerned to current year)

4. During the Year 2013-14 schedule castes and Schedule Tribes fee reimbursement annual Income of the Student and Extended `.50,000 Upto `.2,50,000 Per annum.

5. The Student shall mention Unique Identification Number (Adhar) and enclose its Photo Copy;

6. The Student shall Open A/c in any Nationalized Bank and mention A/c No, Name of the Bank and Branch and IFSC Code of the Bank; and enclose Photo Copy of the Bank Pass Book.

7. The Student shall enclose Photo Copy of Identity Card issued by the University;

8. The Student shall Mention the registration number of SSLC and enclose Photo Copy of SSLC marks Card;

9. The Student, if he/she is an employee, shall enclose Personal Income Certificate; The annual income shall be within `.2.5/- Lakhs.

10. M.B.A, B.Ed. and M.Ed. Students shall enclose personal and family Income Certificate;

11. The Student shall enclose Original, Student Copy, Challan against the Payment of Tuition Fee and Examination Fee;

12. If the Student lost his/her father/mother shall enclose his/her deceased Parent/s death Certificate;

13. The Student, who is an un-employee, shall enclose Photo Copy of Un-employee Certificate issued by the Tahasildar or Original Copy of Affidavit Sworn before the Notary Stating that he/she is an un-employee;

14. The Student shall enclose Photo Copy of Previous Academic years Marks Card;

15. The Student, who has discontinued the Program but taken re-admission to the same Program shall submit attested Photo Copy of Transfer Certificate if he/ she taken admission to any other program in KSOU or some other Institution in between;

16. Photo Copies shall be duly attested by the any Gazetted Officer.[self attested Copy will be rejected];

17. The Scheduled Caste/ Schedule Tribe Student, Who wish to seek admission, may Visit Website – for Scheduled Caste Student; http/164.100.80.124/swscholarship and Schedule Tribe Student; http//stg2.kar.nic.in/stsmis for online Registration;

18. The Student shall submit application during the year of admission to the program and Within due date, failing Which application Will be rejected.

19. For Schedule Castes students Scholarship Web http://164.100.80.124/swscholarship. For Schedule Tribes http://stg2.kar.nic.in/stsmis in Student login please enter your Online Register Number and for getting Password enter your Date of Birth DD/MM/YYYY in this order and Collect your Application details. In the Website home page select search my registration number and Click to get Forgot Online Registration number.

20. The Office of the District/Taluk Social Welfare Department reserves the right of rejection or acceptance of application. The University owes no responsibility in this regard.

1.0 ABOUT THE UNIVERSITY

1.1 Introduction

The Karnataka State Open University established on 1st June 1996 vide Karnataka Govt. Notification No. EDI/UOV/95 dated 12th February 1996 - KSOU Act 1992 is considered to be a reputed Open University amongst the open learning institutions in the country. Keeping in view the educational needs of our country in general and state in particular the policies and programmes have been geared to cater to the need.

All Academic Programmes such as, degree, diploma, certificate etc. of Karnataka State Open University are recognised by the Distance Education Council (DEC), Ministry of Human Resource Development (MHRD), New Delhi, vide decision taken by the DEC in its 28th meeting held on 23 March 2007. It is regular member of the Association of Indian Universities (AIU), Delhi, permanent member of Association of Commonwealth Universities (ACU), London, UK, Asian Association of Open Universities (AAOU), Beijing, China, and also has association with Commonwealth of Learning (COL). As of now KSOU assumes third position in the ODL system of the country.

1.2 Special Features

The Open-Distance-Learning (ODL) system is a unique and challenging mode of education offered at the University level. This system provides ample opportunities for those who desire to have University education at their place of work or residence. This method is popularly known as Distance Education. It is perhaps the only way to meet the ever-increasing demand for Higher Education especially in a developing country like India. Distance Education programmes are specially designed for :

Candidates who discontinue their formal education owing to pecuniary or other circumstances

Candidates residing in geographically remote areas

Candidates who cannot get admission to a regular college / Post-graduate department

Employed persons who cannot pursue their study as full-time candidates

2.0 HOSTEL FACILITY 2.1 Boy’s Hostel

KSOU Boy’s Hostel is located in KSOU campus. It consists of 33 rooms. Each room could accommodate 5 students. Thus, this facility will be available to 165 students at a time. The students who wish to avail this facility shall pay `. 70/- per day.

2.2 Girl’s Hostel

KSOU cottages, located in the University campus, reserved to the girl’s students. Each cottage can house 12 students. Totally University is having 09 cottages. Thus, 108 students can dwell in these cottages at a time. The student who is willing to avail this benefit shall pay `.70/- per day.

The University is extending this facility within its limits. The accommodation will be provided depending on the availability by following the policy of ‘First Come-First Serve’. The inmates of the hostel/ cottages shall maintain decency and decorum in the campus, no damage to the properties of the University shall be caused any violation will attract disciplinary action and penalty. Those who do not get the accommodation shall make their own arrangements.

2.3 Guest House

The Guest House of Karnataka State Open University in north-west of the University campus providing spacious and accommodation with modern facilities and good ambience for the academicians to stimulate them to work in their direction. The guest house is just 5 minutes walk from the academic block. The Guest House is built with well furnished 75 rooms, VIP, VVIP suites and other required amenities. 3.0 Library

The Karnataka State Open University Library caters to the need of the students, research scholars, faculty members and non-teaching staff of the university since 1996. The primary mission of the library is to support the educational and research programmes of the university by maximizing access to information. In order to fulfill the objectives of the University, the library aims to develop a comprehensive collection of documents useful for the faculty and the research community. Since then there is consistent growth of the collection of the library. Today, the Library’s collection exceeds 93,000 records including books, reports, theses, dissertations, audio visual materials, CD/DVDs, etc. The library currently receives over 300 national and international journals. About 250+ titles are accessible online under UGC-INFONET Consortia.

4.0 M.Ed DEGREE PROGRAM4.1 Intake

The intake for the M.Ed Degree Program shall be fixed by the SRC- NCTE, Bangalore, from time to time. At present the intake is 475.

4.2 Eligibility for Applying

Admission is open to candidates who have passed B.Ed / B.Sc.Ed / B.A.Ed / M.Sc.Ed Degree examination with 50% marks (with relaxation of 5% marks to S.C/S.T/Cat-I Candidates) from any recognized University/Deemed University or any other degree equivalent thereto.

1. He/She should be in-service candidate working in recognised educational instituition anywhere in India/Karnataka as full time teacher/ Education Officer.

2. He/she should continue to work at the time of admission, if selected.

3. He/she must produce a Service Certificate to that effect from the Head of the Instituition where he/she is working at the time of admission.

The following candidates are not eligible to apply

Part-time Teachers.

Honorary Teachers.

Those who are not doing any teaching work in School/Colleges. (This does not apply to the Education Officers working in BRCs)

Candidates who have passed Hindi B.Ed examinations from Instituitions, which are not recognised by U.G.C

Those who have obtained Hindi Shiksha Snathak Certificates (not B.Ed. Certificate) from Dakshina Bharath Hindi Prachar Sabha, Chennai.

Those who are not in service as teachers at the time of applying.

4.3 Duration of the Program

Duration of the M.Ed Degree Programme is two years. Every candidate has to attend two contact programmes of first and second year in two consecutive years. Those who could not complete the theory examinations within the stipulated time have to complete the same within four years of admission.

4.4 Medium of Instruction

Medium of instruction for the Program will be English/Kannada. Candidates are permitted to write their assignments, Dissertation Report, Term - End Examination in the medium of their choice.

4.5 Credit System

The University follows the ‘Credit System’ for its M.Ed program. Each credit is of 30 hours of study comprising of all learning activities. Thus, a twelve credit course involves 360 study hours. This helps the students to understand the academic efforts she/he has to put in order to successfully complete the course. Completion of M.Ed program requires successfully clearing 82 credits. Under open distance system, a paper is called “Course” and a course as “Program”. There are three Courses for the first year and three Courses, one Dissertation and Viva-voce for the Second Year M.Ed Program.

4.6 Seat Matrix

2% of seats out of total intake is reserved for teachers working in Non-Karnataka States. 1% of the seats out of the total intake is reserved for Defence/ Ex-service personnel.

Remaining 97% of the seats out of total intake is reserved for teachers working in Karnataka state. The seat matrix is given below.

Note : Physically Challenged Applicants should bring a recent Certificate with their latest photograph, from a District Surgeon clearly mentioning the nature of defect and the percentage of disability at the time of admission if they are selected. Those with greater percentage of disability will be given preference in the allotment of seats.

Note : Selection Under Inservice/ Ex-service Defence reservation category will be done as follows, preference will be given to defence personnel /spouse/son/ unmarried daughter of defence personnel in service. If such candidate is not available preference will be given to Ex-service personnel or spouse or son/unmarried daughter of ex-service / defence personnel.

Candidates who seek admission under categories other than S.C/S.T/Category I, should compulsorily abide by the rule laid down by the Department of Social Welfare, Government of Karnataka about income limit pertaining to creamy layer (vide No.SWD, 225 BCA 2000, dated-30-3-2002). The candidates who do not fulfil the above condition as per this order will be considered as general merit candidates without assigning any reason. Candidates claiming reservations under the above categories must produce valid certificates at the time of admission, if selected. Late submission of such certificates will not be entertained. Those who claim reservations under these categories without producing the valid certificates will be considered under ‘GM’ category only.

Note : *Study Centre-wise detailed seat matrix will be announced at the time of Pre-admission Counselling.

*Vacant seats in any category mentioned above will be shifted to other categories on the basis of the number of applications available.

4.7 Selection Criteria

A. Selection will be done adhering to the seat matrix for reservation on the basis of total marks obtained in the ‘Common Entrance Test’ conducted by the Karnataka State Open University.

1. All the applications received will be scrutinized with respect to following aspects:

a. whether the qualifying degree is obtained from a University / Deemed University recognised by UGC and NCTE.

b. whether the applicant is serving as per eligibility criteria.

c. applicants’ present designation as indicated in Service Certificate.

2. If the conditions (a), (b) and (c) are not met, application will be rejected.

3. Applications which do not satisfy the above eligibility criteria will be rejected.

4. All applications will be listed in the descending order of marks scored in the Common Entrance Test. Applications with the same marks will be arranged on the basis of age seniority based on date of Birth as entered in SSLC or Equivalent Examination certificate. Such a list is called ‘Rank List’.

5. The selection will be made on the basis of an objective type Common Entrance Test of 100 marks with no negative marking to be conducted by KSOU in Mysore, Bangalore, Dharwad, Gulbarga and Mangalore centres.

The details of venues of examination will be intimated at the time of dispatch of Admission ticket.

6. The Selection Committee will select 475 candidates from the Rank List purely on the basis of merit based on the total marks scored in the Common Entrance Test.

7. University will take sufficient care to send Admission Ticket of Common Entrance Test to all eligible candidates. There may be instances where the delivery of Admission Ticket is not done due to reasons beyond the control of University. All applicants who do not receive the admission ticket well in time are requested to contact the Chairperson, Department of Education, KSOU, Mysore in person and take duplicate copy of Admission Ticket or know reasons as to why it has not been sent.

8. No candidate will be allowed to appear for the Common Entrance Test unless he/she possesses Admission Ticket.

9. Mere possession of Admission Ticket is no proof of Application Form being accepted or any right over any seat.

10. The seat matrix detailing reservation of seats in each of the categories (6.6 - Seat Matrix table) will be followed while selecting candidates.

11. The list of selected candidates will be published on the Notice Board of the Department and Website and individual intimation will be sent to selected candidates.

12. Vacancies which may arise will be filled-up as per rules.

13. The decision of the selection committee is final.

14. All residual matters will be decided by the Vice - Chancellor.

B Common Entrance Test Pattern

1. There shall be one paper of 2 hours duration. 2. This paper shall consist of 100 multiple choice objective type items, each with four alternative answers.

3. The syllabus of this Common Entrance Test will consist of the following content under four sections -

A. (i) History of Education in India (including various Education Commissions) (ii) Educational Philosophy (iii) Educational Sociology

B. Educational Psychology

C. Teacher Functions

D. Technology of Teaching

4. The Common Entrance Test Paper will consist of 100 test items covering all the above four sections. There will be not less than 10 test items from each of the above four sections.

5. Each correct answer will get 1 mark.

6. There is no negative marking.

8. Sample items for the Common Entrance Test are given at the end of the Prospectus.

4.8 Selection Procedure

All the applications registered will be scrutinized and incomplete applications will be rejected.

Admission Tickets for appearing for Common Entrance Test will be issued/sent to candidates who have submitted valid applications and which are found eligible.

A general merit list based on the total marks obtained by the candidates in the M.Ed Common Entrance Test will be prepared, without any consideration of the level of Instituition the candidate is working. However the rules of the reservation for SC/ST Cat-I, 2A, 2B, 3A, 3B, Physically Challenged, Defence Personnel and Non-Karnataka Group will be continued as usual.

Those who have scored the same marks in the Common Entrance Test will be placed in the merit list according to their date of birth.

Merit means total marks scored in the Common Entrance Test only.

Pre-admission Counselling

1. Candidates selected by the Selection Committee shall be intimated by post and will be asked to come to Head Quarters for a two day Pre-admission Counselling and Induction Program along with original documents and fee to be paid. Those who do not attend this Program will forfeit their seats. If selected candidates fail to report on the first day of the Pre-admission Counselling their seat shall be forfeited.

2. During Pre-admission Counselling,

a. Original documents will be verified and seat allotted will be cancelled if they are at variance from what is declared in the application form.

b. In Pre-admission Counselling Study Centres will be allotted strictly on the basis of the Rank list of all the selected candidates.

c. Those who accept the Study Centre allotted to them will be asked to pay the stipulated fee in the form of challan immediately and submit the same to the Chairperson, Department of Education KSOU, Mysore.

d. On production of challan copy for having remitted the fee, Study Centre Allotment Letter (Letter of Offer) will be given to the student, which the student, in turn, will produce at the Study Centre.

e. The candidate will have to attend the Contact Programmes only at the allotted Study Centre, submit all the required mandatory records in their Study Centre. Dissertation Report (2 Copies) shall be submitted to the Chairperson, Department of Studies and Research in Education, KSOU, Mysore. Study Centre allotted cannot be changed in the middle of the Programme. Mutual changes are permitted on the production of written consent letters from both the parties personally only before the commencement of first Contact Programme.

3. Study Centres for the present batch will be announced at the time of Pre-admission Councelling. Study Centre once allotted cannot be changed in the middle of the programme. However, mutual changes are permitted on the production of written consent letters from both the students at the time of pre-admission counselling. Both the students should present themselves at office of the Chairperson of the Department of Education, Karnataka State Open University, Mysore-6 to effect the change of centre.

4.11 Instructional System

The methodology of instruction in this University is different from that in the conventional universities. The Open University System is more learner centered, and the student has to be an active participant in the teaching-learning process. Most of the instruction is imparted through distance rather than face-to-face communication.

The University follows a multi-channel approach for instruction. It comprises suitable mix of :

Personal Contact Program

With a view to provide students an opportunity to meet their teachers and getting their doubts clarified, Personal Contact Program is arranged for M.Ed Program both in First and Second Year. These Programmes are compulsory. No Re-enrollment - (Every candidate should put in 80% attendance in the Contact Program.) Any candidate who fails to attend the first Contact Program in the first year within THREE days from the commencement of the contact program shall forfeit his/her seat. There will not be any provision for re-enrollment for the subsequent year. Fee remitted by such candidates will not be refunded. They have to seek fresh admission in the subsequent year as fresh candidates. Personal Contact Programmes will be arranged for a period of 15 days in each year.

The University considers these Personal Contact Programmes as very important aspect of Distance Education. Students are advised to make best use of this opportunity of listening to lectures, discussion on matters of academic interest with their teachers and exchanging notes with their fellow students.

The students of M.Ed Degree Program are expected to submit TWO written assignments in each course. The hand written assignments should be submitted within the stipulated date to enable the teachers to value them well in advance before the term-end examination.

ONE TEST will be held in each course during the Contact Program.

Dissertation work will be assigned during First Year and should be submitted after the Second Year Contact Program without which they will not be allowed to appear for the Second Year Examination.

Students will not be permitted to appear for the examination without the submission of Assignments, Dissertation Report and without taking the Tests as stipulated in the regulations.

Before the students attend the Contact Programme they are advised to go through the study materials and note down the important points to be discussed. Unless they have gone through the print materials, there may not be much to discuss.

Assignments

Assignments are an integral part of distance learning. The purpose of assignment is to test the comprehension of the course content of the learning materials the student receives from the University and also to help them comprehend the courses better by providing necessary feed back. Students are advised to consult relevant reference materials for completing their assignments.

Assignments serve the purpose of continuous evaluation. The marks that the students score in their assignments will be counted in their final result. For their own record, they are advised to retain a copy of the assignments. Students will submit the assignments to the Study Centre Co-ordinator.

Submission of assignments is compulsory without which no student will be allowed to appear for the term-end examination.

If one appears in the term-end examination, without submitting the assignments, the result of the term-end examination will not be announced.

All assignments should be submitted at the Study Centre.

The University has the right to reject or accept the assignments received after the due date.

Assignments once submitted will be considered as final and the marks given to the assignment will be retained even if the student appears subsequently for the term-end examination.

Dissertation Work

There shall be a compulsory Dissertation to be submitted in the second year. The Dissertation Work is to help the student to use the theoretical insights they have developed by the study of various areas and use them to seek solutions to a problem or develop a design or strategy or material for an innovative practice. This will also help in the higher levels of learning which involve independent exploration and discovery. The post-graduate program which is directed towards preparing leaders in the field of education must have provision for a great deal of independent study including the ability to choose/select problems/topics which need to be addressed urgently. The Dissertation Work provides scope for this type of flexible and independent exploration.

By the end of first year students are expected to select an area of specialization as their elective. The topic/problem they are selecting for their Dissertation Work may be selected as far as possible from that area only. This would help them in strengthening their theoretical foundations in their specialization area.

The Dissertation Report on an approved topic shall be prepared by the student under the supervision of a recognized Supervisor/Guide from the Study Centre. Teachers working in the M.Ed Study Centres, shall be considered as recognized Supervisors/Guides.

Each student shall prepare a Research Proposal for a selected research topic or problem in consultation with the Supervisor/Guide in duplicate and get them approved and signed by the Guide. One copy of the Proposal is retained by the student and another copy is submitted to the Study Centre. Each student shall prepare THREE copies of Dissertation Report as per the specifications, consisting of not less than 80 computer typed pages. One copy is kept by the student. Two copies of the Dissertation Report have to be submitted to The Chairperson, Department of Studies in Education, Karnataka State Open University, Mysore - 570 006. All the three copies have to be signed by the Candidate, the Guide and the Chairperson, Department of Studies in Education, KSOU, Mysore, Compulsorily. Without signature Dissertation will not be accepted. The Dissertation Report shall be evaluated by two examiners for 100 marks. There will be a Viva - Voce for 50 marks after the Theory Examination. Students have to bring their copy of the Dissertation Report when they attend their Viva-voce.

4.13 Scheme of Examination

There will be an Annual Examination at the end of each academic year during

October/ November/December separately for First Year and Second Year.

Internal Assessment

25 Marks for each Course are for Internal Assessment. A total of 75 marks in the First Year (25 Marks each for 3 Courses) and 75 marks in the Second Year (25 Marks each for 3 Courses) are for Internal Assessment. Internal Assessment marks are counted for the Final Examination performance. Internal Assessment marks given to students in all the Study Centres are subject to the scrutiny by the Department Council of KSOU. The Department Council has the power to moderate the IA marks awarded by the Study Centres. The decision of the Department Council in respect of IA marks shall be final and binding.

Reappearance

A candidate declared to have failed in any course at M.Ed Degree Examinations is permitted to reappear for the failed course.

The number of such chances is restricted to Four including the first appearance to be utilized within Four years. The syllabus and scheme of examination in force on the date of such subsequent appearance are to be followed.

Improvement of Class

A candidate who has passed the M.Ed degree examinations is permitted to reappear for either First or Second year examination or all courses without rejecting the whole examination results so obtained for the purpose of improving the results and finally choose the marks/results to his / her advantage.

Provided that

1. The number of such chances for reappearance shall be restricted to three to be utilised within four years of the first appearance (during the year of admission)

2. The application for such appearance shall be made at least 60 days before the commencement of the examination;

3. The candidate shall take the examination as per the syllabus and scheme of examination in force on the date of such subsequent appearance;

4. A candidate cannot avail this facility after applying for obtaining the M.Ed. Degree Certificate. If provisional certificate is already taken it must be surrendered with the application for improvement/reappearance. The Examination fee for such reappearance should be paid only after the permission is accorded to the candidate.

Examination Centres

The university will conduct M.Ed Examinations at the notified examination centres. The details of the

schedule of examinations and the center of examination will be intimated to the students individually.

Revaluation and Photocopy

Revaluation is allowed for M.Ed answer scripts. The Photo copy of the answer scripts can be obtained by paying the prescribed fee. The candidates should apply to the Registrar (Evaluation), Karnataka State Open University, Mysore-6 within 21 days after the annuoncement of results in the University website.

Other Information

1. To be eligible to appear at the term-end examination of M.Ed. Degree Program, the students are required to fulfil the following conditions.

they should have paid the Program/Tuition fee for the year

they should have opted and pursued the prescribed program as per regulations

they should submit all the assignments specified in the regulations

their registration for the program should be valid

they should have attended all Contact Programmes, Practical Works and Counselling Sessions

they should have appeared for test, submitted assignments and Dissertation Report as per the requirement of the Program

2. The last date of payment of examination fee and submission of examination form will be notified by the University which will be intimated to the candidates individually.

3. In case any student fails to receive the details of the examination schedule, he/she should get in touch with the Study Centre/Headquarters indicating the Roll Number, Name, Address, and the Program.

4. Students are entitled to appear only at the centre allotted to them. Centre once opted/ allotted shall not be changed.

5. The examination result will be compiled centre-wise and all concerned Study Centres will get a copy of the result sheet.

6. The University will conduct examination once in a year for M.Ed usually during October/November.

7. Examination fee shall be paid only through bank challan. Examination fee once paid will not be refunded or re-adjusted to the next examination even if the candidate abstains himself/herself

from the examination for which he/she has paid the fee.

8. Candidates appearing for the examination for the first time shall pay the prescribed fee for all the courses/papers irrespective of the number of courses/papers they wish to appear.

9. Students should obtain the admission ticket for the examination from the Chief Superintendent of the examination center two days before the commencement of the examination. Admission ticket will not be sent directly by post.

10. Students can answer the examination in Kannada Medium also even if they opt for instruction in English medium.

11. Marks cards will be dispatched to students by the University to the address of the student directly.

5.0 GENERAL INFORMATION5.1 How to Apply?

1. Use only the application form of the current year. Application form issued in previous years will not be considered.

2. Fill in the application form legibly after reading the instructions printed in the Prospectus. Incomplete Applications will be rejected without any correspondence.

3. Candidates should send only duly filled in OMR application form.

8. At the time of admission to Second Year M.Ed Program, after receiving the intimation from the University, the program/tuition fee and other fees shall be paid to General fund a/c through bank challan and send one copy to the Chairperson, Department of Education, KSOU, Mysore-06.

9. Money Orders, Postal Orders, Cash or any other mode of payment will not be accepted. The University will not be responsible for the loss incurred by the candidate due to such payments.

10. Students are required to preserve the student copy of the challan. The same will have to be produced at the time of obtaining any document from the University.

11. Admission made to any programme is provisional till the University approves it.

12. Students when visiting University or the Study Centre or Examination Centre shall bring with them their Identity Card to be shown on demand.

13. All legal disputes, if any, shall come under the Jurisdiction of Mysore city Courts only.

14. Once the instruction to pay the fees is received by the students during the Pre-admission Counselling they must pay the full fee on or before the last date fixed for the admission. They will loose the opportunity for admission if they do not pay the fee within the last date.

5.3 Convocation Section

Instructions to the Candidates

1. Please enter clearly in BLOCK LETTERS in the place provided, the correct Postal Address to which Degree Certificate and communication, if any, is to be sent.

2. You are required to furnish complete information in the form, and then affix a Passport size colour photograph, TWO photos may be placed in separate envelope and enclosed with the Application.

3. Self attested Photo copies of Marks Cards of all the years shall be invariably enclosed.

4. Ist Class Post-Graduates, Medallists/ Prize winners and Rank holders only can take their Degree Certificate IN PERSON. All other will be given the Degree Certificate only IN ABSENTIA.

5. After payment of the prescribed fee (KSOU Examination Fund Challan) the completed application form shall be sent directly to the Registrar (Evaluation), Karnataka State Open University, Mukthagangothri, Mysore - 570006.

6. Incomplete Applications are liable to be rejected without assigning any reason whatsoever. REFUND OF AMOUNT IS NOT PERMISSIBLE UNDER ANY CIRCUMSTANCES.

7. Candidates who have applied under Inperson Category, if failed to attend the Convocation shall remit an extra Penal Fee ` 100-00 for sending the Degree Certificate by Registered Post.

8. After the Convocation, the Degree Certificate will be sent to the eligible candidates (under In absentia category), only through Registered Post. If the said Degree Certificate is returned to the University undelivered, Candidates shall remit an extra amount of ` 100-00 to obtain the Degree Certificate.

9. If the Degree Certificate is to be sent outside India, an additional fee towards Postal Expenses is to be remitted along with the prescribed fee.

10. If N.C.L is not removed and class is not declared and also name discrepancies if any, such candidates are not eligible to receive the Degree Certificate until they overcome the same.

11. If there is any correction in the Original Marks Cards it may be corrected immediately before submitting the application for the Degree Certificate, otherwise, student will be held responsible.

6.0 Rules of the University

1. No Candidate is permitted to pursue two degree programmes simultaneously of this or any other University.

2. If a candidate gets admitted to more than one post graduate or degree program, the University shall cancel his/her admission to one of the programmes, which she/he had joined without giving prior notice.

3. Any student who is found to have concealed information about her/his age, qualification etc. or violated any provisions, is liable to be removed from the rolls forthwith and will be deprived of the benefits of attendance, examination, results, awards etc., in the program concerned,

apart from appropriate disciplinary action and imposition of penalties.

4. Candidates shall abide by the Rules and Regulations in force and those to be issued by the University from time to time.

5. False declaration of Age, Qualification etc., by the candidate will disqualify her/his admission to the University.

6. Any/All Legal Disputes shall be subjected to the jurisdiction of Mysore City courts only.

7. The offices of the University will remain closed on the Second Saturdays of every month, all Sundays and General Holidays.

8. This prospectus provides all necessary information you need as a student of the University. You are, therefore, advised to keep the prospectus till you complete your Program. Avoid unnecessary correspondence about the details provided in this prospectus.

9. To receive the Degree Certificate after passing the examination, a student should directly apply to The Registrar (Evaluation), Karnataka State Open University, Mukthagangothri, Mysore-6, in the prescribed application form. Other details may be obtained from the University after the press notification about the convocation.

10. To obtain the Migration Certificate a student should apply to The Registrar (Evaluation), Karnataka State Open University, Mukthagangothri, Mysore-6, in the prescribed form or by paying the Prescribed fee.

11. Transfer Certificate will not be issued to the student. It will be sent to the instituition where the student pursues her/his further studies. However, the students have to obtain No Due Certificate from the University before applying for Transfer Certificate/Migration Certificate.

12. Provisional Pass Certificate will be issued by The Registrar (Evaluation) on request and on payment of prescribed fee, after the declaration of result by the University.

13. If the Original Identity card is lost, duplicate card may be obtained from the office on Payment of ` 300/- through KSOU General Fund account in State Bank of Mysore or State Bank of India through prescribed Bank Challan respectively.

6.1 Change of Medium of Instruction

There is provision for changing the medium of instruction the student had opted at the time of admission. The student should submit an application on plain paper, addressed to the

Chairperson, Department of Studies and Research in Education, KSOU, Mysore - 06, along with a fees of ` 1,000/- (in the form of Bank Challan) within one month, from the date of admission. There is provision to obtain the fresh study materials in English/Kannada versions, as the cases may be, after returning the study materials they had obtained in the same condition as they were received within one month. If the study materials returned are found unsuitable for distribution to other students, they will not be accepted by the study materials section.

6.2 Change of Subject

If a student desires to change the Subject opted during the time of admission he/she can change it by submitting an application within one month from the date of admission of the current academic year. Such students are required to submit requisition to the Chairperson, Department of Studies and Research in Education, KSOU, Mysore - 06, after paying the prescribed fee. Only the tuition fee already paid by the student will be adjusted towards the tuition fee of the new Subject. The student should pay the difference of fees, if any. The study material will be exchanged only if they are in the original condition. The study materials will not be accepted if they are found unsuitable for distribution to others. In such cases the student should obtain study materials of the changed subject by paying ` 50/- per Block.

6.3 Distribution / Despatch of Printed Study Material

The printed study material is distributed in the following manner.

1. Study materials will be provided to the students at the Head Quarters at the time of admission.

2. For the students who have not received the Study Material in person, the University will despatch the same through Express Post Parcel (EPP)

If returned or undelivered to the addressee, the study material will be sent to such students later, on the condition that the students should bear the postal charges. Such addresses are updated in the KSOU website.

3. Those who have not received their study material within a month should browse KSOU website (www.ksoumysore.edu.in.) and purchase D.D in favour of The Finance Officer, KSOU, Mukthagangotri, Mysore-6, (Students from southern districts of Karnataka should pay Rs. 100/-, Students from southern districts of Karnataka should pay Rs. 200/-). The students should write their name, application number, subject, medium of instruction on the reverse of D.D. A requisition letter comprising all the aforesaid information should be sent to The Deputy Registrar (Study Material). Do not expect individual communication in this regard. Students are advised to be in touch with the local post office to avoid non-delivery.

6.4 Discrepancies in the despatch of Study Materials

There are eight Courses/Papers in each subject. While despatching Study Materials to thousands of students, it is possible that a student may get two copies of the same Block, due to technical reasons. In such cases the students should immediately send back the extra copy of Study Materials received by them to the study materials section. While sending back such Study Materials the students should write a letter to the Deputy Registrar (Study Materials), KSOU, Mukthagangothri, Mysore-6, to send the missed study materials mentioning the Course and Blocks. While submitting the requisition to the University students are required to furnish relevant information.

6.5 About the Address

Student should write their correct address legibly (with pincode) with Phone Numbers in all the address slips enclosed along with the Application Form. Please send them to the University along with your admission application. These address slips will be used for sending the study materials and other letters.

6.6 Change of Address

If the Address given by the student at the time of admission is subject to change, the student herself/ himself should write a letter about the change of address to the Chairperson, Department of Studies and Research in Education, KSOU, Mysore - 06. The student should confirm, from the concerned officer, whether the change of address has been entered in the Admission Register or not. It is very important that the study materials, information and application forms etc. can be sent to the student from time to time, can reach the student only if the address given is correct.

6.7 Change of name

If any student desires to change his/her name during the time of study he/she should obtain the prescribed form from Deputy Registrar (General), fill it carefully and submit along with a fee of 1,000/- through a Bank Challan with the following documents:

a. Affidavit of Change of Name in original dated within six months from the date of application. (Judicial Magistrate or District Judge).

b. Original copy of the news paper in which change of name was published.

c. Copy of Identity card issued by KSOU.

d. Two stamp size photos.

e. Copy of any one marks card where the original name appears.

The changed name will come into effect after University Notification.

6.8 Duplicate/ Renewal of Unique Identity Card

If the Original Unique Identity Card is lost, students are required to pay fee of 300/- through the Challan provided by the Karnataka State Open University.The following records have to be submitted in order to obtain duplicate Identity Card:

a. Student should write a letter to the Department of Chairperson.

b. A Photo copy of previous Identity card (if available), Attested copy of marks card, photo and attested photo proof of Voter ID or Driving License, office copy of the fee paid Challan should be enclosed.

c. The University will issue the Unique Identity Card to the students admitted for first year M.Ed programme. The students admitted to final year M.Ed shall preserve the Unique Identity Card and fee paid challans of admission and examination. During the Examination students shall invariably produce the Unique Identity Card along with fee paid challans of admission and examination to the invigilator. The University shall not be held responsible if students are denied permission to write the examination due to non production of the above mentioned documents.

6.9 Letter Correspondence

It is quite common for students to make telephone calls, e-mail and to write letter to get necessary clarification and information during their study period. On such occasions students should mention their name, address, enrollment number, subject of study, medium of instruction and Phone/ Mobile No. without fail. This will help to solve the problems quickly.

6.10 Standard Reply for Students (SR)

It is mandatory on the part of students to reply to the letters sent by the University on matters pertaining to admission, non-remittence of prescribed fee, study material, written assignments, exam, exam results etc. If students do not respond to the University letters on time in matters mentioned above, the problems cannot be solved quickly.

6.11 Students Redressal Cell (SRC)
